Progress Review Meeting between the Client PKHA, Consultant M/s ACE and Contractors M/s
Khattak Alied Construction Co., M/s New Khan Builders and M/s Haji Raees Khan & Sons
Construction Co. was held in the Assistant Director office Haripur at 3:30 PM on 25/07/2016,
chaired by Deputy Director (East), PKHA. The main objective of the meeting was to review and
enhance the progress and quality of the work.

Deputy Director's REMARKS:

The Deputy Director (E) PKHA welcomed all staff members for attending the meeting.
The progress of work was discussed in detail package-wise as under:

Road Package-I (Contractor: M/s NKB)


DD expressed his great concern over the slow progress of work and directed the
contractor's PM that the progress of work is not commensurate with the scheduled plan
progress. DD told that till date your achieved progress is 1.50% against the total
planned progress of 6.20%, so lagging behind is 4.70%.
DD told the contractor's PM that sufficient length of road is available for working, where
as the construction activities are limited to a length of 300 meter only.
DD emphasized the contractor's PM to manage the work, by enhancing all resources in
term of man, material and road construction machinery.

DD directed and emphasized the contractor's PM to engage two more parties along
with construction machinery for earthwork in separate reaches, in order that one party
will start work in Km. 2+000 to Km. 3+000 by Monday 1st August, 2016 and the other
party will execute the work in Km.04 by Thursday 4th August, 2016 positively.
Contractor's PM raised an issue of unsuitable material at Km. 0+325 to Km. 0+625. At
this DD directed the RE and ME ACE, that check thoroughly the total cut area and take
a sample per 2000 CM quantum of work, if the result is coming same as before then
declare it unsuitable due to high swell value, which is alarming for road construction.
Contractor's PM also raised another issue of land acquisition at Km. 1+600 and Km.
4+600, at this DD directed the AD and Sub Engineer PKHA, to resolve this issue
immediately with the concerned.
DD further directed the contractor's PM to arrange more borrow areas and procure the
road construction material well in advance to avoid delay in execution of various item of
works. At this the contractor's PM agreed and informed DD that he would fulfil the
shortcomings and commitments as directed by him.
Road Package-II,III,IV and VII (Contractor: M/s KACC)
DD asked the contractor's PM about the progress and programme for road Package-I
and Package-II. Contractor's PM informed DD that we have engaged a sub contractor
in this package for earthwork, who will executing the work from Km.0+000 to Km.
7+000. He also informed DD that at present, we are facing some problems with borrow
area owners, which may be resolved within two days. At this DD directed contractor's
PM to pressurize the sub contractor to engage at least two more parties with
construction machinery to cover the 7 Km. length in three reaches at the earliest. He
also directed that one party will start the work by Monday 1st August, 2016. At this the
PM informed DD that in Km-06, some locals are creating problems regarding land
acquisition matters. DD directed AD and Sub Engineer to resolve the issue with letter
and spirit instantly.
DD asked the Consultant's QS about the X-sections of Package-II, at this QS informed
DD that contractor has not submitted the x-sections so far. Contractor's PM committed
that he will submit the x-sections by tomorrow.
DD directed the contractor's PM to plan a party with construction machinery for Km. 08
also and the expected party should start the immediately.
DD agreed upon the point raised by contractor's PM that from Km.12+750 to
Km.13+750, where built up area is falling in ROW, the construction activities cannot be
started yet.

DD informed that Road Package-IV is temporarily abandoned and not workable at


present due to land acquisition dispute.
DD asked the contractor's PM about the progress of package-VII (Flyovers).
Contractor's PM told that we have received the revised drawing for further two flyovers
i.e Km. 3+140 and 5+312 and we are procuring steel first and after we will start boring.
DD again asked the PM for steel source, at this PM told that FF steel is coming from
Peshawar. DD reminded the contractor's PM to use only FAZAL STEEL as decided by
the worthy Managing Director in last meeting, held here on Friday 1st July, 2016.
DD emphasized and directed the contractor's PM that as discussed with designer's
ACE, you have to use rotary machine in lieu of percussion in boring of the forthcoming
Test and Working piles in such soil to avoid further incidents of cavities and collapses.
DD informed contractor's PM that sufficient activities are available with you, so it is
better to organize your work and take steps to start work on Girders to finish the job
well in time may able you to complete the project in schedule stipulated time.
Road Package-V and VI (Contractor: M/s HRKCC)
DD informed that Road Package-V not workable due to Forest and land acquisition
dispute. DD directed AD to take this issue with DC on priority. PM informed DD that we
are unable to start joint x-sections due to the numerous standing trees. At this DD
directed RE to start work jointly with contractor on trees inventory but care may be
taken in counting of fruitless and non fruitless trees.
DD was informed by RE that contractor has started the SPT in Package-VI on the LHS
abutment of Bridge at Km. 14+875. PM also informed DD that consultants has
furnished the layout for all three bridges and the work on all will start very soon. At this
DD directed that engage one more party for SPT on bridge at Km. 23+942 in order to
complete this job at the earliest and submit the same to designer for review to avoid
further delay in construction. The contractor's PM agreed and committed on the
directions of DD.
CONCLUSION
At the end, DD asked the contractor's PMs, if they have any questions then can ask, at this all
the contractor's PMs informed that they will fulfil the above points as desired by DD. DD
thanked the Contractor's PMs, Consultant's staff and PKHA staff members for attending the
meeting and assured them full cooperation regarding any type of site problems in the best
interest of quality and progress of work.
