Ladies and Gentlemen.

On behalf of the joint organisers the Southeast Asian Geotechnical


Society (SEAGS), Association of Geotechnical Societies in Southeast Asia
(AGSSEA), Malaysian Geotechnical Society and The Institution of
Engineers, Malaysia (IEM), we cordially welcome you to the 19 th
Southeast Asian Geotechnical & 2nd Association of Geotechnical
Societies in South East Asia Conference (SEAGC AGSSEA 2016).
To start off this mornings formalities, I would like to cordially invite Ir.
Dr. Chan Sin Fatt, Chairman the Malaysian Geotechnical Society (MGS)
concurrently Organising Chairman of SEAGC AGSSEA 2016 to deliver his
Welcome Address.

Geotechnical Societies in Southeast Asia (AGSSEA) to deliver his
Speech.

We have now arrived at the highlight of our event, which is the opening
of the 19th
Southeast Asian Geotechnical & 2nd Association of
Geotechnical Societies in South East Asia Conference 2016.
For this momentous occasion, may I have the pleasure to invite our
distinguished Guest-Of-Honour Ir. Tan Yean Chin, President of The
Institution of Engineers, Malaysia to deliver the Opening Address and
thereby officiate the opening of the Conference.

May I now invite Ir. Dr. Chan Sin Fatt witnessed by Ir. Dr. Ooi Teik Aun
and Prof. Kwet Yew Yong to present Ir. Tan Yean Chin with a Token of

That concludes our formalities for this morning. We will now break for
tea.

In the meanwhile I would like to invite our Guest-of-Honour to take a


tour of the Exhibition Booths outside and subsequently partake in some
refreshments.
Ladies and Gentlemen, we will now break for Tea, please proceed to the
Foyer.

INTERVAL 1-

Ladies and Gentelmen, welcome back. We will begin our next event, the
Opening keynote Address.
We would like to invite Dr. Za Chieh Moh (Z.C. Moh) to present the
Opening Keynote Address to the stage.
*Details and background of Z.C. Moh
Dr. Moh received his BSCE degree from National Taiwan University in
1953, MSCE degree from the Iowa State University in 1955, and Doctor
of Science degree from the Massachusetts Institute of Technology in
1961.
Dr. Moh started his professional career at Woodward-Clyde-Sherard &
Associates, a leading geotechnical consultant in the USA and then
moved to Yale University. After four years of teaching & research, he was
invited to join the SEATO Graduate School of Engineering in Bangkok.
Over the 11 years tenure, he established the field of geotechnical
engineering, assisting in the transformation of the regional graduate
school to a well-recognized Asian Institute of Technology. He served as
Associate Professor, Professor, Division Chairman, and Vice President &

Provost. In 1976, Dr. Moh decided to go back to engineering practice by


establishing the regional consulting engineering firm, the MAA Group, in
Singapore and Taiwan. In his field of specialization of geotechnical
engineering, Dr. Moh has played an important role of educating,
promoting and developing the practice in the developing countries in
Asia-Pacific. Through his effort, the Southeast Asian Geotechnical
Society was established in 1967 which helped the development of that
important but not well recognized field of civil engineering in many
developing countries in the region. The Society now is one of the most
active member society of the International Society for Soil Mechanics
and Geotechnical Engineering.
