Job objective

Under the responsibility of the Head of Section ensure legality and regularity of all
transactions in line with the Regulation, Commission procedures and prevailing instructions
Function type: BUDGET & FINANCE
Function name: Financial Assistance
Duties:

Main Tasks

Initiate, prepare and review the financial transactions (budgetary commitments,


contracts, agreements, amendments, pre-financing, cost claims, clearing of prefinancing, interim and final payments, recovery of funds, forecast of revenues,
guarantees, waivers, bank account fiches, closures, etc.) addressing all legality,
regularity, financial, accountancy and budget aspects

Prepare financial correspondence and notes

File financial documents, correspondence and returned files and requests for
clarification, according to filing rules, both in CRIS and in proper files.

Draft financial aspects of contracts, draft documents linked to financial operations


(addenda, payment orders, recovery orders, debit notes)

Ensure that the adequate financial circuits are in place and followed

Ensure the quality (including the accuracy and comprehensiveness) of the data
entered in CRIS

Function type: PROCUREMENT and CONTRACT MANAGEMENT


Function name: Contract Management
Duties:

Ensure conformity of procurement with Regulation, practical guides and


instruction notes to guarantee legal, regular and sound financial management in
assistance programmes

Participate in tender evaluations as Secretary and as Chairperson in exceptional


circumstances in direct management environment and represent the Delegation

Verify the legal aspects of contracts signed by the Delegation

Contribute to internal and external communication and knowledge on contractual


issues

Draft answers to complaints and follow-up complaint cases and requests for

conciliation procedures

Quality control for IT tenders (quality check of Technical Specification, and


Evaluation Reports)

Function type: Information and Communication Technologies


Function name: MIS system administrator Local MIS Coordinator
Duties:

Responsible for system administration and maintenance MIS, including related


applications.

Application Support for standard users and for management.

Design, Development and Administration of Delegation Archive System Database

Data quality control

Functionalities and system performances quality monitoring and control.

External Delegation Projects Web page data processing and data quality control

ARES DMO correspondent

Function type: AUDIT, CONTROL and INSPECTIONS


Function name: Monitoring and reporting
Duties:

Draft the financial reports and statistics (RAC, RAL, payment forecasts, annual
reports, ad hoc reporting)

Draft annual audit plans and assurance / control strategies including on-the-spot
checks

Assist with audit missions

Assistance in the follow-up on audit reports and other controls

Function type: INTER-SERVICE COORDINATION and CONSULTATION


Function name: Internal co-ordination
Duties:

Ensure smooth coordination and exchange of information with other sections of the
Delegation and with the concerned services at headquarters

Ensure proper archiving and filing of documents for which the Section is
responsible related to EU assistance programmes

Duties:

Qualifications

Secondary Education

Professional experience

At least 10 years of experience with project


cycle management and financial IT
applications;
At least 5 years of experience with Database
development and administration MS SQL
Server and ORACLE;
At least 5 years of experience in Procurement
and Grants for European Union external action
managed under PRAG (Practical guide).

At least 5 years of experience in


following application development:
Web development: (ASP, ASP.net,
Javascript)
Desktop applications; (VB, MS access
Applications)

Knowledge of languages

Excellent knowledge of English and local


languages (both orally and writing).

Knowledge of French

Knowledge of IT tools

Microsoft Office

Knowledge and practise of the following


systems: CRIS, NEAR MIS, ABAC,
ARES
