Job Description

Job Title:

Chief Executive Officer Inclusion North

Full time 37 hours per week

Role Summary

To support the Board of Directors to set strategic direction and oversee its
implementation - in collaboration with Inclusion Norths community of
interest, its key stakeholders and partners.

To lead the development and delivery of the programme of work for


Inclusion North, in consultation with members and as agreed by the
Advisory Council and Board of Directors.

To directly provide, and ensure the provision of, the highest quality training,
development and consultancy to members and customers of Inclusion
North.

To contribute to Inclusion North adding significant value to the efforts of


people with learning disabilities, their families, local commissioners and
providers in implementing government policy, and best practice to achieve
inclusion.

To act as Company Secretary for Inclusion North CIC.

To support the Board of Directors to fulfill their legal duties as Directors,


ensuring regular Board meetings and other elements of good governance.

Key responsibilities

Develop, in collaboration with the Advisory Council and in consultation with


members and other stakeholders, the Inclusion North work programme.

Manage the overall delivery of the agreed Inclusion North work programme.

Set standards for the work of Inclusion North and ensure regular reports on
progress and performance (including proposals for any shortfalls) are made
to the Board and Advisory Council.

Work closely with those responsible for national, local and regional policy
around inclusion, service transformation and coproduction.

Take responsibility for the management and work plans of project staff
within Inclusion North.

Ensure a robust and positive relationship is maintained with stakeholders,


particularly Lead Officers and Regional Forums amongst commissioners
and people with learning disabilities and family carers e.g. Partners in
Policymaking or User Led Organisations.

In consultation with the Board (and any sub-groups), put in place robust
financial arrangements, which ensure good financial control and include
regular reporting. The post holder will have overall responsibility for setting
and managing the budget for Inclusion North.

Oversee the recruitment, management and supervision of the staff of


Inclusion North. The post holders responsibilities include drafting job roles
and associated descriptions and work plans and agreeing relevant pay
scales, terms and conditions, budgets, office base, management and
performance arrangements.

Ensure appropriate employment and operational policies are in place and


being actively used.

Work with the Board to ensure maintenance of the subscriber base and
explore additional sources of income including grants and commissions.

Develop arrangements for regular appropriate and inclusive communication


with members, marketing and publicity. This to include clear mechanisms
for stakeholders to input into the work programme and for ensuring
feedback on performance.

Develop a range of Associate/Affiliate Consultants (including International)


to provide specialist training and support as required. Take responsibility for
developing service level agreements/contracts with relevant partner
agencies and external consultants as required and in line with the principles
of best value.

Work with the Advisory Council and others to ensure Inclusion North can
support capacity building within other people and organizations within the
region to take on innovations developed by Inclusion North.

Keep informed of all changes and developments in legislation and other


Government initiatives, practice, regional and national resources and other
related issues, which have implications for learning disability services.

Conduct all dealings of a professional nature in such a way as to promote


confidence in Inclusion North.

Ensure that any complaints made to Inclusion North are appropriately and
sensitively considered and wherever possible informally resolved.

Ensure the health and safety of employees of Inclusion North and members
of the public as specified by the Health and Safety at Work Act.

Ensure that practices and procedures within Inclusion North accord with the
Equalities Act and other relevant guidance, policy and statute

was prepared. It should be remembered, however, that it is inevitable that
over time, the nature of individual jobs will change; existing duties may be
lost and other duties may be gained without changing the general character
of the duties or the level of responsibility entailed.

Consequently, the Board of Directors of Inclusion North will expect to revise


this job description from time to time and will consult with the post holder at
the appropriate time.

The nature of the job means that hours will need to be worked flexibly and
this may include weekend and evening work.

Education and
qualifications

Relevant Social Care, Health, Community Development or


Management Qualification at least to Degree level or
equivalent

Knowledge
and skills

In-depth understanding of the principles and practice of


inclusion
Commitment to ensuring the needs of people with
disabilities and their families are kept central to the work of
Inclusion North
A detailed understanding of and familiarity with the
legislation and recent policy guidance governing people with
learning disabilities and any implications for service delivery
Ability to prepare clear and concise documents, reports and
presentations using plain english, supported by pictures
The ability to lead, support and motivate staff to deliver the
best possible training, development work and consultancy
including excellent supervision, priority setting and
performance management skills
An understanding of the need to work closely with all
relevant organisations and partners to deliver services to
people with learning disabilities and their families
Understanding of and the ability to effectively employ
negotiating skills (including with very senior managers and
with representatives of government departments)

Experience

At least five years experience in a Social Care, Health or


community organisation
around three years management level in a health, care or
community organisation, with experience of all aspects of
running an organisation
Direct experience of leading significant change within
service organisations and of supervising and inspiring
others in change leadership positions
Experience of managing a budget and an understanding of
the need to manage effectively a cash limited budget in line
with the principles of value for money
An understanding and experience of developing quality
assurance and performance review systems
