The aforementioned object of approval is hereby given General Building Inspection Approval.
This General Building Inspection Approval comprises 16 pages as well as Appendix A (Pages 1 to 81)
and Appendix B (Pages 1 to 53).
This General Building Inspection Approval replaces General Building Inspection Approval No. Z-8.1-865
dated 4th March 2011. The object was given General Building Inspection Approval for the first time on 10th August 1999.

I GENERAL PROVISIONS
1 The General Building Inspection Approval proves that the object of approval can be used or applied in the sense of the
Landesbauordnungen (building regulations for German federal states).
2 If the General Building Inspection Approval imposes requirements on the particular expertise and experience of the people
entrusted with the manufacture of construction products and designs pursuant to the federal states building codes implementing Article 17 Paragraph 5 of the German Model Building Regulation, it must be taken into account that proof of such
expertise and experience may also be provided in the form of equivalent certificates of other EU member states. The same
may apply to equivalent proof supplied under the Agreement on the European Economic Area (EEA) or other bilateral agreements.
3 The General Building Inspection Approval does not replace the legally prescribed permits, authorizations and certificates
required to implement building works.
4 The General Building Inspection Approval is granted without regard to the rights of third parties, in particular private property
rights.
5 The manufacturers and distributors of the object of approval must provide the user or applier of the object of approval with
copies of the General Building Inspection Approval, regardless of further regulations in the Special Provisions, and advise
the same that the General Building Inspection Approval must be displayed at the point of use. The authorities involved must
be given copies of the General Building Inspection Approval on request.
6 The General Building Inspection Approval may only be duplicated in full. Publication of extracts must be approved by the
Deutsches Institut fr Bautechnik (DIBt). Texts and illustrations in advertising material must not contradict the General
Building Inspection Approval. Any translations of the General Building Inspection Approval must include the notation:

7 The General Building Inspection Approval can be cancelled. The provisions of the General Building Inspection Approval can be

II SPECIAL PROVISIONS
1 Object of Approval and Area of Application
The approved building products refer to prefabricated scaffolding components of the PERI UP T 72 scaffolding system.
The approval is valid for the production of scaffolding system components unless it is indicated that the production of the
components is regulated in General Building Inspection Approval Z-8.22-863 or that the components are no longer manu
factured and thus are only approved for further use. Furthermore, the approval is valid for the use of the scaffolding system
as working scaffold as defined by DIN EN 12811-1:2004-03 in connection with the Application Guideline for Working
Scaffold according to DIN EN 12811-11 as well as Safety and Roof Protection Scaffold according to DIN 4420-1.2004-03.
The main supporting structure consists of base frames, inner legs (UV Spigot Tubes) and T-frames in the frame levels,
decking 3.0 m ( = 4.0 m in the bridging bay) as well as vertical diagonals (Face Braces) in the outer vertical level.
The scaffolding width is 0.72 m, the decking width without brackets 0.64 m.
During assembly, the base frames are inserted directly onto the scaffold spindles. Inner legs (UV Spigot Tubes) are used
on the inside of the scaffold parallel to the facade whilst T-frames, each consisting of a standard and decking transom attached at right-angles, are utilized on the outside. Standard joints on the inside occur at the height of the decking and on the
outside at the height of the guardrails.
Through the utilization of T-frames, it is possible to use guardrails in advance. The guardrail in advance ensures that during
the assembly and dismantling of the scaffold, installation and removal of the guardrails can be carried out from the scaffolding level below.
For the use of scaffolding components in facade scaffolds, this is described in a standard configuration for which a proof of
stability is provided. Differing executions always require a separate statical proof; the characteristic values applied are
included in this General Building Inspection Approval.
The standard configuration is valid for facade scaffolds with assembly heights up to 24 m above ground level together with
the spindle extension length. In the standard configuration, bay lengths 3.0 m for working scaffold for Load Classes
3 according to DIN EN 12811-1:2004-03 as well as safety and roof protection scaffold with a Class FL1 safety scaffold
level are used in the scaffolding system, and as roof protection scaffold with Class SWD 1 protection panels according to
DIN 4420-1:2004-03.
2 Provisions for the scaffold components
2.1 Characteristics
2.1.1 General
The components of this scaffold system compiled in Table 1 must comply with the details provided in Appendix A.
For the production of the scaffold components according to Table 1, the provisions contained in Sections 2.1.2, 2.1.3, 2.1.4,
2.2 and 2.3 are decisive unless it is not specified in Table 1 that the production of the components is regulated in General
Building Inspection Approval Z-8.22-863.

Metalic materials
The metallic materials must comply with the technical rules according to Table 2, and their properties are to be confirmed
by means of material test certificates in accordance with the information provided in Table 2. The test certificates for the
aluminum alloys must contain at least information on chemical composition, tensile strength Rm, yield strength RP0,2 as
well as for strain A and A50 mm.

Construction industry plywood panels must comply with the requirements stated in the Approval Guidelines for the

Manufacture and designation


Manufacture
Companies that produce welded scaffolding components according to this approval must have demonstrated that they
are suited for this purpose.
For operations, this proof is considered valid if the EXC 2 welding certificate according to DIN EN 1090-1:2012-02 in
accordance with the requirements for the production of welded joints corresponding to this approval (steel and alumi
num) is available.

Couplers
For half-couplers mounted on the various components, only half-couplers are to be used which correspond to at least
Class A with General Building Inspection Approval or according to DIN EN 72-2:2009-01.

Labelling
The scaffold components according to Table 1, whose production is governed by this General Building Inspection
Approval, are to be labelled permanently and such that they are easily identifiable in accordance with the compliance
symbol regulations of the German states with
the capital letter
the label of the respective manufacturer and
the shortened licence number 865
In addition, the last two digits of the year of manufacture must be specified.
Such labelling is pursuant to compliance with the specifications under Section 2.3.

Compliance certificate
General
The confirmation of the compliance of the scaffold components according to Table 1, whose production is governed by
this General Building Inspection Approval, with the provisions of this General Building Inspection Approval must be
obtained for each production factory in the form of a compliance certificate based on an internal production control and
regular external inspections including product testing of the individual parts and scaffold components in accordance
with the following provisions.
For the issuing of the compliance certificate and the external inspections including the product testing thereby to be
carried out, the manufacturer of the scaffold components according to Table 1 must engage a certification authority as
well as an inspection agency approved for this purpose including product testing.
The manufacturer must submit the declaration that a compliance certificate has been granted by labelling the building
products with the compliance symbol ( symbol) with reference to the purpose of use.
The Deutsches Institut fr Bautechnik (DIBt) is to be provided by the certifying authority with a copy of the compliance
certificate issued by said authority for information.

2.3.2 Internal production control


An internal production control is to be established and implemented at every production factory. An internal production
control is regarded as the continuous monitoring of the production to be undertaken by the manufacturer, with which
he ensures that the individual parts and scaffold components manufactured by him comply with the provisions of this
General Building Inspection Approval.
The internal production control must include at least the measures listed as follows:
Control and inspections of the source material:
It must be checked whether inspection certificates according to Section 2.1.2 have been submitted for the
aluminium alloy and whether the test results satisfy the requirements.

For at least 1% of the respective building components, the observation of the dimensions and tolerances is to be

checked against the specifications in the design drawings.
Control and inspections to be performed on the scaffold components:

For at least 1% of the scaffold components, the observation of the dimensions and tolerances and, if need be,

the welded joints as well as the corrosion protection is to be checked against the specifications in the design

drawings.

For template or automated production of the scaffold components, the corresponding template and/or machine

settings shall be checked and documented prior to the initial operation.

The results of the internal production control shall be recorded and evaluated. The records must include at least the
following specifications:
Designation of the individual parts and/or scaffold components
Type of control
Date of manufacture and control of the individual parts and/or scaffold components
Result of the controls and tests compared to the requirements - signature of the person responsible for the internal
production control.
The records shall be kept for at least five years. They shall be presented to the Deutsches Institut fr Bautechnik (DIBt)
and the competent highest building control authority upon demand.
If the test results are unsatisfactory, the manufacturer must immediately take the measures required to eliminate the
defect. Individual parts and/or scaffold components which do not conform to the requirements shall be handled in such
a way that confusion with conforming ones is excluded. After eliminating the defect - as far as technically feasible and
required to provide evidence of the elimination of the defect - the relevant test is to be repeated without delay.

External Inspection
At each production factory, the internal production control shall be inspected by an external inspection on a regular
basis, at least every five years. Within the scope of the external inspection, an inspection of the factory and the internal
production control including product testing of the scaffold components according to Table 1 is to be performed.
The sampling and tests is/are respectively the responsibility of the approved inspection agency.
At least the following tests shall be performed:
inspection of the personnel and factory requirements for the proper production of the scaffold
inspection of the internal production control
random sample taking for the compliance of the scaffold components with the provisions of the Approval according to
design, shape, dimension
corrosion protection
labelling
inspection of the required welding qualification certificate
The scaffold components shall be taken from the running production.
The results of the certification and external inspection shall be kept for at least five years. They shall be presented by
the certification authority and/or inspection agency to the Deutsches Institut fr Bautechnik (DIBt) or the competent
highest building supervisory authority upon demand.

Design
Standard configuration
Configurations of facade scaffolds are considered to be standard configurations if they correspond to the provisions of
Appendix B.
Deviations from the standard configurations
If the scaffold system is used for scaffolds deviating from the standard configuration, the deviations must be accounted
for according to the Technical Building Regulations and the provisions of this General Building Inspection Approval in each
individual case. In this process, other anchorage grids and other nets may also be used as scaffolding cladding. The
potentially increased stress (e.g. from increasing the net weight and the wind loads or from increased live loads) shall
be tracked in a scaffold up to the anchoring and up to the ground level. Likewise, the influence of site lifts or other
lifting devices shall be taken into account if they are not operated independently of the scaffold.
Dimensioning
General
The stability of scaffolds set up using the scaffold components according to Section 4.3.1 and not corresponding to
the standard configuration must be accounted for in each individual case or by a static type calculation.
In doing so, in particular DIN EN 12811-1:2004-03 in conjunction with the Directive for Working Scaffolds according to
DIN EN 12811-13, the approval principles for the dimensioning of aluminium components in scaffolding3,
DIN 4420-1:2004-03 as well as the approval principles for working and protection scaffolds - requirements, calculation
assumptions, tests, compliance certificate3 are to be observed.
Calculation assumptions
Vertical resistance of decks
The decks of the scaffold system PERI UP T 72 have been accounted for, corresponding to Table 3, for the live loads
of the load classes according to DIN EN 12811-1:2004-03, Table 3, and for the use in the safety and roof protection
scaffold as safety scaffold level of Class FL1 with fall heights of up to 2 m according to DIN 4420-1:2004-03 (Class D
according to DIN EN 12810-1:2004-03).

Elastic support of the frame columns


Unanchored nodes of frame columns may be assumed to be elastically supported on the frame level (in the case of
facade scaffolds perpendicular to the facade) by the horizontal levels (platform units), if the horizontally adjacent nodes
have been anchored. This elastic coupling may be taken into account for scaffolds up to Load Class 3 by assuming a
translation spring with the design values specified in Table 4.
The design values specified in Table 4 also apply for coupling springs resulting from the use of decks according to
Table 4 and Access Decks UAL in adjacent scaffold bays.

Elastic coupling of the vertical levels


The inner and outer vertical level of a scaffold may be assumed to be elastically coupled together by the decks in the
direction of these levels (in the case of facade scaffolds parallel to the facade). This elastic coupling may be taken into
account for scaffolds up to Load Class 3 by assuming coupling springs with the design values specified in Table 5.

In the global system, the vertical braces UBF according to Appendix A Page 11, may be taken into account as an
equivalent beam between the diagonal connections with an equivalent cross-section area Aeff = ADiag/4 (ADiag =

In the analysis of the Ledger UH / UH plus under bending stress at the level of the standard/ledger, the ledger
connection is to be taken into account with a torsional spring clamp corresponding to the moments / rotation angles
(My/ relationship) according to Fig. 2.

3.2.2.7.2 Proof of load-bearing capacity


For the resistance of the ledger connection to the Base Frame UVF as well as to the Pavement Gantry UVG,
the provisions according to the General Building Inspection Approval Z-8.22-863 shall apply for the ledger connection
on the standards 48.3 x 3.6 mm. For the interaction standard / ledger connection as well as for the interaction of
internal forces on the ledger connection, the provisions for the connection to base standards ( 46.3 x 3.2 mm) shall
be used.
3.2.2.8


Material properties
For steel components S235JRH with an increased yield strength (ReH 320 N/mm2) - these components are labelled
accordingly in the drawings of Appendix A - a rated value of the yield strength of fy,d = 291 N/mm2 may be taken as a
basis for the calculation.

3.2.2.9 Welded seams


When accounting for the welded joints of steel components S235JRH with an increased yield strength
(ReH 320 N/mm2) - these components are labelled accordingly in the drawings of Appendix - utilization of the increased
yield strength of fy,d = 291 N/mm2 is permissible for butt welds (welded joints) under compression / bending compression.
All other welded joints are to be accounted for with the yield strengths of the components source material.

3.2.2.10 Cross-section values of the base jacks

3.2.2.11 Couplers
In the analysis of the half-couplers attached to various components, the resistance and stiffness for half-couplers of
Class A shall be assumed in accordance with the specifications in the Approval principles for the proof of usability of
half-couplers on steel and aluminium tubes.

4.1

Provisions for the design


General
The design and testing of the scaffolds is not covered by this General Building Inspection Approval.

4.2

Quality of the components


All components must be inspected to ensure that they are in perfect condition; damaged components may not be used.

4.3
4.3.1






Structural design
Components
For scaffolds in accordance with this Approval, the components specified in Table 1 are to be used.
Only such components may be used which have been labelled according to the provisions of Section 2.2.2 or according
to the provisions of the General Building Inspection Approval Z-8.22-863.
In individual cases, steel tubes and couplers according to DIN EN 12811:2004-03 as well as scaffold boards and planks
according to DIN 4420-1:2004-03 may also be added.
With regard to deviations of the base jacks shown in Appendix A, Pages 1 and 2, other lightweight base jacks may also
be used according to DIN 4425:1990-11 which comply with the required load-bearing capacities.

4.3.2
Base area
Base Frames UVF are to be put directly onto the base jacks or base plates and to be adjusted such that the scaffolding
levels are horizontal. It must be ensured that the end plates of the base jacks or of the base plates are laid up
horizontally and evenly and that the forces resulting from the scaffold on the mounting level can be absorbed and
transferred.
4.3.3

Height adjustment
For the height adjustment, the Base Frames UVF 72/124 and 72/174 as well as the Guardrail Post UVP may be used as
compensation frames. No work may be performed on scaffold levels directly underneath these frames.

4.3.4

Scaffold deck
The scaffold decks shall be secured against unintentional lifting.

The system decks of the "PERI UP T 72" scaffold system satisfy this requirement by sliding them into their respective
end position on the decking transom. In this mounting position, any unintentional lifting or removal is prevented.

4.3.5



Side protection
As a matter of priority, the components intended for this purpose (guardrails) are to be used, and in individual cases
also components such as steel tubes and couplers according to DIN EN 12811:2004-03 as well as scaffold boards and
planks according to DIN 4420-1:2004-03.
With the T-frame, a guardrail in advance can be used from the lower level during assembly and dismantling

4.3.6






Bracing
Scaffolds must be braced.
In the case of facade scaffolds, the outer vertical level parallel to the facade must be stiffened by braces which may be
arranged either continuously or tower-like. As far as the mounted version does not correspond to the standard
configuration, the number of the braces is indicated in the proof of stability, but one brace may be allocated to
5 scaffold bays at the most.
At least in those bays followed by a brace, Ledgers (UH) are to be installed at the height of the base jacks.
The horizontal levels (scaffolding levels) are to be stiffened by decks.

4.3.7




Anchorage
As far as the mounted version does not correspond to the standard configuration, the anchorage grid and the anchorage
forces are indicated in the proof of stability.
The anchorages of the wall ties on the facade or another part of the structure are not covered by this Approval.
The user must ensure that these may securely absorb and transfer the forces from the wall ties. In the process,
vertical forces may not be transferred.

4.3.8
Couplers
The threaded couplers must be tightened with a tightening torque of 50 Nm when they are being connected to the
standards; deviations of 10% are acceptable. The bolts can be kept easily serviceable; e.g. by using an oil-grease
mixture.
5
5.1

Provision for use and maintenance


General
The use of the scaffolds is not covered by this General Building Inspection Approval.

5.2

Wooden scaffold components


To prevent damages on wooden scaffold components resulting from moisture, these shall be stored in a dry place,
off the ground and with sufficient ventilation.
