FOR ALL TO REVIEW:

Please see http://sfawbn.com/news/?p=1933 as it would appear the LIVE FEED from the BOP area might not show TRULY what is
happening and pipes splitting perhaps above or below the BOP.  My concern now would be the BOP section of pipe underneath same
BEING BENT with this push of materials causing it to fracture then blowout below the BOP but such could perhaps allow a ROV with
circular cut saw 50 inch like owned by Oceaneering to cut CLEAN and lift the BOP away exposing the pipe riser then with the FRICTION
PLUG already laid out on the surface the crane and ROV could guide it quickly to the bottom and the great length, weight with extra
steel round RINGS onboard could allow the ROV to position OVER the gushing pipe with downward tip sharp then tapering larger to be
dropped straight down rapidly sealing the RISER unless the CPP with PIPE AND SHUTOFF is available.  Such would require TWO
CRANES with TWO UNITS….. One Crane to lift away or take tension on the BOP while ROV makes the CUT clean just under ROV then
the second Crane would have lowered the CPP with Pipe and Shutoff already inches above the ocean floor waiting to be moved over the
RISER since the BABIC CPP WITH PIPE AND SHUTOFF would possibly have a beveled thick washer welded to the pipe PLUS a sleeve of
PIPE leaving only 1 inch space OR EVEN 3 INCHES to be slipped over the riser sealing the flow of oil and gas then sending SAME up
through the pipe past the shutoff and out of the flange going toward the top where perhaps there would be a 20 foot section of flexible
pipe with flanges and shutoff’s to join surface piping.

All concentrating on the VERTICAL CONNECTION WITH CPP HAVING PIPE, SHUTOFF VALVE, FLANGE ALREADY LOWERED ONCE THE
BOP WAS CUT BELOW SAME.   The PIPE MAY BE CRIMPED OVER AND DIFFICULT SO THE KEY IS IMMEDIATELY TAKING XRAYS OF THE
PIPING BELOW BOP.

NEW TASK FOR USCG XRAY --- FIND OUT IF THE BOP TOP HAS A FLANGE WHICH CAN BE MADE UP ABOVE ON LAND, WELDED WITH
SHUTOFF AND FLANGE OUTGOING TO ALLOW UNHOOKING BOP TOP FLANGE WITH THE SPECIAL RISER PIPE FLANGE REMOVED
THEN NEW RISER FLANGE AND SHUTOFF PLUS ANOTHER UPWARD RISER FLANGE ATTACHED TO FLEXIBLE HOSE.  I see this proven
in a pool with high pressure water and air.  It should work just like the first flange connection of riser pipe 21 inches to the BOP or
shortly above same.

Some PHOTOS showed the RISER CONNECTION BENT OVER BRUTALLY PUTTING PIPING ON THE GROUND.  SUCH MAY HAVE BENT
THE RISER PIPE A LITTLE UNDER THE BOP CAUSING FRICTION TO CUT AWAY AT THE PIPE FROM INSIDE WHICH MAY MAKE THAT
SECTION SUPER THIN AND FRACTURE EASY.  FRACTURE WITHOUT CRANE AND EQUIPMENT ON STATION COULD LEAD TO IXTOC 2 IN
THE GULF FOLKS.

Now is the time to scramble, make up the Friction Plug WEIGHTED RISER SEALER to lower down over the riser just clearing then CUT
THE GEAR UNIT FREE FALLING STRAIGHT INTO THE RISER TO JAM PIPE SHUT.  NOT TOO MUCH IN SIZE OR IT MAY SPLIT THE RISE
PIPE WHICH IS HOPEFULLY HEAVY WALL STEEL.

Second OPTION would be having the CPP with Pipe and Shutoff ready to also insert over the riser if XRAY from two sides does not show
any DISTORTION.   Check with USCG and NAVY DIVERS on same.

PRAY FOR NO ELECTRICITY STRIKES FROM CLOUD FORMATIONS IGNITING THE SCENE BELOW !

Dear Ralph,

Thank you very much for your persistence. The people who ought to know about the availability of the counter Pressure Plugs (CPP) , do know about the technology but they refuse to
use it. I do not know why the engineers refuse to stop the flow of escaping oil but they clearly ARE avoiding the use of my patented technology.

The flow of specific information from the engineers directly involved in containing the damaged oil well is limited so we can only guess as to how best to apply the CPP. Depending on
the nature of the effusive problem as to which plug would be used but even in the worse case scenario, where the pipe in the ground has fractured or has longitudinal cracks in it, has a
solution, see “Friction Plug”. In Kuwait in 1991, there were old installations with cracked pipes which I considered a damage limitation and deigned a long heavy plug that is inserted
into the damaged pipe and the CPP lowered below the crack. The tolerances between the internal diameter of the riser ducting oil and the diameter of the “Friction Plug” was small.
The frictional forces of any flowing oil in the gap between the plug and the pipe was very high. The friction provided a high back pressure and prevented the escape of anything but
small volumes of oil. This last resort solution was intended as a loss, loss situation but one which prevented the escape of all but a small quantity of oil, giving engineers access to the
site and time to make decision on how best to tackle the problem.

Anything which reduces the escape of oil from the Gulf of Mexico well would be an advantage but my plug designs will work.

I do not know why the engineers will not use the CPPs.

Kind regards,
Branko R Babic.

MAYDAY MAYDAY MAYDAY TWO  -- FLANGE TO FLANGE BALL VALVE ALLOWS SHUTTING DOWN OIL SPILL WITHOUT ROV WELDING !

Ladies and Gentlemen:

Earlier we have continuously stated OVER AND OVER that the Branko R. Babic Counter Pressure PLUG or CPP WITH OR WITHOUT
THROUGH PIPING AND SHUTOFF VALVE would easily shut down the Runaway Well in the Gulf of Mexico where Deepwater Horizon
CRIME SCENE is located.

After sleeping over 8 hours on the problem last night it was revealed that the Actual Riser Pipe is in 90 foot sections of HMF-ClassH 21
Inch Riser 90 foot FLANGED SECTIONS.   See picture:

NOW THINK OF THIS.  Take one 90 foot
SECTION and cut away the Bottom and
TOP flange, weld a 15,000 PSI BALL VALVE
PERHAPS WITH ROUND WHEEL FOR ROV TO
TURN OFF.  Use Oceaneering ROV to CUT
BOLTS AND NUTS ON ONE SECTION AWAY
FROM BOP OR ON TOP OF BOP THEN PUT
ONE LONG BOLT THROUGH WELDED TOP
NUT TO BODY OF FLANGE TO KEEP IN PLACE
THEN TAKE IT TO THE SITE, REMEMBERING
WHICH WAY IS INLET SIDE AND LOWER TO
OCEAN FLOOR WHERE ROV WILL POSITION
AND ATTACH NUTS PLUS WASHER UNTIL

5/25/2010

ALMOST DOWN TO FLANGE CONTACT.  THEN

SWING UNIT OVER IN POSITION WITH BALL
VALVE AND UPPER FLANGE WIDE OPEN AND EVEN
ATTACH PERHAPS A SHORT 10 FOOT FLEXIBLE STEEL
PIPE SO THE PRESSURE AND OIL CAN STAY AWAY
FROM THE CONTACT FLANGE THEN ROTATE OVER THE
PROPER LOCATION AND PUSH DOWN INTO PLACE.

ONCE IN PLACE INSERT NEW LONG BOLTS WITH ROV
USING DEEP WELL SOCKET TO HYDRAULICALLY TIGHTEN
SAME THEN LEAVE THE LONG BOLT IN PLACE TIGHTENING
NUTS ON SAME UNLESS DAMAGED THEN THE TACK WELD
CAN BE CUT AWAY AND NEW BOLT INSTALLED.

ONCE THIS IS SEATED THEN ROV CAN ATTACH PIPING TO
THE FLEXIBLE STEEL PIPE WHICH HAS A SHUTOFF VALVE
AND FLANGE AT THE TOP TO HOOK UP LINES TO THE
SURFACE.

ADVANTAGE --- NO GAS, OIL, WATER FLOWING INTO THE GULF
IN A SPILL ATTITUDE. NO HYPERBARIC CHAMBER AND ROV WELD.
YOU CAN CHECK ALL WELDS ABOVE GROUND WITH XRAYS THEN
BE SURE IT WILL NOT LEAK OR FRACTURE.

BENEFIT ----  PRICELESS ! AND SAVING THE GULF AND EAST COAST
PLUS ISLANDS !

YOU CAN DO IT WITHIN 8 HOURS ALSO FOLKS…..ONE SECTION OF RISER
SACRIFICED BUT THINK OF REMOVING ONE 90 FOOT SECTION CUT AWAY
WITH THE CHOP SAW AT A POINT WHERE THE FLANGED BALL VALVE CAN
BE INSERTED IMMEDIATELY AND SAVE THE GULF SHUTTING DOWN THE
SPILL SUPER FAST.

THINK ABOUT IT BP AND GET THE EXPERTS TO LOOK AT THE SECTION
IN A YARD THEN THINK OF ATTACHING VALVES WELDED ON THE TWO
SIDE PIPES WHICH USED TO ALLOW HYDRAULIC FLUID TO THE BOP AND
ALLOW MUD PERHAPS TO THE UNIT.  THAT TOO CAN HAVE NEW HOOKUPS TO ALLOW USE IN THE FUTURE WITH LINES FROM THE
SURFACE IF DESIRED.   SEE http://www.scribd.com/ralphwhitleysr
