Please review the Negotiator report filed on EKO and/or in your hard copies (the case has been signed
and filed, so I assume your office has printouts) and look at the negotiators report found in the DT
package. The negotiator report will have a record of contact. I further suggest you call BP agents

the contact. I'm sorry I can't be of more help, I'm in a training class right now and away from my
desk for the whole day.

Great news about successful lawsuit in Eagle Pass for ROE. Mayor Foster in the clips this morning characterizes
the suit as unecessary because the city has been "nothing but cooperative" with our requests for access.

I think we know that to be untrue, and believe Foster and the city failed to sign the right of entry, etc. Could you all
work on a response in the form of a paragraph outlining dates we gave notice, sent letter and attempted to obtain
voluntary ROE that was rebuffed? We may want to turn that outline of our efforts to gain voluntary entry into a
letter to the editor in the local paper or the one in which this charge ran this AM to counter this. We also want to
send this para/outline to DepSec et al. Please work something up this AM.
