Developing Diplomas fit for the


Practitioners of the future

Employers, past and current Diploma


students and safety practitioners have all
contributed to the latest revision of the
NEBOSH National Diplomas in Occupational
Health and Safety.

Dee Arp, NEBOSH Standards Manager, responsible for


assessments said: We have always ensured that NEBOSH
assessments at Diploma level are not just about recall of
knowledge, but about the ability to apply it to solve real world
issues. The revised workplace based assignment reinforces this,
requiring students to look at the issues in an actual workplace.

The consensus was that all of the content of our Diplomas is


relevant to the needs of the health and safety professionals in the
21st Century. However, greater emphasis on the leadership and
softer skills of influencing change through an organisation was
required.

The new syllabuses will be released in December 2015 and will


become examinable from January 2017.

Barry Wilkes, Development Manager at NEBOSH said: We wanted


to reemphasize the need for a proportionate response to risk with
the training of future safety professionals. The ability to manage
risks effectively and manage organisational change as well as
technical risks were seen as key to being an effective health and
safety professional.

For students who are part way through their studies, transitional
arrangements will be put in place and communicated in the New
Year, said NEBOSH Chief Executive Teresa Budworth.
We will of course ensure that all candidates are kept wellinformed throughout the process and that the transitional

CASE STUDY: Steven Low


As satisfying as climbing to Mount Everest
base camp is how Steven Low describes the
completion of his NEBOSH International
Diploma exams two years ago.
And he should know. Steven has previously made the trek to
Everest base camp at 5,364 metres, and has also climbed Mount
Fuji in Japan and Mount Kinabalu in Malaysia.
Steven, 48, is QHSE Advisor at Fugro Singapore Pte Ltd. His
employers specialise in geotechnical services at sea and on land.
Activities involve drilling offshore and then providing laboratory
based sub-surface analysis to the oil and gas industries. Likewise,
Fugro analyse soil samples on land and provide guidance about
foundation design ahead of major construction projects.
It is all very technical stuff, can be hazardous on occasions and
presents a wide range of risks to manage. Steven ensures his
employer meets relevant international standards such as ISO 9001,
ISO 14001, OHSAS 18001 and ISO/IEC 17025. However, what
makes Steven most suited to working in health and safety is his
passion for looking after colleagues and ensuring they go home
safely to their families at the end of the day.
Before joining Fugro in 2002, Steven worked in construction.
A graduate in structural engineering from Singapore Nanyang
Technological University, he worked as a project manager. He took
several courses to improve his skills, including the Singapore Safety
Officers Training Course. It was at this time that a tragedy
propelled Steven into a full-time safety role.
A number of fatalities led to a comprehensive review at his
previous employer, resulting in a shift in attitude and a request that
Steven take on overall responsibility for health and safety. Having
completed the Safety Officers Course, he was entitled to become
a registered Workplace Safety and Health Officer, something

required by the Ministry of Manpower in Singapore to perform


such a role. The process and policies he implemented completely
turned the reputation of the company around and ultimately led
to them receiving national safety awards.
Steven gained his NEBOSH International General Certificate and
International Diploma qualifications after joining Fugro. Fugro
operate in over 60 countries and so it was here that Steven
became aware of the increasingly global nature of health and
safety management.
He told us his NEBOSH qualifications revitalised his mind and
rejuvenated his passion for health and safety. Steven added that he
values his qualifications for two key reasons. The first is how he finds
they are instantly recognised by international clients and stakeholders:
NEBOSH boosts customer confidence in HSE and also enhances
the company image in terms of professionalism, he explained.
Secondly, Steven believes that being NEBOSH qualified provides
him with better job security: Having an internationally recognised
qualification improves the opportunities which arise from the
increasing globalisation of the profession. It gives you more
certainty in terms of your overall status. Steven has used his
Diploma to good effect in this regard, as it has also allowed him to
become a Chartered Member of IOSH.
As for the future, he is very happy in his current role and plans to
continue bringing Fugro HSE performance to greater heights. At
the same time he recognises that an International Diploma has the
potential to open doors to wider opportunities.
Steven concluded by quoting American social reformer,
Whitney M Young: It is better to be prepared for an opportunity
and not have one, than to have an opportunity and not be
prepared. Wise words.

Joel told us: I need a lot of information to be successful in my

How NEBOSH is helping The FA


to win win at Wembley

2005, NEBOSH National Certificate in Fire Safety and Risk Management in 2008, NEBOSH National Diploma in Occupational Health and Safety in 2010.

With its retractable roof and distinctive, 315


metre arch, Wembley Stadium is the largest
all seater covered stadium in the world.
Built at a cost of 757 million and opened in 2007, the world
renowned sport and entertainment venue is owned by the English
Football Association (The FA). The infrastructure at Wembley is
huge. As well as its 90,000 seats, 161 corporate boxes and famous
Royal Box, inside there are four of the largest restaurants in
London, ninety eight kitchens (one of which is one-third of the size
of the football pitch), thirty five retail units, and a world
record-breaking 2,618 toilets!
FA Group Occupational Health and Safety Manager, Graham Losh,
is a member of the team responsible for health and safety at the
venue. Like the teams that grace the Wembley pitch, they have an
impressive record. However, their wins lead to Certification rather
than trophies. To the best of the health and safety teams knowledge,
Wembley Stadium, managed by Wembley National Stadium Limited
(part of the FA Group), recently became the first stadium in the
world to gain certification to four key management standards:
To support an existing certification achieved for ISO 14001
(environmental management), we have now successfully achieved
certification to ISO 18001 (occupational health and safety), ISO
20121 (event sustainability) and ISO 9001 (quality) management
standards. This success is a source of great pride, to the business
and for me personally, Graham explained.
Graham, who holds a NEBOSH National Diploma in Occupational
Health and Safety, believes strongly in encouraging enthusiasm for
health and safety among employees through training that is
well-structured, highly relevant and, most importantly, engaging.

Several years ago, when I had a different career it was a lively and
well-delivered induction session that sparked my huge passion for
health and safety, said Graham. Thats exactly what we are
developing here within the FA. We want to bring training alive and
for people to really buy into health and safety. That way they
themselves can identify and take ownership of hazards, as well as
understanding how to control them and when to seek specialist
advice and support.
To achieve this the FA Group is developing a Safety Champions
initiative and has made the NEBOSH Health and Safety at Work
qualification an integral part of the training for this function. In
just 11 months, 30 employees plus 26 business partner colleagues
have successfully gained their NEBOSH Health and Safety at Work
Qualification. These include managers, front line staff, and those
who work in the field providing football skills training, for example.
The feedback for the course and qualification has been terrific,
added Graham. The NEBOSH Health and Safety at Work
Qualification is incredibly flexible, so we can make it relevant to
peoples roles, from catering to ground-staff. We are delighted to
see the positive impact it is having on the health and safety culture
within the FA, and of course our people also gain a widely
recognised qualification which carries the kudos and status
associated with the NEBOSH name. Its a real win-win. A win for
the FA and a win for our staff as individuals.
As well as helping to improve safety culture within organisations,
The NEBOSH Health and Safety at Work Qualification is an ideal
first step towards other, higher level NEBOSH qualifications.

has been appointed as a Course Provider
Representative to the NEBOSH Council and
the Board of Trustees for a period of two
years from 1 October 2015.

and I am certain his appointment will support ongoing positive


engagement with NEBOSH course providers both in the UK
and overseas.

Gary has a strong track record and is a Director of The Open &
Distance Learning Quality Council. He has extensive knowledge of
the delivery of NEBOSH courses internationally, and is a strong
supporter of NEBOSHs vision of preserving and improving health,
safety and the environment in workplaces worldwide.
Gary is looking forward to representing the interests of course
providers on the NEBOSH Board:
I see my role as one of supporting NEBOSH to continue with the
development of strong collaborative relationships with all course
providers, wherever they may operate, he told us.
NEBOSH Chair, Sir Bill Callaghan, welcomed Gary to the NEBOSH
Board. He said: Gary recognises that NEBOSH plays a vital role in
raising global health and safety standards and understands how
this benefits workforces, governments, employers, practitioners
and other stakeholders.
He is a passionate advocate of the international provision of good
quality health, safety and environmental training and education,

Meanwhile, Bryan McCracken of BMC Safety Ltd has retired from


the NEBOSH Board, while Ian Coombes, Managing Director of
training and consultancy providers ACT Associates has been
re-appointed. Ian has more than 35 years' experience as a health
and safety professional and has been involved with NEBOSH from
the outset, as one of our first examiners. He is also a member of
the management committee of Safety Groups UK.
Derrick Farthing reached the end of his three year term of office as
NEBOSH Vice Chair. He has been re-appointed to the Board for a
further three year period. David Lewis, who is Head of Regulatory
Services at law firm Weightmans, has now been appointed Vice
Chair of NEBOSH. David served as Vice Chair between 2012 and
2013, and currently chairs our Strategy Committee, is a member of
the Nominations Committee and participates in the Accreditation
Appeals Panel. He is a serving Assistant Coroner and additionally
has a strong interest in health and safety law.
Sir Bill commented: The Board would like to thank Derrick
Farthing for his terrific contribution as Vice Chair and also
welcome David Lewis back to the role. We thank Bryan
McCracken for his excellent work as a NEBOSH Trustee and also
congratulate Ian Coombes on his re-election as course provider
representative.

NEBOSH Ambassador Dr
Jawahery receives Archangel
Award from RoSPA
NEBOSH ambassador, Dr Abdulrahman Jawahery, has been
honoured by RoSPA with an Archangel Award for his exceptional
commitment to health, safety and sustainability.
An Archangel Award is the highest accolade in RoSPAs Guardian
Angel Awards, which celebrate the work of individuals who have
gone above and beyond to improve the safety of others.
Dr Jawahery is President of Gulf Petrochemical Industries Company
(GPIC). Under his leadership the organisation has become a beacon
for health, safety and sustainability in the Middle East. As well as
supporting NEBOSH and other organisations such as the National
Safety Council of America, he is a former Member of Parliament in
Bahrain, where he has helped to bring about radical changes in
health and safety legislation.
