POLICIES

Solar City Policy- Giving a major push to clean energy, the AAP government on Monday came out with an
ambitious policy announcing incentives and tax breaks to promote solar power and making it mandatory for
government and public institutions to install rooftop solar panels.
The solar policy, finalized at a cabinet meeting chaired by Chief Minister Arvind Kejriwal, aims to make Delhi a
"solar city" through generation of 1,000 megawatt of power by 2020 and taking it further to 2,000 MW by 2025.
Rooftop solar systems offer sustainable energy, environmental benefits, low gestation period and minimum
transmission and distribution losses. The policy outlined a combination of regulations, mandates, incentives, and
tax breaks for the growth of rooftop solar power in the capital. Government said it was taking up with MCDs and
New Delhi Municipal Council for exempting electricity tax, which is currently 5 per cent, on solar power.

New Education Policy - The new guidelines, a source said, were also expected to be based on key
recommendations of a panel of experts to formulate a New Education Policy which, among other significant
measures such as opening up the sector to foreign players, was in favour of reviewing the no-detention
policy to allow exams to be held from Class VI instead of Class IX. The amendments envisaged the

implementation of the no-detention policy only till Class III and provided for holding students back
if they were found to not have attained the required academic proficiency lest it be detected at a
later stage.

Delhi deputy CM and education minister, Manish Sisodia on Monday launched the
Incubation Policy and distributed seed money amounting to Rs. 1.5 crores each to six higher educational
institutions for promoting entrepreneurship amongst youth of Delhi. The policy, duly launched by Deputy
Chief Minister Mr. Manish Sisodia would help in instil entrepreneurial ideas among the youth. He further said
that if an individual has a good business idea then he/she would be provided seed money by the state
government. Indians are running the worlds biggest companies but still they dont own them. So, the state
is working towards creating such an environment where youth would not just be job getters but rather be job
creators.

Land Pooling Policy - The state governments land pooling policy, which is expected to bridge the gap
in supply and demand with respect to housing needs in the capital, is likely to be implemented in the
next three months. The policy entails pooling of land parcels by individuals or groups of owners.
Once pooled, the land will be legally consolidated by transfer of ownership rights to the designated
land pooling agency, or the DDA. The DDA will then transfer ownership of part of the land back to
landowners for undertaking development. To prevent problems later, only land with clear ownership
title will be considered for participation in the land pooling process and proof of the same will have
to be furnished.
