PROCEEDINGS OF THE MAYOR AND THE BOARD OF ALDERMEN OF THE CITY OF RAYNE,

STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 11, 2015.


The Mayor and Board of Aldermen of the City of Rayne, Louisiana, met in regular session at their regular
meeting place the City Hall, Rayne, Louisiana, on Monday, May 11, 2015 at 6:00 (six) oclock p.m.
There were present: Mayor Charles E. Robichaux, Lendell J. Pete Babineaux, Curtrese L. Minix, Kenneth J.
Guidry, Calise Michael Doucet and James A. Jimmy Fontenot.
There were absent: None.
The Mayor and the Board of Aldermen of the City of Rayne, State of Louisiana, were duly convened as the
governing authority of said City, by Mayor Charles E. Robichaux, who stated that the Board was ready for the
transaction of business.
There was a motion by James A. Jimmy Fontenot that the reading of minutes of the previous meeting be
dispensed with. This was seconded by Lendell J. Pete Babineaux and carried.
The following ordinance was offered by Calise Michael Doucet, duly seconded by Kenneth J. Guidry, and
duly resolved and adopted on this 11th day of May, 2015.
ORDINANCE NO. 1082
AN ORDINANCE TO SET THE COMPENSATION OF THE CHIEF OF POLICE
BE IT ORDAINED by the Board of Aldermen of the City of Rayne, Louisiana and pursuant to the provisions
of Section 2-32 (g) of the Code of Ordinances of the City of Rayne:
That the compensation for the Chief of Police shall be set in the amount of $53,000.00 per year beginning on the
1st day of June, 2015.
After being considered section by section and being put to a vote on the whole, the vote thereon was as follows:

NAYS:

None.

ABSENT:

And the said ordinance was therefore declared adopted on this 11th day of May, 2015.

The following resolution was offered by James A. Jimmy Fontenot, duly seconded by Calise Michael
Doucet, and duly resolved and adopted on the 11th day of May, 2015.
RESOLUTION
BE IT RESOLVED, that the following millage(s) are hereby levied on the 2015 tax roll on all property
subject to taxation by the CITY OF RAYNE:
MILLAGE
General Alimony

7.10 mills

Parks and Recreation

5.00 mills

BE IT FURTHER RESOLVED, that the proper administrative officials of the Parish of Acadia, State
of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove
set forth, upon the assessment roll of said Parish for the year 2015, and to make the collection of the taxes
imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become
a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall
be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution
was adopted by the following votes:

The following resolution was offered by Curtrese L. Minix, seconded by Kenneth J. Guidry and duly
resolved and adopted on this 11th day of May, 2015.
RESOLUTION
CREATING AN ADDITIONAL BANK ACCOUNT
BE IT RESOLVED, that effective May 12, 2015, the City of Rayne is hereby authorized to create the City of
Rayne Veterans Park Checking Account at Bank of Commerce & Trust Company in Rayne, Louisiana.
BE IT FURTHER RESOLVED, that two (2) signatures be required for all withdrawals.

CITY OF RAYNE

On a motion by James A. Jimmy Fontenot and a second by Curtrese L. Minix, the City of Rayne Audit Report
for fiscal year 10-1-13 through 9-30-14 which was prepared by Thibodeaux & Company, L.L.C. was accepted.
On a motion by Curtrese L. Minix and a second by Calise Michael Doucet, the City Council tabled making
Adams Alley a ONE WAY Street going South to receive input from Rayne citizens.
On a motion by Lendell J. Pete Babineaux and a second by Calise Michael Doucet, the owner of the property
located at 611 E. Jeff Davis was given 30 days to clean the property and disconnect and remove sewer. The
City Inspector will re-inspect in 30 days.

On a motion by Kenneth J. Guidry and a second by Lendell J. Pete Babineaux, the City Council approved the
recommendations of Chief Carroll Stelly to hire Melody Schexnider and Elizabeth Dale as Provisional Police
Officers until the local civil service board can accept both of their scores.
The proposed Ordinance has been introduced by Lendell J. Pete Babineaux and will be considered for final
passage on June 8, 2015 at 6 oclock P.M. in the Council Chambers. The title of the proposed AN
ORDINANCE ENLARGING THE EASTERN BOUNDARY OF THE CITY OF RAYNE, LOUISIANA.
On a motion by James A. Jimmy Fontenot and a second by Calise Michael Doucet, the City Council approved
to authorize Mader Engineering to prepare the required cost estimates for the East Branche Street and Barbara
Street drainage improvements and the patching and overlay of Edgewood Drive for the DOTD Road Transfer
Program for American Legion Drive and East Jeff Davis Avenue.
On a motion by James A. Jimmy Fontenot and a second by Lendell J. Pete Babineaux, the City Council
authorized the Mayor to call for a public meeting (Special Meeting, if required) to present DOTDs request on
closure of the Parkerson Street Crossing and receive the input from Rayne citizens.
The following resolution was offered by Lendell J Pete Babineaux, seconded by Kenneth J. Guidry, and
duly resolved and adopted on this 11th day of May, 2015.
RESOLUTION
A RESOLUTION ADOPTING A CITIZEN PARTICIPATION PLAN
RELATIVE TO THE
LOUISIANA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the City of Rayne intends to submit an application for funding under the Fiscal
Year 2016-2017 Louisiana Community Development Block Grant; and
WHEREAS, the City is committed toward encouraging citizen participation in the planning,
implementation and assessment of the Louisiana Community Development Block Grant Program; and
WHEREAS, the City desires to adopt a written procedure in order to be in compliance with
Section 508 of the Housing and Community Development Act of 1974, as amended; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Aldermen of the City of Rayne
do hereby approve and adopt the Citizen Participation Plan attached hereto and made part of this resolution in
connection with the Fiscal Year 2016-2017 Louisiana Community Development Block Grant Program.

RESOLUTION
A RESOLUTION AUTHORIZING THE CITY OF RAYNE TO BEGIN THE PROCUREMENT
PROCESS FOR ADMINISTRATIVE AND ENGINEERING SERVICES FOR THE CITY OF RAYNE'S
FISCAL YEAR 2016-2017 LOUISIANA COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM AFTER A PUBLIC HEARING FOR SAID PROGRAM HAS BEEN CONDUCTED
WHEREAS, the City of Rayne is interested in applying for a FY 2016-2017 Louisiana Community
Development Block Grant; and
WHEREAS, the Office of Community Development makes it necessary to procure and enter into a
contract with administrative consultants and engineers prior to the filing of the LCDBG application;
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of Rayne that
Charles E. Robichaux, Mayor of said City of Rayne be, and is hereby empowered, authorized and directed to
proceed with the procurement of administrative and engineering services for the City of Rayne's FY 2016-2017
LCDBG program after a public hearing for said program has been conducted.

A RESOLUTION ADOPTING PROCUREMENT PROCEDURES
RELATIVE TO THE
LOUISIANA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the City of Rayne wishes to apply for a Fiscal Year 2016 - 2017 Louisiana Community
Development Block Grant; and
WHEREAS, under the Louisiana Community Development Block Grant Program, a written
procurement procedure must be adopted which complies with the federal regulations pursuant to the Standards
Governing State and Local Grantee Procurement as set forth in the Office of Management and Budget (OMB)
Circular A-102, Attachment O; and
WHEREAS, the City deems it necessary and proper to comply with the requirements for maximum
open and free competition for procurement transactions.
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of Rayne that the
Procurement Procedures of the City of Rayne relative to the Louisiana Community Development Block Grant
Program which are attached to and made a part of this resolution are to be followed by the City and any
employee responsible for procurement of services, supplies, equipment or construction obtained with funds from
the Louisiana Community Development Block Grant Program.

RESOLUTION
A RESOLUTION AUTHORIZING THE PUBLICIZING FOR AND CONDUCTING OF A PUBLIC
HEARING AND THE UNDERTAKING OF A HOUSEHOLD SURVEY IN THE TARGET AREA
PRESCRIBED AT THE PUBLIC HEARING FOR THE CITY OF RAYNE'S FY 2016-2017
COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION
WHEREAS, the City of Rayne deems it necessary and proper to submit an application for funding
under the Fiscal Year 2016-2017 Louisiana Community Development Block Grant Program; and
WHEREAS, the initial step in the grant application process is to publicize for and conduct a public
hearing in order to establish the type of project to be applied for and to identify an area of low-to-moderate
income citizens which will be targeted as beneficiaries of the project; and
WHEREAS, a household survey must be undertaken in the prescribed target area in order to determine
the exact percentage of low-to-moderate income citizens for that area.
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of Rayne that
Charles E. Robichaux, Mayor of said City of Rayne be, and is hereby empowered, authorized and directed to
publicize for and conduct a public hearing.
BE IT FURTHER RESOLVED that he is authorized to undertake a household survey in the prescribed
target area, for the City of Rayne's FY 2016-2017 Community Development Block Grant Application.
