VIENNA POLICE HIGHLIGHTS

May 21, 2010

The following summary contains various incidents of general interest as well as


vehicular crashes handled by the Town of Vienna, Virginia Police Department from
May 14- May 20, 2010. Readers are reminded that an “arrest” is based upon
probable cause and does not always mean that someone was physically taken into
custody. Furthermore, it does not mean that an individual is automatically guilty of
a crime. Judicial outcomes and post- arrest proceedings may be researched through
the appropriate court’s website.

(VIENNA POLICE HIGHLIGHTS is not meant to be a listing of every incident or call handled by the
Vienna Police, but merely a more substantive summary of several incidents which may be of interest to the
community. Some reports may be outside the date parameters due to extended investigations or other
circumstances. Some cases are not included at all due to ongoing investigations. Please contact MPO Bill

INCIDENTS

Telephone Case 10-4900


100 Block Tapawingo Road, SE
Between March 17 and May 17, 2010
A citizen reported that an unknown caller had been calling repeatedly and using
obscenities.

This case is still being investigated.

Abandoned Vehicle 10-4727


100 Block Wilmar Place, NW
Between May 1 and May 14, 2010
A vehicle was reported as abandoned. MPO Hall tagged the vehicle and will follow up to
ensure it is removed from the street.

Lost Property 10-4754
Giant Food
359 Maple Avenue, East
May 13 between 12:00 p.m. and 3:00 p.m.
A citizen reported that he lost his wallet and its contents somewhere around the Giant
Food Store.

Suspicious Event 10-4691


200 Block Patrick Street, SW
May 13 6:28 p.m.
A citizen reported that she believed she had mistakenly given her personal information, to
include a Social Security number, to someone posing as a U.S. Census worker. There had
been two voice messages left on the complainant’s machine and she provided the
information to the operator after calling them back.

Further investigation revealed that the woman had actually participated in the American
Community Survey and in fact was never asked for her Social Security number.

Officer Finelli will follow up on this case with supervisory personnel at the U.S. Census
Bureau.

NOTE- The 2010 U.S. Census does not require anyone to provide their
Social Security number.

Suspicious Vehicle 10-4726


100 Block Maple Avenue, West
May 14 7:44 a.m.
Detective Lose located a suspicious vehicle with two occupants parked behind a business.

After interviewing the vehicle’s occupants it was determined that the two were just
sleeping inside the vehicle. They were counseled regarding alternative locations for
resting.

Suspicious Event 10-4759
400 Block Lewis Street, NW
May 14 3:55 p.m.
An alert citizen called to report a suspicious vehicle which was occupied by 3 male
juveniles. MPO Burchfield located the vehicle and investigated.

His investigation revealed that the juveniles were in an ongoing dispute with a female
juvenile who resided in the area. The girl’s father was contacted and advised that he was
aware of the situation and had notified the Fairfax County Police School Resource
Officer at their high school.

The vehicle’s occupants were all identified and released after being counseled.

Juvenile Case 10-4767


100 Block Oakmont Court, NE
May 14 9:48 p.m.
A father called police for assistance with his out of control son. The boy was breaking
things inside the home and being disorderly.

Officer Lyons located the juvenile and spoke with all involved parties. A successful
resolution was reached.

Domestic Dispute 10-4804


Vienna Community Center
120 Cherry Street, SE
May 15 10:45 a.m.
A citizen reported observing an adult male shaking and yelling at a 3-4 year old girl. The
citizen told the man to stop. A short time later the child and man both drove off in a
vehicle.

MPO Burchfield investigated the case to determine where the child lived. He then
contacted Fairfax County Child Protective Services. They will be following up on the
case.

Arrest- Domestic Assault 10-4829
100 Block Patrick Street, SE
May 15 9:12 p.m.
Officer Lyons responded for a 9-1-1 call in which the caller suddenly hung up the phone.
The location of the call was found to be an apartment in the 100 Block Patrick Street, SE.

Upon his arrival Officer Lyons spoke with a woman who had visible injuries. Through
the translation of Officer Myers the woman stated that her intoxicated live- in boyfriend
had assaulted her. The boyfriend had left the premises prior to the arrival of officers.

A short time later Officer Lyons located the boyfriend and placed him under arrest for
Domestic Assault. Fredis Ramos, 27, of Patrick Street was transported to the Fairfax
County Adult Detention Center (ADC). At the ADC a nurse ordered Mr. Ramos to get
medically cleared prior to incarceration.

Mr. Ramos was taken to an area hospital facility, quickly treated, and released. He was
then transported back to the ADC.

There he was formally charged with Domestic Assault, served with an Emergency
Protective Order, and held without bond.

Arrest- Drunk in Public 10-4830


Nutley Street at Tapawingo Road, SW
May 15 9:47 p.m.
A witness reported observing an apparently intoxicated male walking in traffic along
Nutley Street.

MPO Farhan located the individual and observed signs of impairment.

Jose Alex Bonilla, 21, of Hickory Circle in Vienna was arrested for Drunk in Public. Mr.
Bonilla was then transported to the Fairfax County Adult Detention Center.

Assist EMS 10-4840


800 Block Hunter Court, SW
May 16 12:14 a.m.
MPO Farhan responded to assist Fairfax County EMS with a woman that had fallen down
a set of stairs.

The woman was transported to an area hospital for treatment of her non life- threatening
injuries.

Suspicious Event 10-4869
Cottage Street at Ross Drive, SW
May 16 12:16 a.m.
An alert citizen notified police about two suspicious individuals that were peering inside
vehicles.

Sergeant Taylor and other officers from his squad searched the area with the assistance of
the Fairfax County Police helicopter.

The individuals were not located. It did not appear as though any vehicles were entered as
they had been properly secured.

Lost Property 10-4859


Wolftrap Hotel
430 Maple Avenue, West
May 16 2:26 p.m.
An out of town guest at the Wolftrap Hotel reported that he inadvertently left his
Blackberry device in a cab after being dropped off.

MPO Burchfield investigated and was able to determine which cab company had been
used and also the name of the driver.

The complainant will contact the company to continue the search for his device.

Suspicious Event 10-4860


1000 Block Pickett Place, SW
May 16 3:25 p.m.
A concerned citizen advised that a known resident was screaming obscenities loudly in
the roadway. The complainant’s children were within earshot of the shouting.

The warrant obtainment process was explained to the complainant.

Arrests- Driving While Intoxicated, Refusal to Submit to a Breath Test 10-4870
Chain Bridge Road at Glengyle Drive
May 17 2:18 a.m.
Sergeant Taylor conducted a traffic stop on a vehicle. Upon his interaction with the driver
he observed signs of possible impairment.

The driver attempted to complete several field sobriety tests. He was subsequently
arrested for Driving While Intoxicated.

The driver, Christopher Haywood Ortiz, 26, of Ronald Road in Fairfax, Virginia was
transported to Vienna Police Headquarters for analysis of his breath. Mr. Ortiz refused to
provide a breath sample.

He was then transported to the Fairfax County Adult Detention Center and formally
charged with Driving While Intoxicated and Refusal to Submit to a Breath Test. Mr.
Ortiz was then held on a $1500.00 bond.

Disorderly Conduct 10-4878


200 Block Cedar Lane, SE
May 17 12:47 p.m.
A woman reported that a truck driver had yelled obscenities at her after a vehicular
encounter in a parking lot. The woman copied down the truck’s license plate and
provided it to Officer Ruddy.

Officer Ruddy made contact with the truck driver and discovered that his story was a bit
different from the complainant’s.

Both parties were counseled about appropriate behavior.

Arrests- Warrant Service 10-4932


200 Block Locust Street, SE
May 18 8:32 p.m.
MPO Seitz and MPO Shaver responded to the listed address in an attempt to serve
several outstanding warrants. On scene the officers located the wanted individual and
arrested him.

Dalton Pierce Jellots, 19, of Locust Street in Vienna was arrested and transported to the
Fairfax County Adult Detention Center. There he was served with the warrants for
Assault and Battery of a Family Member, Unlawful Use or Injury to Telephone Lines,
and Destruction of Property less than $1000. He is being held on a $1500 bond.

Unlicensed Solicitors 10-4947
500 Block Stephens Circle, SW
May 19 10:42 a.m.
An alert citizen notified police regarding unlicensed solicitors in his neighborhood.

MPO Burchfield located the men and identified them. After ensuring that the two were
not wanted, they were counseled regarding the need for a Town of Vienna Solicitor’s
Permit.

Trespassing 10-5018
300 Block Maple Avenue, East
May 20 1:15 p.m.
A store employee began arguing with two customers. The two customers began using
racial slurs and were asked to leave. They both refused to do so.

MPO Burchfield and Sergeant Juelharte advised the men to leave the premises and the
store manager banned them from the property. The men left without incident.

Arrest- Unlawful Entry 10-5021


800 Block Ninovan Road, SE
May 20 3:35 p.m.
A homeowner observed an unwanted male inside her home. The homeowner was familiar
with the man but had previously banned him from her property. The subject fled prior to
police arriving.

A description was provided to police and PFC Simon located the individual in front of
the Giant Food Store in the 300 block of Maple Avenue, East.

PFC Simon arrested Christian Penkert, 41, of no fixed address for an initial charge of
Drunk in Public. Further investigation lead PFC Simon to charge Mr. Penkert with
Unlawful Entry.

Mr. Penkert was transported to the Fairfax County Adult Detention Center and is being
held on a $1500.00 bond.

Juvenile Case- Shoplifting 10-5027
Giant Food
359 Maple Avenue, East
May 20 6:57 p.m.
Two juveniles were spotted concealing beer at the Giant Food Store by an alert customer.
When the customer approached the boys one of them ran from the store. The second boy
remained at the store.

MPO Farhan detained a 14 year old male for the offense. The store manager then
declined to prosecute the boy for the crime and asked that the boy be counseled.

After the boy’s mother arrived at the store, the boy was counseled and released to her.

CRASHES

Maple Avenue near Follin Lane, SE 10-3641


April 26 5:23 p.m.
One vehicle was travelling eastbound on Maple Avenue. A second vehicle disregarded a
red traffic signal and turned in front of the first vehicle.

The driver of the turning vehicle was charged with Disregarding a Red Signal.

Hit and Run 10-4571


Maple Avenue at Beulah Road, NE
May 3 5:00 p.m.
A tractor trailer struck a vehicle while turning right from Maple Avenue on to Beulah
Road. The truck driver failed to stop and provide indentifying information.

Maple Avenue near East Street, NE 10-4480


May 9 7:03 p.m.
One vehicle was stopped for a red traffic signal on southbound Maple Avenue. A second
vehicle failed to stop in time and struck it in the rear.

Beulah Road at Ayrhill Avenue, NE 10-4683


May 13 10:38 a.m.
One vehicle was travelling eastbound along Beulah Road. A second vehicle started from
a stop sign on Ayrhill Avenue and attempted to cross Beulah Road. It then struck the first
vehicle.

The driver of the vehicle starting from the stop sign was charged with Failure to Yield the
Right of Way.

Hit and Run 10-4706
600 Block Kingsley Road, SW
May 13 11:10 p.m.
An unknown vehicle struck a legally parked vehicle then fled from the scene without
leaving contact information.

Sanoey Circle near DeSale Street, SE 10-4746


May 14 10:59 a.m.
A utility truck struck a legally parked vehicle while attempting to park.

Maple Avenue, East near Glyndon Street 10-4756


May 14 2:16 p.m.
Two side by side vehicles were travelling along Maple Avenue heading westbound.
When the vehicle in the right lane attempted to change to the left lane, it misjudged the
distance of the other vehicle and struck it.

Beulah Road at Ayrhill Avenue, NE 10-4811


May 15 12:05 p.m.
Two vehicles on Ayrhill Avenue were stopped at stop signs on opposite sides of Beulah
Road. As one vehicle started and attempted to turn left on to northbound Beulah Road,
the other vehicle attempted to go straight and cross over Beulah Road from the other side.

The driver of the turning vehicle was charged with Failure to Pay Full Time and
Attention.

Park Street at Church Street, NE 10-4862


May 16 6:29 p.m.
Two perpendicular vehicles entered the intersection from stop signs at the same time and
struck each other.

Lawyers Road at Church Street, NW 10-4962


May 19 1:48 p.m.
One vehicle was turning left from Lawyers Road on to Church Street. A second vehicle
was turning left from Church Street on to Lawyers Road and struck the first vehicle.

Maple Avenue near Branch Road, SE 10-4970


May 19 4:56 p.m.
Two vehicles were heading westbound on Maple Avenue; one next to the other. As the
right hand vehicle merged in to the left lane, it sideswiped the other vehicle.

Media Advisory

Operation Extra Eyes for DWI’s

On May 22, 2010 at 7:00 p.m. seven police agencies from Northern Virginia will team up
in a collaborative effort to conduct saturation patrols to detect and arrest drunk drivers.
Extra Eyes for DWI’s will involve officers and resources from the City of Falls Church
Police, Metropolitan Washington Airports Authority Police, Town of Vienna Police,
County of Fairfax Police, City of Fairfax Police, The United States Park Police and
Troopers from the Virginia State Police.

In the midst of the spring prom and graduation season law enforcement officers from
local, state, regional, and federal agencies will saturate the streets in several Northern
Virginia jurisdictions with personnel specifically targeting drunk drivers. Prior to the start
of the event Debbie Sausville, a M.A.D.D. mother who lost her step-daughter to an
alcohol related crash, will address the officers at a gathering.

Cruisers from all involved agencies, participating officers and

Media Information Release

Mr. Charles Ghent 2010 Rotary Club


“Service Above Self” Award Recipient

On May 19, 2010 Mr. Charles Ghent was awarded the 2010 “Service Above Self” award
from the Vienna Rotary Club. The annual award honors employees and volunteers within
the Town of Vienna Police Department and the Vienna Volunteer Fire Department.

Mr. Ghent serves as the Information Technology Manager for the Vienna Police
Department. He has served in this position since 2005. During this time, the department
has seen the use of technology grow exponentially in order to provide better public safety
services to the community. Much of this advancement can be directly attributed to Mr.
Ghent guidance and skills in the use of this specialized technology. The programs and
equipment in use today are required to operate 24 hours-a-day, seven days-a-week, and
requires continuous monitoring. Charlie’s dedication to the department and to the
citizens of the Town of Vienna are highlighted in this area.
