5. Introduction and Objectives of the Project
The purpose of this project is to review the critical requirements related to
Earlsfort Enterprises and determine the best project management method
to implement.
6. A brief description of the methodologies applied.

Analytical thinking and comparative methods were used to review and


analyze the critical requirements to determine the impact of the varying
project management methods.
7. The Main Body of the project: Based on the process model in Assignment 1
(above) do the following:
1. CRITICAL REQUIREMENTS: Identify critical requirements, as
described in Appendix A, and
2. HOW these apply to your company.
The first part of the process is planning for the project and determining
what the company is going to acomplish.
EarlE Requirements: EarlE will focus on improving waterspace for
resorts and marinas. That will act as the baseline requirements and will
act as the foundation to all projects. The company will only look at
improve slips, water depths and the overall experience related to
watercraft at recreational areas. It is important to note that EarlE will not
deviate from this premise to prevent scope creep and ensure that EarlE
will become the market leader and sought after company for these types
of projects.
The next step is the preliminary engineering which will result in a Project
Study Report.
EarlE Requirements: This is the most important part of the process
for EarlE as it will set the foundation for every project that EarlE will be
executing. This will first start in a site team visit to determine the
geography and hydrography of the area. The team will aim to understand
the user needs of the site, including the overall mission of the site and
their future plans. This is important to help create easy to navigate
channels, create full sized piers, make sure the correct size ships may fit
and the best moorage for the users of the site.
Then the Basis of Design report is created which identifies the facts and
physical constraints for the project. Codes and regulations need to be
identified here.
EarlE Requirements: The requirements identified above will then be
translated into the specific design constraints for the project. It will identify
how big the marina can be, where we can build and where we cannot.
The depth of the local waters will be identified and any potential hazards
identified (e.g. electrical wires, buried trans-continental fiber optic cables).

Next an alternative analysis can be created to give options as the best


design to take. These can be created via complaint process modeling,
risk analysis, or requirements analysis methods.
EarlE Requirements: This will be where the real design and
innovation from EarlEs team members will shine. Creative design
solutions will be created from the requirements that have already been
identified. This will be accomplished via the CIMpgr flow diagrams and
then translated to CORA templates to determine the best solution for each
engineering problems. All of the requirement will be reviewed for lowest
cost, highest quality, and lowest impact to the environment.
Next a report on the National Environmental Policy Act must be created to
determine the effect on the environment by the project. This can be
accomplished through a Categorical Exclusion, Environmental
Assessment or Environmental Impact Statement.
EarlE Requirements: Ideally, these environmental requirements
should have been captured and evaluated during the previous step, and
this is just used to confirm that they have been met. It is very important for
this step that the fauna and flora have been adequately identified in the
area so the impact on them can be correctly identified and evaluated.
This review should look at everything, from the impact to the local
environment to the impact overall, such as using flush-less toilets.
Right of Entry requirements and Eminent Domain requirements will need
to be analyze.
EarlE Requirements: As part of this work will be taking place on a
river or ocean, understanding the coast guard requirements for the area
will be paramount. Correct understanding of what waterway will be used
to bring workers and materials into the site and ensuing any proper
permits that might be required. If the construction is occurring outside of
the United States, international requirements will also need to be
addressed.
The final drawings, specifications will then need to be created and
finalized prior to the bid being placed. This will be required to identify the
materials that will be needed during the project, which sub-contractors will
be required and the overall plan on how the final design will be built.
These plans need to be very specific so that they can be handed off to the
construction teams and built with hopefully no questions back to the
design team.
EarlE Requirements: This is the final step before beginning to build.
The exact location of the slips and docks needs to be finalized and any

accompanying additional accoutrements. This will be required to identify


the materials that will be needed during the project, which sub-contractors
will be required and the overall plan on how the final design will be built.
These plans need to be very specific so that they can be handed off to the
construction teams and built with hopefully no questions back to the
design team.
3. Write ABOUT YOUR Engineering Management / Project Management
DECISIONS: What are your decisions as an Engineering Project
Manager and why? Write about 100-250 words on each main topic in
Appendix A, and how these principles, methods, tools, challenges
and solutions would shape your company (the 5th company).
Major Project Timeline / Phases of a Typical Civil Engineering Project
This is a very strong method for construction project management that is
applicable to any type of construction project. It is regimented process to
really focus on the design to make sure it is as robust and strong as it
possibly could. It does account for some design loop, but really focuses
on getting the design right at the start to prevent additional design loops.
However, I would not use it for projects that EarlE undertakes. Each of
the steps are very siloed and do not talk to each other well. Additionally,
work on the backend can be slimmed down if it is assessed for earlier in
the project. Also, the process is designed to account for many variables;
as all of EarlEs projects should be similar, it could cause redundant work
to be completed that is not required.
This would make EarlEs process slow and overbearing and will lead to
project delays and unhappy customers who are not getting what they
need.
A Project Lifecycle Matrix
The project lifecycle matrix is a very strong method and would work well
for potential EarlE projects. All of these projects will be very complicated
with many moving parts that need to be accounted for, planed for,
communicated with and executed to ensure that the customer is satisfied.
This approach provides a method to look at each aspect of the project,
determine when different parts of the sub-part need to be reviewed
(business planning, pre-project planning, executing, operations).
Something like sustainability, which may not be reviewed during the
design phase, must be accounted for in this model, which helps ensure
the final product last for as long as possible.
This would allow EarlE to have a strong process that will effectively and
efficiently product solutions that meet our customers needs.

Building Information Modeling (BIM)


BIM is another strong model that will allow EarlE to really focus on the
entire lifecycle of the construction project. A lot of this will model focuses
on the knowledge base that EarlE will develop, which will continue to
promote EarlE to the Marina construction leader. A very useful aspect of
this option is the ability to model the construction to see how it will function
once developed. This will allow the project team to see how craft will
enter and exit the marina, how supplies could affect this ability and can
even account for the skill of the individuals piloting the watercraft. This will
be very important as it will be able to show the value to customers that the
influence of RawHyde training may have on the overall project. Poorly
trained boat operators can get into accidents, and just be slow in general,
which will lead to a poorly operating marina. This can be molded and
physically shown the potential marina and really help the future users
have an enjoyable experience.
This option will allow EarlE to design the most efficient marina that is
sustainable and properly designed.
Integrated Project Delivery (IPD) and Nine Main Sequential Phases
The IPD method is very strong as it focuses on producing an end result
that is very strong based upon the background of many different
individuals of different background. This process could be very strong as
it can leverage a lot of previously completed work and knowledge to make
the design process more streamlined. If EarlE were to use this method,
EarlE would identify a lot of canned early design phase ideas that could be
presented to the potential customer for them to decide to implement. This
could shave a large amount of time off the project and provide savings to
the end customer.
This method will provide EarlE a method to base their design process of
already proven concepts and give the customer their requirements on
time, cheaply.
Specific Construction Industry Project Management Challenges and
Solutions
A big challenge for construction management is keeping all the projects on
time and focused on the final product. A lot of these issues are related to
contractors not being on the same page as the architects and not being
able to provide solutions that were promised. The best way to prevent his
will be to get the contractors involved as early as possible in the process.
All designs at EarlE should be reviewed by the contractors on the team to

make sure that the actual construction of the design is feasible and
correctly account for.
This method will allow EarlE to stay head of any construction issues and
keep the timeline that has been promised to the customer.
The Role of Project Managers
For a project to succeed, it is extremely important to make sure that the
assigned project managers are very strong and have a varied background
to understand all the influences during the project that could affect its
completion. The best project manager should have a technical
background but also be very capable in project management and control,
cost estimating, financial analysis, total quality management and human
resources management. This also must be very strong to not accept
Thats the way weve always done it as an answer for anything. There
are always ways to improve processes, and an outstanding project
manager should not accept the same process every time. The process
must be continually improved.
EarlE will be known for having the best project managers in the business
who can deliver results on time, every time.
Predictive Analytics
This will be where EarlE will be able to differentiate itself from other
companies to provide the best solutions to customers and continue to
improve them. The heart of EarlE will be capturing and tracking all of the
data that it creates. As EarlE will focus only on Marina projects, it will be
able to keep and track data specifically related to those projects to
determine what designs and changes produce the best outcomes. As part
of the contracts, EarlE will insist to receive data back from completed
projects to know how they are functioning. After multiple projects, this
data can be aggregated and statistically analyzed to determine what parts
of the previous designs worked and which did not. Overtime, this data will
provide a competitive advantage to EarlE, which EarlE will demonstrate to
future customers to provide them the best solution.
EarlE will be ahead of project management challenges by anticipating
when problems could occur due to EarlEs history and strong ability to
leverage it.

The potential project management processes that could be used for
Earlsfort Enterprises have been reviewed and their potential influence on
the company has been analyzed.
