1. Publication and circulation of information on neighbourhood plan and invitations to
participate.
2. Formulation of questionnaire for consultation to be circulated to all local businesses and
residents of the council.
3. Collation of feedback from (2).
4. Establishment of sub-committees to formulate policies under specific areas or themes.
5. Policies for promoting openness in planning from the council.
6. A timetable for producing a final version of the Neighbourhood Plan.

Minutes:
Meeting was Chaired by Amy Carruthers who welcomed the gathering.

Handout of key Neighbourhood Plan information and draft questionnaire.


Minutes:
1.1 Attendance form circulated and collated by Ravi.
1.2 Sue Nowak will update the Jam Factory Residents Association
1.3 Talk about how we encourage more people to come (even though the turnout has
been good and better than expected)
1.4 Suggestion of press/advertising in Southwark News

Draft Questionnaire reviewed.


Minutes:
2.1 Annotated questionnaire kept on file
2.2 It was agreed that while many of the planning terms and acronyms are familiar to the
group, the general public might find them confusing. The questionnaire will need to be
edited to be in plain English, and a key added where this is not possible.
2.3 How do we approach those least likely to respond? Make questionnaire as simple and
accessible as possible.
2.4 General agreement to move the any other suggestions? to the top box of the
questionnaire to prompt a higher number of responses.

The final template created from the comments, and it is agreed that the
chair and at least one other member will validate before submitting to the
council for distribution.
Minutes:
3.1 Questions regarding the visibility of the forum email address, postal address,
website.
3.2 Amy to speak with the council regarding postal address and questionnaire returns
suggestions included a physical post box on Tanner St Park, a Crucifix Lane address

3.3 Jemima and Russell to work on improving the website
3.4 Forum email address to be clearly communicated.

A preliminary list of volunteers was created to form sub-groups that will


focus on collating the information that will be gathered from the
questionnaire with the aim of creating policies to submit to the council.
Minutes:
4.1 These grouped are loosely based around the questionnaire headings.
4.2 After the sub-groups have done their work, open it up to the main group for a larger
discussion/debate.
4.3 How do we know who is responding? E.g. postcode, street, email address. Amy &
Russell to check protocol with council.

Suggestions made by Chris Brown for external people to approach, including


areas where neighbourhood forums have been successfully established.

Timetable
Minutes:
6.1 It was agreed that it is difficult to create a definitive timeline at this stage, but we
need a goal to work towards. October 15-February 16 is the formal consultation period
for the Southwark Plan, with adoption in October 16.
6.2 With this in mind, we agreed that all sub-groups should be reporting back by the end
of the year, with work on policy formation feeding into a draft plan for Easter 16, to be
checked and fed in to the Southwark Plan for October 16

Discussion on meeting spaces.


Minutes:
7.1 Amy confirmed that we agreed with the council to try several different venues to
make the forum inclusive.
