Its a clean break between Mt.
Laurel Township and former
township manager/tax collector
Maureen Mitchell.
At councils Aug. 15 meeting, it
approved a resolution authorizing a settlement agreement, general release and waiver of claims
regarding Mitchell and her former positions with the township.
The resolution was the first
public action from the township
regarding Mitchell in the nearly
seven weeks since councils June
27 meeting where it first passed a
resolution authorizing the removal of Mitchell from her duties.

in our opinion

PARCC is here to stay

108 Kings Highway East

Haddonfield, NJ 08033
856-427-0933

Like it or not, passing the standardized test will soon be a requirement

Richard Donnelly

he state Board of Education

adopted a measure earlier this
month that will require high
school students to pass the infamous
PARCC tests in English and math to
graduate high school.
While the controversial PARCC tests
have been administered for two years
now, they havent meant much to students futures. Starting with the class
of 2021, which will enter eighth grade
this fall, passing the Algebra I and
10th-grade English part of the test will
be a requirement to receive a high
school diploma.
PARCC has been a highly controversial standardized test since it was first
put into effect two years ago. Opponents feel, among numerous other
things, that the test is too hard, that
its too tough for kids to take entirely
on a computer and that it bucks the
nationwide trend of moving away
from standardized testing in general.
In the last four years, the number of
states that require students to pass an

exit exam for graduation has been reduced almost in half from 25 in 2012
to 15 currently. Concerns range from
low passing rates preventing a large
number of students from graduating
to simply too much testing.
New Jersey, though, feels differently.
State Education Commissioner David
Hespe says the 2021 effective date of
PARCC as a graduation requirement
will give school districts and students
enough time to adjust to the new test
and improve upon their scores.
Lets hope hes right on that last
point, as only 41 percent of test takers
passed Algebra I last year and only 44
percent passed 10th-grade English.
We tend to agree with Hespe on this
point, though. Many students who
took the test the last two years knew it

didnt matter, so it would be no surprise if we could assume that many

didnt take the test seriously. Make the
test a graduation requirement, and
students will be more likely to try
harder.
While we dont necessarily like the
PARCC test in all forms, were not so
hell-bent against standardized testing
as a graduation requirement, in general. Education in New Jersey has always been held to a higher standard,
and its paid off; our students rank
higher than most in other states.
Can PARCC itself be improved and
better reflect a students learning? Of
course. But theres time to do that before 2021. Frankly, every student who
graduates high school in our state
should have the ability to pass a test in
Algebra I and 10th-grade English. How
those tests are administered, and how
they align with what we teach our
children in the classroom are what
need to be ironed out between now and
when its too late.

Mt. Laurel Police furthers work to stop drunk driving

The Mt. Laurel Police Department is reminding people to remember this
Labor Day to Drive Sober or Get Pulled
Over.
This Labor Day weekend, families and
friends will be celebrating the end of the
summer. This festive time has also become
a dangerous time for Americas roads, as
many drunk drivers get behind the wheel

after celebrating.
For this reason, the Mt. Laurel Police
Department is partnering with the National Highway Traffic Safety Administration
to stop drunk drivers and help save lives.
The high-visibility national enforcement campaign, Drive Sober or Get Pulled
Over, runs Aug. 19 to Sept. 5. During this
period, law enforcement will show zero tol-

and national messaging about the dangers
of driving drunk, coupled with sobriety
checkpoints and increased officers on the

This competition is available to
girls ages 4 to 20 but is comprised
of six age divisions ranging from
princess, ages 4, 5 and 6; junior
pre-teen, ages 7, 8 and 9; pre-teen,
ages 10, 11 and 12; junior teen,
ages 13, 14 and 15; teen, ages 16, 17
and 18; and miss, ages 19 and 20.
Making this pageant increasingly
unique, contestants age 12 or
younger are not allowed to wear
makeup during the competition.
Eva was recommended for this
pageant by a person unknown to
her and her family and received
an open call letter in the mail in
May. She became one of approximately 70 contestants and entered
the competition ready to win the
crown.
I think that if anything, she
has grown a lot more confident.

She went up on the stage, introduced herself in front of hundreds of people and applauded
herself for doing so, her mother
Yvette said. NAM has been a
great experience where we have
met the nicest people and made
new friends.
Dedicated to celebrating Americas greatness and encouraging
future leaders since its founding
in 2003, NAM has been named the
No. 1 program for growing confidence in girls ages 4 through 18.
The organization sets the bar
high in quality, integrity, production value and professionalism
and provides customers with
both quality and value.
Working to demonstrate her
own quality and value, each contestant must participate in four
areas of competition, including
formal wear, personal introduction, an interview and a community service project. The contestants are then scored 30 percent on
their personal introduction, 30
percent on formal wear poise and
appearance, 30 percent on communications skills in an interview, and 10 percent on participating in a community involvement project on pageant weekend.

For Evas project, she collected

gently used and new books and
donated them to the pageants
charity fund.
I love donating books to people that have no money to buy
them or access to them, because it
helps them to be able to read
more, Eva said.
Those participating in the pageant may also choose to participate in the optional contests that
include talent, spokesmodel, casual wear model, actress, top
model, most promising model,
miss
personality,
academic
achievement and more. Eva additionally entered the art and photogenic competition as well as the
most recommendations competition.
I was shaking before going out
on stage, but then I calmed down,
because Daddy was making me
laugh and it made me feel more
confident," Eva said.
Highlights from her participation include pajama parties,
workshops and a dance production. Eva also loved dressing up
as a princess in the formal wear
competition and subsequently
plans to participate in the same
pageant next year with her eyes
still set on winning the crown.

The township hired Mitchell in

2012.
Although the original resolution passed at the June 27 meeting
specifically authorized the removal of Mitchell, township solicitor Tyler Prime said the separation is now a resignation/voluntary leaving as a result of a
settlement reached between the
parties.
Prime describes Mitchells departure as an amicable agreement to separate.
The township is pleased with
the terms of separation from Ms.
Mitchell. This allows both parties
a clean break, Prime said.
In the original resolution to remove Mitchell at the June 27
meeting, Mitchells removal was
not stated as for cause, which is
outlined in state law as the conviction of a crime or offense involving moral turpitude.
Per state law, that means
Mitchell is entitled to any unpaid
balance of her salary, together

with her salary for the three calendar months following her departure.
It was also at the June 27 meeting that council gave what so far
has been its most detailed rationale for Mitchells departure, as
the text of the resolution passed
that evening read: Council believes the retention of a new
township manager to carry out
the legislative and executive programs of the township is in the
best interest of the township.
Although council did not publicly comment on Mitchells departure at the Aug. 15 meeting,
Prime echoed councils previous
sentiments in comments made
later to The Sun.
Township council aspires to
employ the absolute best people
to run the many departments of
the township, and this is in the
furtherance of that goal," Prime
said.
At the Aug. 15 meeting, Councilmembers
Irwin
Edelson,
Richard Van Noord and Dennis
Riley each voted in favor of
Mitchells resignation and settlement agreement, with Councilmember Jim Keenan voting
against. Mayor Linda Bobo was

not present.
Mitchell could not be reached
for comment.
For now, township clerk Meredith Tomczyk continues to serve as
interim, acting township manager.
In other news:
Council passed a corrective
action plan related to findings of
the recently approved 2015 township audit.
One finding related to an operating deficit in the Paws Farm
Nature Center reserve fund of
$4,142.
As trust funds are meant to be
self sustaining, the township
plans to remedy the action by examining the fees currently being
charged at Paws Farm as well as
looking into the possibility of corporate sponsorship.
Council approved a $334,850
bid from R. Maxwell Construction Inc. for the construction of a
concession and restroom facility
to be built at Memorial Field, adjacent to the existing turf athletic
field and parking area.
The next meeting of the Mt.
Laurel Township Council is
scheduled for Sept. 12 at 7 p.m.
