Department of Social Welfare and Development
(DSWD) Bicol regional office has pushed for the accreditation of civil society
organization based in the
Bicol region to ensure that
government programs and
projects are properly, efficiently, and effectively carried out.
DSWD Bicol regional director Arnel Garcia said the

need for the accreditation is


being pursued in order for
the government agencies can
properly monitor and safeguard the proper use of funds
on programs and projects carried out in partnership with
CSOs.
Garcia explained that the
measure is aligned with Section 34 and 35 of RA 7160,
otherwise known as the Local Government Code, which
mandates local government

Journalism 101
President-elect Rodrigo Duterte classifies
media into three species, the Crusaders, the
Spin-Doctors, and the Vultures. The last one
is derisively called in the sector as AC-DC or
Attack and Collect-Defend and Collect. They
are the ones, he said, who get killed. Duterte is
not alone with this cerebral cortex. President
Aquino himself thought so when asked about
media killings in the country when he was in
Brussels.
Dutertes explanation understandably set
off reactions and counter-reactions from both
sides, that is, the media and Duterte himself.
When the foreign-based Reporters Without
Borders called for a boycott of his press
conferences, Duterte said, Go Ahead. Dutertes
dare clearly put the media in a Catch-22
situation. If they boycott, they abrogate their
sworn duty to inform the public. If they dont,
they become complicit to Dutertes rants and
rage.
For us, the call to boycott Duterte is
diversionary, even divisive. It diverts us from
the fundamental issue for instance, which
answers the question why some media
get bad. Media people are also biological
and economic beings. They need to earn to
eat too. Yet, how could they earn their keep
honorably if their own media outfit do not
provide them their regular wage? Reporters in
provincial radio stations which are franchisees
of national networks know this very well. They
have to earn the favor of local government
executives just so they will have a regular
source of income.
Looking at the problem of media killings
should not therefore be limited on what Duterte
calls the vultures of journalism. Rather, the
new President should also be reminded that
killing will not solve corruption in the media,
that they too have rights. After all, we are still a
government of laws and not of men. Meaning,
due process should still be observed.
With Dutertes intransigent attitude towards
the media, it is therefore incumbent upon
the latter to reaffirm its role in a democratic
society. At the same, media owners should
also take care of their workers. After all, where
media owners get rich while their people
sell their souls to politicians just to survive,
Balzac would be proven right that behind great
fortunes there is a crime.
Filipinos have elected an altogether new and
different species of a President. The media
should not boycott him but rather put him in
very, very close scrutiny.

arrivals. The new system calls for the

Immigration file. My wife almost got
detained for possible entry rejection
because of her fingerprint mismatch.
After some 45 minutes of anxiety
(we were waiting for her at the

- waving to her nervous fans. She was
asked only three questions: Why is she
is visiting the USA? Where will she
stay? (every traveler must memorize

INFRASTRUCTURES: One of the
major wealth of the United States is
its road network composed of long
roads and expressways covering the
whole country. The infrastructures are
a sight to behold. Car motorists drive
with ease at maximum speeds of 70
miles per hour, while cargo trucks are
limited to 50 miles per hour. Parking
in the highways is prohibited, except
only in emergencies. Due to the
overflow of private vehicles, overnight
parking is allowed except along major
roads. Illegally parked vehicles are

Eagle Rock). Their customers are
mostly Pinoys!
CALIF-PINOYS:
There are
many Filipinos working and residing
in California (including those
still looking for jobs or helping in
households of their relatives. Birth
control is commonly practiced by
them what with the high cost of
college education. Some families
encourage their children to learn
more about the Philippines and
to speak Pinoy dialects. You hear
these spoken in parks, market
places and restaurants. The
common inquiry word is Kabayan.
If the reply is a smile or a Pinoy
dialect then you have met a fellow
Pinoy.
There are Filipino retail outlets
in the Los Angeles area commonly
patronized by our kababayans. But
competing Oriental Stores owned
by Thai and Vietnamese outlets
are able to sell products cheaper
than them. There are branches
here of known Pinoy stores like
ollibee, Goldilocks (Leelin) and
Maxs catering to those looking for
the old tastes. San Miguel beer
brands are sold here, but these are
outsold by local Miller beer and the
world-popular Budweiser. Let us
drink to that!
LESSONS: Travelling is a

Paje exhorts Pinoys to help


save endangered Phl Eagle

Paje renewed his call for Filipinos to help
in the fight to save and protect the majestic Philippine eagle (Pithecophaga jefferyi), as the nation celebrates the Philippine Eagle Week (PEW) from June 4-10.
This developed as the juvenile Philippine eagle earlier rescued after being accidentally caught in a trap in Aurora province
was formally turned over to the Department
of Environment and Natural Resources
(DENR) on Thursday, giving conservationists hope for the critically endangered raptor.
The Philippine eagle is a unique heritage, found only in this part of the world
that needs to be nurtured as it is the Filipino
peoples gift to the global community, Paje
said, as the DENR gears up for the weeklong celebration of PEW, with the theme
Saving eagles, Protecting forests, Securing our future: Stop the Killings.
According to the environment chief, the
Philippine eagle has continued to brave the
challenges to its survival, particularly habitat destruction and hunting.
The wildlife conservation community
has been shocked with recent news of
Philippine eagles being killed, the latest of
which was Pamana, a three-year-old raptor
that was found with a bullet hole in its right
breast in Mt. Hamiguitan Range Wildlife
Sanctuary in Davao Oriental, in August last
year.
There is a need to usher in a renewed
commitment to protect the eagle and other
wildlife from extinction and allow them to

perpetuate for future generations, Paje


pointed out.
He added: If we wish to sustain our
ecosystems that support human lives, we
need to embrace a new paradigm that upholds respect for all forms of wildlife, not
only as food source but more so as co-creatures worthy of preservation.
Meanwhile, the rescued juvenile Philippine eagle was received by the DENRs
Biodiversity Management Bureau (BMB),
which is now assessing the raptor before
transferring it to a cage inside the Ninoy
Aquino Parks and Wildlife Center (NAPWC) in Quezon City for rehabilitation.

The eagle was brought to the NAPWC by DENR community officer Jimmy
Aberin all the way from Dingalan town
in Aurora. Aberin said the raptor was accidentally ensnared in a trap meant to
catch monkeys in a forested area in the
nearby town of San Luis.
The trapper, a certain upland farmer
named Eugene, rescued the eagle and
later sought help from their barangay
captain who promptly informed the
DENR.
BMB Director Theresa Mundita Lim
was pleased with the rescue of the eagle,
which seemed relatively unharmed, saying it bodes well for the countrys conservation program.
She commended the locals for showing their awareness of the Philippine eagle, including the possible consequences
of keeping it captive.
The magnificent raptor is considered
the countrys national bird and is protected by Philippine laws particularly
Republic Act No. 9147, or the Wildlife
Resources Conservation and Protection
Act.
Under the law, killing or harming the
eagle, considered to be critically endangered, carries maximum penalties of 12
years imprisonment and a fine of P1 million.
The presence of a healthy juvenile
eagle in Aurora means that a pair of adult
eagles has successfully bred and raised
their young as well as our hopes for the

Albay posts lowest poverty rate

LEGAZPI CITY -- Albays persistent efforts to


boost its local economy have
started to pay off.
A Philippine Statistics Authority (PSA) report said the
province posted the lowest
poverty rate of 25.1 percent for
the first semester of 2015, the
lowest in the Bicol Region.
The PSA latest poverty incidence report used income data
from the Family Income and
Expenditure Survey conducted
in July 2015. The survey re-

port presented the comparative


poverty incidence of the seven
Bicol provinces for 2006 and
2015 respectively, as follows:
Albay, from 32.3 percent to
25.1 percent; Camarines Norte
29.5 percent to 36.5 percent;
Camarines Sur 38.7 percent
to 29.2 percent; Catanduanes
31.2 percent to 39.7 percent; Masbate 47.8 percent
to 31.6 percent; and Sorsogon
30.6 percent to 35.7 percent.
Albays 2015 figure, however,
stands 4 percent away from the
national average of 21.1 percent.

DENR observes 'Environment Month'

the celebration of the Philippine Environment Month.

June 6, and an emission inventory training-workshop for the
EMB regional offices.

Division (EEID) will bring
together bloggers for the Environmental Bloggers Forum to promote the hashtag

#GreenEnvironmentGawingForever at the Cocoon Boutique in Quezon City on June 7.

a workshop on the draft Revised Chemical Control Order

joyfully announced that his
long wait for water is over
when the Metropolitan Naga
Water District (MNWD)
tapped their water service
connection to the newly interconnected waterline right
from his home.
Orcines happiness does not
end at having water flow directly from the faucet because
this water service will also
lessen the familys expenses
for water from P50.00/day or
P1,500.00/month delivered by
private water lorry trucks to
1 cubic meter/day consumption equivalent to more or less
P425.00/month,
calculated
during the water district's staff
visit last week of April.
Likewise, the hassle of
fetching from the water lorries

will be eliminated as water will


come right out of the faucet inside the house.
This 2,015 linear meter waterline with a 100mm pipe diameter installed along the barangays main road extends up
to Barangay Sua, Camaligan.
This joint project was made
possible thru the Local Government Unit of Camaligan

headed by its Mayor, Marilou

the Sagana at Ligtas na Tubig
sa Lahat Program (SALINTUBIG) and Grassroots Participatory Budgeting Program

pursuant to Board Resolution
No. 76, Series of 2015 while
the necessary materials, pipes,
and fittings were supplied by
LGU-Camaligan.
The SALINTUBIG is one
of the governments main action in addressing the plight
of Filipino households in the
455 municipalities nationwide
identified by the National AntiPoverty Commission (NAPC)
as waterless areas whose access to safe water is less than
50%, wherein the LGU Camaligan was one of the beneficiaries.
The Program aims to contribute to the attainment of
the goal of providing potable
water to the entire country
and the targets defined in the
Philippine Development Plan
2011-2016 Millennium Development Goals (MDG), and the
Philippine Water Supply Sector and Sustainable Sanitation
Roadmap.

Novy Eugenio is one of the
thousands of parents who is part
of the Zero Droupout Program
of CARD MRI who dreams of
giving John Franzen and her
other children a better life. But
giving them whats best is not
always easy for her and her husband as what many in the country experience. Most Filipino
families live in poverty forcing
most children to dropout from
school.
A mother of three, Novy
and her husband, Francis despite lifes difficulties, support
the dreams of their children.
We push them [children] to
take their studies seriously to
help them reach their limitless
dreams. We believe education
will bring them closer to their

Before CARD MRI and the

Novys knowledge, she was
afraid that their situation will
not be able to support their
children to college. Novy is a
stay-at-home mom. Their sole
source to support their everyday needs is her husbands income as a tricycle driver. She
said it is not enough to support
school needs of all of her three
children.

Dropout Program with her son,
John Franzen as the direct beneficiary.

John Franzen who is in fifth


grade, aspires to be a policeman
to serve the country. He and
his siblings also want to build
a three-storey building to protect their family from massive
floods. They have been witness to the destruction of many
houses in their community
during heavy rains and storms.
Novy said that at a young age,
they are already aware of their
current situation. They want to
be rich. They compare our condition to our relatives who are
financially able. They perceive
that working abroad will help

them achieve everything they


want for their family, she tearfully added.
John Franzen, through the
program, is able to join several activities that boost his
confidence. He now enjoys
participating in his schools extra-curricular activities, which
the family cant afford prior to
being a Zero Dropout Program
beneficiary. Without enough
money we cant buy uniforms,
props, projects, and pay for other fees. Now, we can send them
to school without any hesitation. We can also support them
as they join any school activities they like.
Novy is grateful to all the
benefactors who continue to
support the Zero Dropout Program. We hope that you will
never be tired of helping us
and our children to fulfill their
dreams. We hope this program
will continue so no one will
drop out of school anymore,
she concluded.
Started in 2011, the Zero
Dropout Program aims to help
poor families send and help
children graduate from elementary. CARD MRI is firm
that through education, more
families will be able to improve
their quality of lives.

Three Bicol U departments named devt, excellence centers


LEGAZPI CITY-- The
Commission on Higher
Education (CHED) has declared three departments of
the Bicol University (BU) as
centers of development and
center of excellence.
BUs Teacher Education
Department was proclaimed
Center of Excellence (COE)
along with the Fisheries and
Nursing Department as Centers of Development (COD).
The awarding ceremony
was held May 17 at the HEDC
Building, C.P. Garcia Avenue,
UP Diliman, Quezon City.
CHEDs COE is conferred
to a department within a
higher education institution,
which continuously demonstrates excellent performance
in the areas of instruction, research and publication, extension and linkages and institutional qualifications.
COD, on the other hand,

refers to a department within


a higher education institution, which demonstrates the
potential to become a Center
of Excellence (COE) in the
future.
Being designated as COEs
and CODs, the said departments may avail of financial
assistance on a project proposal basis geared towards the
development of improvement
of the programs, particularly
cutting-edge technology in
the different disciplines, provided that the implementation
of the project should conform
to the policies stipulated in
the respective CHED memo
orders.
In return, the COEs and
CODs are expected to take the
lead in uplifting the quality of
education in their respective
disciplines and in their areas
of responsibility.

Sangguniang Panlunsod of
Legazpi has unanimously
approved a resolution giving
recognition to the regional
director of the Office of the
Civil Defense (OCD)- Bicol
and his personnel.
The resolution, sponsored
by Joseph L. Lee, chairman of
the SPL committee on disaster
risk reduction and management (DRRM) and League of
Barangays president, recognizes the great contribution of
Director Raffy Alejandro in
the field of DRRM and climate
change adaptation.
Lee said that owing to the
exemplary performance of
Alejandro, Albay has not only
achieved its zero-casualty goal
but has also received several
national awards in relation to
good DRRM and CCA.
These awards include Gawad Kalasag Award, wherein
Legazpi City is a Hall of Famer in terms of DRRM, which
award was conferred during
the 17th Annual Gawad Kalasag Awards of the National
Disaster Risk Reduction and
Management Council and the
OCD on May 2.
The Province of Albay
was also a Hall of Famer and
so with Sto. Domingo town,
Barangay Oro Site in Legazpi
City headed by Lee and two
civic organizations in the province.

of the notable achievements
of Alejandro for the region in
terms of guidance -- six Gawad

Aside from these are the
various forms of humanitarian
assistance given by Team Albay led by Alejandro to other

Fire guts Lagonoy Church Rectory


A huge fire destroyed the
rectory of Sts. Philip and
James Parish in Lagonoy,
Camarines Sur last week.
Several fire crews and
volunteers responded to the
blaze just after 5 p.m. last
Wednesday, May 25. Fire out
was declared at around 8 p.m.
Faulty electrical wiring is
being blamed for the fire that
burned several properties in
the convent compound.

in 2013 to provide financial access to poor families

The Early Language Literacy and Numeracy Program (ELLNP)

The Early Language Literacy and Numeracy Program
(ELLNP) launched by the DepEd pursuant to DepEd Order
#12, s. 2015 to strengthen its reading program. The program
aligned in one of the President Ten Points Basic Education
Agenda which states that every child should be a reader by
Grade 1. The Department of Education wants to strengthen
its reading program through the implementation of Early
Language Literacy and Numeracy Program (ELLNP).
The ELLNP aims to develop pupils reading and numeracy skills and attitudes which will contribute to their lifelong
learning. The ELLNP focus only to K-3 learners which mean
that only Kinder to Grade 3 pupils are benefitted of the program following the K-12 Basic Education Curriculum. Because Kinder to Grade 3 is the age where learning to read,
write and count is very crucial to a childs success and later
to life. Learning stage does not develop naturally without
careful planning and instruction, and even the availability
and accessibility of the materials need appropriateness to
their age. It is really important to encourage pupils to have
reading habit and love learning in Math, to make their regular practice of reading and counting through differentiated
activities or explicit teaching learning.

The Division of Camarines Sur held its training at Regent
Hotel, Naga City. Since that Camarines Sur division is the
largest division in Bicol Region, the training were divided
into 5 batches. The first batch of training begins last Nov. 29,
2015 to Dec. 8, 2015. The said activity equipped teachers
to gain additional knowledge and skills that can be taught
to their pupils when they go back to their station. The trainings provided kits for the reecho of every school through
school session. The purpose of this is to provide teachers
from kinder to Grade 3 of new strategies that will develop
pupils learning in reading and comprehension as well as

SEC warns vs investment scams

NAGA CITY -- ThirtyNine (39) Mount Isarog
Guardians (MIGs) are now
ready to fight forest fires after they attended the High
Angle and Rescue Operation and Forest Fire Prevention Training held at
MNWD Function Hall recently.
The MIGs are the community volunteers who serve
as foot soldiers and the first
line of defense in the protection of 356 and 317 hectares
watershed areas situated at
Bgy. Panicuason, Naga City
and Bgy. Del Rosario, Pili,
Camarines Sur, respectively.
These two (2) watersheds are

the main source of spring water of Metropolitan Naga Water District (MNWD).
The objective of this training was to introduce the basic
forest fire protection and conservation principles and practices among our Frontliners.
The basic knowledge on
fire fighting and fire handling in order to prepare the
MIGS for unwanted forest
fires caused by lightning during thunderstorms or due to
irresponsible human activity
like kaingin, was shared by
FO1 Aureo SJ Pomposo, Jr.
from the Bureau of Fire Protection (BFP).

lawyer Fiona Mae CorralBobis, Securities Counsel
II of the Securities and Exchange Commission (SEC)
Bicol regional office, during
a press conference Wednesday for the agency's monthlong information and dissemination campaign to orient
the media and the public on
the various forms of scam
proliferating now so that they
will not be fooled by the persons involved in these illegal
activities.
The commission is the national government's regulatory agency charged with supervision over the corporate
sector, the capital market participants, the securities and
investment instruments market, and the investing public.
"Every time there is a report, we investigate," Bobis
said, adding they would not
know if a certain corporation would be involved in a
scam unless the victims complained.
But, she said, the victims
would only complain when
the return of investment was
not given to them as promised, thats the time when
SEC would learn about it and
"were the last one to know."
To be informed, the SEC
gives some tips and remind-

ers to the media practitioners


on how to detect a scam.
A scam or confidence
trick, Bobis said, was an attempt to defraud a person
or persons by gaining their
confidence and offering a big
profit for their investment.
The first line of defense
against a scam is to ask for
the licenses of the corporation, not just one but at least

three kinds of license issued


by the SEC.
"To protect your money,
go to the nearest SEC office
in your locality and inquire
about the corporation offering a service of investment,"
the SEC official said.
Ask what the contract is
about; ask for a copy of the
contract and verify it with the
SEC office, she added.

The SEC-Legazpi is one


of the eight branches of the
agency in the country.
All applications filed in
Legazpi are released within
30 minutes, if their papers are
clean, SEC Regional Director
Marylou Duka-Castillo said.
"Relative to scams, if the
offer is too good to be true,
then it is not true," Castillo
said.
