Integrated Natural Resources and Environmental

Management Project (INREMP)

To orient the INREMP project staff, stakeholders, POs/IPOs


and LGUs on existing social safeguards policies to have a
better appreciation on the role and meaningful participation
of stakeholders and communities in watershed management;
To identify the different levels, indicators and considerations
(technical approach vis--vis traditional governance) in
setting up social safeguards and gender mainstreaming in
watershed management planning;
To present the different tools and approaches in integrating
social safeguards and gender in the WMP;
To identify the capacity building needs on social safeguards
and gender mainstreaming for DENR, LGU and PO/IPO;
To identify other areas of concerns that need social
safeguards and gender mainstreaming, and
To develop and formulate community management plan that
integrate social safeguards and gender mainstreaming
strategies.

The main objective of the INREM-IP Plan Framework is to


help ensure that INREM subprojects are designed and
implemented in a way that fosters full respect for IPs

identity, dignity, human rights, livelihood systems, and


cultural uniqueness as defined by the IPs themselves to
enable them to (i) receive culturally appropriate social and
economic benefits, (ii) do not suffer adverse impacts as a
result of the project, and (iii) can participate actively in the
project.. This IPPF safeguards the rights of IPs to participate
project
and equitably receive culturally appropriate benefits from
the project. For this purpose, an IP plan (IPP) will be
prepared in participating areas and that an Ancestral
Domain Sustainable Development and Protection Plan
(ADSPP) will be enhanced or formulated in areas covered
by ancestral domain claims.

ADB will not finance projects that do not comply with its
SPS, nor will it finance projects that do not comply with the
host countrys social and environmental laws and
regulations, including those laws implementing host
country obligations under international law. In addition,
ADB will not finance activities on the prohibited
investment activities list.
The SPS applies to all ADB
ADB-financed and/or ADBadministered sovereign and non-sovereign projects, and
their components regardless of the source of financing,
including investment projects funded by a loan; and/or a
grant; and/or other means, such as equity and/or
guarantees.

At

At least 30% women participated in the watershed
management activities and land use planning.
At least 30% women in the water management
committees to be established by the Project.
At least 30% of women trained and involved in PES
mechanisms and at least 3 related NGOs can support
and/or facilitate participation of women in the river basin
management.

At least 30% of women in the committees to be


established and/or consolidated by the Project.
50% of beneficiaries of subsidized inputs (i.e.,
seedlings/fertilizers) will be women.
Where
infrastructure
construction
involves
the
employment of local labor at least 35% of this local labor
will be reserved for local rural women with priority for
the poorer and more vulnerable women.
At least 40% of women are trained in commercial
plantation, conservation farming, agro-forestry and
sustainable forest management.
