NanakDevUniversity,Amritsar,PunjabundertheChairmanshipof
ChiefStatisticianofIndia&Secretary,MinistryofStatistics&PI.

A meeting of Meeting of Technical Committee on Direction for improvement of


Animal Husbandry Statistics was held during 4th to 5th July, 2013 under the
ChairmanshipofDr.TCAAnant,ChiefStatisticianofIndia&Secretary,Ministryof
Statistics&PIatGuruNanakDevUniversity,Amritsar,Punjab.Thelistofparticipants
isplacedatAnnexureC.
DrH.SSandha,Director,D/OAnimalHusbandry,PunjabwelcomedtheChairmanof
theTCD,membersofTCDandotherParticipants.
Dr. T C A. Anant, Secretary & CSI, MoSPI delivered the key note address. In his
address he stressed the importance of observing timeliness and a precommitted
calendar in any survey related activity. He also added the importance of having a
workplanaccordingtotheprecommittedcalendarandurgedallStateGovernments
to prepare a work plan to be notified through the website. While conveying the
recommendationsofNationalStatisticalCommissionhementionedtheimportance
of transparency in preparing the numbers as well as revising the numbers with
respecttoitsqualityandaccuracywithintimeframe.
CSI also added the importance of having a preannounced credible structure in
administering all the survey activities. He also added that the quality of survey is
principallydependentontheaccuracyandqualityofframefromwhichthesampleis
drawn.HealsoaskedallStatestodeployadequatenumberoffieldstaffandfillup
the vacant position providing adequate training to them. He also stressed the
importance of the data collected and estimates derived in calculating the National
AccountsfortheAnimalHusbandrySector.

Sardar Gulzar Singh Ranike Honble Minister, D/O Animal Husbandry, Punjab
addressedthegatheringbybriefingtheachievementsmadebytheStateofPunjabin
the Agriculture sector. He added the contribution of the State to the National
economyinthissectorandcommentedthattheStateisinforefrontandstandasa
modelStateinAgricultureSectorperse.
Shri Ashish Kumar, ADG, CSO in his address explained the progress of Agriculture
includingAnimalHusbandrysectorintermsofGrossDomesticProduct.Heconveyed
thattheAnimalHusbandrysectorhasshownanimprovedgrowthcomparedtoother
AgriculturesectorsasperthelatestGDPestimatereleasedbyCSO.Healsostressed
giving importance to those areas in the Animal Husbandry sector which are not
adequately covered in generation of Statistics. He urged all the States to reconcile
the contribution of each activity under this sector so that adequate coverage is
ensuredforthecalculationofGrossStateDomesticProducts.
ShriSKDas,Advisor(Stat)mentionedthatthetwoschemesLivestockCensusand
Integrated Sample Survey are the back bone of generation of quality data in the
livestock sector. He shared the recent amendments made under the scheme and
advised the States to utilise the funds fully so as to place a proper monitoring
mechanisms at State level for ensuring generation of quality data. Further, while
stressing the role of primary workers, Adviser conveyed the importance of having
regular mechanisms for providing Cash Prizes to selected enumerators who are
dedicatedtofieldworkandappointedonregularbasis.
AftertheclosingofInauguralSessionthemeetingcontinuedbytakingeachAgenda
Item.Thefollowingaretheimportantpointsemergedoutofthediscussions:
Agenda1: Action taken report on the recommendations of the last Technical
CommitteeofDirection(TCD).

The pending actions points at State level have been discussed in detail
andStateshaveassuredexpediteallactionsonpriority.

Agenda 2: Finalization of production estimates of milk, egg, wool and meat of the
year201112
Joint Director (Stats) presented the data on Milk, Egg, and Meat and Wool
productionsforeachState/UT.
Adviser (Stats) observed that there was mismatching of the totals of seasonal
estimateswithAnnualEstimatesreportedbymanyStates.AllStates/UTshavebeen
advised to reconcile their annual estimates with seasonal totals. There are wider
variation in yield rates across the States/UTs for exotic/crossbred, indigenous and
nondescript cattle and buffaloes, reason of such variation to be checked and
production estimates require moderation. It is advised to take appropriate care
during the course of survey by enumerators. He further pointed that there were
decreaseinproductionofmeatforvariousStatesincludingUP,GujaratandKerala.
Director,Gujaratclarifiedthatitwasduetodecreaseinpopulationoflivestockand
the State of Kerala clarified that the reduction in production is due to sudden
decreaseinproductionofmeatfromCommercialPoultry.Thetotaleggproduction
also increased consequently. The States of UP and Jharkhand assured that their
figureswillberechecked.
Adviser(Stat)furtherpointedoutthatthedataonwoolproductionisNOTreported
bymanyStateswhereastheyarehavingsheeppopulation.ManyStatesclarifiedthat
they use sheep for meat production only and shearing processes is not done. The
StatesuchasEspeciallyAssamandOdishahasbeeninstructedtoensurecorrection
of data for wool production. Enumerators need to be trained in asking auxiliary
questiontopreciselyrecordsuchyieldrates.
ThedataoneggproductionfortheStateofGoahasbeenobservedtobeabnormally
high.TheStatewasaskedtorechecktheirfigures.TheStatehasconfirmedthefigure
andinformedthattheincreaseisduetoinclusionofimprovedvarietyoffowls.
After detailed discussions on MLP data furnished by the States, the TCD made
followingrecommendations:

Aseparatesubcomponentneedstobeformulatedforhavinganindependent
samplecheckswiththeparticipationofneighbouringStatesforsamplevillages
selectedcentrally.
Thegrowthratesneedtobereportedforeachvillageandtheschedulesneed
to be modified accordingly. Average growth at district level as well as the
samplesizeforeachdistrictandspeciesneedstobemonitoredattheCentre
level.
All states should report the Standard error in the estimation and analyse the
accuracyandqualityofdata.
AdistrictlevelmonthlymonitoringsystemneedstobedevelopedbyeachState
foreffectivemonitoringofthesurveyprocesses.Aguidelinemaybeissuedby
theMinistryinthisregardtoallStates/UTs.
The excel format for calculation of estimates should be shared among all
States/UTssoastominimisethevariationinthecalculationerrorscommitted
bymanyStates.
Incaseofreportingdatainproductionofwool,theStateswhichhavesufficient
numberofpopulationofsheepshouldcapturethedataandreportonregular
basis.
Inthecaseofcertainspeciesitisimportanttoassesstheminimumthreshold
levelforsamplesizesoastoarriveatagoodestimate.
The TCD has accepted the broad estimates on seasonal and annual estimates
andsuggested,afterfinalisingtheestimates,States/UTsmayverifyandconfirm
beforeadoptingthesame.AfterobtainingconfirmationfromStates/UTsmajor
productionestimatesaregiveninAnnexureforadoption.

Agenda3:StatusoffinalizationofHouseholdleveldataon18thLivestockCensus

Shri Sanjay Sharma, PSA, NIC shared the problems in the reports of 18th Livestock
Census generated. Headded that some of the States could not provide and vetted
unitleveldataandthematterhasbeenpendingsincelongtime.
After a short discussion the Chairman TCD advised the States to produce final
validated18thLivestockCensusreportsby31stAugust,2013
Agenda4:DiscussiononfieldDifficultiesandScrutinypointsof19thLivestockCensus

NICwillcheckalltheproblemsoccurredduringthedataentryworkof19thLivestock
census and same will be informed to D/O Animal Husbandry on regular basis.
States/UTsareadvisedtoreconciledataoninfrastructureandA.Ibeforesubmission
toDADF.
Agenda5:DataonInfrastructureandArtificialInsemination

TCD observed that the collection of data on AI and Infrastructure is not done on
sample basis and collected based on available records. Therefore, TCD decided to
continuethecollectionofdataonInfrastructure&AIonAnnualBasis.States/UTsare
advisedtoreconciledataoninfrastructureandAIbeforesubmissiontoDADF.
Agenda6:DiscussiononavailabilityofDataonfeedandFodderconsumption.

Prof.Tyagi,Pr.Scientist,IASRImadeapresentationanddwelleduponthemethods
ofestimationoffeed&fodderespeciallyfromfoddercrops.Thepilotstudydoneby
IASRIwasdiscussedandthemembersofTCDexpressedtheirviews.Adviser(Stat.)
desiredadiscussiononmodalityforestimationoffeedandfodderdataon(i)green
fodderthroughCCE(ii)greenfodderonforestandgrazinglandandfromleavesof
trees in production and consumption approach in the light of presentation. The
Chairman observed difficulty in adopting the same method for estimation of
different variety of fodder as this requires a huge exercise as well as consensus
betweenvariousdepartments.

Afterdetaileddiscussions,thefollowingdecisionsaremadebytheTCD.
Acommitteemaybeformedatappropriatelevelbythedepartmentinorderto
workoutthestrategyforestimationofavailabilityoffeed&fodder.
ThedataonconsumptionofFeed&Foddermaybecapturedaspertheexisting
schedule.TCD observed that the collection of data on consumption of feed &
fodderstandsincompleteandtheStatesarenotensuringthecompletecapture
ofdatathroughtheirscheduleatvillagelevel.Therefore,theChairmanadvised
all States to ensure collection of data as well as its submission along with
others.
AGENDANo.7:Timetable&formatforsendingtheISSDatatotheCenter.

The committee observed that many states submit their data without following the
prescribedtimeperiod.Extendingthetimelimitwillaffectthebasicstructureofthe
scheme and its purpose to capture seasonal data. Further many states furnish the
statelevelestimateswithoutfollowingtheprescribedformataswellasindifferent
units. Therefore, States are advised to adhere to thetime period stipulated under
theSchemeandsubmitthedataintheprescribedformatandunits.
Further, all States/UTs are advised to follow the time line of the survey by
devising suitable plan at various administrative levels for various survey
activitiesthatinclude:
printingofschedule
distributionofscheduletoallDistricts
Selectionofsampleforeachdistricts
Trainingtoenumerators/supervisors
TabulationandDataentry
Generatingaprogressreportonmonthlybasisforeverydistricts
The time schedule for submission of Seasonal and Annual estimates need to
strictlyfollowedbyallStates/UTs.

AGENDANo.8:DiscussiononStaffPositionofStatisticalpersonsinStates/UTs.

Adviser(Stats)expressesconcernonhugevacancyunderISSschemeandinformed
that the financial rule may not allow for retrieving the posts if the vacancy kept
pendingforlongtime.Adviserconveyedthatthestaffrequirementshouldbegiven
in the proposal within 7 days. He informed that depending upon the sanctioned
posts; AI workers/Paravets may be engaged for field work based on honorarium
whichwillbebornebytheCentreon100%.Hefurtheraddedthatthereshouldnot
be any difficulty in conducting the survey due to shortage of supervisors and
suggestedthatexistingenumeratorsmaybegivenpromotiontoSupervisorypoststo
minimizevacancyatsupervisoryleveltoensurethequalityofdatacollected.
Itwasfurtherobservedthatincaseofnewdistrictsnoprovisionofstaffismadeso
far. However, Adviser (Stat) suggested that the States to manage the work using
existingstaffasthetotalsamplesizeonlyincreasesmarginally.
Duringthediscussions,manystatessuggestedthattheCentre:Stateshareforsalary
component under ISS scheme needs to be revised to 80:20 so as to minimise the
stateexchequerandfurtherrecruitmentanddeploymentofmorestaff.
AfterdetaileddiscussiontheTCDrecommendedthefollowing:
AllStates/UTsareadvisedtoinitiativetheprocessesoffillingupofvacantposts
within three months failing which the posts sanction by the Centre may got
abolishedasperrule.
Ministry may write to all Chief Secretaries of States/UTs for fillingup of the
vacantpostsinordertoaddressthehugeshortfallofstaffunderthescheme.
StatemayensureutilisingthestaffpositionedundertheSchemeexclusivelyfor
Statisticalactivities.
The shortfall of enumerators may be adjusted by engaging contractual staff
where ever necessary for which Ministry should issue a circular to all
States/UTs.

Freshrecruitmentwhereverrequiredespeciallyforvacantsupervisoryposition
maybeinitiatedbytheStates.

AGENDA9:UnspentBalance&UtilizationCertificateFRBM,PhysicalTargets,Milch
AnimalStatistics:

Adviser (Stat) apprehended that there were pending unspent balances with some
Statessanctionedpriorto201213.Thoughthesearesmalleramountheadvisedall
States to utilize their previous Unspent Balances and submission of UCs quickly
withintwomonths.
ShriKalSingh,Director,ISShasbriefedtheproblemsbeingfacedduetoimproper
submission of Utilization certificate without mentioning date, counter signature of
Pr. Secretary, validation checks etc. All States/UTs are advised to submit UCs and
FRBMintherevisedprescribedformat.
Thephysicaltargetsfor201314ofvariousStateshavealsobeendiscussedandthose
States have not reported the physical targets have also submitted their physical
targetsfor201314.PhysicaltargetscompiledandplacedbeforeTCDandfinalizeas

AGENDA10:DevelopmentofWebenabledsoftwarefordataentryofMLPdata:
ChairmanTCDinformedandstressedtheneedtohaveeschedulesinordertofillup
the gaps due to reportingerroras well asmeetingthe time frame. Thecommittee
recommendsthat:
Department may develop data entry software for reducing partial reporting.
This process is to be completed in two phases (i) development and testing of

software should be completed by the end of December 2013 and (ii)


ImplementationinallStatesby2014onwards.

AGENDA11:RefresherTrainingCoursesandSpecialStudiesunderISS.
WhilepresentingtheagendabeforeTCD,itwasinformedthatmanyStatescouldnot
utilise their amount provisionedunder training. Adviser informed the previous TCD
hasalsogivenastressontheimportanceofconductingtrainingandadvisedStates
tosubmittheirproposalsaspertheprescribedformatsbyincludingtheno.ofsuch
programmes. It is further discussed that States/UTs may also submit proposals for
specialstudiesinAnimalHusbandrySectorconductedthroughNationallevelreputed
Institute/Organisation of National repute. Chairman told to include calculation of
margin of errors in the training module. After detailed discussions, the TCD
recommends:
AllStatestoconducttrainingonregularbasisandutilizethefundsearmarked
underthescheme.
GuidelineistobeissuedtoStatesforconductingtrainingprogramme.

Secretary (MoS & PI) and Chairman TCD in his remark briefed the Major decision
emergedoutofthetwodaysdiscussion.
AformalvoteofthankwasproposedbyAdviser(Stat.)toconcludetheTCDmeeting.
