dated 18.05.2016 (copy
enclosed) on the subject cited above by which the DG:AIR,
New Delhi has sought for one time relaxation from the
Ministry of Information & Broadcasting on the plea that

After conjoint perusal of the aforesaid documents, it
would emphatically
go to show that the power of
relaxation already vests with the Prasar Bharati itself.
Hence, one time relaxation, under reference, should have
been granted by the Prasar Bharati itself in lieu of
pursuing the same with the Ministry of Information &
Broadcasting which may cause undue procedural delay in
the captioned

What is more to bring to your humble notice is that


after merger of some of the pay scales based on the
recommendation of the 6th CPC, the Govt. of India vide
Office Memorandum
dated 24.03.2009,
the existing
service rules/recruitment
rules was to be amended on
priority basis in respect of the eligibility conditions with
reference to the revised Grade pay/pay scales. The details

Notwithstanding
the
above
categorical
instruction, the department has not taken any action
in this regard frustrating the promotion avenues to
the post of Administrative Officer on account of the
resultant undue stagnation in the feeder post of Head
Clerk even though posts are lying vacant.
It is most pertinent to mention here that the
above letter dated 26.03.2015
is evident that the
Prasar Bharati itself filled up the posts of Head Clerks
vfs-a-v is the re-designated
post of Protocol-cumLiaison Officer in the Grade Pay of Rs. 4600 inflicting
double jeopardy in the promotional matter.

Under the above facts and circumstances,


it IS
amply clear that Prasar Bharati itself is competent to
grant relaxation under reference. Hence, it is kindly
requested to look into the matter and issue suitable
direction so that the instant matter is resolved, most
efficaciously, at the level of the Prasar Bharati to curb the
element of procedural delay. Photocopies of above letters
