Analysis and recommendation
1Technical Sanction (T.S) is required in advance for the
commencement of work and as per saying of the Sub
Divisional Officer of the C&W that technical sanction is
under process of approval this distinctly point that the
executing department is deliberately delaying the process
of T.S so as to cover the lapses in planning and
implementation of the scheme It is recommended that the
executing department should assure the process of T.S
without any further loss of time.

Replies
Technical sanction of the scheme has been
submitted to the Superintending Engineer C&W
Circle Mardan for approval and will be available
for verification in short time.

Upon many request of Assistant DMO (Technical)


material test were not provided which make the use of
standard construction material questionable, all
engineering constructions are required to follow a quality
control system, which implies that material used in the
construction shall be tested before and during the
execution It is emphasized that a SOP shall be developed
by the c&w department to ensure testing of materials
before and during the implementation, otherwise the
quality of work executed will remain vulnerable. It is
recommended that all construction material should be
subjected to laboratory testing also all construction
material used must undergo Non destructive tests.

Laboratory test are being carried in routine


for every work along-with field tests and
visual examinations of the material. All the
necessary tests have been done and record is
available for verification. The test reports
were not available at site and instruction has
been issued to field staff to maintain separate
file for all laboratory test at site and copies
thereof will be available to M&E at site in
future.

The approved scope of work was awarded to 02 (two)


different contractors. This is apparently being done to
accelerate the pace of work but will encourage award of
contracts to the contractors having lesser capacity, which
may ultimately affect the quality of work. Bad practice of
dividing the works and awarding it to different contractors
should be discouraged in order to bring contractors of high
capacity and capabilities.

As stated, work has been awarded in two


packages to achieve accelerated progress of
work. Even then only those contractors which are
eligible as per their registration category with
PEC and C&W Department for a specific work
can participate in tendering, and have the
necessary capacity for execution of such works,
Hence quality of work is not suffered greatly due
to distribution of work in packages.

Following are the observations regarding sub-standard


workmanships and supervision maintained at the
execution site by the C&W department District Buner.
The plaster work carried out in the masonry and beam
portion of porch area behind the kitchen in the District
Food Controller residence (Pic-1) and that of projection in
the food grain Godown (Pic-2) was out of plumb giving
an image of poor workmanship.

Instead of approved CI pipe for vent, PVC pipe was


installed to the back side of bathroom of master bedroom
in the district food controller residence as shown in
photograph.
The servant room constructed at ground floor (Pic-1) in
the district food controller residence has been converted
into bedroom by providing a door (Pic-2) Upon inquiry
from the concerned staff of the executing department that
why such step has been taken they were unable to justify
the situation. This shows the lack of proper management
at site.

There is a shortage of expert / skilled labor in


Buner due to which workmanship issues are
surfaced. The contractor was directed to rectify
the defective plaster and to contractor to improve
the quality of plastering and the deficiencies have
been removed.
The PVC pipe is more economical than CI Pipe
for use as vent pipe; however the pipe in question
has been changed as CI pipe.
The building of District Food Controller
Residence was originally proposed as Double
Storey but 1st Floor provision was deleted during
the approval. As per desire of District Food
Controller, the drawing for Ground Floor was
slightly modified for creating an additional bed
room, in place of servant room as only one room
was left for the Officer living purpose. The
modified plan was duly signed by DCE and work
was carried out accordingly at site.

There was no provision of proper spacer blocks in the


concreted section of the Godowns and instead of proper
spacer blocks, brick pieces were used (Pic-I). it is worthy
to mention here that the reinforced section of the
Godown i.e. the lintel/beam portion of the doors
contained round aggregates (Pic-2) also honeycombing
was observed which has exposed the steel bars in the
same locality (Pic-3). This will vulnerable to the safety of
the structure.
Efflorescence was observed in the floor and the wall of
the Godowns as shown in photographs. This will
continue to flow and will eventually attack and cause
deterioration of concrete and the brick masonry of the
structure which will cause failure of the same.
The Godown No.6 and No.7 as 98-5x58-00 and the
Godown No.8 measures as 98-8x58-0 at site, while in
drawing the measurement is approved to be as 98x58
(Pic-1), which shows that no proper supervision was
maintained at site . In drawing the beds sizes of (02-Nos
bed) in Chowkidar quarter is 11x12 (Pic-2) and master
bedroom of the Assistant food controller residence is
14x16 (Pic-3). But at site they were physically checked
which measured as 14x11 & 15-4x11 (for 2-Nos in
Chowkidar quarter) and 14x18-5 for AFC residence
mater bed respectively.
In the voucher No.13-D dated 04/10/2013 an amount of
Rs.1.049 (million) has paid to the contractor on work for
steel doors in 08-Nos Godown while on site they were
not installed as shown in photograph.

The contractor has been directed to use proper


spacer blocks for concreting while only crush
aggregate from approved source is allowed
which may sometimes contain minute proportion
of round aggregate. Test for concrete have been
carried out and the results are found satisfactory
(Copy attached). The steel has been left exposed
only at very few points due to workmanship
/shuttering issues which has been rectified now.
The efflorescence has appeared at very few
points in such a large project having 8-No
Godowns of 98 x 58 dimensions. The same has
been got removed and the surfaces are made
clear.
For the mentioned Godowns, payment as per
approved drawing/Sizes of Godowns (98 x 58)
has been made and no over-payment has been
allowed for additional work done by contractor.
While for Chowkidar quarter and AFC residence
the work has been done as per modified drawings
having room sizes of 11 x 14 , 11-15-4 and
14 x 18 -5 respectively. The modified
drawings signed by the client department are
attached.
There are 48-No Steel doors of 6 x 8 size for 6Nos Godowns. All the steel doors were supplied
by the contractor at site. The contractor was paid
the amount of Rs: 1.049 Million as part rate for
only supply less fixing partially for 42-Nos doors
at a rate of Rs: 5600 P/ M2 against approved rate
of 5916 P/ M2. Hence no over-payment has been
made to the contractor. At present the fixing of
doors is in progress which can be verified at site.
