Directed globally dispersed project/program managers, engineering managers, portfolio managers,


teams and contractors. Led the implementation of the PMO organization. Established PMP best
practices, operating policies and procedures to more effectively and predictively manage program

Observing the SDLC and Six Sigma DMAIC methodologies sponsored the implementation and
configuration of Deltek Cobra and Empower enterprise software. Integrated the earned value
management system (EVMS), change management, program dashboards, resource capacity
management, and key performance indicators (KPIs). Sponsored quality improvement initiatives
and process improvements to decrease product development cycle times.
Developed business discriminators and managed IR&D, CAPEX budgets, including proof of
concept investigations and evaluations. Controlled costs to within 5% of annual plans, (~$25M
annually). Teamed with Business Development and Marketing to create and manage 3&5-year
strategic roadmaps and annual revenue targets. Chaired the new product/services funding

top line revenue and margin of products and portfolios. Reported regular quarterly and annual
financial and business forecasts to senior and executive management.
Managed company priorities across multiple product lines. Introduced a cross-functional
business prioritization process to senior management and the business unit, introducing an
objective process to de-conflict resource and staffing requirements. Ensured that an effective,
qualified staff was assigned to each project. Substantially (25%-33%) increased the success rate
of high priority programs by reducing excessive multi-tasking and resource delays.

Represented the Business Unit in Bid & Proposal (B&P) activities supporting Sales and driving top line
growth, including RFQs, RFIs, RFPs and Business Capture. Developed or reviewed statements of
work, cost & schedule estimates, ITAR/FAR/DFAR compliance, opportunity & risk management plans,
specifications, payment schedules, and management/technical volumes. Cobham was recently awarded
a contract by the DMEA for the $7.2B, Advanced Technology Support Program (ATSP4). Post
Aeroflex acquisition, introduced and evangelized the Cobham tailored categorization process to more
efficiently manage the proposal process, resulting in a reduced B&P labor costs, (from $1M/year to
~$500K/year).
