All first appointments to a Group A Post in Railway Service shall be made by

the President on the recommendation of the Union Public Service Commission


from time to time in accordance with the rules framed by him.

Recruitment of Group 'A' Officers are made through:


1. Competitive examination held by the Union Public Service Commission (UPSC)
Promotion of officers in Group B.
2. Promotion of Officers from Group 'B' Service.
3. By appointment of candidates initially recruited as Special Class Apprentices by
U.P.S.C. for recruitment to Indian Railway Service of Mechanical Engineers.
4. By transfer of an officer in service of the Government.
5. By occasional admission of other qualified persons in consultation with the U.P.S.C.
UPSC recruits probationers for the following 10 organized Railway services:

Selection to Group B Services


Vacancies in Group 'B' are filled by promotion on the basis of selection of
eligible Group C employees by General Manager. Selection Board consists of 4 HoDs
including CPO and HoD of the department concerned. 70% vacancies are filled
through a process of selection primarily based on seniority and 30% through a
selection test known as Limited Departmental Competitive Examination(LDCE).

Made through Railway Recruitment Boards (RRB).

Panel formed by RRB after selection is forwarded to the Zonal Railway

The panel is valid for a year which can be extended by CPO.

Candidates have to pass the prescribed medical examination.

All appointments are made on probation for two year. For trainees/apprentices
appointed to a working post after conclusion of their prescribed training,
probation period commences on date of such appointment. (Ref 1)

It is obligatory for all trainees to pass a simple test in Hindi.

Recruitment to Group C Services (Selection)

Staff having 3 years of service can appear for selection test.

Successful candidates shall be placed in the order of merit except those who
have obtained more than 80% of marks(classified as Outstanding).

Confidential Report(CR) is prepared for Railway employees in Group A, B, C at


the end of each Financial Year.

It is written by immediate superior who must take inot account performance of


concerned railway staff over the period.

Senior subordinates and officers to be given targets in advance and work is to


be reviewed periodically.

At the end of year Railway employee gives self-assessment along with resume
of work done and reasons for shortfalls.

Reporting officer must fill up each column and make overall assessment based
on assessment in each column based on actual performance and matters on
record.

Form covers general qualities, professional abilities, integrity, intelligence, tact,


industry, keenness, attitude to SC/ST, to superiors, equals and subordinates,
general conduct and character, sociability, aptitudes and shortcomings etc.

Whenver an entry is based on actual incident it should be indicated. Resume


given by the employee should alos be considered.

Reporting officer will submit report to Reviewing officer who may make his own
assessment and record changes if necessary. Report is finally put up to
accepting authority.

Adverse entries in the CR should be communicated to the employee concerned


and his represetation if any in this regard shall be considered by the acceptin
authority who will pass a speaking order if representation is to be rejected. If
accepted adverse remarks shall be expunged.

CR should be written with utmost circumspection, caution and care.

CR is in two parts.

Entries in part II are not communicated.

Self appraisal should be fillled in by staff in GP 4200 and above who are likely
to be considered for Group B posts.

Merits of Performance Appraisal

Gives opportunity to the staff concerned to review his own performance through
self-appraisal.

It is beneficial for the administration for placements, promotion, deputation,


training, career planning, growth etc.

Periodical review of targets and performance.

CPOs shall ensure that schedule of writing CR adhered to.

No officer under suspension shall be allowed to write/review CR of


subordinates, if during major part of writing/reviewing he was under suspension.

Streamlining of working of RRBs

Recruitment

Salient features of the recommendations by Railway Board on streamlining the


working of RRBs and for expeditious formation of panels are as follows:

Zonal Railways/Production Units has to place indents to RRBs on 1st March &
1st September each year.

A Model Time Schedule for activities of RRB has been suggested.

List of Nodal RRBs is published.

Examinations for a particular post will be held on the same date simultaneously
by all the RRBs once in a year.

Examination for more than one category may also be held simultaneously
based on administrative convenience.

All the RRBs shall advise to the nodal RRB the number of vacancies to be filled
up, category-wise together with community breakup.

Nodal RRB will issue Centralised Employment Notice on behalf of all


participating RRBs indicating the vacancies to be filled up by each participating
RRBs.

IndividuaRRBs will issue Employment Notice[s] in the regional Newspapers.

A candidate shall be free to apply to more than one RRB but he will be doing so
at his own risk as the examination will be held by all RRBs on the same date.

All RRBs [nodal/participating] shall set & print their own question paper and
question booklets. Evaluation of OMR sheets and subsequent stages of
examination will also be done by respective RRBs.

The examination centres for each RRB can be fixed by each Chairman.

Appointment of Substitutes on the railways

Recruitment

Substitutes
"Substitutes" are engaged in Indian Railway Establishments when regular posts are
lying vacant and the process of filling up is delayed and the said posts cannot be kept
vacant due to exigencies of work.
Process of engagement

Substitutes in erstwhile Group D should be engaged with the prior personal


approval of the General Manager, while those in Group C shall require prior
approval of the Railway Board.

Circumstances for engagement of Substitutes

The process of filling up of vacancies is delayed.

The posts cannot be kept vacant without adversely affecting the railway
services.

Maximum number of Substitutes that can be engaged


Maximum number of Substitutes that can be engaged in a year calculated as on 1st
April of the year in erstwhile Group D posts :

10% of the vacancies in case of [a] Safety; [b] Train operations [operating
staff of Operating, Mechanical, Civil, S&T and Electrical] and

2% of the vacancies in other categories.

Chief Personnel Officer [CPO] will calculate the 10% and 2% vacancies at the
beginning of each financial year.
Procedure to engage Substitutes in erstwhile Group D

Applications addressed to General Manager will be received in General


Managers office from various sources.

Committee of three Senior Administrative Grade [SAG] officers, nominated by


General Manager, will scrutinize applications and make recommendations

which will be put up for approval of General Manager through Chief Personnel
Officer[CPO].

The applications recommended by the Committee will be forwarded to the


Personnel Department for verification of certificates, etc.

After due verification of educational qualifications, certificates etc., the eligible


applications along with the requirement of substitutes received from
DRMs/Heads of Units, through the Chief Personnel Officer, will be put up for
General Managers approval, by the Personnel Department.

Keeping the exigencies of services and suitability of the candidate, General


Manager will decide the Department and Division /Unit where the candidate is
to be engaged.

Formal letter of engagement will be sent to the Division /Unit by the Personnel
Department.

To avoid any fraud/impersonation etc., the Division/Unit will get the letter
verified/authenticated from CPOs office and then issue Engagement Letter to
the candidate.

Proper records should be maintained with reference to the number of


applications received, number of applications rejected etc. Records of the
applications which are no longer required to be retained should be
shredded/weeded out.

Pay and allowances

Substitutes engaged should be paid regular scales of pay and allowances


admissible to the post against which they have been appointed irrespective of
the nature or duration of the vacancy.

Other benefits

They should be allowed all the rights and privileges as are admissible to
temporary Railway employees on attainment of temporary status on
completion of four months continuous service.

The substitutes who have attained temporary status and have put in one and
half years of continuous service should be granted Festival/Flood advances on
the same conditions provided they furnish two sureties from permanent Railway
servants.

Substitutes are eligible for medical facilities for self only in the out-patient
Department. The service cards etc. of the employee may be utilised as
identification cards for this purpose.

When substitutes are selected for absorption in regular service and sent for
medical examinations, the standard of medical examination should be of
relaxed standard as prescribed for re-employment during service.

Regularisation

The conferment of temporary status after completion of four months continuous


service does not entitle them to automatic absorption/appointment to Railway
service unless they are selected in the approved manner for appointment or
absorption to regular posts.

While regularizing the services of substitutes, age limit for recruitment to


erstwhile Group D posts may be relaxed to the extent of their total service
rendered as substitute which may be either continuous or in broken periods
subject to maximum of 40 years not exceeded in case of General candidates,
43 in case of OBC and 45 in case of SC/ST.

Substitutes who wish to apply for the posts advertised by the Railway
Recruitment Boards may be given relaxation in age to the extent of service put
in by them, continuous or in broken spells subject to maximum of 40 years not
exceeded in case of General candidates, 43 in case of OBC and 45 in case of
SC/ST.

Screening of the Substitutes for their absorption in regular service.

A person who is continued to work as a Substitute for prolonged period shall be


considered for regularization of his/her services provided he/she has put in a
minimum of 05 [five] years of service.

A screening Committee should be constituted to screen the substitutes with


temporary status for their absorption in regular posts.

Such screening Committee should consist of at least three Railway Officers of


appropriate rank, one belonging to SC/ST communities and another to minority
community.

Screening/Empanelment of substitute for the purpose of absorption in regular


employment be restricted to only those who are in the current substitute
registers.

Though no roster is required to be maintained, the intake of SC/ST/OBC while


engaging substitutes against each individual category in the various

departments should not be below the prescribed percentage of reservation in


favour of these communities.

The Screening Committee should make good shortfall, if any, by resorting to


direct recruitment from open market in each erstwhile Group D category.

Screening of substitutes for absorption in regular employment may be made by


the Screening Committee with reference to the vacancies available at the
material time.

As long as it is established from records that the substitutes have been


enrolled within the age limit, relaxation at the time of actual absorption should
be automatic.

In old cases, where the age limit was not observed, relaxation of age at the time
of regular absorption should be considered sympathetically. CPOs /DRMs are
empowered to grant such relaxations.

Substitutes will be eligible for absorption in regular employment only if they fulfill
the requisite eligibility criteria for the post in question. Relaxation in educational
qualification may be granted by retraining such persons as followed in case of
Group D staff on implementation of 6th Pay Commission.

When called for screening, substitutes will be issued passes for their journeys
and the period treated as on duty.

Gaps which may occur in service of Substitutes between two engagements


should be ignored for the purpose of temporary status on completion of four
months service.

Date of appointment

The date of appointment of a substitute to be recorded in the Service Book


against the column "Date of appointment" should be the date on which he/she
attains temporary status after continuous service of four months if the same is
followed by his/her regular absorption. Otherwise, it should be the date on
which he/she is regularly appointed/absorbed.

Break in service
The following cases of absence will not be considered as "break in service" for
determining the four months continuous service for the purpose of absorption in
regular employment:

The periods of absence of a substitute who is under medical treatment with


injury sustained on duty covered by the provisions of Workman's Compensation
Act.

Authorised absence (granted by the Supervisory Official in-charge )not


exceeding 20 days during the preceding six months.

Days of rest even under HOER or under the statutory enactments and the days
on which the establishment employing the substitutes remains closed will not
be counted against the limit of 20 days authorised absence.

Service Register

A register should be maintained for recording the names of all ''Substitutes''


whenever employed according to the Unit of recruitment, e.g. Divisions,
Workshop etc. strictly in the order of their employment at the time of their initial
engagement.

MACP benefits for substitutes

Entire temporary status service of substitutes followed by regularization without


break may be taken into account for counting minimum service years for MACP
benefits.

Pensionary benefits

The period of service of substitutes will be counted for full pensionary benefits
from the date of completion of four months continuous service provided it is
followed by absorption in regular service, without break.

Engagement of Course Completed Act Apprentices as Substitutes

Diploma/Degree holders trained under the Apprentices Act 1961 in Railway


establishments can be considered for engagement as substitutes in Group D
posts subject to their fulfillment of other instructions.

Procedure of Group D Recruitment by Railway


Recruitment Cell (RRC)

Recruitment

Railway Recruitment Cells (RRC) have been set up in all Zonal Headquarters
for recruitment to Group D posts consequent to the announcement made in the
Railway Budget 2005-06.

Each RRC would be headed by Chairman/RRC in JA grade or Selection grade.

The recruitment to all Group D posts of a particular Zonal Railway is now


handled by RRC concerned.

Requirement of all Divisions/Workshops/Production Units and other


organizations falling within the territorial jurisdiction of the Zonal Railway will be
clubbed together for the purpose of recruitment.

Process of Recruitment

Vacancies shall be counted as those existing on 1st January or 1st July of the
year of recruitment plus those anticipated over the next year.

A detailed Employment Notice will be published in leading local newspapers


and an Indicative Notice be published in the Employment News/Rozgar
Samachar and national newspapers giving reference of the advertisement
given in the local newspapers.

A detailed vacancy notification shall also be sent to the nearby Employment


Exchanges and recognized associations of Scheduled Castes and Scheduled
Tribes.

Candidates can give option (maximum three) in order of preference for the
Divisions/Workshops/Production Units/Other Organizations etc. within the
territorial jurisdiction of the Zone.

If a combined examination is being held for more than one category of Group
D post then the candidate should can his preference for the posts also. No
change of options shall be permitted at any stage subsequently.

Only one application should be submitted even if the candidate wishes to


be considered for more than one category of posts.

Minimum Educational qualification

Minimum educational qualification for recruitment of Group D posts will be 10th


Pass or ITI or equivalent (Ref 6)

Selection procedure

Selection procedure will consist of written test followed by PET (Physical


Efficiency Test) of candidates found successful in written test followed by
Medical examination and Document Verification. (Ref 7)

Written Test

Question paper for the Written Test shall be based on Class 10th standard
consisting of 100 multiple choice objective type questions (with four choice
of answers each) aimed to assess general knowledge/awareness,
mathematics and reasoning etc. (Ref 12)

No question shall be asked for checking proficiency in language.

Question paper should be entirely objective and shall be printed in Hindi,


English and regional language(s).

The duration of the Written Test shall be 90minutes. (Ref 12)

Written examination will be held on the same day simultaneously by all the
railways. (Ref 6)

Question Paper will be set by Chairman/RRC and sent to Private Agencies


(Specialized in confidential printing) for printing.

Duplicate type OMR sheets shall be procured from the printer (specialized in
such printing) in which answers to questions are to be given by the candidates.

Question paper shall be printed with questions jumbled in four to five


series.

Call letters for written test, physical efficiency test shall be dispatched under
Business Post (Ordinary), at least one month in advance. (Ref 13,14 )
Dispatch of letters to candidates in cases of document verification, medical/remedical examination, Show-cause notice and intimation regarding submission
of requisite documents will be sent by Registered Post/Speed Post.

Answer scripts shall be readable on Optical Mark Reader (OMR) and evaluation
of answer scripts shall be on computers.

Result of Written Examination will be declared based on the Evaluation


Agencys Report and scrutiny of the records. Minimum pass marks will be
40% for General candidates, 30% for SC/ST and OBC candidates.

One mark shall be deducted for three wrong answers.

Result of written examination will be tabulated in the order of merit of


candidates.

Physical Efficiency Test (PET)

Out of those who have obtained the prescribed minimum pass marks in the
written test will be called for PET in order of merit separately for each group of
General, SC, ST & OBC as follows:

If the number of vacancies is less than or equal to 1500 number of persons to


be called for PET should be 4 times and if the number of vacancies is greater
than 1500 the number of persons to be called for PET should be 3 times. (Ref
2)

Call letters will be issued to eligible candidates to appear in PET.

Physical Efficiency Test [PET] will be qualifying in nature and criterion for the
same will be as under:

The entire proceeding of PET will be videographed so as to ensure


transparency and the identification of bonafide candidates taking part in PET.

Physical Efficiency Test will be held in the Divisions of the concerned Railway.

PET will be supervised by Selection Committee of three Assistant Scale


Officers nominated by DRM.

Document Verification

20% candidates over & above the number of vacancies will be called for
verification of the original educational/caste certificate(s) and other relevant
documents of the candidates. (Ref 5)

Final Panel

Panels will be based strictly on merit position obtained in written


examination(subject to qualifying PET and Medical Examination).

Currency of panel shall be for a period of two years from the date of
publication. General Manager may, however, extend the life of the panel by
one year in case of administrative exigencies. (Ref4 )

Panel finalized by RRC [Railway Recruitment Cell] shall be equal to number of


vacancies only.

In case certain number of candidates have not turned up within the specified
period, another panel equal to the number of candidates finally not turned up
will be supplied by RRC after following the procedure for cancellation of the
offer of appointment to the originally empanelled candidates. Under no
circumstances, the number of candidates covered in the original as well as
replacement panels shall exceed the number of the vacancies indented by the
railway.

Replacement panels shall include only such number of reserved /un-reserved


candidates as have not the turned up as per original panel. (Ref 5)

Allotment of Division/Unit

Chairman/RRC shall allot each successful candidate the Division/Unit after


taking into account his merit position and preference of Division/Unit etc.
