------------------------------3.INDIA's ENTRY TO THE NSG
-NSG is an informal group of 48 countries that control the export and trade in Nuclear Materials and Technology. They are all signatories to the NPT. -India had applied in MAY 2016 for NSG membership but it is not an NPT signatory . -China raises the above issue as the major blockade to India's membership. -China and a few countries want a criteria based process for entry and not a mer e holdout for non NPT states. -Criteria a)Ability to supple items on the export control list. b)Follow NSG guidelines c)Support international non proliferation of nuclear tech. d)Legally based export control system e)Signatory of NPT -Arguments against India's entry a)In August 2008 India was given a waiver of full scope of safeguards where it effectively assists India's civil nuclear facilities b)The August waiver underwent a modification that prohibited trade in enrich ment and processing with non NPT signatories.(Paragraph 6 and 7 of Guidelines) Even if India becomes an NSG member it would need a consensus of other m embers to change the above rule.In such a case India would be like a second clas s member of NSG where no other country can trade in enrichment and processing with India c)NSG not so powerful because China has supplied 2 illegal reactors to Pakis tan and escaped censure.
