Analysis of Criminal Background, Financial, Education, Gender and
otherdetails of newly elected winners in the Bihar MLC Elections2015

Summary and Highlights
Bihar Election Watch (BEW) and Association for Democratic Reforms (ADR)haveanalysedthe self-sworn
affidavits of 24 winners from the Local Authority constituencies for the VidhanParishad Elections in Bihar
in 2015.
One-third of the total MLCs are elected by members of local bodies such as Municipal Corporations,
Municipalities, Gram Sabhas, Gram Panchayats, Panchayat Samitis and ZilaParishads. Among the rest of
them, one-third of the total are elected by members of Legislative Assemblies of the State from among
the persons who are not members of the Assembly.One-twelfth are elected by persons who are
graduates of three years' standing residing in that state.Another one-twelfth are elected by persons
engaged for at least three years in teaching in educational institutions within the state not lower than
secondary schools, including colleges and universities and the remaining one-sixth are nominated by the
Governor from persons having knowledge or practical experience in fields such as literature, science,
arts, the co-operative movement and social service.
