1. REFERENCES:
a. Pronouncement of President Rodrigo R Duterte to get rid of illegal drugs
during the first six months of his term;
b. NHQ CMC No.
-2016 "PNP Anti-Illegal Drugs Campaign Plan-Project:
"Double Barrel"; and
c. Republic Act 9165 otherwise known as the Comprehensive Dangerous
Drugs Act of 2002 dated June 7, 2002.
2. PURPOSE:
This Command Memorandum Circular (CMC) provides the guidelines,
procedures and tasks to be undertaken by the different subordinate units of PRO8
from Provincial/City Offices down to City/Municipal Police Stations in the conduct of
Anti-Illegal Drugs Campaign Plan-Project: "Doble Buka" in support to the Barangay
Drug Clearing Strategy of the government and the neutralization of illegal drug
personalities regionwide.
3. SITUATION:
Validation conducted by the Regional, Provincial and City Anti-Illegal Drugs
Special Operations Task Group together with the PRO8 QUAD Staff presided by the
Deputy Regional Director for Operations disclosed that 1,055 or 24.03% out of the
region's 4,390 barangays were drug affected based on the categorization set forth by
PNP Anti-Illegal Drugs Unit. On record, Tacloban CPO has the highest rate of
affectation with 97.82% of the city's barangays followed by Ormoc CPO at 47.27%.
Based on the accomplishment on illegal drugs from January 1 to June 24,
2016, methamphetamine hydrochloride or shabu is the top most abused illegal drugs
in the region followed by marijuana.

Accordingly, several groups operating in Leyte and other parts of the region
are responsible in the proliferation of illegal drugs. Some of the members of these
groups were already neutralized however the high level drug traffickers are still on
the loose. The local airports and seaports, mail and parcel services and the vast
expanse of coastline are being utilized as entry and exit points of this group.
These statistical data and information shows the worsening drug problem in
the region victimizing mostly the underprivileged and impoverished sector of the
society. A lot of anti-illegal drugs operations have already been done in the past both
in the supply and demand reduction in order to lessen if not eradicate illegal drugs
but still drug problem persists and continues to breed social ill.
In order to totally curb this menace on illegal drugs, there is a need for PRO8
to implement Anti-Illegal Drugs Campaign Plan-Project: Doble Buka in line with the
NHQ Anti-Illegal Drugs Campaign Plan-Project: Double Barrel.
4. MISSION:
PRO8 concurrent with its mission and functions shall implement its Anti-Illegal
Drugs Campaign Plan-Project: Doble Buka in order to clear all drug affected
barangays in the entire region, conduct no let up operations against illegal drugs
personalities and dismantle drug groups.
5. EXECUTION:
A. Concept of Operations:
To generate impact and public support, all subordinate units from
Provincial/City
Offices
down
to
City/Municipal
Police
Stations
and
Provincial/City/Municipal Anti-Illegal Drugs Special Operation Task Groups
(PAIDSOTG/CAIDSOTG/MAIDSOTG) shall conduct massive and simultaneous
operations in two pronged approach, namely: Project TOKHANG (Toktok-Hangyo)
and Project HVT (High Value Target).
The lower barrel approach will be the conduct of Project TOKHANG in all
drug affected barangays throughout the region in coordination with the Local
Government Units (LGUs) particularly the Provincial/City/Municipal/Barangay AntiDrug Abuse Councils (PADAC/CADAC/MADAC/BADAC), Non-Government
Organizations (NGOs), stakeholders, and other law enforcement agencies.
The Project TOKHANG is a practical and realistic means of accelerating
the drive against illegal drugs in affected barangays. This concept involves the
conduct of house to house visitations to persuade suspected illegal drug
personalities to stop their illegal drug activities.
There are five (5) stages in the conduct of Project TOKHANG, namely:
Collection and Validation of Information Stage; Coordination Stage; House to House
Visitation Stage; Processing and Documentation Stage; and the Monitoring and
Evaluation Stage.

regionwide upon assumption of the new CPNP. The following shall be undertaken in
the conduct of house to house visitations:
a) The Chief of Police (COP) of City/Municipal Police shall organize a
team led by a PCO to conduct house to house visitation and shall at
all times ensure their safety and security;
b) The designated Team Leader shall ensure the presence of
members of CADAC/MADAC/BADAC and barangay tanod to assist
them and to serve as witnesses in the conduct of house to house
visitation;
c) The conduct of house to house visitation must be done in a manner
that shall not violate the rights of the subject; and
d) Any person who is willing to undergo voluntary rehabilitation shall
be processed accordingly.
4) Processing and Documentation Stage
a) All suspected drug personalities who shall voluntarily surrender
shall be required to fill-up a Voluntary Surrender Form;
b) Personalities who voluntarily surrendered shall be urged to
subscribed under oath before a notary public, to be assisted by a
counsel and witnessed by parents/guardians and/or barangay
officials;
c) All suspected drug personalities who shall voluntarily surrender
themselves to the visiting team shall be brought to the police station
for interview, documentation, and other alternative actions.
Provided, that they execute undertakings to cooperate by giving
voluntary information regarding illegal drug activities;
d) All suspected drug personalities who shall surrender any dangerous
drugs or its derivatives and drug paraphernalia shall be processed
accordingly. Provided, that they execute undertakings to give
voluntary information about any violations of specific provisions of
RA 9165 as stated under Section 33 thereof;
e) Any person suspected to be involved in illegal drug trafficking who
denies or refuses the house to house visitation shall be referred to
the PAIDSOTG/CAIDSOTG/MAIDSOTG for immediate case buildup and negation;
f) In the absence of the suspected drug personality, the parents,
guardians or any responsible adult in the house shall be notified
about the purpose of visit and shall be advised to relay the same to
the subject;
