Decision :
DMO Sangli presented the proposal only for 4 Talukas. However, EIA report is received
only for 1 Taluka (Shirala) and it was received only during the meeting .The committee requires
time to study it.
The following preliminary observations were made:
1) Total picture of District showing total number of quarries including abandoned,
ongoing, new, should be submitted.
2) In the above table, name of taluka is not given,the dimensions of minig area are in
feet but the area is shown in h/R.The quantity to be mined shown in the last column

does not tally with the dimensions.Most of the areas of mines are less than one ha.,
which is not desirable as such small pits will increase the number of quarries and will
be difficult to control.It is also necessary to state whether the land belong to Govt. or
private owner.
3) There is discrepancy in the area shown in presentation and photographs (for instance
Bhangude).
4) Details for each proposal including latest satellite images of the present land use etc.
should be submitted as usual. Satellite images of individual site and clusters to be
submitted.
5) The clusters should have minimum clear distance of at least 10-15 km from each
other and in a cluster (of radius 3 km to 5 km) the number of quarries to be restricted
to about 4.
As per the presentation made by the DMO Sangli two quarries located on Government
land one each from Pawalewadi and Kalundre cluster are recommended subject to conditions
placed as Annexure IA.

Decision:
Proposals for stone quarries from Satara district were appraised on the basis of the
furnished information. It was informed by the DMO that there are 235 stone quarries in operation
in Satara District in addition to 5 which are abandoned.
Proposal for 12 stone quarries have been already cleared by SEAC in 62th meeting and
new proposals for 60 stone quarries are before the Committee for appraisal. It was informed by
DMO that in 6 locations the quarrying is in operation without Environmental Clearance. These 6
location are as below:
1) Nagewadi S.No. 308/1, owned by Arun Shivajirao Desai
2) Nagewadi S.No. 308/1,owned by Jaynat Govind Thakkar
3) Nagewadi S.No. 308/1, owned by Parish Govind Thakkar
4) Nagewadi S.No. 308/1,owned by Ranjeet Ramchandra Sawant
5) Nagewadi S.No. 308/1, owned by Vijay Shivajirao Desai
6) Nagewadi S.No. 308/1, owned by Shakil Abdul Sayyad.
The violation is brought to the notice of Government as per the MoEF OM dated
12.12.2012. The DMO is requested to stop mining operation at these 6 locations and at any other
location in the district where quarrying is in progress without Environmental Clearance.
It is observed that at many places the location of stone quarries (with blasting) are less
than 200 m from the nearest highway. This is not permitted as per Minor Minerals Extraction
Rules, 1955. Such locations should be discontinued. At Nagewadi, steep hill cutting is seen for a
height of nearly 80m. This is objectionable and should be discontinued. Government (Revenue
and Forest Department) order regarding Mining of Minor Minerals dated 21.01.2013 should be
followed.
The proposals for stone quarrying satisfying the following conditions are recommended,
other proposals that do not satisfy the conditions are not recommended. The specific and
general conditions are given in Annexure IA.
The district Collector/ DMO should inform full details of the finally selected quarries
with detail maps, photographs, satellite images, quantity to be extracted etc. for record.

Decision :
The proposal for stone quarrying 179 nos. in Pune district submitted by PP (DMO) were
considered by SEAC. The EIA for these proposals is submitted during the meeting and
committee requires time to study the same. EIA is required to be submitted in advance. It
transpired during the discussion that there are 756 stone quarries in Pune district out of which
600 stone quarries are ongoing as the lease for them has till not expired. The DMO was informed
that in the light of MoEF OM dated 18.05.2012, no quarrying can be done without Environment
Clearance (EC) and therefore, 600 quarries in operation without EC is a violation of EIA
Notification. Environment Department is required to look into the matter and take appropriate
action. Out of these 600, 51 are informed to be on Govt. land and rest on private land. DMO was
instructed to comply with the following conditions:
1. In light of the Government order (Revenue and Forest Department) dated 21.01.2013 the
proposals for the district should come in one lot.
2. The number of quarries should be restricted considering the requirement.
3. The stipulation in Minor Mineral Extraction Rules 1955 should be followed.
4. Full details of each quarry including area, depth already excavated, the topographical and
Environmental features, nearness to habitation or roads, railway lines etc. should be
submitted.
5. Hill cutting should be avoided and area less than 1 ha. per quarry to be avoided.
6. The conditions generally applicable for mining indicated in earlier proposals for other
districts shown in the MoM of SEAC which are available on website should be followed.
7. Information of land whether it belongs to Govt. or private owne is not given in some
talukas and is needed.
The detailed appraisal will be taken up in the next meeting of SEAC if compliance is received.

**Note: The Quarry at above Sr no. 88 of Smt.Vaishali S. Powar, Gov Land of Survey no. 1934/B has been rejected for
grant of lease due to negative remarks from town planning authority.
Decision:
Proposal for 90 stone quarries are submitted for appraisal out of which DMO said that
nearly 33 are in operation. DMO should verify whether the operation of 33 in absence of EC is
continued as it involves violation.
The EIA report is submitted only during the meeting and committee needs time to study
the same. Following points have emerged during the discussion:
1) In the past 23 cases have been recommended for EC from Kolhapur district. In the
light of Government (Revenue and Forest Department) order regarding Mining of
Minor Minerals dated 21.01.2013, all proposals should have been submitted in one
bunch.
2) The EIA apparently does not show the summary of all important environmental
features for each quarry such as nearness to public road, any habitation, water bodies,
forest etc. detail maps of individual quarry showing all these features is required.
3) Attempts to reduce number of quarries based on approximate requirement of material
is not submitted and is essential.
4) The depth of excavation is required be to restricted in light of Minor Minerals
Extraction rules 1955, however, while working out the potential this aspects is not
considered. It is also observed that in Kolhapur district particularly Tope village

excavation is carried in hill side beyond the limits. It should be stopped and necessary
action should be taken.
5) The proposal in eco-sensitive zone (as defined by WGEEEP) shall be deleted.
The detailed appraisal will be taken in the next SEAC meeting if compliance is received.

Decision :
DMO presented the proposals for 39 stone quarries submitted earlier in 64th SEAC
meeting were re-submitted after compliance and additional proposal for 22 new stone quarries
were also submitted for appraisal.The above table however shows details of only 42
quarries.Details of other proposals are needed.
The DMO was informed of the instruction issued by Government (Revenue and Forest
Department) order regarding Mining of Minor Minerals dated 21.01.2013. He should have
submitted all the proposals for the district in one bunch. The EIA for the proposals- 2 nos., (one
for 39 and other for 22 quarries) were submitted only in the meeting. Committee needs time to
study the same.
However, the following preliminary observations were made:
1) It was stated that none of the quarries are in operation.
2) Proposals for eco-sensitive zone, hill cutting etc. and proposals which are less than 1
ha should be dropped.
3) The depth of cutting involve in each case should be restricted to 6m and the total
number in the district should also be minimized on the basis of requirement.
The detailed appraisal will be taken in the next SEAC meeting if compliance is received.

Decision :
The case of compliance of 31 stone quarries in Yavatmal district was presented by DMO
and Consultant in light of the points raised in 64th SEAC meeting.
The following observations are made:
1) The cluster of all the quarries are proposed in village very near to Mohada. There are
14 quarries on a single Survey Number 75 in Government land and remaining in
Private lands.
2) Within 10km radius there are 12 reserved forests around the cluster and 3 number of
reserved forests in 5 km radius.
3) There are public roads very near to the quarries and also a power line passes by as
seen from Toposheet. The depth of excavation of quarries so far achieved vary from 4
to 10 m.
4) The satellite images shows a number of pits in the close vicinity of the village
covering the area of these clusters. In each of the proposed mine there are crushers
working and SPM value as well as noise value are very high.
5) There are Dolomite mines within 10 km. All the villages are shown much away from
centre whereas the Toposheet produced shows that they are much closer.
6) The full justification for concentration of quarries in one location is not submitted.
Considering the above and the urge to clear at least some quarries so that the
development is not held up, the Committee decided to recommend only those quarries which
fulfill following conditions :
1) The minimum distance from required habitation, power-line and other eco-sensitive
locations should be maintained.
2) The total number of crushers should be restricted to the number of mining quarries
finally approved.
3) All safety precautions should be taken and proper control should be exercised.
The DMO should accordingly take action to comply and submit the list of the final
number of quarries. The proposal that do not satisfy the conditions are not recommended.
Additional specific and general conditions placed are as per Annexure IA.

It was decided to appraise the above proposals of (H-K) in ensuing SEAC meeting as the
EIA were submitted only in the meeting and the Committee needs time to study the same.

Annexure 1A
The Specific and General conditions applicable for Minor Mining proposals (Stone) are as
follows :
Specific conditions:
1. Quarry area should be only more than 1 hectare.
2. Excavation quantity should be more than 200 brass from each quarry.
3. Maximum depth of the excavation is restricted up to 20 ft (about 6 m) as per the
Minor Minerals Extraction Rules, 1955 ( as modified up to May, 1985).
4. Proposals of new quarries are to be dropped from the list.
5. Validity of this EC is upto 31st July, 2013. ( A review is to be taken thereafter on the
basis of the mining policy under preparation with the Government.)
General conditions:
1. Only ongoing/existing lease are recommended for renewal. No new stone/murum quarry
proposal is recommended at this juncture. Meanwhile, Hon Supreme Court directions to
adopt proposed Model Mining Rules 2010 shall be complied with by the concerned
department. The validity period of the ECs will be up to lease period or five years subject
to provisions of Model Mining Rules 2010.
2. The lease holder shall undertake adequate safeguard measures during extraction of material
and ensure that due to this activity, the hydro-geological regime of the surrounding area
shall not be affected. Regular monitoring of ground water level and quality shall be carried
out around the mine lease area during the mining operation. If at any stage, it is observed
that the groundwater table is getting depleted due to the mining activity; necessary
corrective measures shall be carried out. District Collector/mining officer shall ensure this.
3. Effective safeguard measures, such as regular water sprinkling shall be carried out in
critical areas prone to air pollution and having high levels of particulate matter such as
loading and unloading point and all transfer points. Extensive water sprinkling shall be
carried out on haul roads. It should be ensured that the Ambient Air Quality parameters
conform to the norms prescribed by the Central Pollution Control Board in this regard. The
status of implementation of measures taken shall be reported to Environment Department
4. No tree-felling shall be done in the leased area, except only with the permission from
competent authority.
5. Till the detailed rules for stone/murum quarries (which are under preparation at the Govt.
level) are issued, quarrying shall be restricted within the area already in operation, although
the lease area may be more. Thus no horizontal expansion shall be taken up.
6. Where the quarry is in a hilly terrain and where some part of the hill is already cut for
quarrying, further hill cutting shall not be done. In such cases, deepening the existing
operational area may be preferably done.

27. Measures shall be taken for control of noise level to the limits prescribed by CPCB
28. An Environmental Audit shall be annually carried out during the operational phase and be
submitted to the Environment Department.
29. Digital processing of the entire lease area in the district using remote sensing technique
shall be done regularly once in three years for monitoring and report submitted to the
Environment Department.
30. The funds earmarked for environmental protection measures shall be kept in separate
account and shall not be diverted for other purpose. Year wise expenditure shall be reported
to the Regional Office, Ministry of Environment and Forests, Bhopal.
31. Revenue Authorities shall submit within 3 months their policy towards address (i) Standard
operating process/ procedure to bring into focus any infringement/deviation /violation of
environmental norms / conditions, (ii) Hierarchical system or Administrative order to deal
with environmental issues and ensuring compliance of EC conditions and (iii) System of
reporting of non compliance/violation of environmental norms to the District collector
32. The Mining officer shall submit six monthly reports in hard and soft copy on the status of
compliance of the stipulated environmental clearance conditions including results of
monitored data (both in hard & soft copies) to the Environment department and the District
Collector, the respective Regional Office of the Maharashtra Pollution Control Board.
33. Any change in mining area, khasra /Gat numbers, entailing capacity addition with change
in process and or mining technology, modernization and scope of working shall again
require prior Environmental Clearance as per provisions of EIA Notification, 2006 (as
amended).
34. SEAC appraised the proposals on the basis of information submitted by concerned
District Mining Officer. Mining Officer shall submit the list of blocks satisfying conditions
stipulated above to SEIAA/Environment dept. The revised list of blocks and conditions
stipulated above shall be made available in public domain. It should be published in two
local language newspapers and at each block where mining operation is proposed. District
mining officer should ensure this and submit compliance report to Environment department
with approval from Collector.

DMO presented the proposals for clay mining from Gadchiroli for 349 locations.( The
above table shows only 295 locations .Details of remaining locations be furnished.) DMO
explained that the process of clay mining in paddy fields generally followed is that every year
after the crop is removed about 1 foot excavation is done and clay is used for brick making. In
the same land paddy is again planted and next year again after the crop is removed further
excavation about 1 foot is done and clay is reused for brick making. The process continues for
about 3 years in the same location. Afterwards the site for clay mining is changed. The
committee expressed environmental concern of using fertile clay for brick making and stressed
the need to use fly ash/ cement for building bricks and slowly the practice of using clay needs to
be stopped.The quantity requirement of clay for brick making is not estimated and all proposals
received are submitted for EC.DMO should justify the quantity and finalise minimum number of
mining spots in the interest of environment protection.
The total area reduced from 81.11 hectare as proposed to 68 hectare only on the basis of
information given DMO, during the meeting. This too needs justification. The maximum depth
of excavation should not exceed 1 foot. Maximum use of fly ash should be encouraged and
proper control shall be exercised to protect the environment. Specific and General conditions
(Annexure-IB) be followed.
The list of finally selected sites with details be submitted for appraisal in the next
meeting.

Annexure 1B
The General conditions applicable for Minor Mining proposals (Clay) are as follows.

No new clay excavation proposal may be considered at this juncture. Meanwhile, Hon
Supreme Court directions to adopt the proposed Model Mining Rules 2010 shall be
complied with by the concerned department.

Ordinary clay /black soil excavation shall be allowed only by manual methods

It may be better to select a few large sites in a Taluka instead of many small sites.

No excavation shall be carried out in the safety zone of any bridge and/or embankment.

No excavation shall be carried out in the vicinity of natural/ manmade archeological sites.

The lease holder shall undertake adequate safeguard measures during the extraction of
material and ensure that the surface runoff regime of the surrounding area shall not be
affected. GSDA should regularly monitor the ground water level and quality. If at any
stage, it is observed that the groundwater table is getting depleted or affected due to the
mining activity; the mining activity shall be stopped forthwith and necessary corrective
measures shall be carried out. District Collector/Mining Officer shall ensure this.

Agricultural Officer should regularly monitor the excavation activity to ensure that
nearby agricultural lands are not affected by the activity.
18.
It should be ensured that the Ambient Air Quality parameters conform to the norms
prescribed by the Central Pollution Control Board. Effective safeguard measures, such as,
regular water sprinkling shall be carried out in critical areas prone to air pollution and
having high levels of particulate matter such as loading and unloading points, all haul
road and transfer points.

The lease/permit holder shall obtain necessary prior permission of the competent
authorities for drawing of requisite quantity of water (surface water and groundwater), if
required for the project.

Special measures shall be adopted to prevent the nearby settlements from the impacts of
excavation activities.

Provision shall be made for housing the workers at site, if required, with all necessary
infrastructure and facilities such as fuel for cooking, safe drinking water, medical health
care and sanitation etc.
24.
Digital processing of the entire lease area in the district using remote sensing technique
shall be done, once in three years for monitoring and report submitted to the Revenue and
Environment Department.
25.
The funds earmarked for environmental protection measures shall be kept in separate
account and shall not be diverted for other purpose. Year wise expenditure shall be
reported to the Regional Office, Ministry of Environment and Forests, Bhopal.
26.
The Mining Officer shall submit six monthly reports in hard and soft copy on the status
of compliance of the stipulated environmental clearance conditions including results of
monitored data (both in hard & soft copies) to the Environment Department and the
District Collector, the respective Regional Office of the Maharashtra Pollution Control
Board. Ordinary clay is formed over many years on flood planes. The availability of clay
in barren land will be negligible. This clay is extremely nutrient rich soil and should be
exploited only for agriculture. If mined, there is not much scope for replenishment even
in a few years. Ideally clay mining should be avoided and use of fly ash cement bricks
should be encouraged. Soil excavation should be gradually phased out or restricted to the
minimum as it is considered to be harmful for agricultural activities and food security.
Measures like using fly ash in brick making to the maximum possible extent should be
encouraged instead of soil excavation.
SEAC considers that ordinary clay mining requires much more scientific and environmental
considerations. Some national institutes, e.g. NBSS&LUP, Nagpur may be consulted for
overall cumulative environmental impacts of the activities including impact on top soil,
ecology, and food security.
Precise excavation area will be jointly surveyed and demarcated by District Mining Officer
(DMO), District Agriculture Officer or Soil Officer and GSDA to ascertain the total area and
depth of clay, suitability of the clay for brick making and similar intended purposes and
recommend the area and depth for excavation. Cluster wise cumulative impact assessment
shall be done for the proposed soil extraction employing QCI accredited consultants and
MoEF approved agencies for data collection. Such cluster proposals duly recommended by the

Decision :
The proposal for 10 new murum quarries were presented by DMO Satara out of these 9
are along National Highway No.4 (NH-4) for the project of widening the NH and one is for
Private use of murum for a building project in Phaltan.
The discussions and observations made are as follows:
1. Details of 9 mines are not furnished in the above table and are needed
2. For the NH project the DMO could not explain why existing murum quarries cannot be
availed of and why new quarries need to be opened. Full data as to the existing murum
quarries near about NH-4 with available material needs to be submitted.
3. The DMO stated that some more proposals for murum quarries are likely to be submitted.
As a matter of fact, as per Government order 21 January 2013 all proposals should be
submitted in one bunch.
In the light of above observation only one quarry at Phaltan is recommended at this stage
subject to following and the specific and general conditions placed as Annexure IC :
Looking to the requirement of material the area for the quary should not exceed about 1.5ha.
Proper restoration measures for the quarry after the specific use should be ensured.

conditions placed as Annexure-IC.

Annexure 1C
The Specific and General conditions applicable for Minor Mining proposals (Murum) are
as follows.
Specific condition:
1. Quarry area should be more than 1 hectare.
2. Excavation quantity should be more than 200 brass from each quarry.
3. Maximum depth of the excavation is restricted up to 20 ft (about 6 m) as per the
Minor Minerals Extraction Rules, 1955 ( as modified up to May, 1985).
4. Proposals of new quarries are to be dropped from the list.
5. Validity of this EC is upto 31st July, 2013. ( A review is to be taken thereafter on the
basis of the mining policy is under preparation with the Government.)
General conditions:
1. Only ongoing/existing lease are recommended for renewal. No new stone/murum quarry
proposal is recommended at this juncture. Meanwhile, Hon Supreme Court directions to
adopt proposed Model Mining Rules 2010 shall be complied with by the concerned
department. The validity period of the ECs will be up to lease period or five years subject
to provisions of Model Mining Rules 2010.
2. The lease holder shall undertake adequate safeguard measures during extraction of material
and ensure that due to this activity, the hydro-geological regime of the surrounding area
shall not be affected. Regular monitoring of ground water level and quality shall be carried
out around the mine lease area during the mining operation. If at any stage, it is observed
that the groundwater table is getting depleted due to the mining activity; necessary
corrective measures shall be carried out. District Collector/mining officer shall ensure this.
3. Effective safeguard measures, such as regular water sprinkling shall be carried out in
critical areas prone to air pollution and having high levels of particulate matter such as
loading and unloading point and all transfer points. Extensive water sprinkling shall be
carried out on haul roads. It should be ensured that the Ambient Air Quality parameters
conform to the norms prescribed by the Central Pollution Control Board in this regard. The
status of implementation of measures taken shall be reported to Environment Department
4. No tree-felling shall be done in the leased area, except only with the permission from
competent authority.
5. Till the detailed rules for stone/murum quarries (which are under preparation at the Govt.
level) are issued, quarrying shall be restricted within the area already in operation, although
the lease area may be more. Thus no horizontal expansion shall be taken up.
6. Where the quarry is in a hilly terrain and where some part of the hill is already cut for
quarrying, further hill cutting shall not be done. In such cases, deepening the existing
operational area may be preferably done.

27. Measures shall be taken for control of noise level to the limits prescribed by CPCB
28. An Environmental Audit shall be annually carried out during the operational phase and be
submitted to the Environment Department.
29. Digital processing of the entire lease area in the district using remote sensing technique
shall be done regularly once in three years for monitoring and report submitted to the
Environment Department.
30. The funds earmarked for environmental protection measures shall be kept in separate
account and shall not be diverted for other purpose. Year wise expenditure shall be reported
to the Regional Office, Ministry of Environment and Forests, Bhopal.
31. Revenue Authorities shall submit within 3 months their policy towards address (i) Standard
operating process/ procedure to bring into focus any infringement/deviation /violation of
environmental norms / conditions, (ii) Hierarchical system or Administrative order to deal
with environmental issues and ensuring compliance of EC conditions and (iii) System of
reporting of non compliance/violation of environmental norms to the District collector
32. The Mining officer shall submit six monthly reports in hard and soft copy on the status of
compliance of the stipulated environmental clearance conditions including results of
monitored data (both in hard & soft copies) to the Environment department and the District
Collector, the respective Regional Office of the Maharashtra Pollution Control Board.
33. Any change in mining area, khasra /Gat numbers, entailing capacity addition with change
in process and or mining technology, modernization and scope of working shall again
require prior Environmental Clearance as per provisions of EIA Notification, 2006 (as
amended).
34. SEAC appraised the proposals on the basis of information submitted by concerned
District Mining Officer. Mining Officer shall submit the list of blocks satisfying conditions
stipulated above to SEIAA/Environment dept. The revised list of blocks and conditions

Proposals for 13 sand ghats in Wardha District was presented by DMO. The SEAC
recommended the proposals subject to Specific and General conditions for the extraction of
sand in Annexure 1D and following :
1) The DMO should finalize only such ghats where minimum existing sand depth is more
than 2m. out of 13 proposals at 2 places the depth is less than 2m which should be
avoided.
2) No machinery / JCB should be used for sand excavation.
3) Provisions of Sand mining policy vide Govt. Resolution dated 25/10/2010 should be
followed.
4) Sand ghats should be properly marked on site and quantity of excavation controlled.
5) Safe distance from bank should be maintained for protection of river bank.

Proposals are recommended for EC up to 31 July 2013. Meanwhile, Hon Supreme Court
directions to adopt the proposed Model Mining Rules 2010 shall be complied with
Sand excavation allowed only for the reti ghats having sand diposition more than 5 to 6
feet and excavation should be for layers above 2 m of sand deposit as recommended by
GSDA. Also the depth of sand layer to be mined, after retaining 2 m minimum layer
below, should not be more than 2 meters as per Government Resolution of Revenue
Department dated 25th October, 2010 e.g if the total depth of sand is 3 m, only up to one
metre of sand shall be mined.
It shall be ensured that excavation of minor mineral does not disturb or change the
underlying soil characteristics of the river bed /basin, where mining is carried out.
It shall be ensured that mining does not in any way disturb the turbidity, velocity and
flow pattern of the river water.
A siltation study should be carried out before commencement of the mining activity or
within a period of one year through some expert Agency like NIO/CWPRS to determine
the siltation load so that there is no over exploitation of the material at any point of time.
The mineral to be removed shall be determined based on siltation load. This study shall
be steered by competent authority while granting further mining lease and or renewing of
the license. A copy of siltation study shall be submitted to the Environment Department,
the District Mining Officer and respective Regional Office of the State Pollution Control
Board.
It shall be ensured that there is no fauna dependant on the river bed or areas close to
mining for its nesting.
Turtle nesting units conservation is very important. Therefore sand mining in such areas
is to be prohibited.
The green belt development/tree plantation will be made in an area of 20% of the total
leased area either on river bank or along road side.
Measure for prevention & control of soil erosion and management of silt shall be
undertaken. Protection of dumps against erosion, if any, shall be carried-out with geo
textile matting or other suitable material

Mining shall be limited to day hours time only. The loading shall not be done during ight
hours.
No mining shall be carried out in the safety zone of any bridge and/or embankment.
No mining shall be carried out in the vicinity of natural/ manmade archeological sites.
The lease holder shall obtain necessary prior permission of the competent authorities for
drawal of requisite quantity of water (surface water and groundwater), if required for the
project.
Waste water, if any, shall be properly collected and treated so as to conform to the
standards prescribed by MoEF/CPCB.
No wildlife habitat will be infringed.
Environmental clearance is subject to obtaining clearance under the Wildlife (Protection)
Act, 1972 from the competent authority, if applicable to this project.
Green belt development shall be carried out considering CPCB guidelines including
selection of plant species and in consultation with the local DFO/Horticulture Officer.
Parking of vehicles should not be made on public places.
Transportation of materials shall be done by covering the trucks / tractors with tarpaulin
or other suitable mechanism so that no spillage of mineral/dust takes place.
Appropriate mitigative measures shall be taken to prevent any kind of pollution in
consultation with the Maharashtra Pollution Control Board. It shall be ensured that there
is no leakage of oil and grease from the vehicles used for transportation.
Vehicular emissions shall be kept under control and regularly monitored. The mineral
transportation shall be carried out through the covered trucks only and the vehicles
carrying the mineral shall not be overloaded.
Special Measures shall be adopted to prevent the nearby settlements from the impacts of
mining activities. Maintenance of roads through which transportation of minor minerals
is to be undertaken, shall be carried-out regularly.
Dispensary facilities for first-aid shall be provided at site.
Occupational health surveillance program of the workers should be undertaken
periodically.
Provision shall be made for housing the workers at site, if required, with all necessary
infrastructure and facilities such as fuel for cooking, safe drinking water, medical health
care and sanitation etc.
Ambient air quality will be monitored at the site and the nearest habitation in the months
of January, April and November. Ambient air quality at the boundary of the precise
mining area shall conform to the norms prescribed by MoEF, GOI.
Measures shall be taken for control of noise level to the limits prescribed by CPCB
An Environmental Audit shall be annually carried out during the operational phase and
be submitted to the Environment Department.
Digital processing of the entire lease area in the district using remote sensing technique
shall be done regularly once in three years for monitoring and report submitted to the
Environment Department. The funds earmarked for environmental protection measures
shall be kept in separate account and shall not be diverted for other purpose. Year wise
expenditure shall be reported to the Regional Office, Ministry of Environment and
Forests, Bhopal.

Revenue Authorities shall submit within 3 months their policy towards address (i)
Standard operating process/ procedure to bring into focus any infringement/deviation
/violation of environmental norms / conditions, (ii) Hierarchical system or Administrative
order to deal with environmental issues and ensuring compliance of EC conditions and
(iii) System of reporting of non compliance/violation of environmental norms to the
District collector
The Mining officer shall submit six monthly reports in hard and soft copy on the status of
compliance of the stipulated environmental clearance conditions including results of
monitored data (both in hard & soft copies) to the Environment department and the
District Collector, the respective Regional Office of the Maharashtra Pollution Control
Board.
Any change in mining area, khasra /Gat numbers, entailing capacity addition with change
in process and or mining technology, modernization and scope of working shall again
require prior Environmental Clearance as per provisions of EIA Notification, 2006 (as
amended).
SEAC appraised the proposals on the basis of information submitted by concerned
District Mining Officer. Mining Officer shall submit the list of blocks satisfying
conditions stipulated above to Revenue & Environment dept. The list of blocks and
conditions stipulated above shall be made available in public domain. It should be
published in two local language newspapers and display at each block where mining
operation is proposed. District mining officer should ensure this and submit compliance
report to Environment Department with approval from Collector.

Decision:
The case was discussed on the basis of the presentation made by the proponent. It was
observed that the PP envisaged the construction of many buildings and took up construction of 3
buildings. The concerns of environment demands the impacts involved in the total projects are
addressed before any part is taken for construction. In view of the above although the
construction already taken up may be less than 20000 m2, prior EC for the present project should
have been taken. Thus, there is violation as per MoEF OM dated 12th December 2012.
Environment Department may look into this and take appropriate action.

satisfactory.

It was noted that although the plot area is 74,321.81 m2, full potential for construction is
not being utilized and proposal for only Phase I is submitted. The PP stated that necessary
number of tenements for LIG as per rules have been provided.
SEAC decided to recommend the proposal for Environmental Clearance only after
complying with the following conditions:
1) Submit assurance that the total potential of the plot shown in the submission BUA of
69,436.16 m2 will not be exceeded when the full project is taken and the required
amenities for Phase I should be ensured including green area etc.
2) There are 2 pieces of land owned by other (not PP). The access to these pieces should be
ensured.
3) Clarify the position regarding the water supply and drainage with respect to the consent
from the competent authority.
4) Regarding the drainage facility and drainage line the PP shall ensure the construction of
the drainage line from the plot to the nearest corporation drainage sewer which is about
1km away at his cost before occupancy.
5) Internal roads should be minimum 7.5m with 9m turning radius as agreed.
6) Width of staircase should be minimum 1.5 m.
7) RWH by recharge pits and bore holes of minimum 40 nos. shall be provided in the plot in
Phase I only and in addition terrace water harvesting by storage tanks shall be done.
8) Trees of species Lagestomia folsregineae and Alstonia scholaris to be reduced to 70/80
trees each species. Additional species of excess number of trees to be planted of other
species.

Decision:
The case was discussed on the basis of the presentation made by the proponent. This is a
case of IT SEZ in MIDC area. Honble Bombay High Court in its WP No. 2596 of 2012 order
dated 09.01.2013, has directed to hear the case for EC to appear before 31/03/2013 therefore, the
case was taken on priority. All issues related to environment, including air, water, land, soil,
ecology, biodiversity and social aspects were discussed.
It was noted that the locational clearance for this SEZ indicated a condition of time
which is expired however PP stated that there are of extension of time limit has been
recommended by MIDC and pending with Government and they expect the extension soon.

The layout processing portion and non- processing portion of the plot has been approved
by MIDC. In non- processing plant residential quarters for staff are proposed. Suitable RG area
had been provided. For water supply consent from MIDC had been obtained. For liquid waste
suitable STP had been proposed with tertiary treatment and treated effluent will be fully
consumed for flushing and cooling purpose, thus this is ZLD project.
The project is proposed for Green Building Platinum rating which is still awaited.
SEAC decided to recommend the proposal for Environmental Clearance only after
complying with the following conditions:
1) Submit details of tertiary treatment for treating effluent.
2) For Sewage the biodegradable portion is treated with OWC. Justification for area for
collection segregation , segregation and treatment to be given and plan for nonbiodegradable waste and e-waste should be submitted .
3) Details of product of OWC should be given.
4) The compliance with ECBC should be submitted in details.
5) Number of recharging pits proposed for RHW should be indicated.
6) The project proponent shall draw up a sustainable model with appropriate EMP, as
the proposed EMP (O&M) is inadequate.
7) Preferably local species of trees for ecological purpose to be planted. Total number of
species and trees per species to be shown location-wise. Mono culture shall be
avoided. Trees to be planted around amenity area.

project recast pursuant to compliance of points raised in 56th meeting. The project was earlier
issued EC by MoEF. Accordingly work of one building was taken. However, the PP modified
that proposal and recast project was proposed for appraisal. A document showing the compliance
to various points raised is submitted by PP and alongwith the compliance details of recast project
were also presented.
The compliance of the points are satisfactory.
It was noted that the plot area is slightly changed by addition of some area by additional
acquisition. The ground coverage is now reduced to 33%.
SEAC decided to recommend the proposal for Environmental Clearance only after
complying with the following conditions:
1) The STP shall be located above ground.
2) Provide some of natural light and ventilation to the basement.
3) For fire fighting purpose access shall it be provided to fire engine across the towers
where a 12m gap is already shown in the layout.
4) The diagram showing the construction already done should be submitted by distinct

EIA were discussed.
It was noted that out of 293 plots, development is proposed of only 289 in Phase I and
proposal for Phase I only is presented and appraisal..
SEAC decided to recommend the proposal for Environmental Clearance only after
complying with the following conditions:
1) The layout as per plan approved by Town Planning authorities should be followed.
2) It was informed that the wells in the plot were tested for yield test by geologist
affirming that the required water quantity (137 KLD) is available. The quality of
which should be checked and if needed and treatment should be given.
3) PP to provide 3 pairs of STP and gray water as well as black water shall to be
separated.
4) The flushing water tank and clean water tank should be separated to avoid
contamination.
5) Existing well/s in the plot to be retained.
6) The project being unique and green, care will be taken to conserve all the trees in the
entire plot during construction phase.
7) Details of Green belt development to be submitted on ground plan i.e. location of
trees species number of trees per species. i.e. trees to be retained (602 Nos.) to be

It was noted that The total plot area under the proposed is 31639 m2. This is an
amalgamation of the earlier plot area of M/s. Sai sharaddha Associates and M/s. Innovision
Realtors. The amalgamation taken place at 24/01/2012 and/OR 14/11/2011(?) Exact date should
be confirmed.Prior to the amalgamation separate sanctions for building on individual plot were
available with scope of construction less than 20000m2 and work was started separately on the
separate plots. After the amalgamation considering the total FSI available due to reservation etc.
modified plan was prepared for BUA (28678m2) for which construction sanction is awarded.
The PP (Sai Innovision Associates) have approached SEAC for EC as area exceed 20000m2.
The proponent is requested to comply with the following observations:
1) The PP to submit documents confirming that no construction is done after the
amalgamation.
2) The details of the reservation etc. in the entire plot of 31639 m2, according to sanctioned
DP should be got certified by competent authority after wards the details of FSI availed
of in exchange for reservation.
3) The PP to furnish chronological listing and development of the separate plots
amalgamation, various sanction received for clarity in the matter and expression in details
how no violation of EPA is involved.

The case was discussed on the basis of the presentation made by the proponent. All issues related
to environment, including air, water, land, soil, ecology, biodiversity and social aspects in EIA
were discussed.
SEAC decided to recommend the proposal for Environmental Clearance only after complying
with the following conditions:
1. FSI of the entire plot is utilized in the proposal however a large chunk of land is kept
open for future expansion. This open plot may only be used for future expansion if and
when additional FSI becomes available with a new EC. Till then it should be used for
tree plantation or green development such as garden etc. Details be furnished.
2. Trees be planted on all boundaries of the plot and details furnished.
3. Internal roads should be min. 7.5 m. wide.
