All sections under this Division shall be subject to the requirements of the
Conditions of Contract for VAC Works and Section 15010 of these Specifications.
B.
The term Contractor" shall mean the VAC Works Contractor who shall enter into a
contract with the Owner in respect of the VAC Contract Works.
C.
The term Engineer" shall mean the Engineering Design / Consulting firm hired for
the project, which is, Design Site Office.
The work to be done under this Division of the Specifications consist of the
fabrication, complete in all details, of the VAC Works, at the subject premises and all
work and materials incidental to the proper completion of the installations, except
those portions of the work which are expressly stated to be done by others. All work
shall be in accordance with the governing Codes and Regulations and with the
Specifications, except where same shall conflict with such codes, etc., which, latter
shall then govern. The requirements in regard to materials and workmanship specify
the required standards for the furnishing of all labor, materials and appliances
necessary for the complete installation of the work specified herein and indicated on
the drawings. These specifications are intended to provide a broad outline of the
required installation, but not intended to include all detail design and construction.
B.
The Contractor before submitting his proposal shall examine all drawings relating to
his work and verify all governing conditions at site and shall become fully informed
as to the extent and character of the work required. No consideration will be granted
for any alleged misunderstanding of the materials to be furnished or work to be
done, it shall be understood that the submission of a proposal is an agreement to all
items and conditions referred to herein or indicated on the accompanying drawings
and actual site conditions. If specified equipment/instruments are not locally
available, Contractor must immediately place an order as soon as project is
awarded. Any exceptions, omission or substitutions shall be presented in writing
with the Contractor's bid.
C. The Contractor, before commencing work shall examine all adjoining areas on which
this work is in these established lines and levels. Verify all measurements at site and
check the correctness of same as related to the work. Should the Contractor
discover any discrepancy between actual measurements and those indicated, which
prevents following good practice or intent of the drawings and specifications, he

shall notify the Owner/Engineer and shall not proceed with his work, until he has
received instructions from the Owner/Engineer.
D. It is of the intention of these Specifications and drawings to call for furnished work
tested and ready for operation. Whenever the word provide" is used, it shall mean
furnish and install, complete and ready to use". Certain terms such as "shall,
provide, install, complete, start-up" are occasionally not used in some parts of these
specifications. This does not indicate that the items shall be less than completely
installed or that systems shall be less than complete. Minor details not usually
shown or specified, but necessary for the proper installation and operation, shall be
included in the work, the same as if herein specified or shown.
1.2. REFERENCE
A.
The work under this contract is to be installed according to the latest requirements
of the following;

Nothing contained in these Specifications or shown on the drawings shall be
construed as to conflict with National and Local Ordinances or Laws governing
the installation of VAC Work and all such laws and ordinances are hereby
made part of the specifications. The Contractor is required to meet the
requirements thereof.
B.
Codes and standards of the following organizations other than mentioned above are
referenced in this Division. The Contractor shall comply with these codes without
additional cost or compensation;

1. Provide fire protection equipment in his field office, warehouse and where
actual work is being undertaken.
2. Refrain from smoking in the construction premises and area. Smoking shall
only be allowed in areas designated by the Owner/Engineer.
3. Cooking, if allowed, only in areas designated by the Owner/Engineer.
4. Maintain construction premises and areas in neat and orderly condition by
disposing all waste materials and trash from work area at the end of the day.
The Contractor shall also make available first-aid facilities during all hours that
work is in progress. Such basic first-aid kit and equipment must be adequate
to treat minor injuries.
D. Cleaning and Sanitation During Construction Period
1. The Contractor shall maintain the construction premises and area in a
reasonably neat and orderly condition, free from accumulation of waste
materials and rubbish during the entire construction period. He shall remove
crates, cartons and other flammable waste materials and trash from the work
areas at the end of each day.
2.
The Contractor shall clean and leave free from rubbish such as, loose
plaster, mortar drippings, extraneous materials, dirt and dust in electrical
closets, pipe and duct shafts, furred spaces and similar spaces where
generally unfinished.
3. The Contractor shall clear rubbish, trash and debris designated area or outside
building. He shall not throw or drop such waste and rubbish from one level to
another within or outside the buildings.
4.
The Contractor shall not mark soil or deface finished surfaces and restore
such defaced surfaces to their original finished conditions.
5.
The Contractor shall clean the areas where painting and finishing are to be
performed prior to starting said activities. This includes cleaning of exposed
structural steel, miscellaneous metals, woodworks, plaster, and masonry,
concrete, mechanical and electrical equipment, piping, ductworks, conduit and
also surfaces visible after permanent fixtures, grilles, registers and devices
have been installed in place.
6. The Contractor shall only use designated sanitary facilities constructed solely
for their use. Such facilities shall be completed and in good working order
before any work is commenced or the construction camp is occupied.

7. The Contractor shall be responsible for and shall exercise all sanitary
precautions and control at the jobsite to safeguard the public health and the
living conditions of his laborers.
E.
All materials, equipment and apparatus required for the work shall be new
and first class quality, furnished, delivered, erected, connected and finished in
every detail and shall be so selected and arranged as to fit properly into the
building spaces. Where no specific kind or quality of material is first class
article shall be furnished.
The Contractor shall submit to the Engineer for approval, detailed shop drawings of
all equipment and all materials required to complete the project. No material or
equipment may be delivered to the jobsite or installed until the Contractor has
obtained the approved shop drawings of all materials or equipment. The shop
drawings shall be complete as described herein.
The Contractor shall furnish five (5) copies of the submittals as required by the
Contract.

C. Identify each sheet of printed submittal pages (using arrows, underlining or circling)
to show applicable sizes, types model numbers, ratings, capacities and options

Include dimensional data for roughing in and installation, technical data sufficient to
verify that equipment meet requirements of drawings and specifications. Include
wiring, piping and service connection data, motor sizes complete with voltage
ratings and schedules.

Furnish a complete set of reviewed and stamped shop drawings and product data
on site.
G. Prepare and submit detailed shop drawings for piping work and other distribution
services, including locations and sizes of openings in floor decks, walls and roofs.
H.
The work described in shop drawing submission shall be carefully checked for
clearances (including those required for maintenance of equipment and proper
coordination with other trades on the job site. Each submitted shop drawing to
include a certification that related job conditions have been checked and that
confliction do not exist.

Submit scaled shop drawings request by the Owner/Engineer's for approval. The
Contractor shall submit general layout and details of these works within one (1)
month prior to actual installation Construction Managements approval.
K.
If submittals differ from the Contract Document, to state such difference in a written
transmittal, with request for substitution, together with reasons.
L.
M.
Each shop drawing shall contain job title and reference to the Applicable drawing
and specification article.
N. Within three (3) weeks after award of Contract, submit a complete list of shop
drawings which will be submitted in the course of the project.

O. Submit shop drawings and manufacturer's data for the following items in
accordance with the Contract Documents;
1. Coordinated, detailed layout drawings of mechanical rooms, services and
distribution systems, including plans, profiles and sections.
2. Details of piping supports, seismic bracing, elbows, anchors and miscellaneous
appurtenances.
3. Hangers, supports, insert anchors and guides.
4. Valves.
5. Pressure gauges and thermometers.
6. Ductwork and piping layout at requested scale by the Owner/Engineers for the
building.
7. Location and sizes of sleeves for openings in floors and walls.
8. Certified equipment performance curves for pumps.

10. Schedule of pipe and fittings, materials and application, valves, escutcheons,
Air vents, valve tags and schedules, strainers, and water specialties.
11. Pumps and Tanks.
12. Access doors, dampers, fire dampers, smoke dampers, combination fire and
smoke dampers.
13. Air distribution devices.
14. Sound insulation, thermal insulation, sound traps, and vibration isolation.
15. Flushing.
16. Motors.
17. Equipment identification.
18. Water coils.
19. Refrigeration machines and cooling towers.

Upon completion of the portion of work and the Contractor obtained final
acceptance, to submit five (5) copies of approved operation and maintenance
manuals and As-built drawings, and other documents as specified in Section 15015
to the Owner/Engineer.
1.5. COORDINATION
A.
The VAC drawings show the general arrangement of equipment, ductwork, piping
and accessories. Follow these drawings as closely as the actual construction and
the work of other trade will permit. Provide offsets, fittings and accessories which
may be required but not shown on the drawings. Investigate the site, structural and
finish ground conditions affecting the work and arrange the work accordingly.
Provide such work and accessories as may be required to meet such conditions.
B.
Certain materials will be provided by other trades. Examine the Contract Documents
to ascertain these requirements.
C.
Carefully check space requirements with other trades to insure that materials can
be installed in the spaces allotted including finished suspended ceilings
D.
Wherever this work interconnects with work of other trades, coordinate with other
trades to insure that they have the information necessary so that they may properly
install the necessary connections and equipment. Identify items (valves, dampers,
coils, etc.) requiring access in order that the Ceiling Works Contractor will know
where to install access doors and panels.
E.
Consult with other trades regarding equipment so that, wherever possible, motors,
motor controls, pumps and valves are of the same manufacturer.
Furnish and set sleeves for passage of pipes, ducts and conduits through structural
masonry and concrete walls and floors and elsewhere as required for the proper
protection of each pipe and duct passing through building surfaces.

G. Provide required supports and hangers for piping and equipment, designed so as
not to exceed allowable loading of structures.
H.
Examine and compare the contract drawings and specifications with the drawings
and specifications of other trades and report any discrepancies between them to the
Engineer and obtain from him written instructions for changes necessary in the VAC
Work in cooperation with other related trades. Before installation, make proper
provisions to avoid interferences.

J.
Slots, chases, openings and recesses through floors, walls, ceilings and roofs shall
be provided by the various trades in their respective materials. Properly locate such
openings and be responsible for cutting and patching.
K.
L.
Install the VAC Works to permit removal (without damage to other parts) of coils,
chiller tube bundles, fan shafts and wheels, filters, belt guards, sheaves and drives,
and other parts requiring periodic replacement or maintenance. Arrange pipes and
equipment to permit access to valves, gauges, starters, motors and control
components, and to clear the opening of swinging doors and access panels.

1.6. GUARANTEE
A.
The Contractor shall guarantee that the VAC System is free from all defective
workmanship and materials and will remain so for a period of One (1) year from date
of final acceptance as certified by the Owner/Engineer.
B.
Any defects, appearing within the aforesaid period shall be promptly remedied by
the Contractor at his own expense.
C.
The Contractor shall indemnify and save harmless the Owner and the Engineer
from and against all liability for damages arising from injuries or disabilities to
persons or damage to property occasioned by any act or omissions of the
Contractor or any of his Subcontractors, including any and all expenses, legal or
otherwise which may be incurred by the Owner or the Engineer, in defense of any
claim, action or suit.
PART 2 - PRODUCTS
2.1. EQUIPMENT AND MATERIALS
A.
The Contractor shall fully protect finished parts of the materials and equipment
against damage from whatever cause during duration of the work until final
acceptance. Materials and equipment in storage and during construction shall be
covered in such a manner that no finished surfaces will be damaged or marred and
moving parts shall be kept clean and dry.
B.
If products and materials are specified or indicated on the drawings for a specific
item or system, the Contractor shall use those products or materials. If products and
materials are not listed in either of the above, use first class product and materials,
subject to approval of shop drawings.
C. Products and materials shall be new, clean, free of defects, damage and corrosion.
D. Ship and store products and materials in a manner which will protect them from
damage, weather and entry of debris. If items are damaged, do not install, but take
immediate steps to obtain replacement or repair.

and dynamically balance rotating equipment shall be of minimum vibration and low
operating noise level.
G. Provide name/data plates on major components of equipment with manufacturer's
name, model number, serial number, capacity data and electrical characteristics
attached in a conspicuous place.
H. Install materials and equipment by qualified trades people.

Do not operate water systems until piping has been cleaned and strainers are in
place.
M. Secure equipment with bolts, washers and locknuts of ample size to support
equipment. Embedded anchor bolts to have bottom plate and pipe sleeves. Grout all
machinery set in concrete under the entire bearing surface. After grout has set,
remove all wedges, shims and jack bolts and fill space with grout.
N. Valves, actuators and access doors, shall be easily accessible, either in mechanical
spaces or through access panels specified.
O. Follow manufacturers' instructions for installing, connecting, and adjusting
equipment. Provide a copy of such instructions at the equipment during work on the
equipment.
P.
Pressure vessels and relief valves shall be selected, built and labeled in accordance
with ASME or JIS. Obtain necessary certificates from the Code Enforcement
Authority (Depnaker) showing such acceptance.
Q. General test shall be carried out for all VAC systems prior to the handover.
R. All cost relating to the test and certificate from the Authority shall be Contractors
scope of work.

PART 3 - EXECUTION
3.1. SUBSTANTIAL COMPLETION INSPECTION
A.
Prior to this inspection, confirm in writing, that the following work is completed;
1. Ventilation and air conditioning systems are capable of operation with alarm
controls functional and automatic controls in operation, generally.
2. Tests performed on equipment including those required by authorities and
approval certificates obtained.
3. Rough balance of air and water systems are complete.
4. Valve tagging is completed, equipment is identified and escutcheons installed.

Prior to the inspection, provide complete list of items which are not finished or
deficient at the time of the scheduled inspection.
C. Prior to the final inspection, provide in writing that previously identified deficiencies
and the following items have been completed.
1. Equipment cleaned inside, outside and lubricated.
2. Final balancing completed and balance reports submitted.
3. Final calibration of controls completed and control system report submitted.
4. Written report of flushing to be submitted

F.
Printing of plans and specifications required shall be obtained by and at the expense
of the Contractor. The Contractor shall furnish the Owner/Engineers final certificates
of inspection and approval from the proper government authorities after the
completion of the work. The Contractor shall prepare all As-built plans and all other
paperwork required by the approving authorities.

C. Approval from authorities of all documents plans and specifications for construction
and permit shall be secured by the Contractor.
D. Pay required fees for testing and inspection to ensure code compliances.
E.
Pay royalties or fees required in connection with the use of patented devices and
systems, if any.
