SCOPE
This specification defines the minimum requirements for hazard monitoring system
requirements for oil/gas production facilities and camp facilities. Hazard monitoring shall
include fire and gas detection systems and automatic halon and deluge-type extinguishment
systems.

Instrument Requirements

FUNCTIONAL REQUIREMENTS
3.1

Contractor shall be responsible for engineering, design, purchase, and installation of


a hazard monitoring system for the facilities in accordance with the project specific
requirements supplied as an addendum to this specification or in the project scope of
work.

3.2

The system shall include a hazard monitoring/control panel suitable for location in a
remote control room. The panel shall be completely assembled and wired with all
equipment including logic modules, switches, status lamp annunciators, relays and
terminal blocks, for the following systems:

3.2.1

Halon Extinguishing System


Project specific locations shall be equipped with zone-type smoke detection
(one to alarm and two to actuate) in addition to individual manual activation
stations. The project specific locations will be defined in an addendum to
this specification or in the project scope of work. Refer to Company
Specification VES-5047 for detailed requirements.

3.2.2

Foam Extinguishing System


An Alarm/Foam Extinguishing System shall be provided to service any
specific locations for the specific project and these locations shall be
defined in an addendum to this specification or in the project scope of work.

3.2.3

Fire Alarm Only


Activation of this system shall be by temperature sensors and manual
stations. Unless otherwise noted, all locations shall also automatically
alarm on smoke detection. Manual glass break alarm stations shall also be
provided.
Locations for sensors and glass break stations shall be defined in an
addendum to this specification or in the project scope of work.
All listed locations in the addendum to this specification or in the project
scope of work shall utilize zoned detectors to provide a minimum of one
audio and visual alarm for each building or location.

3.2.4

Fusible Plug Systems


All fusible plug-type deluge systems shall alarm on the remote control room
hazards monitoring panel. Fusible plug type systems shall be in
accordance with Company Specification VES-5045 and any standard
drawings which are included in these documents.
In addition, fusible plug-type alarm detection systems shall be installed in
the vicinity of all direct or indirect fired equipment including generators,
gas/compressors, process heaters, and engine-driven equipment.

3.2.5

Packaged Vendor Hazard Monitoring Sub-Systems


The remote mounted hazards monitoring panel shall annunciate upon
receipt of a remote alarm from any hazard monitoring subsystem.

3.2.6

Hazardous Gas Detection


Area gas detectors shall be provided at critical locations throughout any
process area. These shall provide detection local and remote alarms for
critical gas processing areas including typical location such as :

Gas monitors shall be set to alarm only on 20 percent Lower Explosive


Limit (LEL) and shutdown protected equipment upon reaching 60 percent
LEL or coincident activation of multiple alarms.
Gas detection equipment shall be provided in the Laboratory and Control
Buildings as follows:

Monitoring Panels
A hazard monitoring panel with associated logic modules shall be provided by
Contractor. The panel shall be located in a remote control room. The panel shall
include an annunciator in addition to acknowledge, reset, test, keylock bypass, and all
instrument/control systems interface termination.
Contractor shall also provide a remote annunciator for location in a remote fire station
office. The fire station annunciator shall fully duplicate the alarm features of the
control room annunciator, but shall only include the lamp test function feature.

SYSTEM HARDWARE
4.1

4.2

Monitoring Panel
4.1.1

Self standing, front door, NEMA 1 with door gaskets, vertical front face,
back-to-wall construction, fabricated from minimum 3.2 mm thickness steel
plates.

4.1.2

Panel front and interior finish shall be light green BS-381C, EAU-DE-NIL or
Munsell Code 7.5GY-7/4 in color. Finishing procedure shall be in
accordance with Company Specification VES-5140.

4.1.3

Electronics for the fire and gas system shall be mounted in a 19" rack
cabinet with a glass door. The panel shall be in a position where the alarm
and fault lights on the individual modules can be easily viewed by the
operator. Cable entrance shall be at the bottom. The hazard monitoring
panel shall operate on 120V AC 50 Hz single-phase power, unless
otherwise specified. All electronic modules, relays, annunciators, and other
panel components shall be suitable for continuous operation at 40oC and 95
percent humidity and shall be suitable for installation in a non-hazardous
environment.

4.1.4

The remote Annunciators shall be suitable for wall mounting with front
access, swing open light box and top entry, conduit cable access.

Wiring
Wiring shall be in accordance with Company Specification VES-7120 and Company
color codes specified in VES-6020. End of line devices are required on all detection
and alarm circuits.

4.3

Detector Devices
4.3.1

Smoke detectors shall be ionization-type applicable for two-circuit system


with a minimum coverage of 728 sq.ft. Detectors shall be provided with
back box for installation in conduit.

4.3.2

Fusible plugs shall utilize brass body with 1/4 inch bore and wax-over-lead
coated plug to operate at 74oC (165.2oF).

4.3.3

Manual stations shall be break-glass rod type suitable for the specified area
classification. Units shall be wall mounted with conduit connections.

4.3.4

Heat detectors shall be combination fixed and rate of rise type applicable for
two-circuit system with a fixed setting of 74oC (165.2oF). Detectors shall
be provided with back box for installation in conduit and shall be suitable for
the electrical area classification.

4.3.5

UV detectors shall only be used within enclosures and only on specific


written approval by Company.

INSPECTION AND TESTING


The panel and remote annunciator shall receive a complete shop functional test and
inspection prior to shipment in accordance with VES-7120.
A functional test of the assembled system shall be performed on site including
calibration/test of sensing and actuating devices. The system shall be functional prior to
facility commissioning.
