Malcolm Turnbull pursued to change the Senate voting system and at the time of writing the
AEC published that vote counting is still in progress. It seem to be to be absurd that vote
counting has been made more problematic, considering also that the AEC seems to have different
system to count voting then what is provided for in the Commonwealth Electoral Act 1918.

nominations, the polling day and the return of the writ. The
Governor-General issues the writs for House of Representatives
elections and the territories Senate elections. State Governors
issue writs for states' Senate elections
Postal vote
applications open

If you are unable to vote on election day you can apply for a
postal vote if you:

Close of rolls

are outside the electorate where you are enrolled to


vote

are more than 8km from a polling place

are travelling

can't leave your workplace to vote

are seriously ill, infirm or due to give birth shortly (or


caring for someone who is)

are a patient in hospital and can't vote at the hospital

have religious beliefs that prevent you from attending a


polling place

are in prison serving a sentence of less than three years

The 'close of rolls' is the date the electoral roll closes for the
federal election, as set out in the writs. After this date, you
cannot enrol or update your details on the electoral roll for the
federal election.

nursing homes, and remote areas.

Preliminary scrutiny
commences

During preliminary scrutiny postal vote certificates and


declaration envelopes containing early, absent or provisional
votes are checked to determine whether the person is entitled to
vote. No declaration vote envelope can be opened or ballot
paper scrutinised before the close of the poll, 6pm on election
day.

As such Parliament still has 30 days from today to come together. It means that in the event of a
war no legislation could be passed as we technically have still no members of parliament!
Worse is that constitutionally we neither have any appropriation/Taxation bills passed for the
2016-2017 financial year.
We now seem to have that Treasurer Scott Morrison is making all kinds of claims/threats as to
what he views the Senate must do as to bills, etc. Well, those who voted for you to be in the
parliament are entitled to have you standing up and be counted and not to become weak to the
demands of the Government of the Day.

If the House of Representatives passes any proposed law, and the Senate rejects or fails to pass it,
or passes it with amendments to which the House of Representatives will not agree, and if after an
interval of three months the House of Representatives, in the same or the next session, again passes
the proposed law with or without any amendments which have been made, suggested, or agreed to
by the Senate, and the Senate rejects or fails to pass it, or passes it with amendments to which the
House of Representatives will not agree, the Governor-General may dissolve the Senate and the

Senate and House of Representatives, it shall be taken to have been duly passed by both Houses of
the Parliament, and shall be presented to the Governor-General for the Queens assent.

Considering the time schedule required to pass Bills, including Appropriation/Taxation Bills it
should be clear that the Budget should be by latest submitted to the Parliament for the first time
say before the end of the calendar year so that a 6 month period exist to allow for any possible
dissolution. What we have now is that irresponsibly the Governor-General dissolved both Houses
of parliament despite the Appropriation/Taxation bills not having been passed and so
constitutionally no funding was available even for the 2 July 2016 DOUBLE DISSOLUTION to
be financed/paid for. Let alone for any payments per vote to candidates/political parties.
It doesnt matter if there is a convention to disregard the constitutional requirements in that and
fraud is the aim of the Government of the Day, as citizens are entitled that the Government of the
Day also complies with constitutional requirements as much as it expect that citizens obey the
law.
In my view we have currently a disaster at our hands where Scott Morrison is placing himself
also above the constitution as much as Malcolm Turnbull did. While the parliament is not a place
for personal disputes it is however a place where those who voted for you are entitled to expect
you will like a broom clean up this mesh and hold those who violate the constitution legally
accountable.
While Malcolm Turnbull may meekly seem to try to get you aboard that it was all politics, etc,
the issue is people rejected what he stood for and there is no such thing as a mandate in a
political election where in the end the Liberal Party lost about 14 seats and has in its own right no
majority.

The Senate is the House of Review and not so to say the donkey/puppet on a string for the
Government of the Day. As such, this from of terrorism currently put upon the Senate to leave
Appropriation/Taxation bill far too late to be considered by the Senate must be stopped. Also
consider that for example business entities who need to work out beforehand their profit margins
do so considering taxation levels and are entitled to know them before engaging in contractual
engagements for the new financial year.
