INTRODUCTION
The following information is intended to provide instruction for the Horizon Oil Sands Project for designing
and constructing a Fibre Optic System.
1.1

System Description
A Fibre Optic Backbone will support Fire & Gas, Process Control, Security, Voice communication,
and Business communication for the Horizon Oil Sands Project. The Telecommunications
systems will include data communications, voice communications, and some video
communications for security assessments and intrusion detection verification. The Process
Control systems will include the Close Circuit TV, Distributed Control System Process Control
Network & Process Information Network, Electrical Distribution Management, Electric Heat
Tracing and Safety Instrument System.
Physical Telephony connectivity is provided at copper multiplexers at several locations along the
perimeter of the central facility fibre optic backbone. These multiplexers are provided by Telus,
voice and data services are available on the copper connections through service agreements with
Telus.

Each business unit is expected to comply with the requirements outlined in this project instruction.
Section 2.0 outline the overall fibre optic network attenuation loss allowed within the fibre optic
backbone between two business units. The purpose of this section is to provide guidance on the
parameters allowed for each fibre stand. The balance of the document is providing an outline for
testing & labelling fibre optic equipment e.g. Cabinets, Cable, Patch Cords etc.
FIBRE OPTICAL OVERALL NETWORK LOSS BUDGET
To ensure the proper operation of the end-to-end optical system at CNRL, an end-to-end optical loss
budget is established as guideline. The overall end-to-end loss budget consists of three parts, backbone
loss budget and two end area loss budgets. Considering the most common used fibre applications as
listed in Table 3.1, the overall loss budget should be set at 10 dB at 1310 nm. The 10dB budget should
provide an operation margin to account for link degradation and multiple patching on the backbone as
well for each area. It is cautioned that the 10 dB end-to-end loss budget does not apply to application with
data transmission speed exceeding one Gigabit per second or the use Wavelength of Division
Multiplexing (WDM) technology. For higher data rate and special applications, Fibre Optic technical
engineering group should be consulted.
For application using 1000Base-LX Gigabit Ethernet interface or Fibre Channel interface on the fibre
backbone, the normal IEEE 802.3z specification of 1000BASE-LX would not be sufficient. Most Gigabit
Ethernet equipment vendor would provide a higher quality fibre optic with a LX/LH range rating to support
a 10 dB loss budget. For Gigabit Ethernet interface application, the 1000BASE-LX/LH single Mode optical
module should be ordered to allow the support of the recommended end to end loss budget.
The optical end-to-end loss budget allocated for each area should enable each area to plan its fibre
system accordingly and to interface with the backbone. In each end or termination at the Main Control
Room, 2.0 dB optical losses at 1310 nm are allocated. The backbone fibre is allocated a maximum loss of
6 dB at 1310 nm. The 2.0 dB allocation in each end should allow for the typical use of three patch cables,
a few hundred meters of networking fibre and normal splice losses. The backbone fibre will allow up to
typically four or less intermediate patching including fibre losses, plus splice losses. The backbone
allocation will include the first patch cord assignment from the backbone fibre cable to the business unit
cable.
Each area should adhere to the optical testing criteria for each optical component as specified in
document A to ensure that an accurate calculation of the overall optical loss budget. Failing to adhere to

the budget power allocation in each area may contribute to system failure immediately or the fibre is
rerouted with patching through a much longer alternate route.

Optical attenuation test for single mode fibre cable must not exceed at 1310/1550 nm normalized
value of 0.35/0.25 dB/km. Perform test as per CSA TIA-526-7 OFSTP-7 Measurement of Optical
Power Loss of Installed Single-mode Fibre Cable Plant
Optical attenuation test for multimode fibre cable must not exceed at 850/1300 nm normalized
value of 3.2/1.0 dB/km. Perform test as per CSA TIA-526-14-A OFSTP-14 Optical Power Loss
Measurement of Installed Multimode Fibre Cable Plant

OTDR test shall be conducted with the following settings:

Test Wavelengths (single mode) 1310/1550 nm

Test Wavelengths (multimode) 850/1300 nm

The OTDR test pulse should be set at 10 ns

The OTDR test should be conducted with a factory built one km factory dead-zone launch
cable to allow for an accurate reading of the first connector.

To provide an accurate reading of the end connector, the OTDR test must be conducted
from both direction of the cable and providing two test records for the same fibre or a
standard factory built one km dead-zone fibre is used at the other end of the fibre.

Zero link setting of the OTDR must be set at beginning of the system under test and after
the one (1) km launch cable.

LABELLING METHOD FOR OUTSIDE PLANT FIBRE OPTIC CABLES


The method for Outside Plant Fibre labeling shall follow the format of CSA TIA/EIA 606A standards
(Section 7.1.2 and 7.1.3).
A unique campus backbone cable identifier shall be assigned to each backbone cable connecting
telecommunication spaces (e.g. Fibre Patch Panel Cabinet) in different buildings and it shall have the
format

b1 = CNRL standard building identifier where one end of the backbone is terminated. Example:
63-R-1 for the main control room.
fs1 = Telecommunication Space Identifier where the originating end of the backbone fibre cable is
terminated (e.g. Fibre Optic Patch Panel/Cabinet Identifier at the origination location). Refer to
Document C for Fibre Optic Equipment Labeling Method.
b2 = CNRL building identifier where the other end of the backbone is terminated.

fs2 = Telecommunication Space Identifier where the destination end of the backbone fibre cable is
terminated (e.g. Fibre Optic Patch Panel/Cabinet Identifier at the destination location)

n = two digit numeric sequence number identifying a single cable connecting two
telecommunication locations. Leading zero should be included. Example: 01 for the first cable
and 02 for the second cable.

The use of b1 or b2 is optional when patch panel cabinet is in an outdoor location where a building
structure is absent.

METHOD FOR LABELLING FIBRE PATCH CABLE


5.1

Fibre Patch Cable Label

All fibre patch cables shall use a self laminating adhesive style label (Fig 5.1) available in
standard 8.5 x 11 sheets from PANDUIT or equivalent (S100X160FAJ) that will print in any ink
jet or laser printer. This type of label wraps around the fibre and folds over itself protecting the
label from smudging and dirt. There is no danger of pinching the fibre with these labels and the
chance of kinking the fibre is minimal. There is a danger of snags and care should be taken when
removing patches on a live system to avoid an inadvertent disconnection.

Equipment TS1 ID2 = Secondary Telecommunication Space Identification at far-end location
Equipment TS2 ID1 = Primary Telecommunication Space Identification at near-end location
Equipment TS2 ID2 = Secondary Telecommunication Space Identification at near-end location
Note: Refer to Table 5.4 for a list of all Telecommunication Space ID.
The secondary Telecommunication Space IDs are optional when information is not available or
not applicable
When it comes to label content generally the more information the better. The unique fibre global
identification number is required for the Fibre Optic system Database. The primary and secondary

telecommunication space ID for far end (To) and near end (From) termination information be included (if
available) on all fibre patch cable labels. This information will enhance trouble shooting and rapid
restoration in case of an accidental disconnection, especially in panels with many patch cord
terminations. An example is shown below on how patch cable label format is applied:

In addition to the standard To/From label it is recommended each patch cord have a designation
that identifies its system for quick reference. To do this a colour coded sticker can be wrapped
around the fibre. This sticker should be placed just below the Fibre Patch Cable tag so it is easy
to find and identify. Colour coding as follows:

METHOD FOR LABELLING FIBRE OPTIC & TELECOMMUNICATION EQUIPMENT


6.1

Equipment Tag Format


CNRL Engineering Standard 00-STD-EL-0030 Electrical Equipment and Cable Numbering
system defines a fixed format for Electrical Equipment Numbering. Since there is no existing
standard for Section 6.0 of 00-STD-EL-0030 detailed the equipment numbering format used for
other electrical equipment.
Section 6.0 is modified to accommodate Fibre Optic &
Communication Equipment. The proposed communications equipment name format is defined as
follows:

Label Material Placement and Port Numbering


6.2.1

Fibre Cabinet
Cabinets shall be labelled as specified in CNRL Drawing 00-ID-IC-0100 details A
(Document E: Installation Drawings). Label material shall be white Lamicoids and with
one line 25mm height black engraving letter. The label shall be fastened using four selftapping screws and RTV silicon. The label will be centred on the top rail of the Hammond
or Rittal Wall-mounted Type cabinet. For Rittal Full Size Type cabinet, the label(s) shall
be fastened and centred on the door.

6.2.2

Fibre Patch Panel


ADC OMX600 - Cabinets shall be labelled as specified in CNRL Drawing 00-ID-IC-0100
details A (Document E: Installation Drawings). Label material shall be white Lamicoids
and with one line 25mm height black engraving letter. The label shall be fastened using
four self-tapping screws and RTV silicon. The label will be centred on the top rail of the
cabinet. The terminal block shall be labelled as per CNRL drawing 00-ID-IC-0100 details
D using white Lamicoids with one line black engraving Alphabet letter. The label will be
centred on the bottom rail of the termination block.

The patch panel port will follow the standard ADC port numbering as illustrated in Fig 6.2.
The fibre strand global ID with termination on the port will be printed using black letters
on an 8.5x11 sheet stored in the door pockets opposite the termination blocks. The
sheet shall be protected with transparent laminated plastic.

ADC FL2000 Patch panel or splice panel shall be labelled as specified in CNRL Drawing 00-IDIC-0100 details D using Lamicoids with one line black engraving letter. The label will be centred
on the door. The patch panel ports shall be numbered with 1A to 12 A on the left hand side of the
panel and 1B to 12 B on the right hand side as per Fig D.3. The ADC port on the port will be
printed on ADC provided standard Sheet. The sheet shall be inserted behind the patch panel
door. The numbering of port will allow redundant A and B OSP fibre cable to be terminated on
one side of the patch panel and allow easy identification of redundant path if required. For
example, port 1A will be
on an alternate path with port 1B. If a stand alone 48 port termination patch panel is added, the
port numbering will start on 25A to 48A and 25B to 48B.

cabinet

Fibre Pedestal

Corning Termination/Splice Panel - Fibre Termination Connector housing or Splice Module


housing shall be labelled using H Lamicoids with one line black engraving letter. The
label will be cantered on the enclosure.

Hand-Hole/Man-Hole

Installation Drawings). The label shall be fastened using four self-tapping screws. The label will
be centred on the top rail of the cabinet. If top rail space is not available, the label will be placed
on the top centre of the left door

Pedestals will be labelled specified in CNRL Drawing 00-ID-IC-0100 (Document E: Installation


Drawings).Hand-hole or Manholes shall be labelled on the lid/covering and the rim with 1 x 6
steel plate welded on to the lid/covering and the rim and engraved with the ID.
6.5

Splice Wheels & Trays


Thermal transfer labels with 5mm high black text on white background, to identify Splice Wheels
which shall be sequentially numbered and labelled as:

which details the ports service description. The document is to be laminated for protection and
secured to the inside door of the Fibre Optic cabinet. Refer to Appendix A for a detailed sample
