POLICY

The purpose of the Basic Engineering Design Data (BEDD) Sheets procedure is to
document specific site requirements as the basis for design and construction. The
Project Manager, together with the Project Engineer, shall determine during Project
Planning whether preparation of the BEDD Sheets will be undertaken for the project. If
BEDD Sheets will be prepared as a project task, associated funding shall be provided.
Not every section description is required for each facility. This document shall be
updated as additional or new requirements are established as site requirements.

DEFINITIONS

The BEDD Sheets are a compilation of existing site conditions, facility operating basis,
design basis and listing of existing reference documents. They supplement the
reference materials of regulations, manuals, handbooks, standards, and codes, refer to
PD 1.06 Engineering Design Standards and PD 5.05 Project Design Review.
Ideally, the BEDD Sheets development should start during Alternatives Analysis tasks,
and draft completed before the start of CER as indicated in PM 2.01 Project
Development Process.

RESPONSIBILITIES

See PD 1.01 Project Personnel Roles and Other Definitions and PD 1.02 PE
Responsibilities.
Refer to PD 1.01 Project Personnel Roles and Other Definitions and PD 1.02 PE
Responsibilities for roles of the PE, Resident Engineer (RE), Engineer of Record (EOR),
Design Engineer (DE), Design Lead Engineer (DLE), Drafting Group Leader, and
Operations Representative (OR).

IMPLEMENTATION

The BEDD Sheets shall be utilized as part of the initial design processes to assure that
all of the basic design considerations for each project are considered. Not all of the
design considerations listed in the BEDD Sheets are necessarily applicable for every
project.
The BEDD Sheets shall be the basis or beginning of the Design Criteria and may be
incorporated in the Design Criteria as appropriate (refer to PD 2.04 Design Criteria).
Where applicable the BEDD sheets provide standardized data that is consistent
throughout the Projects. The remainder of the BEDD Sheets provides a listing of the
data that must be determined, calculated or otherwise provided as part of the Design
Package. All sections of the BEDD Sheets should be reviewed. In cases where a
particular section and/or sections are not applicable it should be noted, and a brief
explanation as to why they are not applicable provided.
The BEDD Sheets shall be retained as part of the design material documentation for
Quality Assurance/Quality Control validation.
