As Charg dAffaires ad interim at Embassy Managua, rebuilt Embassy operations
followingtherevolutionarySandinistaregimesexpulsionoftheAmbassadorandseven
officers,andsubsequentrefusaltoallowreplacementstaff.
As Acting Deputy Assistant Secretary for Passport Services, following a prolonged
period of seniorlevel turnovers in the aftermath of the Clinton passport file search
controversyinthe1992Presidentialelection,stabilizedthedomesticpassportoperation
andmaintainedeffectiveoperationsandmoraleduringaperiodofintensemediaand
Congressionalscrutiny.
At the request ofthe Department of Defenseand the National Transportation Safety
Board, directed liaison with senior diplomatic representatives of the South Korean
governmentfollowingthecrashofaKoreanAirlines747onGuam,with230killed.
