This Project Instruction applies to Canadian Natural Resources Limited Horizon Oil Sands Project.
It specifies minimum management or technical requirements.
In cases where legislation imposes more stringent or additional requirements, the legislative requirements shall override
these project instructions until such time as these project instructions are updated to reflect new requirements.

INTRODUCTION
The following information is intended to provide instruction for the Horizon Oil Sands Project for designing
and constructing a Fibre Optic System.
1.1
System Description
A Fibre Optic Backbone will support Fire & Gas, Process Control, Security, Voice communication,
and Business communication for the Horizon Oil Sands Project. The Telecommunications
systems will include data communications, voice communications, and some video
communications for security assessments and intrusion detection verification. The Process
Control systems will include the Close Circuit TV, Distributed Control System Process Control
Network & Process Information Network, Electrical Distribution Management, Electric Heat
Tracing and Safety Instrument System.
Physical Telephony connectivity is provided at copper multiplexers at several locations along the
perimeter of the central facility fibre optic backbone. These multiplexers are provided by Telus,
voice and data services are available on the copper connections through service agreements with
Telus.

Each business unit is expected to comply with the requirements outlined in this project instruction.
Section 2.0 outline the overall fibre optic network attenuation loss allowed within the fibre optic
backbone between two business units. The purpose of this section is to provide guidance on the
parameters allowed for each fibre stand. The balance of the document is providing an outline for
testing & labelling fibre optic equipment e.g. Cabinets, Cable, Patch Cords etc.
FIBRE OPTICAL OVERALL NETWORK LOSS BUDGET
To ensure the proper operation of the end-to-end optical system at CNRL, an end-to-end optical loss
budget is established as guideline. The overall end-to-end loss budget consists of three parts, backbone
loss budget and two end area loss budgets. Considering the most common used fibre applications as
listed in Table 3.1, the overall loss budget should be set at 10 dB at 1310 nm. The 10dB budget should
provide an operation margin to account for link degradation and multiple patching on the backbone as
well for each area. It is cautioned that the 10 dB end-to-end loss budget does not apply to application with
data transmission speed exceeding one Gigabit per second or the use Wavelength of Division
Multiplexing (WDM) technology. For higher data rate and special applications, Fibre Optic technical
engineering group should be consulted.
For application using 1000Base-LX Gigabit Ethernet interface or Fibre Channel interface on the fibre
backbone, the normal IEEE 802.3z specification of 1000BASE-LX would not be sufficient. Most Gigabit
Ethernet equipment vendor would provide a higher quality fibre optic with a LX/LH range rating to support
a 10 dB loss budget. For Gigabit Ethernet interface application, the 1000BASE-LX/LH single Mode optical
module should be ordered to allow the support of the recommended end to end loss budget.
The optical end-to-end loss budget allocated for each area should enable each area to plan its fibre
system accordingly and to interface with the backbone. In each end or termination at the Main Control
Room, 2.0 dB optical losses at 1310 nm are allocated. The backbone fibre is allocated a maximum loss of
6 dB at 1310 nm. The 2.0 dB allocation in each end should allow for the typical use of three patch cables,
a few hundred meters of networking fibre and normal splice losses. The backbone fibre will allow up to
typically four or less intermediate patching including fibre losses, plus splice losses. The backbone
allocation will include the first patch cord assignment from the backbone fibre cable to the business unit
cable.
Each area should adhere to the optical testing criteria for each optical component as specified in
document A to ensure that an accurate calculation of the overall optical loss budget. Failing to adhere to

the budget power allocation in each area may contribute to system failure immediately or the fibre is
rerouted with patching through a much longer alternate route.

Typical Application
Optical attenuation test for single mode fibre cable must not exceed at 1310/1550 nm normalized
value of 0.35/0.25 dB/km. Perform test as per CSA TIA-526-7 OFSTP-7 Measurement of Optical
Power Loss of Installed Single-mode Fibre Cable Plant
Optical attenuation test for multimode fibre cable must not exceed at 850/1300 nm normalized
value of 3.2/1.0 dB/km. Perform test as per CSA TIA-526-14-A OFSTP-14 Optical Power Loss

The OTDR test should be conducted with a factory built one km factory dead-zone launch
cable to allow for an accurate reading of the first connector.
To provide an accurate reading of the end connector, the OTDR test must be conducted
from both direction of the cable and providing two test records for the same fibre or a
standard factory built one km dead-zone fibre is used at the other end of the fibre.
Zero link setting of the OTDR must be set at beginning of the system under test and after
the one (1) km launch cable.

structure is absent.

All fibre patch cables shall use a self laminating adhesive style label (Fig 5.1) available in
standard 8.5 x 11 sheets from PANDUIT or equivalent (S100X160FAJ) that will print in any ink
jet or laser printer. This type of label wraps around the fibre and folds over itself protecting the
label from smudging and dirt. There is no danger of pinching the fibre with these labels and the
chance of kinking the fibre is minimal. There is a danger of snags and care should be taken when
removing patches on a live system to avoid an inadvertent disconnection.

restoration in case of an accidental disconnection, especially in panels with many patch cord

In addition to the standard To/From label it is recommended each patch cord have a designation
that identifies its system for quick reference. To do this a colour coded sticker can be wrapped
around the fibre. This sticker should be placed just below the Fibre Patch Cable tag so it is easy
to find and identify. Colour coding as follows:

Fibre Cabinet
Cabinets shall be labelled as specified in CNRL Drawing 00-ID-IC-0100 details A
(Document E: Installation Drawings). Label material shall be white Lamicoids and with
one line 25mm height black engraving letter. The label shall be fastened using four selftapping screws and RTV silicon. The label will be centred on the top rail of the Hammond
or Rittal Wall-mounted Type cabinet. For Rittal Full Size Type cabinet, the label(s) shall
be fastened and centred on the door.

The patch panel port will follow the standard ADC port numbering as illustrated in Fig 6.2.
The fibre strand global ID with termination on the port will be printed using black letters
on an 8.5x11 sheet stored in the door pockets opposite the termination blocks. The
sheet shall be protected with transparent laminated plastic.

which details the ports service description. The document is to be laminated for protection and
