I. PRELIMINARIES
The Division Management Committee Meeting (ManCom) presided by SDS Jessie D. Ferrer was called to order at 9:15 AM with the usual preliminaries. The record of attendance is
in Attachment No. 1. The total number of attendees is 219 out of the expected 229. The proposed agenda was read by OIC - ASDS Dr. Roland M. Fronda which was approved and
seconded.

Conduct of end-of-school year rites
Chief Peaflor read the contents of the Division Memo and the
(MMP)
theme for the rites.
The deadline for the submission of the schedule of graduation rites
will be on March 11.
The conduct of the rites will be from March 30 onwards.
ASDS Fronda mentioned the schools with requests to conduct the rites
earlier than March 30.
1. Orion ES - due to Araw ng Balagtas
2. Limay HS - Availability of guest
Both requests were approved by SDS Ferrer.
All PSDS confirmed their time frame for graduation.
PSDS Mendoza - Dinalupihan - Mar 30 - April 1
PSDS de Padua - Mar. 30 - April 2
PSDS Carlos - Mar. 30 - April 2
PSDS Abrantes - Mar. 30 - to April 1 except for coastal schools

SDS Ferrer reminded everyone that the memo allotted only 1 day

for graduation. Some parties may want to gatecrash which may lead to
problems. He also reiterated that the focus of the rites is the students
themselves and not the officials.
Chief Peaflor reminded all principals to ensure that austerity
measures will be stricly followed. No school should conduct their rites
outside the school.
PSDS Mendoza brought up the cases of schools with no covered court
(Dinalupihan ES - April 2 and Luakan Annex - April 3).
SDS Ferrer commented that if it is hot rites may be held in the afternoon
or early evening.
SDS Mendoza explained the proximity of the schools mentioned to
Dinalupihan Civic Center.
The attire for the students will be school uniform. Toga is not required.
ASDS Fronda mentioned the complaints filed at the SDO about
collection in relation to graduation expenses. It was found that some
schools did not conduct consultation with parents.
For the graduation attire, there is no provision in the DepEd Order
for toga. If there are parents who want their children to wear toga
the sugggestion should not come from any DepEd personnel.
Sponsorship from stakeholders can be suggested.
It was affirmed by Budget Officer Estioco that the funds for renting
toga is not allowed to be charged to MOOE.
SDS Ferrer reminded everyone that the keyword is voluntary. It
should not be imposed. If 1 parent insists ask him to pay for all the
pupils. The meaning of the ceremony should be highlighted.
Chief Peaflor reminded all school heads not to allow graduation rites to be
The incumbent is allowed to be there but the graduation will not be used
to deliver campaign speeches.

Retreats/Recollections

PSDS Garcia asked if retreats/recollections will be allowed and if permit


from SDS will be needed. Also, the length of time to which the activity will
be allowed (whole day or half day).
SDS Ferrer responded that it is important that classes will not be disrupted.

The required number of school days should be completed and everyone
should not be content with meeting only the minimum number of days
required to finish the school year. Justify why number of teaching days
required is not met. It reflects on the type of leadership. Permit should be
secured from SDS as it is the prudent thing to do. The checklist of
requirements will be provided.
PSDS Mendoza confirmed the process of securing permit as the High
School now ask them for permission.
SDS Ferrer replied that all communications should be addressed to him
with the initial of the PSDS. Once initial is affixed the PSDS is now part of
the responsibility, hence, all documents should be carefully studied, so with
the logistics. PSDS to recommend approval only. Furthermore, SDS
Ferrer reminded everyone that the community is already a laboratory
for learning. Hence, Bataan should be explored first before going out.

Pupil's Records from private schools

SP Lintag inquired about the status of the pupils who were not able to
comply with the requirements for enrolment due to problems with
payment of tuition fees with their former private schools.
SDS Ferrer replied that no school can deny anybody the right to education.
They are conditionally enrolled. But they cannot be promoted without
proof that they passed the previous grade level. He sugggested that
the school heads spearhead a negotiation with private schools to come up
with a solution. Payment scheme or sponsorship. But the child may not be
allowed to move up to the next grade level unless documents are submitted.
For the report on promotion, it should not be written "pending
submission of"it should be explained to the parent.
SP Lintag asked if Selection of Honor Pupils is included in the agenda.
SDS Ferrer replied that at the start of the meeting they were asked for the
approval of the agenda. It will be discussed if there is still time.

2. DepEd Memorandum No. 26, s. 2016

Preparations

Chief Peaflor announced that based on DM 26, s, 2016 the performance

of the learners will still be attributed to the school where they graduated

Mock test results to be submitted to SDO as basis for future plans. The
high schools will be given a copy.
SP Escalada commented that they will continue the review for G10.
PSDS de Padua reported that their plan is to talk to parents to conduct
review on May after election. He requested that service credit be given
to teachers who would serve.
SDS Ferrer conceded but suggested that schedule of review be evenly
distributed to all teachers to be fair.
SP Barlis reported that the schedule of NAT review began last January
every afternoon from 4:15 to 5:15. When there was a posting that NAT for
G10 will be removed the review classes were cancelled but since there
is a memo now, review classes will resume. They will also prepare for
review for G7. He also clarified the manner of selection of schools
who will undergo NAT for G11. To this Chief Peaflor replied that the
SDO is not privy to the manner of selection which will be conducted
by CO.

3. SBM Evaluation

Conduct of Evaluation

OIC-ASDS Fronda clarified that the person in charge of SBM is Dr. Andres
Matawaran but since he is on leave he will just remind everyone that
all schools will undergo SBM evaluation care of SGOD.

E - SIP

Clarification on the submission of E-SIP. Chief Perez confimed that they set
the deadline on Mar 15 for the 1st district and 2nd week of May
for the 2nd district since the RO is requiring its submission on April.
ASDS Fronda asked the school heads what's keeping them from submitting
it on March.
SP Langreo responded that they are having difficulty in the conduct of

mapping.
Chief Perez acknowledged the lament of the school heads and responded
that they can adjust the submission on April 15, with SDS' approval, to
which he agreed.
ASDS Fronda reminded that E-SIP will be the basis for SBM evaluation
during summer. They should prepare documents for SBM evaluation
and start doing the responsibilities in preparing SBM. Go back to previous
documents. The evaluation will be conducted before opening of SY.
SDS Ferrer reminded that the assessment of RPMS for school heads
should be on June or July . It is necessary to be evaluated in SBM (e.g.
Resource Management and Financial Resources Management).
Utilization of other funds must also be evaluated. ESIP, RPMS, and SBM
are all connected. Your rating will conform to how you manage your school.
It will also be included as a basis for your nexr promotion. Requests for
reclassification will be based on merit. There should be outstanding
accomplishments. He aked for a show of hands if the school heads will
be ready for SBM evaluation this summer. Majority raised their hands.
PSDS Rillo clarified the formula to be used in computing for SBM Level
saying that what was previously used is different from the one presented
by Dr. Matawaran.
EPS Simbol explained that the new formula is based on 2013 baseline data.
SDS Ferrer replied that this will be discussed further in the EXECOMM.
ASDS Fronda announced that this will be discussed and it will be
disseminated throught the website.

4. Senior High School

Update on the Status of Construction of


Buildings

Eng'r Gragasin reported the status of the SHS buildings in different schools
Out of the 16 schools, 13 are undergoing construction.
Samal NHS, B. Camacho NHS, and Luakan NHS are not yet undergoing
construction.

SP Trine repored that for Orani NHS lots proposed to be bought were
found to have problems with title. Another proposed location is too pricey.
and not accessible.
SDS Ferrer reminded her that construction should star soon because funds
will be downloaded soon. Follow up with the Provincial Gov't needed.
SP Trine reported that she had followed it up. One seller came offering
an agricultural land.
SDS Ferrer pointed out that the timeline is what he needs. Asked for a
definite schedule.
SP Trine replied last week of March.
SP Mariano reported that the proposed location failed during soil testing.
Another lot was also inspected but did not qualify since it is a catch basin
during rainy season.
Eng'r Gragasin added that the lot is also 1 meter below the road and
is also far from the school. The soil testing done at Abucay and Samal
resulted in the recommendation of micropiling. In the guidelines, the
amount of micropie should only cost 10% of the building but estimates
from DPWH requires 22M which is more than the 10%. New site for
EC Bernabe NHS can be proposed.
SDS Ferrer asked if they can locate a lot outside Luakan. There are already
2 SHS located in almost the same vicinity. He fears that drop-out will be
imminent due to the location of the two schools. He also said that shifting
might be ok but he suggested to look for other schools even elementary
to temporarily house SHS. Private schools cannot be afforded by
majority of the students. The PSDS should identify a location.
Eng'r Gragasin mentioned that Daan Bago E/S is also one of the proposed

locations since it still has vacant lot at the back. He also learned that
the comment is that it is too far.
SDS Ferrer responded that this will be discussed like what Mariveles did
when they came up with a tentative plan to house the G11's in other
schools. Though they do not have permitsit will be indicated that is will
only be temporary pending completion of facilities. Same with BNHS which
will temporarily house B. Camacho NHS SHS. But the SHS teachers of
B. Cam will teach them even though they are housed at BNHS
PSDS should help look for alternatives. He instructed Chief Peaflor to meet
with PSDS. Chief Peaflor to meet with PSDS and SHS implementers.

New Construction and Repair

Eng'r Gragasin reported the school who are recipients of new construction
and repairs.

Update on DOH Clinic

SDS Ferrer asked for the update on proposed DOH clinics to be


constructed inside schools.
Eng'r Gragasin reported that DOH has already visited 17 schools.
Since the RHU will use it he advised the schools to locate it in a corner of
the school.
SDS Ferrer advised that security should be clarified since the community
will be accessing the clinic. Perimeter fence may also be put in place. He
asked if the Site Dev't Plan was considered.
Eng'r Gragasin said no.
SP Lingad relayed that they declined the project since there is no more
space within their school.
SDS queried if there are regular activities which will require the use of
a clinic within the school.
SP Lingad affirmed.

SDS asked if the clinic is for the school then why is DOH spearheading
the project. Some said it is RHU.
SP Lingad shared that when he checked the memo it is for community use
and not for school.
SDS asked for the response of the other principals.
SP Dizon reported that a team inspected Limay ES and found no space
which they can use. The team also did not explain.
SDS reminded the SPs to make sure consultation is conducted and to ask
why RHU should be constructed inside the school when some RHU's are
already located near the schools they have selected.
Eng'r Gragasin added that the size of the clinic is almost the same as
one classroom.
PSDS Bautista inquired about the request for additional classrooms
through Congresswoman Herminia Roman.
Eng'r Gragasin confirmed that the list of recipients from PAGCOR
needs to be redesigned due to limited space.
PSDS Bautita commented that they actually need 6 rooms.
Eng'r Gragasin replied that they might redesign the stairs to
fit in the space.
PSDS Bautista reported that there is a vacant lot adjacent to the school
which might be acquired.
Eng'r Gragasin clarified that there is alread a SARO if the list came from
DPWH. He also requested that all schools with a status of nobuildable
space report to the SDO immediately if they are able to acquire lots
so they can be included in the priority list.

SDS instructed Eng'r Gragasin to get hold of the original titles of the lots
for safekeeping.
Eng'r Gragasin informed the SH that for new construction the
implementer is DPWH but for repairs the SDO will implement.
ASDS informed the SHS implementers that they will have regular monthly
meetings. He also requested that the SH should advocate SHS through
their SOSA.

5. Division Employee ID

Changing the ID

ASDS Fronda mentioned that the present ID is already 3 years old and the
signatory is still SDS Javier. Based on a consultative meeting with
different groups, there is a need to change the employee ID. However,
there were issues that some of the previous ID were already paid for
but not yet delivered to teachers. Arcsoft was the contracted supplier.
The proposal is to change the ID to RFID.
The agreement is to wait for Mr. Edgar Basa to finish the
updating of the HRIS which will comply with the technology
developed by Arcsoft.
The consensus is to come up with a new ID but still
needs to confirm if RFID is really needed or an ordinary ID will do.
SDS expressed his concerns regarding the RFID:
1. the assurance that this information will not be accessed by others
2. what will happen to the techers who paid already but has not received
their ID (give ID or return money)
SP Barlis amended statement of SDS - ID only
EPS Samonte commented that it is hard to trust a service provider
who has not complied with the contract before.
ASDS summed up the consensus of the body:

SP Escalada asked if the design of uniforms and ID can be released earlier
Another SP from Dinalupihan queried if the ID can be charged to MOOE
Budget Estioco replied that it is not included in their SOB
SDS Ferrer instructed that cost of production should be identified
Cost efficience should be prioritized. There is also an allocation
in the canteen funds for teacher and pupil development to which ID can
be charged.
SP Magcalas proposed that since it is only a basic ID the design should be
brought down to the schools for their own printing and laminating
SDS Ferrer commented that if the school has the means to print and
laminate, then ok.

6. Fundraising Projects (RMF)

Complaints

ASDS Fronda reported that there are complaints received by the office
relative to fundraising activities. He also cited the interview conducted by
Mediaman Tulfo with Sir Ferrer. He commented that although most
fundraising activitie are initiated by the PTA and in consultation with the
SP, not all parents seemed to be involved.
There re aso schools who are conducting Bingo Social.
For next SY policies will be formulated on how to conduct fundraising
projects. At the start of the SY, organize PTA Gen. Assembly require the
previous SY PTA to submit financial reports to relay to the general assembly
the needs for the SY. It should be needs based planning. Resolution is
required. Inform the SDO with evidence that the PTA conducted General
Assembly and submit financial report. The request should be submitted 15
days before the activity. In the submission of financila reports, OR
may or may not be submitted. Financial reports should be posted
in conspicuous places within the school.

SDS Ferrer reminded everyone that nobody has the right to conduct
fundraising except PTA. All funds raised are automatically public funds.
These are subject to the usual accounting and auditing rules. The submission
of requirements should be per activity. The Spare responsible for these
funds. Anything that is procured through these must be reflected in
the inventory. No electric fans should march out of the school after March.
Show to the stakeholders that money is spent wisely. The SP is to be in
control also of the projects/installations of the PTA. At the beginning of the
SY priority projects should be presented to them. If there are excess
funds the board should draft a resolution realigning funds for other
purposes. Share/commission if not included in the purpose of the fund
raising is technical malversation. If there is, it should be stated in the
purpose and also in the financial statement.
PTA funds are public funds same with canteen funds. Be transparent.
Should be posted in the website.
ASDS reminded that no teachr should be handling any PTA funds.
SP Lintag affirmed the reminders given by SDS but asked if fundraising
activitie like Mr & Ms Sportsfest can be considered in the ranking of honors
since there is a school memo to support it.
ASDS responded that there are guidelines in the selection of honors.
Contests held at national, regional, and division level can be considered
and if this is done in the school thenyes, it can also be considered.
However, Mr & Ms Sportsfest is not an official contest.
SDS Ferrer mentioned the issuance of special orders in the SDO Olongapo
for etra curricular activities to ensure that only those who are qualified
to be given credit are given their due points.
SP Wigberto cited his experience in the handling of grad funds handled
by one of the parents. Funds wen missing and the teacher ended up
shouldering some of the expenses.

SDS responded that SH can sanction their teachers administratiely if they
did not do their duties. There should be a system for accountability.
SP Trine shared the current situation at Orani NHS where the funds raised
during the previous administration was also spent by the parent. Case was
filed at the barangay level but the person do not attend the hearings.
SDS questioned the ff:
1. why is it that a DH became the auditor?
2. Is there a guardianship document? They should be court appointed.
It is the duty of the Comelec to disqualify if not so.
3. Money should've been put in bank.
4. Leader should have insured this.
SP Magcalas explained his side. He said that he had required said officer
to submit report and open a bank account. It was found out money was
spent. Case was referred to barangay.
SP Trine responede that said officer is a barangay kagawad.
SDS said that case can be filed at the DILG. Refer the case to ATTY. Sabado.
SP Trine said that the person has alread a lot of cases filed against him
SDS reminded that some things really go out of handso the key is
prevention.

7. Policy on Educational Field Trips

Requirements

ASDS Fronda mentioned the necessary requirements in securing a permit


for educational field trips.
SDS reminded everyone to go local. Tour Bataan first.

8. Hiring Guidelines & Selection


of T1 Applicants

Chief MMP read Div. Memo #21 s. 2016


EPT schedule mentioned. For those who will take LET they will take EPT
on March 19.

SDS Ferrer asked the ff questions:
1. What is the coverage of PhilHealth?
2. Do you have a copy of the blue book? (Manual for health workers)
5% of MOOE should be spent for medical concerns of personnel
3. Based on Magna Carta should be free. With all these resources

SDS Ferrer reminded everyone that care can be shown to teachers.
Budget Estioco replied that I there is a legal basis then funds can be
supplemented.
SDS Ferrer mentioned that based on his knowledge this 5% can be used
for the ff:
1. to procure emergency medicine for teachers
2. for Dengue and deworming
3. According to Magna Carta, it should be free
SDS also mentioned the Governor's goal that the target is to improve the
Human Development Index wherein health is one of the parameters.
There is an overall increase in dengue cases except for Pilar and Orion.
The conclusion is that it happens in schools since most cases are schoolgoing age. The province will revive putting up treted curtains. The bottomline is the maintenance of clean surroundings. 4 o'clock habit should be
revived. He also reminded everyone not to be too dependent to the nurses
in discussing health concerns. Cleaning of surroundings should be assigned
to teachers. Health inspection amongst pupils/students should also
be brought back. Principals should monitor the LP's of teachers to check if
they have integrated health lessons. Trash should be minimized. Schools
will be visited to check their surroundings. In bringing pupils to clinics make
sure that their health cards are with them. All personnel should also have
health cards. Reproduction of health cards to be discussed in Execomm.

11. Other Matters

Medical Check up of Teachers

Upon enrolment permits should be issued to parents for deworming to be


given to students on Januray and July (2 separate permits).
Mentioned possible reactions of pupils because of dengue immunization s
and actions that may be given to address the reaction.
Reminded SH's on what to prepare during immunization.
SDS Ferrer appeale to the SH to include dengue vaccination on their
advocacy. It shouls be included in their SOSA. Allay the fears of the parents.
Since DepED is given the bulk of the responsibility then the bulk of the
resurces shouls also be given to DepEd.
SP Magcalas reported that if 5% from MOOE is allowed then he will

add it to his allocation.
SDS Ferrer commented that most are afraid of the burden of responsibility
case something happens.
He further commented that PHO wants to do away with parent's permit
but he will not allow it.
SP Guinto relayed what a lawyer told him about the permit/waiver that
it is useless even though it is signed by the parent. He laso mentioned the
case of 1 child who vomitted during deworming

Hiring of Teacher Applicants

SP Lintag asked if an applicant who has not practiced teaching for the
past 5 years will be accepted
SDS Ferrer replied on the affirmative but added that refresher courses
should be taken first.
SP Linag responded that the applicant said that he submit the papers later.
SDS commented that the applicatns papers may not be processed without
meeting the necessary requirement.

Exam for promotion and reclassification

SP Magcals commented that the information dissemination for the


conduct of the exam is not clear. There was also word that there was a
leakage.
SDS responded that he wants deserving people to be promoted. He asked
how the SH can help their teachers in their department. The idea was
started by Ma'am TJ and he intends to continue it. He clarified that this
is not a qualifying exam and the SDO has not issued a passing score.
Results are yet to be seen. This can also help in identifying their potential
and the need for training. The cut off score was only determined yesterday
With regards to leakage, investigation is being conducted. If there is an
evidence he will do something about it. Administrative cases may be filed.
Evidence should suffice in order for a case to be filed, if not, change
the system.

SP Magcalas commented that he is ok with the installment of information
regarding the schedule, however, the test should be safeguarded.
SDS clarified further citing the ff:
1. the number of examinees were not anticipated
2. confusion on the use of conference hall. Somebody is now assigned
to schedule the use of CH. Hence, during that time GSP Hall was used.
3. 1 of the factors for the piecemeal info was the allegation of cheating
4. PSB decided on the cut-off score based on mean
5. bear with the office because we want to be fair and get people who
deserve to be promoted.
6. the use of the term kapamilya, kapuso, kaibigan is quite painful but
truth will help us in making necessary corrections. Reputation is risked.

Contests

SP Lingad asks about recognition of extra curricular contests from private


institutions if permits from SDO are necessary.
SDS responded affirmatively.

Ranking of Honors

SP Guinto clarified if there will be a valedictorian for every curricular


program.
ASDS responded that there is no valedictorian for elementary only
1st honors, 2nd honors, etc.
Separate honors for each curricular offering. Reminded the SH to be
discerning in offering multiple curricular offerings.

Medical Exam of Teachers

PSDS Garcia asked the ff:


1. Where will they go since there is no doctor in Pilar?
2. X-rays - how long before requiring 1 to take another one?
3. Will all personnel undergo medical check-up?
SDS Ferrer responded that PSDS should transact business with PHO who
will refer them to another rural health doctor. 6 months before next x-ray.

Honor Selection

SP Dimalanta asked if fundraising activities like Mr & Ms Sportfest may


be credited to pupils for honor selection.
SDS affirms position of SP Dimalanta that indeed it is indicated that if
it is memorandized it may be credited however, moral judgment
dictates that it should not be as it would no be fair to those who
are not able to afford to join.
ASDS reiterated that Special Orders may be issued to assure that correct
are assigend for extra-curricular activities as thus, will be credited
accurately. This will also assure that points will be credited even if
certificates are lost.
SP Alcid clarified if SH can certify if certificates are lost.
ASDS replied that Division Supervisors will issue special order. If it is an
advisory only it will be credited as school level only. Hence, it is important
to inform SDO of all activities done at school.

Facebook Comments/Messsages

ASDS requested all SH to remind teachers in observing manners when


posting comments or sending messages on official FB account. Teachers
seem to lack decorum. Some are even offensive.
SDS instructed ASDS to give him the names of those teachers. He would
like to talk to them.
ASDS cited 1 example of a query posted who was asking for rechecking
of answers even if results were not yet posted. Rechecking was actually

SDS asked SH why their teachers go to the SDO without travel authority.
Locator slip should be used and there should be travel authority. SDO to
check the documents of the teachers. Clarified that it should not be
misinterpreted as not allowing teachers to go to SDO, they are allowed
especially in taking care of personnel matters.

Section 2.1.1. and 2.1.2
Complaints were already filed at the office when a school was used as a
venue for a gathering. In order to avoid this, require those who want
to use the school for gatherings to submit proposals otherwise, do not
allow.
