Niksic 5019 m2 was conducted in accordance
with The Law on Energy Efficiency ("Official

methodology of performing energy audits of
buildings ("Fig. Gazette ", no. 23 / 2013od
27/05/2013. whatever.) examination was
performed with a thermal camera, and data were
collected data logger.

sectormunicipalitiesNiksic5019m2wascarriedoutaccordingtoTheLawonEnergyEfficiency
("OfficialGazette"No.29/10),andRegulationsonthemethodologyoftheenergyaudits("Off.
GazetteofMontenegro",no.23/2013od05.27.2013.Whatever.)Reviewwascarriedoutwith
thermocameraanddataarecollecteddatalogger.
FortheMontenegrinCenterofEnergyEfficiency(CCEE)Team5asateammemberdeveloped
the Study Solar Energy in the Tourism Sector in Montenegro (SOL THERM) project including
energy audits for 28 hotels. The project was promoted by a grant enabled by Deutsche
GesellschaftfurIntenationaleZussamenarbeit(GIZ)onbehalfoftheGovernmentoftheFederal
RepublicofGermany.Thestudywasfinishedin2012.
For CCEE Team 5 , developed the Detailed Energy Audit for the Hotel Bellevue in Becici
Montenegrowithenergysavingsmeasurementsandrecommendations.Thedetailedauditwas
donein2012.TheHotelimplementedthesolarpanelsandenergyefficiencymeasures.
ForClientHTPPrimorje,Team5,asateammember,developedtheDetailedEnergyAuditfor
the Hotel Planinka in Zabljak Montenegro with energy savings measurements and
recommendations. The detailed audit was done in 2012. The Hotel is installing the
recommendedmeasures.
LusticadevelopmentPhaseITeam5istheprofessionaltechnicalsupervisionofthePhaseI
Project construction of 10 villas including architectural, structural, civil, electrical, MEP
landscapingandenergyefficiencyrevisionspecialistsmadebyLEEDgreenbuildingstandards,
where to apply strict measures of energy efficiency, blow door test, thermal Cameras and
measurement anemometers capacity installation. The project is in the final stages of
construction.ObjectsobtainLEEDGoldLEEDcertificationforhomes.

Team 5 was founded in 2011 in Montenegro.

Team 5 proves the following services:
Energy auditing and energy audit reports preparation;

Energy improvement supervision;
Bidding documents preparation and tendering procedures supervision.
Team 5 operates from offices in Podgorica,. Team 5 develops energy efficiency projects and
provides design, tendering, supervision, and project management services in Montenegro and
other countries and throughout Eastern Europe.
Team 5 has a number of licenses for mechanical electrical and civil design, and technical
supervision works and other services and works in Montenegro.
Our Expertise
Team 5 areas of expertise include:
Energy Efficiency. Energy auditing, collecting and analyzing building background

data, architectural, structural, HVAC, electrical, inspection of electrical equipment
(including lighting, heaters, air conditioners etc.); Determining the specific consumption
of energy sources and illumination levels in work rooms; Assessing daylight
illumination to ensure sufficient level of illumination and selecting optimal parameters
of lights; Recommending building energy efficiency improvements; Reporting on
building energy audits; Preparing the scope of work for recommended measures with
detailed technical description of all necessary activities; and Developing and publishing
tenders for the construction activities.
Project Construction, Cost Management, and Project Supervision. Project control

and reporting, design management, tendering and project procurement, budgeting,
cost planning permit coordination, site supervision, cost control and planning, quality
monitoring; quality assurance and quality control QS/QC, commissioning final
accounts and project close-out.
Design Services. Design management and permit coordination including the fullrange of design development services including tendering and contracting
management services.
Development of the Manual for Energy Efficiency Management in Public

Buildings including the Manual for Deutsche Gesellschaft fur Intenationale
Zussamenarbeit (GIZ).
Development of studies including the Study on Solar Energy in the Tourism Sector in

Letter of intention
Introduction
My name is Tatjana Vujoevi, and I have 20 years of experience as M.Sc. Civil engineer and specialist
with significant personal experience in career. I am working in Montenegro.
I am working as Chief of the Unit for monitoring and construction development in Ministry for sustainable
development and tourism in Podgorica Department for construction. My work now is to monitor,
coordinate department, following international laws regulations and practice in construction field and to
make decisions when it prescribed by regulations and decrees, to make proposals for changes and
amendments of sector provisions, to supervise activities in the sector of construction and urbanism.
Special importance in my work is monitoring of environmental issues and improvement in the area of
environmental protection and education of engineer in construction area. I am participating in law and
regulations development in construction field.
I worked as leading consultant in department for state planning documentation development in Ministry
for planning and environmental protection in Podgorica Department for construction. I worked as
leading consultant for issuing urban technical conditions from State planning documents, issuing exerts
from the State planning documents, participate in development of Law and other regulations related to the
construction and urban planning, preparing specialists reports and valuations.
Previously I was working as leading consultant in department construction in Ministry of Economy and
during this I worked with various companies and institutions. During this I was issuing the opinions, and
interpretations in the construction field, follow the construction technologies, prepared materials for the
law, regulations and standards in construction area, preparing decisions for technical committees,
building, construction and utility permits, as well as following the companies and engineers professional
knowledge and competence in their specialist fields.
As special consultancy am I engaged as specialist and performing Due diligence for First Bank of
Montenegro.
Working at Ministry for environmental protection and urban planning, Central administration for
Environmental protection and urban planning I was working on positions: inspector for the constructions,
and I was doing the supervision under the construction of State importance projects as well as for the
individual projects under the territory of Municipality of Podgorica. I have become competent for control of
the quality of materials used for constructions, to control the quality of the construction and to control that
the constructors meet standards and requested documentation, the project design etc.
Through my work I maintain excellent relationships working with other people, in multicultural
environments, in positions where communication is important and situations where teamwork is essential.
I am capable of handling projects of various sizes, even those of national importance.
I was involved in various activities including Design Development, supervision, Due diligence, Cost
Management, Development Management, Feasibility, Consultancy and Valuation.
Project management and design development include consultancy services for preparing all
documentation necessary for obtaining planning, building and operational permits.
Through my work I maintain excellent relationships with authorities throughout the countries, which is a
valuable asset.

Project, Construction, Cost and Contractors Management
I have gained valuable experience in this field from project management, permitting consultancy, cost
planning and control, coordinate and to make decisions when it prescribed by regulations and decrees,
consultancy in the field of changes and amendments of sector provisions, and supervision activities in the
sector for urbanization.
Environmental, energy saving Feasibility and Valuation

Montenegro.
In the course of year 2000- 2011 , as part of the team, and leader I did valuations of retail properties as
well as development land for over Euro 1.200mil, we have advised our Clients on investment,
development and environmental opportunities, we have prepared numerous technical, (re)construction
and financial assessments of green and brown developments as well as full reports on all aspects of
investment in separate sectors and regions; all this in working cooperation with legal experts, state and
municipal bodies and our colleagues working in other countries and other fields. Thanks to those and
other projects I gained extensive research capacity and I was able to assist our Clients in all research
related projects.

Energy audit and energy saving reports
During 2011 I finished course for Energy audits for buildings in Montenegro, held in Podgorica,
Montenegro organized by Ministry of Economics, GTZ and ENSI, Energy saving International with
excellent marks.
As team member I carried out the Solar Energy in the Tourism Sector in Montenegro Study.
As team member I carried out the energy saving audit - Final report for Medical centre in Danilovgrad,
with following content:
Collection and analyze of background data for the school
Inspection of electrical equipment (lightning, heaters, air conditioners etc.);
Determining of specific consumption of energy sources (per 1 sqm.) and illumination levels in
workrooms;
Inspection of self-contained thermal sources;
Assess of daylight illumination of the premises in terms of energy audit and ensure sufficient level of
daylight illumination and select optimal parameters of area lights;
Examination of air permeability of external cladding of the building (premises);
Recommendations for better energy efficiency of the buildings;
Estimation of costs for implementing of recommended measures;
Final report on energy audit for school;
Prepared scope of selected and recommended work for adaptation projects for school with detailed
technical description of all necessary works, detailed survey and estimate of cost for all works
(documentation that could be used for obtaining necessary permits for adaptation and publishing a
Tender for construction works).

My name is Rina Ivancevic, and I have 20 years of experience as M.Sc. Civil engineer and specialist with
significant personal experience in career. I was working in Montenegro and Italy.
I am working as Chief of the Unit for urbanization in City of Podgorica Department for urban planning
and urbanization Vuka Karadzica. My work now is to coordinate and to make decisions when it
prescribed by regulations and decrees, to make proposals for changes and amendments of sector
provisions, to supervise activities in the sector for urbanization etc. I worked as local consultant in Stability
Pact project related to preparation of Montenegrin Housing Action plan
Montenegro.
Working at Ministry for environmental protection and urban planning, Central administration for
Environmental protection and urban planning I was working on positions: inspector for the constructions,
chief of the inspectors for the central part of Montenegro and chief inspector for constructions for
complete territory of Montenegro Acting as a chief-inspector I have become competent for control of the
quality of materials used for constructions, to control the quality of the construction and to control that the
constructors meet standards and requested documentation, the project design etc.
Through my work I maintain excellent relationships working with other people, in multicultural
environments, in positions where communication is important and situations where teamwork is essential.

a needs assessment and performed design- build supervision of water and wastewater facilities and

improving of environmental protection of fuel pollution of sea near to Yachting services and yacht petrol

conditions, collecting of documentation, preparing power needs elaborates, for total power need for
complete network, complete with all necessary documentation for issuing the energetic approval for
project connections to the distribution power network, and issuing the conditions for design of electro
energetic power stations and network (subs stations and power supply cables), calculating the availability
in distribution system in order to maintain and provide technical and economical conditions for
