The hearing on this matter was conducted by the Hearings Officer. The record is closed on this matter and a
recommendation has been made to the Board of Commissioners by the Hearings Officer. A report will be
presented by staff to the Board of Commissioner summarizing the matter.
THE PROPOSAL:
Conditional use approval for a Port and Industrial facility to accommodate a liquefied natural gas
export terminal and associated facilities, related compliance determinations, driveway confirmation, floodplain
certification, and extension of four prior approvals related to the project.
As part of this request the applicant has requested the following uses, accessory uses and activities:
On property identified as the LNG Terminal Site:

LOCATION AND ZONING:


The LNG Terminal
This property is north of the City of North Bend and is primarily located south of the Trans-Pacific Parkway on what is
commonly known as the North Spit, including Ingram Yard and the Mill Site. Map numbers and zoning districts
applicable to the portion of the tax lot proposed for development are as follows:

Mitigation
As part of the Project, the Applicant is proposing on and off site restoration, mitigation, and creation of new wetlands for
both upland, freshwater, and estuarine environments. The upland parcels include: the Panhandle Site (Parcel P), the
Lagoon Site (Parcel W), and the North Bank Site (Parcel S). The estuarine sites include: Kentuck Slough, an Eelgrass site
within the City of Coos Bay jurisdiction, and West Jordan Cove. The freshwater wetland sites include: the East Bridge
and West Bridge sites. A description of the activity at each site follows.

Parcel P is located north of the City of North Bend with Trans-Pacific Parkway crossing tax lot 200. Map
numbers and zoning are listed as follows:

Parcel W is located north of the City of North Bend and is accessed from Trans-Pacific Parkway. Map numbers
and zoning are listed as follows:

Parcel S (North Bank Site) is located north ease of the City of Bandon off of North Bank Road. This property is

Kentuck Site is located north east of the City of North Bend with access off of Kentuck Way Lane. Map
numbers and zoning are listed as follows:
