CONSTRUCTION SUPERVISION OF CONSTRUCTION OF ROAD FROM CHUKIATAN

TO SHERINGAL PATRAK BY PKHA (36-KM) DIR UPPER SUB HEAD: SUPERVISORY
CONSULTANCY CONTRACT ENHANCEMENT AND EXTENSION OF TIME UPTO
30/06/2016.
The supervisory consultancy contract for the supervision of the subject road was
awarded to M/s DMC with a cost of Rs. 24.52 Million. The provision of the consultancy
services has been covered in the approved PC-I of the project with a revised allocation of
Rs. 51.067 million.
Due to incorporation of some additional works like bridges, Retaining Wall, Cross
Drainage Works etc, the quantum of the work has increased. These variations have been
covered in the revised PC-I duly approved by the competent forum (copy of revised AA is
attached as Annex-I). Due to the additional scope of work, completion period of the subject
work has been rescheduled upto June-2016. Thus for standard completion of the work,
time extension to the supervisory consulting services is also essential. The enhanced cost
as to cover the extended period of the supervisory consultant has been worked out on the
approved remuneration of consultant which comes out to be Rs. 40.978 Million, which is
67.2 % above on the originally approved cost which is beyond the competency of MDPKHA.

RECOMMENDATION:
Enhancement in the contract of supervisory consultant M/s DMC from Rs. 29.52
Million to Rs. 40.978 Million and extension in time from 1/10/2014 to 30/06/2016 (21months) is placed before the PKHA Executive Board for its approval in the best interest of
the project.

STAGEII. SH: EXTENSION IN TIME LIMIT.
Supervision of above cited scheme was awarded to M/S Pavron Islamabad,
vide work order No. PKHA/Consultants/No. 132/2013 dated 22/01/2013 with a completion
period from 30/1/2013 to 30/7/2014 (18 months).

With grant of 2nd time extension the consultancy cost will be enhanced from
original amount of Rs. 7.000 million to 9.977 million with overall 42.52% contract
enhancement, which comes under the competency of PKHA Executive Board. Time
extension has already been granted to the civil work contractor due to the following
reasons:

Kerb stone work stopped by the TMA Mardan
Railway Department stopped the work at rigid No. 2 Km 4+087 to 4+146.
The contract of supervisory with required contract enhancement is necessary
to ensure standard completion of the work with effective supervision.

RECOMMENDATION:
Enhancement of consultancy contract cost from Rs. 7.000 million to Rs. 9.977 million which
is well within approved PC-II cost is placed before the PKHA Executive Board for approval
and regularizing the matter.

In the light of above the bid cost will be enhanced from 19.282 million to
20.760 million, however it is still covered within the PC-II cost of Rs.26.260 million.
The project work could not completed by target date. The main reasons of
delay are as enlisted below:a)

Removal of sport stadium and permission for sport department

As the extension in time limit is 18 months and 16 days on the original time
hence comes under the competency of PKHA executive board, besides, the bid value has
also been enhanced from original approved bid cost of Rs. 11.052 million to Rs. 20.760
million with 88% contract cost enhancement such that its approval comes under the
competency of PKHA executive board.
RECOMMENDATION:
In view of the above, the forum is requested to approve the extension in time
limit from 01/02/2015 to 31/05/2015 (88% contract enhancement) is placed before the
PKHA Executive Board for approval in the best public interest.
