Overview of the Request for Proposal (RFP)


Process
The 1MalaysiaGRIP Request for Proposal (RFP) was on sale from 2nd to
19th March 2015 at the price of RM100.00 each at PSMB Headquarters,
Kuala Lumpur. The closing date of submission was 20th March 2015 at 5:30
p.m.
The Document Opening Committee commenced their duties on 20th March
2015 at 6:00 p.m.

The first level of evaluation was conducted by the Technical Evaluation


Committee (TEC). The evaluation process comprised of three(3)
components, namely: 1) Compliance to the RFP requirements, 2)
Compliance and support toward 1MalaysiaGRIP objective / purpose, and 3)
Evidence Evaluation Method (EEM). The TEC commenced the evaluation
process on 2nd April 2015.
The first stage evaluation results (scores) were presented to the Selection
Committee on 19th May 2015.

The Selection Committee Meeting was held on 19th May


2015 at the Pullman Hotel, Bangsar.

The meeting was attended by representatives of 16


Sectorial Training Committees (STCs), PSMB internal
panels and representatives from the selective Government
departments / agencies.

Only information on the training courses were reveled to


the panel members. No information on training providers
were shared to the panels during the meeting.

STATUS OF COURSES
SUBMITTED

Status of Courses Submitted

Upon evaluation by the panel members, the status of


applications was grouped into three categories, namely:

Accepted courses;
Non-Accepted courses; and
Courses on KIV (request for more information).

All training providers have been notified the status of their


proposals through letter dated 2nd June or 4th June 2015.

The Selection Committees decisions are final.

This session is meant to highlight to all participating training providers,


whom proposed courses either have been rejected or put KIV by the
Selection Committee, on the areas of improvement so that they may improve
their submissions.

Briefing on the areas of improvement will be done in general and training


providers are required to review their own rejected / KIV proposed courses
and to do the necessary corrections / adjustments in accordance to the given
areas of improvement.

As such, there is no Questions and Answers session during this briefing.

THE SELECTION CRITERIA

The Selection Criteria

Courses proposed must in-line with the industrial requirements.

Courses proposed must be specific in nature (e.g. should not be a generic


course e.g. Professional Certificate in Management etc.)

Courses proposed must be certification in nature.

Basic / fundamental courses should not be proposed under this programme.

Certification body must be globally or industry recognised.

Courses proposed need to be linked with potential salary increment or job


level promotion upon completion of training.

The Selection Criteria (cont..)

Courses that lead to the attainment of Diploma, Degree and Mini


MBA/MBA that are not recognised by the Malaysian Qualification Agency
(MQA) shall not be proposed under this programme. However,
professional or executive diploma or equivalent that are not required to
comply with the MQA requirement may be considered depending on the
needs of industry.

Courses that are technical certification in nature, need to obtain


endorsement from the relevant authority. E.g. Professional Certificate in
Chargeman, Professional Certificate in Electrical Installation by
Suruhanjaya Tenaga, GRID Connected Photovoltaic (CGPV) System
Design by SEDA Malaysia etc.

Safety related courses need to be endorsed by the Department of Safety and


Health (DOSH) / National Institute of Occupational Safety and Health
(NIOSH).

Reasons for Courses to be Rejected

The reasons for the proposed courses to be rejected are as such:


a.

Not in-line with the industrial requirements;

b.

Generic courses in nature;

c.

Basic / fundamental courses;

d.

Recognition of Prior Experiential Learning (RPEL) Concept;

e.

Sijil Kemahiran Malaysia Level 2 and below;

f.

SLDN Concept;

g.

Certification is given by training providers themselves;

h.

Courses with certificate of attendance only;

i.

Course duration is too long, e.g. More than 1 year;

j.

Certification body is not mentioned in the proposal;

k.

Non-compliance to the RFP requirements, e.g. Submit more than the


allowable maximum number of courses, incomplete attachment, etc. ;

l.

Late submission;

m. Training provider that is under investigation status; and


n.

Training provider registration status that expired / invalid prior to or as at 20th


March 2015.

Reasons for Courses to be Put On KIV

Courses are being put on KIV due to below reasons:


a.

Need more details on training contents;

b.

Need more information on certification body;

c.

Need clarification on title of training programme;

d.

Clarification on duration of the course e.g. especially courses related to


Sijil Kemahiran Malaysia (SKM);

e.

Evidence of certification body;

f.

Evidence that the proposed courses are highly in demand / required by the
industry; and

g.

Justification on courses pathway for salary increment and promotion.

PROPOSAL(S)

Courses that Have Been KIV


(Memerlukan Maklumat Lanjut)

Training providers are required to review their proposals to ensure that all
requirements stated in the RFP documents have been fulfilled in order to
increase the chances for approval.

Kindly submit below mentioned details to PSMB for courses that have been
put on KIV:

Detail information on certification body with clear evidence;

Detail information on course contents;

Detail information on training duration, especially for long duration


courses, e.g. SKM;

Programme brochures (if available); and

Any other relevant information required for evaluation purposes.

Courses That Have Been Rejected

There will be another round of submission (RFP) for the training providers.

Example: If during the first submission, the training provider submitted five
(5) proposed courses and due to the evaluation process three out of five
courses being rejected. In this case, the training provider may submit 3 new
courses OR the same courses with strengthened information / evidence.

The date of RFP will be notified in PSMB portal.

Training providers may use the same RFP receipt for the second round of
submission.

On the other hand, new training providers need to purchase the RFP
documents from PSMB in order to participate in the second round of the
submission.
