What is REDD+?

The Reduction of Emissions from Deforestation and Degradation of Forests, or REDD+, is a mechanism which seeks to
promote the conservation and management of threatened forests by valuing their role in mitigating the climate crisis,
based on their capacity to store CO2 and other co-benefits, an approach which is gaining increasing global importance.

THE GLOBAL IMPORTANCE OF THE AMAZON AND INDIGENOUS PEOPLES


Presently, the eyes of the world look towards the Amazon not only for the different ecosystemic goods and services that it
provides, but also for its amazing capacity to capture and store greenhouse gases. Moreover, the high rates of
deforestation of its forests may have climatic impacts which would severely affect the entire world in a short time.
In light of these risks, the implementation of mechanisms to avoid deforestation and degradation of Amazonian forests
(such as REDD+ and others) is an urgent need. However, the inclusion of its original inhabitants, the Indigenous Peoples, is
essential in the identification and development of these initiatives.

Qu es REDD+?

La Reduccin de Emisiones por Deforestacin y Degradacin de bosques o REDD+, es un mecanismo que busca promover
la conservacin y el manejo de los bosques amenazados a partir de la valoracin de su rol frente a la crisis climtica,
basado en su capacidad de almacenar CO2 y otros co-beneficios, enfoque que viene cobrando creciente importancia a
nivel mundial.

Hoy los ojos del mundo miran hacia la Amazona no solo por los distintos bienes y servicios ecosistmicos que provee, sino
tambin por su asombrosa capacidad de secuestrar y almacenar gases de efecto invernadero. Adems, los altos ndices de
deforestacin de sus bosques podran tener repercusiones climticas que afectaran al mundo entero severamente al corto
plazo.

Aware of our lead role in the care of forests and the repercussions that the climate crisis will have on our ways of life, the
indigenous peoples have analyzed the current REDD+ mechanisms, and, as a result of this constructive process, today, the
Coordinator for Indigenous Organizations of the Amazon Basin COICA, presents the proposal for Indigenous REDD+.

Conscientes de nuestro papel protagnico en el cuidado del bosque y de las repercusiones que la crisis climtica tendr
en nuestros estilos de vida, los pueblos indgenas hemos analizado el actual mecanismo REDD+ y como resultado de este
proceso constructivo, hoy, la Coordinadora de Organizaciones Indgenas de la Cuenca Amaznica - COICA presenta la
propuesta: REDD+ Indgena Amaznico.

OUR PROPOSAL IS BASED ON THREE MAIN TOPICS


Holistic management of indigenous territories for productive conservation
To guarantee the management and conservation of forests in indigenous territories, offering legal security to our
peoples through the recognition, demarcation, and titling of said territories; promoting regulatory reforms to offer
solutions to the overlapping of rights, promoting the implementation of full life plans which will allow us to generate
our own development model and income without affecting the forests.

Reduccin de Huella Ecolgica Global


Es comprometernos con cambios mayores globales para corregir el rumbo actual que causar cada vez ms refugiados
climticos amaznicos y globales. Requiere una reduccin efectiva en la emisin de gases de efecto invernadero de
todas las fuentes en todos los pases, y especialmente en los industrializados. Asimismo, requiere establecer los
mecanismos de compensacin acordes con la visin integral de los territorios indgenas.

Marco legal que respete y considere derechos indgenas con presupuesto asignado por los Estados y fondos globales
sobre REDD+
Cambios institucionales que permitan la participacin indgena en instancias de decisin sobre el mecanismo
Salvaguardas tempranas y aplicando normas sobre Pueblos Indgenas para asegurar polticas y fondos pblicos que
brinden seguridad territorial, as como la consulta y consentimiento libre, previo, informado y vinculante sobre
polticas, estrategias y proyectos REDD+
Macro-Monitoreo de los aspectos biolgicos y culturales, orientado a la verificacin del bosque en pi y la
conservacin de servicios ecosistmicos, que incluye la reduccin de emisiones
Mecanismo financiero pbico, regulado, equitativo y transparente que no dependa del mercado de crditos de
carbono y sus problemas especulativos, y que asegure la regulacin pblica sobre operadores en REDD+

Los pueblos indgenas poseemos CONOCIMIENTOS SOBRE LOS BOSQUES que incluso la ciencia no tiene

SOLO EL 2% DE LAS TIERRAS INDGENAS ESTN DEFORESTADAS, lo que es comparable a las reas protegidas

Amazonian Indigenous REDD+ is a contribution to the construction of the REDD+ mechanism that not only seeks to
prioritize the management of forests and territories for our lives, but that promotes cooperation and proposes
alternatives to face climate change with the equitable participation of indigenous peoples and industrialized
countries.

NUESTRA PROPUESTA SE SUSTENTA SOBRE TRES EJES CENTRALES:


Gestin holstica de territorios indgenas para la conservacin productiva
Es garantizar la conservacin y el manejo de los bosques en territorios indgenas brindando seguridad legal a nuestros
pueblos mediante el reconocimiento, demarcacin y titulacin de dichos territorios, impulsando reformas normativas que
den solucin a la superposicin de derechos, promoviendo la implementacin de Planes de vida plena que nos permitan
generar nuestro propio modelo de desarrollo e ingresos econmicos sin afectar los bosques.

Los pueblos indgenas amaznicos, poseedores de 170 millones de hectreas de bosques, nos comprometemos
con la conservacin y el manejo de nuestros bosques y proponemos que cualquier mecanismo de valoracin y
compensacin reconozca los mltiples servicios ecosistmicos y culturales de estos bosques, en un marco de
respeto a nuestros derechos, y de acuerdo a las siguientes consideraciones:

In addition to its invaluable biological and cultural


wealth, the Amazonian forests play a key role in
maintaining, not only a stable climate, but also
global environmental balance. Therefore, it is
necessary to value the integrity of the ecosystem
services that forests produce, and which allow,
among other actions, the capture and storage of
greenhouse effect gases, such as CO2, avoiding their
accumulation in the atmosphere and the intensification of climate change.

Amazonian Indigenous REDD+ is an initiative that seeks to value the integrity of ecosystemic services of forests and
indigenous territories, which goes beyond carbon capture in areas with a higher threat of deforestation, and, rather,
invites the adoption of an integrated vision and a comprehensive approach to include other goods and services
offered by forests.

REDD+ Indgena Amaznico es una contribucin a la construccin del mecanismo REDD+ que no slo busca dar
prioridad a la conservacin y el manejo de los bosques y territorios para nuestra vida, sino que impulsa la cooperacin,
y propone alternativas para hacer frente al cambio climtico con la participacin equitativa de los pueblos indgenas y
de los pases industrializados.

Cmo hacerlo?

Frente a este escenario, la implementacin de mecanismos para evitar la deforestacin y degradacin de los bosques
amaznicos (como REDD+ y otros) es una necesidad urgente. Sin embargo, es imprescindible la inclusin de sus
habitantes originarios, los Pueblos Indgenas, en la bsqueda y construcciones de estas iniciativas.

What is Amazonian Indigenous REDD+?

Es una iniciativa que busca valorar la integralidad de los servicios ecosistmicos de los bosques y territorios indgenas,
que va ms all de la captura de carbono en aquellas reas con mayor amenaza de deforestacin, y ms bien, invita a
adoptar una visin integral y de amplio enfoque para incorporar otros bienes y servicios que brindan los bosques.

Reduccin y Control de los motores (drivers) de deforestacin y degradacin en la Amazona


Requiere el diseo y la implementacin de estrategias nacionales y regionales para reducir y controlar la presin sobre
los bosques por parte de las industrias extractivas (hidrocarburos, minera), mega proyectos (hidroelctricas, carreteras),
agroindustrias (biocombustible, plantaciones, transgnicos) y ganadera, y que adems impactan negativamente sobre
los territorios de los pueblos indgenas. Requiere realizar Estudios de Evaluacin Ambiental Estratgica a diferentes
escalas, establecer moratorias para el desarrollo de nuevos proyectos y al mismo tiempo, dar revisin a los contratos
existentes.

Adems de su incalculable valor biolgico y cultural,


los bosques amaznicos cumplen un rol clave para
mantener, no solo un clima estable, sino el equilibrio
ambiental global; por ello, es necesario valorar la
integralidad de los servicios ecosistmicos que
producen, y que permiten entre otras acciones,
capturar y almacenar gases de efecto invernadero
como el CO2 evitando que se acumulen en la
atmsfera e intensifiquen el llamado calentamiento
global.

Cmo se financiara?

Con el uso de mltiples instrumentos financieros tales como:


La creacin de un Fondo REDD+Indgena Amaznico que tome como modelo la estructura de los fondos
fideicomisos
Bonos estatales para cambio climtico, aplicando las obligaciones de los estados amaznicos de promover la
mitigacin y adaptacin a la crisis climtica.
Impuestos especficos de Estado (p.e. impuesto por huella ecolgica)
Fondos provenientes de cooperacin bilateral o multilateral a travs de fondos para mitigacin y adaptacin,
gobernanza forestal (p.e. FLEGT) y el manejo comunitario de bosques.
Fondos no reembolsables provenientes de entidades filantrpicas; responsabilidad social empresarial.

Qu actividades se ejecutaran?
La implementacin de Planes de Vida que garantice mantener el bosque en pi, con usos adecuados:
agroforestal , hidrobiolgicos, artesana, turismo vivencial, medicinal y ecolgico, entre otros.
Contratos fuera de mercado de crditos de carbono, con plazos de corta duracin y reajustes anuales de
aprendizajes.
Dar garantas del respeto de Derechos Indgenas: seguridad territorial, acceso y usos consuetudinarios,
gobernanza autnoma, propiedad intelectual.
Monitoreo y macro medicin de carbono con imgenes satelitales, parcelas de campo, inventarios de diversidad
de biomasa.
Vigilancia comunal para el control de fugas y drivers (de carbono) en el entorno: colonizacin, agro-negocios,
industrias extractivas, megaproyectos, bio-combustibles.

Reduction of Global Ecological Footprint


To commit with major global changes to correct the current course of greenhouse gas emissions, as this will cause
more and more climate refugees, in the Amazon and globally. It requires an effective reduction of greenhouse
emissions from all the sources in all countries, especially industrialized ones. Likewise, it requires the establishment of
compensation mechanisms in alignment with vision of indigenous territories.
Reduction and Control of deforestation and degradation drivers in the Amazon
Requires the design and implementation of national and regional strategies to reduce and control the pressure on
forests by extractive industries (hydrocarbons, mining), mega projects (hydroelectric plants, highways), agricultural
industries (biofuels, plantations, transgenic products), and ranching, that, have a negative impact on the territories of
indigenous peoples. It requires the execution of Strategic Environmental Assessment studies at different scales,
establishing moratoriums for the development of new projects and, at the same time, to review the existing contracts.

How would it be financed?


With the use of multiple financial tools,
such as:

The creation of an Amazonian Indigenous REDD+ Fund, which will use the model of trust funds
State bonds for climate change, applying the obligations of Amazonian states to promote mitigation and adaptation
to the climate crisis.

How to do this?

The indigenous Amazonian peoples, who are holders of statutory and customary rights over 170 million hectares of
forests, are committed to the conservation and management of our forests and propose that any mechanism for
valuation and compensation of forests will recognize the multiple ecosystemic and cultural services of these forests,
within a framework of respect for our rights, and according to the following considerations:
A legal framework which will respect and consider indigenous rights with a budget for implementation assigned by the
States and global funds on REDD+
Institutional changes which will allow indigenous participation in decision-making bodies regarding the mechanism
Early safeguards and application of regulations on Indigenous Peoples to ensure policies and public funds will offer
territorial security, as well as free, prior, informed and binding consultation and consent on REDD+ policies, strategies and
projects.
Macro-monitoring of biological and cultural aspects, focused on the verification of standing forests and the conservation
of ecosystemic services, which includes emission reductions.
Public financial mechanism which is regulated, equitable and transparent, which will not depend on the carbon credit
market and its speculative problems, and that will ensure public regulations on REDD+

Specific State Taxes (for example, footprint tax)


Funds from bilateral or multilateral cooperation for mitigation and adaptation, forest governance (for example, FLEGT)
and community forest management initiatives.
Non-reimbursable funds from philanthropic organizations or corporate social responsibility.

Which activities will be executed?


The implementation of Life Plans which will guarantee maintaining standing forests with adequate uses: agroforestry,
hydrobiological, handcrafts, experiential tourism, medicinal, and ecological, among others.
Contracts outside the carbon credit markets, with periods of short duration and annual learning readjustments.
Guarantees of the respect of Indigenous Rights: Territorial Security, Access and Customary Use, Autonomous
Governance, Intellectual Property.
Monitoring and macro measuring of carbon with satellite images, field plots, inventories of biomass diversity.
Communal supervision for the control of carbon leaks and drivers in the environment: colonization, agribusiness,
extractive industries, mega projects, and biofuels.
