FOREWORD
The 3rd Quarterly Bulletin 2015 has been prepared with a
view to highlight the achievements /performance of Wings, Branches
and Zones of FIA from 01-07-2015 to 30-09-2015.
The data/information regarding enquiries, cases and
their progress in court proceedings of Punjab, Sindh, KPK,
Balochistan and Islamabad Zone has been incorporated in this
bulletin.
The data reported in this bulletin is provided by
wings/branches and respective zones.
Any suggestion for the improvement of Quarterly
Bulletin is welcome.

Immigration Wing is headed by an Additional Director General BS-21 who is
assisted by a Director at HQ. Immigration Wing has two Directorates Immigration and Anti
Human Smuggling.

Anti Human Trafficking Circles are operating and enforcing Emigration Ordinance 1979,
Prevention and Control of Human Trafficking Ordinance 2002, Passport Act 1974, Foreigners
Act 1946, Exit from Pakistan (Central) Ordinance 1981. The AHTCs are working in Lahore,
Karachi, Peshawar, Quetta, Multan, Faisalabad, Gujranwala, Rawalpindi, Abbottabad, D.I.
Khan, Sukkar, Turbat.

Anti Corruption wing is headed by a Senior Police officer of BS-21 as Addl:
Director General assisted by a Director at HQ. Additional Director General assists the
Director General in all crimes related to corruptions and also coordinates operations
with Zonal Directors.

ECONOMIC CRIME WING


Economic Crime Wing (ECW) is headed by an Additional Director General BS-21
assisted by a Director at HQ. Additional Director General is responsible for assisting the
Director General and coordinating operations of the Zonal Directors. The ADG/ECW
commands the ECW field units and the field operational work at Commercial Bank
Circles (CBC), State Bank Circles (SBC) and Corporate Crime Circles (CCC).

COUNTER TERRORISM WING (CTW)


In 2003 Federal Government assigned Counter Terrorism role also to FIA.
Consequently, CTW was formally established in May 2003. CTW Officers have been
provided extensive training and some equipment by US Government Anti Terrorism
Assistance Program, in the area of crime scene analysis, computer forensic analysis
/ cyber terrorism, terrorist financing investigations and post blast explosives analysis
etc.
CTW is empowered to investigate offences punishable under the Anti-Terrorism
Act 1997, having:
Inter-provincial scope, or
Such cases as entrusted to the Agency by the Federal Government.
Functions of CTW

Build a National Database of terrorist entities.


Identify and arrest most wanted terrorists.
Detect and investigate terrorist financing/money laundering cases.
Conduct crime scene analysis of major IED explosions.
Detect, seize and prosecute hate material.
Computer forensic analysis and Cyber Terrorism Investigations.
Coordinate with Provincial CIDs in the national counter-terrorism effort.
Prepare Terrorist Incident Analysis and Threat Assessment Reports for Federal
Govt.
Provide Technical Assistance and Training to Police investigation officers.
STRs (Suspicious Transaction Reports) issued by FMU to extent of terrorist
financing are also investigated by CTW.

Personnel/Logistics

CTW became operational with 37 officers and 13 specialists. After expansion


CTW now comprises of 87 personnel (investigation officers & other staff). It is
headed by Director/CTW, who is assisted by Deputy Director (Ops) and Deputy
Director Forensic/investigation at HQ. There are five CTW Field Units at
Provincial Headquarters i.e. Lahore, Karachi, Peshawar, Quetta and Islamabad.
However, due to shortage of staff only 02 officers are posted in KPK & 01 in
Balochistan, the provinces which are worst affected by terrorism.

In addition to the investigation officers, CTW has 13 Specialists in the field of


Banking, Explosives, Forensics and Information Technology.

Cyber Investigation Unit (CIU)

(Forensic/Investigation) consists of 05 I.T experts who conducted cyber crime
investigations and digital Forensics. It has also developed software applications and
provides Cyber Crime Investigation trainings to the officers of CTW/FIA and other
law enforcement agencies.
Computer Forensic Lab
State of the art Computer Lab was developed in 2005 with the assistance of
US ATAP. The Lab is equipped with ENCASE (Forensic Software) and FTK for
forensic analysis of computers and portable storage devices, whereas, to conduct
forensic analysis of Cell phones and other mobile devices the lab is equipped with
Cell Dek and Paraben. CTW IT experts are notified as experts by Govt. of Pakistan
for purpose of conducting forensic examination of electronic evidence and CTWs
Computer Forensic Lab is a notified Forensic Lab which provides expert opinion to
FIA and Provincial Police Departments regarding electronic/digital evidence
recovered from crime scenes or suspects. So far CTW computer Forensic Lab has
conducted more than 01 Forensic Analysis for different Police Departments. In this
period CIU has conducted 04 forensic analysis of electronic evidence for CTW, FIA
and provincial Police Departments.
Explosive Analysis Lab
Explosive Analysis Lab was established in FIA HQ in 2010 to analyze
explosives/residue collected from scenes or suspects. The lab was established with
the assistance of USA, UK, Canadian and Australian Governments. The lab is
equipped with HAZMAT ID and ION SCAN Machines. The lab has conducted 11
Explosive Analysis during this period regarding major terrorist incidents occurred in
various provinces.

Software Application/Databases
The CTW continues to design and develop customized products of web-based
applications, described as under: National Criminal Database (NCDB)
o Details of 48623 accused & suspected terrorist entered.
o Record & reports of 11020 terrorist incidents entered.
Case Monitoring System (CMS): to monitor the progress of cases & enquiries
registered with CTW. (A total of 43580 cases registered with FIA are entered in CMS
along with details).
CTW Archives for the quick search and retrieval of CTW documents, presentations,
crime scene reports, intelligence and interrogation reports, briefs, explosive and
forensics reports etc.
National Criminal Database
NCDB system was established in 2008 with the assistance of Govt. of UK. This
system is capable of storing data about explosives, IEDs, Incidents, Terrorists,
Terrorists Organizations etc. The system is also capable of conducting different sorts of
analysis on the basis of the available data. Recently CTW has extended the connectivity
of Dfuze to provincial CIDs/CTDs with assistance of UK & Australian Governments and
the system has been renamed as National Criminal Database (NCDB). All the data
which was previously stored in TIS and TIA has also been migrated to NCDB and now
fresh data is directly being entered into NCDB by CTW/FIA and provincial CIDs/CTDs.

TECHNICAL WING
FIA Technical Wing was set up in 1975. Since then it providing scientific
assistance to various units of the FIA, NAB, Islamabad, AJK and Railway Police,
Federal Government Departments, Banks, Financial Institutions, Pakistan Armed
Forces and (on special request) Provincial Police Departments.
Three operational sections of the Wing are Questioned Documents section,
Fingerprint section and Chemical Analysis section. These examine the disputed
signatures, writings, alterations, additions, erasures, substitutions, rubber seal
impressions, fingerprints and obliteration of engraved numbers of stolen vehicles and
weapons.

CYBER CRIME NR3C


The PC-I of National Response Centre for Cyber Crime (NR3C) Project was approved with
the assignment of below listed functions and objectives:

NR3C enhanced the capability of Government of Pakistan and Federal


Investigation
Agency to effectively prevent growing cyber crimes.
To build a laboratory, equipped with Hi-tech tools for supporting NR3C operations
in cyber crime cases.
Reporting Centre for all types of Cyber Crimes in the country has been established
in order to investigate all high-tech crimes/Cyber crimes.
To enforce existing laws to combat computer crime and to protect consumers;
Enforcing ETO 2002 Section 36 & 37 and upcoming future cyber related laws.
Develop and maintain expertise in investigations of crimes involving high
technology.
To provide on demand state-of-the-art electronic forensic and cyber investigation
services to local police.
Liaison with INTERPOL and other international organizations to combat cyber
crimes.

INTEGRATED BORDER MANAGEMENT SYSTEM (IBMS)


PISCES Project was established in January 2002, which is gradually being
replaced by IBMS. IBMS is functional at 37 immigration check points/sites including 29
Entry/Exit points of Pakistan, Ministry of Interior, NACTA, PPO offices, DG I&P, Inter
Services Intelligence (ISI), Intelligence Bureau and Military Intelligence. Project has
been completed and achieved its goals and objectives.
Following milestones have been achieved during 01.07.15 to 30.09.15.
Total record of 3,442,663 travelers was stored in the system.
There are 330 hit cases recorded on different sites, as per details given bellow.

NATIONAL CENTRAL BUREAU- INTERPOL


The International Criminal Police Organization- ICPO, INTERPOL was founded
in 1914 with the founding principle to coordinate efforts relating to international police
cooperation. The membership of INTERPOL today consists of 188 countries, with its
General Secretariat in Lyon, France. Each member country establishes a National
Central Bureau- NCB to serve as the focal point for that nations involvement in the
collection of evidence, the pursuit of fugitives, locating missing persons including
missing children, the identification of unidentified bodies, and the exchange of or
request for information related to law enforcement investigations across international
borders.
Pakistan became member of ICPC (International Criminal Police
Commission) in 1952. The National Central Bureau (NCB) of Pakistan was created
under the new constitution of ICPO in 1957. It is attached with Federal Investigation
Agency since its inception. During 2005, Interpol SG Lyon has also provided
equipments for the extension of I-24/7 Communication System beyond NCB-Pakistan
Islamabad.

ENGINEERING SECTION
Performance of Engineering Section
1. Enquiry No. 56/2013 FIA SIU Islamabad Inspection of 08 different construction
projects has been carried out in different district of Pakistan. Technical Report
submitted to Deputy Director FIA SIU on 05.08.2015.
2. Enquiry No. 13/2015 FIA ACC Multan Inspection of 05 different road
construction projects has been carried out in different district of Pakistan.
3. A meeting with delegation of INL-P Procurement section Embassy of United
States of America Islamabad concerning early provision of Anti Blast T-Wall at
FIA HQ was held at FIA HQ on 20.08.2015.
4. Rs 37.26 Million were allocated for the year 2015-16 and utilized by the Budget
Branch for hiring of residential accommodation at Rawalpindi, Islamabad,
Lahore, Karachi, Quetta and Peshawar. Rs 28.06 Millions have been utilized
upto 01.10.2015.
5. Rs 19.71 Million has been allocated and release 8.65 Million in PSDP 2015-16
for the FIA ongoing project i.e Construction of Building at Sust Khunjrab pass.
Concerned Executive Engineer of Pak PWD Abbottabad dealing with the project
of FIA. The tender process of CAT-IV House No. 02 & CAT-V House No 04 Path
Tuff Tile is taken in Hand and to start the work after winter season. At present
work could not started due to blockage of K.K.H at Aliabad.
6. Receipts and issues during the period from 01.07.15 to 30.09.15 are as under:a. Letters Dispatched

7. The allottees of FIA Colony G-8/1 and G-8/2 Islamabad have lodged 620
complaints in Enquiry Office (Civil Side) from which 09 complaints pending due to
shortage of Material & 165 complaints in Enquiry Office (E/M) were also attended
from which 05 complaints for replacement of Burner are pending. As well as at
FIA HQ E/M side 353 complaints were received, out of which 02 complaints
pending due to shortage of material which were referred to Pak.PWD
(Maintenance Agency), for necessary action.
8. Disposal of cases, pertaining to hiring of office & Police Station building of FIA at
various stations through out the country. Cases concerning allotment of FIA flats
were disposed off and other Misc assignments were completed which were
entrusted by the senior officers at HQ.
9. Co-ordination with the Pak. PWD and other agencies, regarding execution of FIA
Development schemes at various stations and maintenance of hired buildings,
FIA owned offices and residential building in Islamabad/Rawalpindi.

INTELLECTUAL PROPERTY CRIMES (IPC)


Intellectual Property Organization (IPO-Pakistan) was established and Copyright
Ordinance 1962 was placed on the schedule of FIA in April 2005. Efforts continue to
bring Trade Mark Ordinance and other IPR related Laws, within FIAs ambit.
Functions
Deals with the enforcement of Intellectual Property Rights in Pakistan.
With the global changes an effective enforcement action against the piracy and
illegal manufacture of counterfeit products was needed.

CENTRAL CRIME RECORD OFFICE (CCRO)


CCRO was established vide standing order no.4 of FIA, with the purpose to
streamline the crime record by collecting, compiling, maintaining and updating
information with regard to all sort of crimes being dealt with by F.I.A.
Central Crime Record Office (CCRO) is headed by an Additional Director/ Deputy
Director under the direct supervision of Director General FIA. The prime responsibility of
CCRO is to maintain the record of all FIRs received by the zones and circles.

Functions

To maintain and keep record of all FIRs throughout Pakistan on daily basis;
To prepare Quarterly Bulletin Reports (QBR);
To prepare six monthly performance report;
To prepare Annual Administration Reports and
To attend to any other tasks assigned by senior officers time to time.

ELECTRICITY, GAS, OIL ANTI-THEFT UNIT (EGOA)


Honorable Prime Minister of Pakistan tasked, Director General, Federal Investigation
Agency (FIA), to enforce, The Electricity Act, 1910, bringing it in the purview of the
Agency, along with the relevant PPC sections for Gas & Oil antitheft efforts. FIA
planned, and carried out raids at the reported premises, after verification of credible
information, applying Pareto Principle, to catch 20% big fish responsible for 80%
consumption. The Unit shall not initially target low income household consumers. FIA to
interact with Prime Ministers Secretariat, Ministry of Water and Power (MW&P),
Ministry of Petroleum and Natural Resources (MP&NR), National Transmission and
Dispatch Company (NTDC), National Electric Power Regulatory Authority (NEPRA),
WAPDA Power Privatization Organization (WPPO), Pakistan Electric Power Co.
(PEPCO), Captive Power Plants (CPPs), Independent Power Plants (IPPs), Rental
Power Plants (RPPs), Private Power & Infrastructure Board (PPIB), National (Pakistan)
Energy Conservation Center (ENERCON), and Distribution Companies (DISCOs) in the
electrical energy sector, and, SNGPL, SSGC, PSO, GENCO Holding, Refineries and
OGRA, in the gas and oil sector to formulate policy, for guidance of operational EGOA
Unit, FIA. Internal laboratories of SNGPL, SSGC, Hydrocarbon Development Institute of
Pakistan (HDIP), UET (Lahore), and Punjab Forensic Science Agencies are used, as
the testing labs, for the sample tests, or the quality test reports.
