Brief: OCDS DRRM Programs in Region 10

The Office of Civil Defense 10 / Regional Disaster Risk Reduction Council 10 have
taken the lead in improving the Disaster Risk Reduction of Region 10 in particular Misamis
Oriental.
Several early warning systems have been put up using the concept of ridge to reef
approach, from the upland to the lowland. This allows more than enough time for residents in the
lowland to prepare and evacuate as evident when Seniang struck in December 2014. This was
achieve through the joint effort of different agencies and LGUs in the riverbasin. Contingency
plan have appropriately formulated in different LGUs in the region, specially the two hardest hit
cities, Cagayan de Oro and Iligan. Gauges have been installed all over the region, thru the DOST
with the cooperation of LGUs and stakeholders
The Office of Civil Defense spearheads the conduct of DRRM capacity building of the
different stakeholders in the region in particular Misamis Oriental. The office also conducted
DRRM related capacity building for vulnerable sectors like women, youth and members from the
IP community. Incident Command System have been institutionalized and strengthened in the
LGUs in Region 10 particularly Misamis Oriental. Extensive training was given to LGUs and
government agencies like PDRA, RDANA and PDNA.
For 2015, the regional center have capacitated 806 persons excluding other technical
assistance provided to LGUs and other stakeholder. Eighty three (83) technical assistance have
been provided to different LGUs and stakeholders in the region. The regular drill conducted
helps to promote a culture of preparedness specifically the National Simultaneous Earthquake
drill.
To promote a safe and resilient community, the Office of Civil Defense RO 10 have
intensified the annual Gawad KALASAG search. The whole region has 8 national winners for
the CY 2015, ranging from LDRRMC, Hospitals, Schools and CSOs. At the regional level, there
were 21 winners from the LDRRMC, Hospitals, Schools, CSO and early learning centers. The
region have its hall of famer, Camiguin General Hospital and Barangay Carmen BDRRMC.
After the onslaught of Sendong and Pablo, We see a more pro-active approach of LGUs
and stakeholders in DRRM. Stakeholders in Misamis Oriental are now more conscious about
DRRM. The region learned a costly lesson when TS Sendong hit in 2011. There was a stark
contract on how LGUs and stakeholders prepared and responded during Sendong and Pablo.
They realized the importance of pre-emptive evacuation can save lives. LGUs strengthened their
LDRRMC. No build zones have been implemented in Cagayan de Oro City and Iligan City.
On the Infrastructure funded by the NDRRMF, as of March 31, there have been seventy
nine (79) projects implemented in the total amount of Php 4,002,747,452.21. Fifty two (52)
projects have been completed worth Php 1,402,765,007.23. Twenty seven (27) projects are still
ongoing.

Mitigation measures have been implemented to address the risk in the region particularly
in Cagayan de Oro. The flood wall, on both sides of Cagayan de Oro river, is currently on going.
The projects below are the newly approved projects in Misamis Oriental to be funded by
the NDRRMF, to be implemented by DPWH 10
