Faculty member are hired by the Dean but no written contracts are executed.
They receive 1/3 of the income of the faculty members of Ceriles College of
Law.

One interesting aspect, however, is that the Dean, Atty. Ceniza is pursuing his
Master of Laws study out of funds from the school

As to Bar Passers
They have no passers in 2013, 2014, and 2015.

Recommendation
The quality of legal education being provided by Pagadian Capitol College
does not meet the minimum standards set by the Legal Education Board. It is
definitely below par. As such it is hereby recommended that the law
programs be phased-out

UNIVERSITY OF MINDANAO

A major problem encountered by the visiting group of LEB is that the UM College
of Law was not ready to meet with the LEB Chairman and other Board Members . Their
excuse is that they have not been informed of the forthcoming visit. Notwithstanding this
miscommunications if we can call it such, the visiting group proceeded with the
examination of the documents and the facilities.
As to curriculum, the same is LEB compliant. Likewise they also have course
syllabi although they are not well prepared as e.g, in Obligation and Contracts, the
syllabus says DETECTIVE Contracts instead of DEFECTIVE Contracts . Evidently the
Dean, or the Asst. Dean or the faculty has not thoroughly examined their own syllabus.
It is noteworthy, however, that the visiting group were shown a copy of the
resume of the Dean and those of the other faculty members. Since this is a State
University, faculty contracts are also present. However, the compensation is not
indicated.
An interview with the Assistant Dean, revealed that there are some internal
conflicts within the Universitys system. He was appointed in the year 2013 (Faculty
hiring and retention is done by the Board). Prior to this, some members of the faculty
were not rehired due to non-performance. The reforms instituted by the Assistant Dean
was an unwelcome change within the system.
CONCLUSION & RECOMMENDATION
There is need to give University of Mindanao College of law a wake-up call for
them to attend to the irregularities within the system so as to maintain their ISO (status)
& autonomous status and thereby enabling them to meet the standards of the Legal
Education for quality Legal Education. The President of the University and the Dean
should be summoned by the Legal Education Board .

OVERVIEW
Medina Law School was established in 1993. Government recognition was granted
by CHED on Feb. 12, 2002. During the S.Y 2002, they produced one passer. Their
latest SEC papers are currently in-process.

INSTRUCTION

During the visit, the members of the Board present were Dr. Pearlie Beatriz
C. Medina and Dr. Heidi M. Panique.

They have seven faculty members. All are bachelor of law degree holders.
The Dean, however, Judge Veronica Dondiego has an LI.M.

The Dean receives an Honorarium of Four Thousand Pesos (P 4,000.00) per


month plus actual teaching pay.

There are no faculty contracts. The Administration hires the faculty members.

They have no faculty evaluation instrument.

Each faculty member receives two hundred pesos (P 200.00) per hour.

FACILITIES

They have only one computer for the whole college of law. This is below
standard.

They have a moot court. However, it is very noticeable that the moot court
was just prepared maybe overnight since the room is still reeking of fresh
paint (maybe prepared just in time for the LEBs visit).

They have no law journals and the no. of books are very few. Evidently, the
library materials are not enough to provide quality education to law students.

GENERAL REQUIREMENTS/STUDENTS

They have no student handbook


Bar operations is likewise not done.

They have no Bar Passers for the year 2012,2013, 2014, 2015 Bar
Examinations.

RECOMMENDATION
With the foregoing dismal state of facilities, instruction and curriculum, it is hereby
recommended that the school be phased-out.
