SPDCL Online Payments

Payment Gateway:
1. What is a Payment Gateway?
Payment gateway is a facility to make your bill payments online, using a Credit card, Debit
card or Internet banking bank account
2. Who can use payment gateway?
All customers of SPDCL can use payment gateway
3. What type of cards can be used for paying online?

VISA/MASTER/ DINERS/AMERICAN EXPRESS Credit Cards

VISA, MASTER, MAESTRO & RUPAY Debit cards

You may have to check with the card issuing bank as there may be a process to enable
the card for online transactions.

You may also need to register for second level passwords like Verified by Visa
password for VISA cards and Master card Secure password for Master cards

Some cards allow transaction authorization through OTP. This is a One Time
Password created by the card issuing bank, and send to the Mobile phone number
registered with the bank/card

4. What type of Internet banking accounts can be used?

All types of Internet banking accounts can be used.

For certain banks, there is a separate link provided for retail banking customers and
corporate banking customers.

You may have to contact the bank as there may be a process to enable the card for
online transactions.

Some banks authorize transaction through OTP. This is a One Time Password
created by the bank, and send to the Mobile phone number registered with the bank

5. Is there any fee for using payment gateway?


Yes. There are separate charges for cards and banks. These are displayed on the payment
gateway page.
6. How much time it may take for my payment to get updated?

Your payment will get updated instantly.

If the transaction breaks in between, it may take up to two working days to update the
transaction as the information has to be received from the banks

7. Can I cancel the online payment? How can I get the refund?
Payment processed cannot be cancelled. Any excess amount paid will be adjusted to the
future bills. If any payment could not be updated due to technical issues, Refunds will be
processed online and amount will be credited to the same bank account/ card which is used
for making the payment. Refund processing may take about 7 days after approval of refund.
8. What is to be done if, the account is debited, but payment receipt is not received?
Please do not make the payment again, if the account is debited. Wait for 2 bank working
days before attempting the payment again. Even if you make a second payment, the amount
will get adjusted in the bill for next month.

Payment would get posted within the next 30 minutes, If the connectivity is broken
only with the customers browser only

Payments will get updated within 2 bank working days, If the connectivity is broken
before getting the transaction confirmation from the banks

9. What is to be done if, the account is debited but payment is not updated even after two
days?

Check with the bank/ card whether the amount debited is settled or not?

If the bank/card confirms that the amount is settled to merchant, then the same may
be brought to the notice of SPDCL for further investigation

10. Can I pay my bill using another persons card or bank account?
Yes. There is no issue.
However, please note that any refund processed will be credited to the card/bank account
used for making payments irrespective of who is the actual customer for the service number.
In any case, SPDCL will not be responsible for any disputes raised by the original card/bank
account owner. SPDCL reserves the right to accept/reject inquiries/ requests from any
card/bank account owner if the service number does not belong to them.
11. What can be done if I pay for another service number, by mistake?
The customer shall file a complaint with SPDCL, and prove that this is done by mistake.
Resolutions of such complaints are at the sole discretion of SPDCL.
12. Are these transactions secured?

SPDCL and its service providers BillDesk, has implemented required security measures for
safety of online transactions. However, the customer also needs to be aware of the security
requirements for online payments

While using your own computer, make sure that the PC is virus free and updated with
the required firewalls to prevent any hacking of card/account numbers and passwords

Making online payments on third party computers or sharing card/bank details with
such third parties for any reason is a very high risk, and shall be avoided

13. Is there any cutoff date for online payments?


No. However Late payment penalties will be applicable for payments received after the due
date.
14. How does the payment gateway work?

Go to : https://www.billdesk.com/pgidsk/pgmerc/spdcl/SPDCLDetails.jsp

Enter 13 digit Unique service number

The system will display the bill details on the web page. If bill amount is not displayed,
please check your physical bill and enter the bill amount.

Select the type of card/bank name from the drop down menu

Enter the details and complete the authorization using first level and second level
passwords

Click print, and Save/Print the receipt using the option available.

Never use the BACK or REFRESH option in your browser if the webpage hangs, or delays
for a longer time than usual
15. Can payments be made in Advance?
Yes. Payments can be made in advance if the present dues are paid. This amount will get
adjusted when the next bill is generated.
Please contact SPDCL if the bill details displayed seems to be wrong, for any reason.
16. Is there any limit to the amount that can be paid?
There are no limits set by SPDCL. But your bank may have. Check with your bank
