I don’t have much information regarding the teleconference tomorrow. The only thing I was told was
that it is mean to address possible issues with PF-225/VF-300. (b) put this document together
(reference the El Paso Sector) outlining some unresolved questions.

Condemnation of one mile of Columbus Cattle Company property within
project area.
Spacing issues with the existing PVB from Monument 21 to 1.5-miles east. The
PVB gets as close as 8” to the International Boundary. This involves possible
contract issues due to changes. Could cause problems with IBWC with regards
to ½ mile of this fencing being too close.

The mileage should be 1.0 instead of 1.15 on the east section.
The 1900 feet of existing chain link fencing to be replaced is between the
entrance lanes at the POE and the export lane west of the POE.

There was a gap at the west end of the existing fence in Sunland Park, New
Mexico and the Monument 3 Mesa which allowed vehicles to drive through.
Several years ago Santa Teresa station erected several feet of vehicle barrier at
that point to prevent drive throughs. Will the vehicle barrier be removed so that
J-3 can be connected directly to the existing pedestrian fence at that location?

What are the exact start/stop points of this project?
There are existing archeological sites located in the Roosevelt Reservation at
the east and west ends of this project. They will need to be monitored during
construction. Per USACE these sites will restrict the contractor to working
within 30 feet of the border instead of sixty feet at these locations.
Per the plan, the exiting border fence will be left in place. The new fence and
border road is located further south. This will trap agents between the two
fences when they are traveling or working traffic on the new fence and will
become an officer safety issue.
This project will be surveyed at the PDT’s expense to confirm that the existing
locations are acceptable and help guarantee future construction is properly
situated. Access road issues due to CCC land ownership.
