Analysis of NeGP program

Introduction
Vision: "Make all Government services accessible to the common man in his locality, through common
service delivery outlets, and ensure efficiency, transparency, and reliability of such services at affordable
costs to realise the basic needs of the common man"
The project aims to take Information Technology to the masses in areas of concern to the common man.
NeGP has a three-tier architecture.
TIER1: Common Service Centres (CSC): CSCs are the access points for delivery of various electronic
services to villages in India. These centers also provide employment to the entrepreneurs running them,
besides being useful in rolling out all kinds of governmental schemes such as those for financial
inclusion, enumeration of data, insurance and IT education.
TIER2: The second tier is of the common and support infrastructure that can allow information to be
shared electronically between different agencies of the government and with citizens.
TIER3: The third tier comprises the 31 Mission Mode Projects (MMPs) which will transform high
priority citizen services from their current manual delivery into e-delivery.

Background
The Government approved the National e-Governance Plan (NeGP), comprising of 27 Mission Mode
Projects and 8 components, on May 18, 2006. In the year 2011, 4 projects - Health, Education, PDS and
Posts were introduced to make the list of 27 MMPs to 31 Mission Mode Projects (MMPs). In order to
promote e-Governance in a holistic manner, various policy initiatives and projects have been undertaken
to develop core and support infrastructure.
The prime focus of Government on enhancing the healthcare services in rural India and the introduction
of health MMP under NeGP motivates us to attempt and study the use of mobile technology to implement
citizen benefit programs like the Indira Gandhi Matritva Sahyog Yojana, a maternity benefit
program introduced in 2010 and implemented by the Ministry of Women and Child Development.
This project aims to form recommendation for the use Information and mobile technology to deliver and
monitor the Indira Gandhi Matritva Sahyog Yojana (IGMSY).

Approach
Step 1: Understand the various road blocks/ challenges that led to bleak success (under the pilot project
less than 30% of the target beneficiaries have been covered) of the IGMSY using primary and secondary
research (desk reviews and stakeholder consultations).
Step 2: Estimate the level of awareness about the scheme in rural India. Identify gaps between awareness
and adoption levels. Analyze the collected data to identify key drivers impacting information
dissemination across various geographies, segments, etc.

Step 3: As per the results of the above analysis, identify the avenues where technology can be
incorporated to contribute towards successful implementation and monitoring of the scheme.
Step 4: Recommendation report on the actionable methods to achieve the vision of the scheme on

Frequency and tools to increase awareness and subsequently adoption of NeGP initiatives by
the target audience
