One server computer is being shared by two sections, D & G, in this office. This causes excessive load
on the computer and as a result, often users are not able to sign in to their user slot on the computer.
So, it is requested that a server computer be provided to CDC G section. Please consider this most
urgent, since the work is being badly affected by the problems of the existing computer.

Due to user congestion on servers, the office work at CDC often gets halted. The matter was brought
to the attention of the authorities, who sought the remarks of the Instrumentation Engineer. The IE
proposed that one Nano PC should be given to CDC. The Vice-Chancellor approved the proposal. So,
it is requested that a Nano PC be purchased for the CDC office urgently.

Dear Sir,
We have successfully completed the DDFS V 3.6.2 Deployment in Calicut University Instance of DDFS
today at 10.30 pm and thereby the following issues/requested modifications are addressed :
1. Circulations getting automatically parked in all seats issue is resolved !
2. Section-wise mapping of Main Subjects in the Admin is enabled.
3. Section-wise Sorting of Main Subjects in the Inward Edit Screen is added.
4. Issue with the Malayalam U O Note, the word '' appears broken with the last character
falling down to the next line is resolved.
5. In the template, Note to Syndicate there was a typo. committe instead of committee. This issue is
corrected.
6. In the template, Note to Syndicate, 'To' under the signatory's designation which caused stationery
waste is rectified. To will appear only if some input is given.
7. has been correctly replaced with in all the Malayalam Draft templates.
8. DDFS Messages has been updated with enhanced editor and improved number of attachments.
9. Tasks can be created and assigned to other DDFS users with the newly updated DDFS Tasks
module
10. User defined templates can be added into DDFS Files with the help of the updated 'Create Draft
using template'.
11. In the bookmark window under Tappal /Attachments the legend 'current' which consumed the vital
space has been removed.
12. New useful reports like Received Inwards Summary Report, Pending Files Summary Report, etc
are added in Admin >> Reports
13. User names are provided along with Seat names in Despatch Seats while despatching a
letter, for 'All Seats' tab inorder to avoid the confusion about the recipient selection
14. In inward report, wherever duplicated/circulated inwards are there, we have provided the
parent Inward No. (after the Inward number preceded by Parent: in the first column). Earlier
a 2015 created Inwards' 2016 duplicate copy was appearing only in 2015 Inward Report
instead of 2016 Inward Report, this issue is also corrected.
15. Despatch from Head of the Section is enabled
16. Language can be added while Despatching a Document and Language-wise search is also
enabled in Despatches Search.
17. Closing remarks is made as mandatory for closing an Inward and this will be listed in the
newly added Closed Inwards Report

Kindly note that one server is being shared by CDC D and G sections. The overload on the
server is giving various probllems to seven users and much time of seven users is wasted due
to this. There is an urgent need to get an addtional computer to be used as server. A note to
USIC is prepared subject to approval.
Due to lack of proper ventillation and insufficient number of ceiling fans, several staff members
are suffering in the office. A note requesting installation of two cieling fans are also prepared
subject to approval.

CDC D SO has conveyed the problems regarding the computer to CDC JR.
Everything fell in collapse after 19th of February.
No problem felt to the computer till 19th .
Half of the day is spending to booting and rebooting the computer.

Kindly note that the funny practice of switching off the computers instead of properly shutting
down them has damaged the computer of the D section. In the case of the server to which this
Assistant connects, the practice has been observed from the day this Assistant joined this
office. To avoid this, this Assistant asked for the password of the server being used by the SO
who refused to divulge the same saying the password was handed down to him by the
predecessor. It is requested that strict instruction be given to all staff members to log off their
user accounts if they are using a terminal and to shut down the computer if they are using the
sever/ stand-along computers.

In order to effectively manage computers (like proper shutting down, logging off after work etc)
it is essential that each section should use its own computer. As of now, the servers are being
used across the sections, creating unnecessary load on certain machines while other
machines are under-used. Please see the user details. One server has only one user and
another has only two users, whereas the other two are overloaded. It is proposed that server I
is shifted to CDC G after doing the minor repair and formatting of Server 3 and moving the
same to CDC D. E alone should use Server 2. All the users of A can use UB 12. Proper
shutting down of each machine can be assured only if the users don't connect to the machines
across the sections.
Such an arrangement requires only a little bit of work by USIC technicians. It is requested
that consensus be reached among the staff members in this regard and proper arrangement
made.

As ordered by the Vice-Chancellor in Note Para #20 a desktop computer has been provided
to the CDC. Kindly see the invoice for the payment of Rs 34,200/- .
The purpose of the supply of the computer was reducing load on the servers as noted by the
USIC technician in Note Para #16 . The supplied item will not serve the purpose becasue the
the virtual computing hardware in use (NComputing) won't be supported by the new machine.
So, Rs 34,200/- has been spent for a computer in single seat. There are extremely serious
issues on this purchase.
1. There is no need for a Core I3 system for running DDFS or any form of documenting or
multitasking with DDFS on web browsers, word processors, etc. This assistant owns a Lenovo
laptop purchased online from Amazon.in at Rs 19.650/- and performs DDFS work, listens to
streaming video news channels, runs two browsers with mutliple tabs without any hassle at
the same time. The laptop has Intel Pentium Quad Core N3540 Processor and 4 GB DDR 3 Ram which is
more than enough for the work at office for any level other than graphic or scientifice uses which are not relevant at
Universisty administrative offices and Pareekshabhavan. So, the requirement is hugely overestimated.
The so-called "All-in-one" desktops of reputed brand are available for less than Rs 20,000/(for example Lenovo C260-57325928 All-In-One 19.5-Inch Desktop)The system
resource requirement at University offices is minimal So, there is absolutely no need for going
for desktop machine costing Rs 34,000/- and above.
3. The invoice says "Nano PC". There is no such thing as Nano PC. This is a fake concept.
The actual hardware is one unit of Intel Next Computing Unit with HDD and RAM probably
added by the vendor, one LCD monitor of LG brand and one wireless mouse and wireless
keyboard of a brand named Rapoo. The vendor bundles them and calls it "Nano PC" and the
University allows rate contract on a non-existing item proposed by the vendor under a fake
name. Further the vendor has also used a name like "Germiller Nano PC" on the invoice.
Making a fake bundle under and fake name and calling it by a fictitious name, this vendor
might be actually ridiculing the University on having pulled the wool over its eyes, one may
wonder. So, the rate contract the University has with the vendor is illegal and asks for
immediate annulment.
4. A laptop at less than Rs 20,000/- means saving an additional substantial amount on power
and the UPS. The cost of UPS on a single system would be at any modest calculation would
be above Rs 5,000/- (the days of single units that support for a few minutes are over and the
office needs UPS for several hours at a time) and could be as high as Rs 10,000/-. A laptop
that has a three or four hour back up can save this cost. Further, the virtual computing devies
are failing and fresh supply of them could be prevented with standalone machines. So, a
laptop of approximately Rs 20,000/- would be the best solution for the office requirement. If the
University can enter into single tender system with the manufacturer themselves (the huge
advantage would justify this, in full conformity with the provisions of the Stores
Purhcasd Manaul) the after sales service contract could be effectively used. A timely payment

mechanism could be instituted for the purpose. The saving in cost would be huge and
advavantages many.
The Store Purhcase Manual says thus of Single Tender (Private Purhcase)
Obtaining quotation by issuing single tender enquiry to a selected source amounts to
purchase without generating competition. Therefore this mode of purchase should be
resorted to only in unavoidable situations. The single tender system may be adopted:
(i) not relevant here.
(ii) When, owing to the greater promptitude of supply by particular agencies of the special
manufacturer of some articles by certain firms, substantial economy can be effected by
deviating from the tender system, officers may purchase direct such articles from the firms or
agencies concerned.
Urgent attention of the authorities is requested to huge losses the University is incurring due to
the purchase of items under fake name and fake branding through an illegally instituted rate
contract.

The Nano pc / new systems purchased recently purchased have the latest hardware
component like network card,display,wifi adapter ..etc.For the smooth functioning of these
systems will require the latest ubuntu version like 14.04 and higher. The problem we faced
actualy is the N-computing software which support ubuntu 12.04 version is not compactabele
to the newly purchased N ano pc's.when it install the network port is not working and display
configuration is also defects.In feature the same problem is occure in the system side
also.There is no latest version of N-computing software which compactable to ubuntu 14.04
and higher.Is there any solution for this may be obtain from Linux experties.

A Core i3 Nano PC is provided to the CDC for reducing the load on other servers in CDC as
there is a standing order of the Vice- Chancellor that only Nano PCs to be purchased in the University.
The Note files which lead to the purchase of Nano PCs instead of Desktop Computers are attached here
with for reference.
It may be noted that t he Nano PCs purchased recently have the latest hardware
configuration viz:- network card, display, wifi adapter, blue tooth adapter etc and for the smooth
and efficient functioning of these systems, the latest version of Operating Systems (Windows 7
or above in the case of Windows O.S, version14.04 or higher in the case of Ubuntu- Linux O.S
) is essential. There is a defect in the N- Computing devices that even though the software of
the N-Computing Devices ( virtual computing device supplied by M/s. Keltron as part of the DDFS
implementation) works in almost all versions of Windows O.S, but it works only in the older
versions of Linux Operating Systems (up to version 12.04 in the case of Ubuntu O.S) and not
in the latest version of Linux O.S (version14.04 or higher in the case of Ubuntu) and M/s.
Keltron or the manufacturer of N-Computing devices could not provide/ release the software
update for the N-Computing device after 2012, that can be compatible with any of the latest
models of Computers/ Nano PCs/ Laptops in the market. The older versions of Operating
Systems can not support the network settings or the display configuration of the latest
computers. The N-Computing devices can be connected to the latest Computers/ Nano PCs
whenever the software update of the N-Computing devices for latest versions of Linux are
released, else the same can be connected using the Windows O.S, for smooth functioning.
It may be noted that there are Nano PCs in the present rate contract as follows, that are
cheaper than the one provied to the CDC. But the suitable model is provided considering the
present load in the servers of the CDC and considering the future usage, as per the request
from CDC.

Laptops may not be advisable to all the branches due to security issues as the same is
easily portable & there are chances for misplacement & theft since there is no sufficient locking
facility in many of the branches in the University.
It may also be noted that online purchases may not be always compared with the rate
contract since only 2% CST tax is applicable in the case of online purchases while 14.5% VAT
tax is applicable in the case of rate contract and many of the products of online purchases
comes with offers (promotional, seasonal, end of sale, stock clearing, festival), discounts (
promotional, special) and even with promo codes and are mainly targeted on the personal
purchases. The further details in this regard may be obtained from the Purchase Branch.
Inspected and contacted CDC & it is learned that real issue in the CDC is not related with
the computers, but due to the personal/ ego clash of the Assistant with the SOs, which may be
solved with in the administartive capacity of the Branch itself & may not be extended to the
technical aspects or other branches/ depts may not be blamed for the same.
As it is understood that the CDC is doesn't need a Core i3 Nano PC at present, the same

components. These devices reduce the burden on the
environment because they last longer, are smaller and can
be recycled.
Centralised Management: These devices can be

at the users physical location. Reducing travel and
personnel costs.

Computers

majority

purchase & with in 3 years. Also the reapir of the same is not possible. Only way is the
replacement/ AMC, which may cause heavy financial burden to the University. But a
normal PC usually last for more than 6 years).
2) The cost & possibility of service :- The Nano PCs are not easy to maintain as the
components are not easily available in the market. Usually the repair is not at all possible
in majority of the nano PCs & only possible way is the replacement/ AMC. But the
components of a normal PC can be easily availabe & can be maintained with minimum
cost
3) The Cost of the product:- The cost of the Nano PC is higher when comparing to the
normal PCs of the same configuration.
Considering these facts, 5 Nos of Core i5 desktop computers may be

provided for the smooth functioning of the EPR Branch. It may please be noted
that these desktop computers may be used as the server for the existing N
Computing devices in the EPR Branch, as the NComputing devices alone cannot

1. The Assistant is appointed in the CDC D1 seat to look after the affiliation and
other matters related to CDC. As per first sentence in Note Para #44, the Asst.
expalins that the matter is not related to CDC. Hence the Asst. is stricly
directed not to use CDC files for writing general/ public matters/
grievences, etc.
2. If any serious irregularities exists in the purchase/ rate contract etc., the
Assistant (any public) can have several options to represent/ report the matter
with evidences to higher offices, including vigilance, anticorruption bureau, etc.
3. CDC has a E-section to deal with matters of general interest (including
purchase related to CDC). The reqirement of any Sections in CDC (including
the present requests of Assistant for fans, computers -para 1, vaccum cleanerpara 30) should be routed through general section only. Hence this files be
transferred to E- section.
4. The file be put up again for revision of the orders at Note Para #20 as per
40780/CDC-D1/2016/Admn
remarks in Note Para #41.

The irregularity has been reported in this file in pursuance of the Registrar's
direction seeking remarks of the IE in this file. The irregularities reported have
come to light through notes and attachments added by the IE in this file. There is
no rule that forbids an assistant from raising an issue of general nature in the
interests of the instituion. The Registrar has returned the file with the remarks of
the IE without any order to comply with as the Director above states. In fact,
Registrar is further inviting reports on the matter by returning the file without any
orders. Director, CDC is not superior to the Registrar.
A file is one channel of reporting an issue to the authorities. Refusal to forward
such a grave issue to the higher authorities amounts to cover-up. It is not for the
Director to direct this Assistant whether he should report the matter to the
Vigilance & Anti-Corruption Bureau or report to the authorities in a file in which
the continuity requies that the matter be added. Nobody in his right mind can
deny the fact that irregulality of the magnitude reported in the file needs to be
seen by the authorities. There is nothing to be complied as directed by the DR in
the note above.
An attempt to cover up the matter is evident in the high-handed direction (antithetical to Registrar's direction) of the Director. A cover-up is nothing less than
aiding in corruption. This is an extremely upsetting instance of suppression of
facts and information.
So, please subject the matter to review by the authorities.
