2016 INTER-UNIVERSITY DEBATE

1. The topics shall be determined by the Organizing Committee. For this debate, the topic
to be resolved are as follows:
1:00 P.M.

BATANGAS STATE UNIVERSITY vs. UNIVERSITY OF PANGASINAN

Proposition:

Let it be resolved that any form of political dynasty be prohibited by law.

2:00 P.M.

PHINMA ARAULLO UNIVETSITY vs. TARLAC STATE UNIVERSITY

Proposition:

Let it be resolved that any form of political dynasty be prohibited by law.

7:00 PM

WINNER 1 vs. WINNER 2

Proposition:

Let it be resolved that a law allowing same sex marriage must be enacted

2. The contest is a single knock-out system


3. The Oxford-Oregon format will be followed
4. Each debating team is composed of four (4) members, one of whom will be designated
as the team leader. The fourth member will serve as the scribe or an alternate debater.
Any team which fields a debater who is not in the official list will be disqualified from the
competition.
5. The order of the speakers will be as follows:
6.1 First affirmative speaker will deliver his/her constructive speech in not more than
five (5) minutes.
6.2 First negative speaker interpellates the first affirmative speaker in not more than
three (3) minutes.
6.3 First negative speaker will deliver his/her constructive speech in not more than five
(5) minutes.
6.4 First affirmative speaker interpellates the first negative speaker in not more than
three (3) minutes.
6.5 The process is repeated up to the third affirmative and negative speakers.
6.6 Each team must assign a speaker who will deliver a summation of all their
arguments.
7. It should be noted that the interpellation must be confined to the speech just given by the
preceding speaker.

8. No unnecessary remarks, works or expressions should be uttered to insult a debater or that


will prevent his/her opponent from answering his/her question. Further, no speaker is allowed
to use Ad Hominems and to exhibit any uncontrolled temper. Shouting is never tolerated and
may cause point deduction.
9. A team is declared a loser or default if less than three (3) speakers appear for the match
and/or the 15 minutes grace period has lapsed.
10. Each team may or may not use props or visual aids.
11. Criteria for judging is as follows:

12. Ranking system will be used to determine the winners. For a team to be declared a winner,
the team must get the approval of at least two arbiters.
13. At the end of the competition, special awards to be given are:

Best Speaker the speaker who gets the highest scores in the first 2 criteria (Poise and
Delivery, Audience Impact)
Best Debater the speaker who gets the highest score in the last two criteria (
Contents/ Proofs/ Pieces of Evidence and Interpellation/Rebuttal)

14. The decision of the board of arbiters is final and irrevocable.


15. Debate schedules (if debate shall have the participation of other competing schools) shall
be scheduled and announced accordingly
16. Topics for debate shall be given not later than five (5) days preceding the date of the
debate
17. Determination of the team assigned to the affirmative side and negative side shall be done
by draw lots prior to the date of debate as follows:
For the elimination round

not later than 3 days prior to the date of debate

For the final round

not later than 2 days prior to the date of debate

Each side will have three (3) speakers who will follow this sequence:
