Guidelines for Geometric Design


of Very Low-Volume Local
Roads (ADT400) addresses the
unique design issues highway
designers and engineers face
when determining appropriate
cost-effective geometric design
policies for very low-volume local
roads. This approach covers both
new and existing construction
projects. Because geometric
design guidance for very
low-volume local roads differs
from the policies applied to highvolume roads, these guidelines
may be used in lieu of A Policy on
Geometric Design of Highways and
Streets, also known as The Green
Book. Design values are presented
in both metric and U.S. customary
units.

This guide suggests methods and


designs for dedicated facilities to
encourage greater use of existing
transportation systems, such as
increased use of public transit
(primarily buses), carpools,
vanpools, or other ridesharing
modes to help attain the above
goals. Guidance is given for
planning and design of preferential
treatment for high occupancy
vehicles (HOVs). Portions of this
guide have been excerpted from
the previous edition of this guide
which this new guide replaces (1),
the National Cooperative Highway

roadway and facility types, are

primary audiences for this manual
are planners, roadway designers,
and transportation engineers,
whether at the state or local
level, the majority of whom make
decisions on a daily basis that
affect pedestrians. This guide also
recognizes the profound effect that
land use planning and site design
have on pedestrian mobility and

The Federal Highway Administration and states have established
a goal that LRFD standards be incorporated in all new bridge
designs after 2007; only edits related to technical errors in the
17th edition will be made hereafter. These standard specications

Standard Specications for Movable Highway Bridges


The previous 1970 edition included certain American Railway
Engineering Association (AREA) specications that applied to movable
bridges. The use of this data was approved by the AREA with the following
qualication: The recommended standards and specications of the
AREA duplicated herein were prepared by that Association to apply to
railway bridges. The AREA expresses no opinion as to their suitability for
highway bridges and cannot be responsible for any highway applications
thereof that may be adopted. This edition of the specications
includes some data from the AREA specications and specications for
Hydraulic Systems taken from the current AREA specications with some
modications. Therefore, the AREA qualication given above continues
to apply to these specications. A commentary has been included in this
edition and provides comments on many of the specication changes.

2004 Salary Survey

21st Century Asset Management

The 2004 AASHTO Salary Survey, conducted by the Ofce of


Employee Services of the Iowa Department of Transportation, provides
a statistical analysis of salary ranges for designated positions among
the forty-three states that responded to the salary survey questionnaire.
The survey compares the individual state benchmark weighted average
salary, shown by classication of position, to the mean salary within
AASHTO states and to the regional weighted average mean salary of a
corresponding classication. In addition, the percentage calculations
permit a quantitative comparison of weighted averages. Also included at
the end of the report is a list of the dates of the state salary increases and
the percentage of increase for these salaries.

AASHTO, in partnership with the Institute of Transportation Engineers


(ITE) and the National Electrical Manufacturers Association (NEMA),
with nancial support from the Federal Highway Administration
(FHWA), is leading a national effort to develop and adopt the National
Transportation Communications for Intelligent Transportation Systems
Protocol (NTCIP). NTCIP is a family of standards that provides rules
for communicating (protocols) and vocabulary (objects) necessary for
electronic trafc control equipment from different manufacturers to
operate within a system. The NTCIP is the rst set of standards for
the transportation industry that allows trafc control systems using
mix-and-match equipment, reducing reliance on specic vendors
and customized software. Trafc control equipment includes signal
controls at intersections, variable message freeway signs, environmental
monitoring stations near bridges, cameras along streets and freeways,

In addition to standards, AASHTO and its partners have also developed a

NTPEP is an AASHTO technical service program which coordinates


large-scale demonstration projects on proprietary engineered products.
NTPEP conducts eld performance evaluation and laboratory testing on
a wide array of highway safety products and maintenance/
construction materials. All testing is performed by AASHTO member
departments or private testing labs under contract to NTPEP.
Manufacturers voluntarily submit products for NTPEP-coordinated
evaluation. Test results are widely used by state DOTs for purposes
of product prequalication (QPL). Founded in 1994, NTPEP typically
produces 15 evaluation reports per year on hundreds of product brands.

Pontis Software for Bridge Management
Pontis 4.4 is a comprehensive tool to assist in
the challenging task of bridge management. Pontis
stores bridge inventory and inspection data, formulates network-wide
preservation and improvement policies for use in evaluating the needs
of each bridge in a network, and makes recommendations of projects
to include in an agencys capital plan for deriving the maximum benet
from limited funds. Pontis supports the entire bridge management
cycle, allowing user input at every stage. The product incorporates

Virtis Software for Bridge Rating


AASHTO has developed a comprehensive
computerized software program for bridge rating.
Virtis version 5.1 is a product for bridge load rating, featuring state-ofthe-art graphical tools to speed preparation of the data and application
of the results. This product uses the AASHTO Standard Specications for
Highway Bridges.
Using BRASS as its proven analytical engine for load factor
rating, Virtis provides an integrated database where rating inputs
and outputs can readily be stored, reviewed and reused. Through this
database and the application-independent GUI, a user may provide a
three-dimensional description of a bridge superstructure. This bridge
data can then be used by a variety of line-grinder, 2-D or 3-D analysis
packages, permit/routing systems, and other third-party produced
applications.

Opis Software for Bridge Design


Recognizing the great potential for reusing the
modular software being developed in the Virtis
project, AASHTOWare has developed its next generation of bridge
design software, Opis. This product uses AASHTO LRFD Bridge
Design Specications and employs the same database and graphical
user interfaces as Virtis. BRASS-LRFD provides the systems structural
analysis and specication checking engine.
Virtis and Opis share these structures and capabilities:

concrete)

AASHTOWare Software for Design of Pavement Structures


DARWin 3.1 is the most comprehensive and powerful pavement design
program available. More than a computerized version of the AASHTO
Guide for Design of Pavement Structures, DARWin is a complete
pavement design and analysis program for both initial design and
rehabilitation. Whereas most pavement design programs are limited
to thickness design, DARWin performs a wide range of calculations
not previously available in other pavement software applications. For
instance, DARWin can perform a complete life-cycle cost analysis
for each design alternative. DARWin also incorporates the design of
shoulders, transverse and longitudinal joints, and steel reinforcement.
DARWin can create sensitivity plots of the key design inputs simply by
setting the range.
The latest release, DARWin 3.1, is designed for Windows 98, and
NT-operating systems. New features include on-the-y unit conversion,
enhanced project le management, combined material and pay-item
libraries, enhanced pavement deection data processing and analysis,
and enhanced graphical outputs, including pavement cross section, cash
ow diagrams, and pavement deection proles.

AASHTO SDMS
SDMS is a detailed data structure that has been
dened, documented, and adopted by AASHTO
for recording eld survey information and is detailed in the AASHTO
publication, AASHTO SDMS Technical Data Guide 2000. SDMS
consists of two modules: SDMS Collector and SDMS Processor.
SDMS Collector
A survey data collection software system that can be used for
common surveying tasks and complies with the AASHTO SDMS
standard data structure. It currently runs on DOS-based computers,
laptops, and hand-held PCs, and communicates with most
commercially available total station instruments.
SDMS Windows CE Collector
The2004 release of the SDMS CE Collector is designed to provide
survey data collection in the Windows CE environment. The SDMS
CE Collector maintains the functionality of the SDMS DOS Collector,
introduces communication with electronic levels, and provides basic
coordinate geometry routines. However, the SDMS CE Collector will
initially only be available to project participants. SDMS CE Collector
will be initially available only to project participants.
SDMS Processor
This is a Microsoft Windows-based system for import and
management of SDMS Collector data les. SDMS Processor
will import and process routines from all SDMS Collector tasks,
activities, and tags; and output an SDMS points, attributes and
chains (PAC) le that contains least squares computed and
adjusted values as well as analyzed and assembled line connectivity
information.

Pu b l i c a t i o n s C a t a l o g

The American Association of State Highway and Transportation Ofcials (AASHTO) is a nonprot, nonpartisan
association that represents member highway and transportation departments in the 50 states, the District of
Columbia, and Puerto Rico. It is the only association that represents all ve transportation modesair, highways,
public transportation, rail, and water. Its primary goal is to foster development, operation, and maintenance of an
integrated national transportation system.
Membership to AASHTO is on an agency basis. The U.S. Department of Transportation is an ex-ofcio member,
and many transportation agencies in other countries belong to the Association as international members.
Several sub-state transportation agencies in the United States and several Federal agencies are associate
members. Membership is not extended to individuals or private sector entities.
