New York: After years of advocacy, the
USPS has announced the release of a
Forever postage stamp commemorating
the festival of Diwali, the foremost Indian
festival. The stamp will be released on a
firstday ceremony hosted by the Indian
Consulate in New York on Oct 5. Rep.
Carolyn Maloney (DNY), a leading figure

advocating for the stamp, headlined a cel


ebratory event on the steps of NYC City
Hall, and cong ratulated the Indian
American community as well as Ravi and
Ranju Batra of the Diwali Stamp Project

Following years of hard work
and advocacy, Congresswoman
Carolyn B. Maloney was joined by
Consul General of India, Amb. Riva
Ganguly Das, and Chair of the
Diwali Stamp Project Ranju Batra
on the steps of City Hall on
Tuesday to celebrate the USPS
announcement of the issuance of
the Diwali Commemorative Stamp.
Diwali celebrates the triumph of
good over evil, light over dark
ness, and knowledge over igno
rance, and is an important spiritu
al and cultural festival for many
Americans including the Indian
Americans, but it did not have
stamp to commemorate it.
Today marks a triumph that
truly exemplies the meaning of
Diwali, said Congresswoman
Maloney. After many years,
Diwali has nally received its own
commemorative stamp, rightfully
joining the ranks of other major
religious and cultural holidays

who celebrate this Festival of
Lights. Many people over many
years helped make this happen,
from Ranju and Ravi Batra of the
Diwali Stamp Project to MR
Rangaswami of Indiaspora, to
thousands of grassroots support
ers across the country. For sever
al years, Congresswoman Maloney
headed efforts in US Congress to
push the Citizens Stamp Advisory
Committee (CSAC) to issue the
Diwali stamp. In 2013, she rst
introduced H.Res. 47, expressing
the sense of the House of
Representatives that the CSAC
should issue a Diwali stamp. The
resolution had 46 cosponsors.
Maloney reintroduced the resolu
tion in 2015 as H.Res. 32, which

had 71 cosponsors.
Ravi and Ranju Batra in 2013
succeeded in g athering over
400,000 online signatures calling
for the stamp. And in 2015,
Senate India Caucus cochairs
Sens. Mark Warner (DVA) and
John Cornyn (RTX) introduced
Senate Resolution 113, calling for
a Diwali Stamp in the US.
At the August 23 event, Ranju
Batra recalled how as President of
AIANY in 201112, she lifted the
Diwali celebration at South Street
Seaport to its highest level. For the
push to get Diwali stamp issued
she turned to a dear friend,
Congresswoman Maloney. The
two invited then Consul General in
New York, Dnyaneshwar M. Mulay
to write a Diwali stamp poem. In
2015, Ranju requested Prime
Minister Narendra Modi during
the UN General Assembly session
to support the stamp ef fort with
President Obama.

Navtej Sarna likely the


next Indian envoy to US
New Delhi: India's high commis
sioner to UK, Navtej Sarna is
likely to take over from Arun
Singh as India's ambassador to
the US. Sing h, who steered
India's Washington outreach
for the past yearandahalf, is
scheduled to retire at the end of
the month.
Sarna has only recently been
sent from South Block where he
was secretary (west) to London
as hig h commissioner. If
appointed, Sarna would keep an
informal tradit ion alive by
being the third former ambas
sador to Israel to make it as
either deputy head or ambassa
dor in Washington DC.
In Washington, Sarna is likely
to be joined by Santosh Jha
who is currently joint secretary
(policy planning) in MEA,
tasked by foreign secretary S
Jaishankar with the job of com
pletely revamping this division.
Jha is like ly to be the next
deputy ambassador there.
Yash Sinha, who has nished
three years in Sri Lanka, may
be the one to go to London as
high commissioner.

In UN, India warns against terrorists getting nukes

the "catastrophic dangers" of terror
ists getting weapons of mass destruc
tion and said that nations have a responsi
bility to prevent nuclear material from
falling into their hands.
Speaking at the UN Security Council
debate on weapons of mass destruction
( WMD) on Tuesday, India's Deputy
Permanent Representative Tanmaya Lal
said: "We are fully cognizant of the cata
strophic dangers that the transfer of
Weapons of Mass Destruction to nonState
actors and terrorists could entail."
Therefore, he said, "The primary respon
sibility for ensuring nuclear security rests
at the national level but national responsi
bility must be accompanied by responsible
behavior as well as sustained and effective
international cooperation."
At the same time, the focus on terrorists
"should in no way diminish state accounta
bility in combating terrorism and disman

ence to control of nuclear, chemical, biolog
ical and toxin weapons and their means of
delivery and has strong and lawbased
national export controls consistent with the
highest international standards," he said.
New Delhi was committed to the ideal of
the elimination of all nuclear weapons, Lal
said. But for this to happen all nuclear
weapon states must hold "a meaningful dia
logue to build trust and confidence by
reducing the salience of nuclear weapons in

States will get a rare taste of world
class cricket this weekend when
Florida will play host to two
Twenty20 internationals between
the West Indies and India. It is just
the third time that full international
cricket matches will take place in
the US, following on from the West
Indies matches against New
Zealand and Sri Lanka in 2010 and
against New Zealand again two
years later. But this is the first occa
sion that the worlds most popular
team will grace US soil.
Indias cricket board, the Board of
Control for Cricket in India (BCCI),
is expecting the 15,000 capacity

join the NSG has been stalled mainly
because of China's opposition, Lodhi made
a pitch for Pakistan's membership. She said
Islamabad met the criteria for membership
and that "it expected that a nondiscrimina
tory and criteriabased approach would be
followed for extending such membership."

have told an appeals court here,
asserting that he got a fair trial
and the jury convicted him for his
"criminal" conduct.
In a lengthy brief filed before the
U.S. Court of Appeals for the
Second Circuit this month, Indian
American U.S. Attorney for the
Southern District of New York
Preet Bharara said Gupta's conduct
of repeatedly tipping his business
partner Raj Rajaratnam with mate
rial nonpublic information in
"ways that furthered Gupta and
Rajaratnam's shared financial
interests" remains "criminal" and
he is "not actually innocent.
Bharara said Gupta's appeals
from an order denying his motion
to vacate, set aside, or correct his
sentence should be rejected and he
is not entitled to the relief he
seeks.
In May, Gupta, 66, had filed an
exhaustive brief in the appeals
court, arguing that the judgment
of the Manhattan district court

of killing Indian girl arrested
New York: The killing of a nineyearold
Indian girl from Punjab by her stepmother
took a sordid turn on Sunday when authori
ties arrested her exhusband and accused him
of helping her hide.
Raymond Narayan was accused of helping
his exwife Shamdai Arjun Pardas leave her
home after allegedly strangling her step
daughter on Friday and trying to hide her in
his house, Ron Brown, the top public prosecu
tor for the New York city district of Queens,
said in a statement on Sunday.
Meanwhile, Pardas was produced in Queens
Criminal Court on Sunday and formally
charged before Judge Gerald Beibovitz with
murdering Ashdeep Kaur, who had come from
India to the US about three months ago to join
her father. "This is a horrifying case of a child,
a defenceless nineyearold, who was left in
the care of her stepmother who allegedly
strangled her to death," Brown said. "Her
actions, if true, are beyond comprehension
and must be severely punished."
Judah Maltz, Pardas' lawyer, asked the
judge to place her in protective custody in jail,
the New York Daily News reported.

"Gupta received a fair trial

before a properly instructed jury;


that jury simply agreed with the
government's evidence of guilt,
rejected Gupta's proffered defens
es and convicted Gupta for the
conduct he committed. There is no
legal basis to disturb that verdict,"
he said.
The top federal prosecutor in
Manhattan noted that at no point
did the District Court instruct the
jury to convict Gupta based on a
Newmaninvalidated "mere friend
ship" theory of benefit.
"Indeed, the 'friendship' does not
appear in the jury instructions at
all. T he District Court instead
instructed the jury that tipping in
furtherance of Gupta's good and
frequent business relationship
with Rajaratnam would suf fice
under the law. Newman says noth
ing to the contrary," he said.

completing his twoyear prison
term on insider trading charges in
March this year. Gupta was con
victed in 2012 of passing confi
dential boardroom information to

YHS completes ve years of summer Hindi camp in PA

Pennsylvania: On August 12, more
than 30 primary and middle school
students received certificates of
completion at a colorful graduation
event in Harleysville, PA, where par
ents and community folks watched
their children present varieties of
stage performances including topic
related skits and Bollywood songs
and dance items. These students of
8 to 13 years of ages, completed
three weeks of intensive program
for speaking, reading and writing
Hindi, a major language of India cat
egorized as a critical language for
US national security.
YHS STARTALK Hindi Language
and Culture Camp 2016 is in its fifth
year in Pennsylvania. This yearly
camp is conducted by NJ based Yuva
Hindi Sansthan in collaboration
with North Penn School District,
Lansdale, PA. This years program,
launched on July 25th ended on Au
gust 12.

and chairman of YHS.

Piyush Patel, an entrepreneur and
philanthropist, was the guest of hon

to teach Hindi to the next genera
tion of IndianAmericans. He said,
IndianAmericans have emerged as
a major force in the US today. It is
time we made united efforts to
teach our next generation our lan
guage and the culture so they grew
up as true world citizens. He pre
sented awards to students who
demonstrated higher proficiency in
speaking, reading and writing Hindi
at the threeweek program.
Approximately 15 faculty and
staff members worked for months
prior to the program in order to pre
pare and manage it. We grouped our
students into four classes on the ba

sis of their grades, age and linguistic


backgrounds.
The theme of the program was In
dias cities and villages, which was
taught through authentic audiovi
sual material. Students interacted
with each other and presented their
understanding in the form of multi
media projects, posters and theatri
cal presentations. Most of our stu
dents come from nonHindi speak
ing families, who take great interest
in understanding Indias geography,
culture and history during the camp.

candidate Hillary Clinton targets to break the
"highest glass ceiling" in the US, three Indian
Americans figure in a list of 19 women who
could make history if e lected to the US
Congress in November.
In a Congress that has only 19 per cent
women, over a dozen women from both sides
of the aisle could end up breaking barriers if
elected in the November polls, the popular
Cosmopolitan magazine said as it released the
list of the women.
The three IndianAmerican women who fig
ure in the list are Pramila Jayapal, who is run
ning for House of Representatives from
Washington state; Kamala Harris, who is seek
ing to enter the Senate from California; and
Lathika Mary Thomas, who is running for the
House on a Republican ticket from Florida.

Jayapal and Harris are from the Democratic


party. If elected, Harris would be the second
black woman in Senate after Carul Mosley
Braun in 1992 and the first IndianAmerican in
the Senate.
Harris, who has been endorsed by US
President Barack Obama is currently the
California AttorneyGeneral.
Jayapal, who earned an endorsement from
Vermont Senator Bernie Sanders, would be the

Washington: T he FBI has discovered
almost 15,000 unrevealed documents
linked to the email scandal surrounding
Democratic presidential nominee Hillary
Clinton, US media reports said on
Monday.
The documents were found during the
FBI investigation into Clinton's use of a
private email server while she was
Secretary of State between 2009 and
2013, Efe news reported.
Some 30,000 documents linked to the
scandal were already turned over by
Clinton's attorneys to the Department of
State in 2014.
The State Department has promised to
publish the documents and on Monday

who is hearing the case, that the depart
ment is "giving priority" to reviewing the
new email messages.
However, it is still not known if the e
mails will be published before the Nov 8
election, in which the former first lady is
contesting against Republican presiden

The email controversy erupted in early
2015, when US media revealed that dur
ing her four years heading the State
Department, Clinton always used a per
sonal and not an official account for
her communications, including a private
server, Efe news added. Clinton acknowl
edged at the time that it would have been

"smarter" to use an of ficial account and


handed over for publication 55,000 pages
of emails from her tenure at the State
Department, but the case raised questions
about whether classified government
information was improperly handled on
her personal account.
The State Department identified around
2,100 emails from Clinton's server as

Gallup poll. Gallup on Monday said it asked about unfairness against blacks in
five situations in the past decade, including discrimination while at work, while
shopping, while in dealing with police, while at a bar or a restaurant, and while

against British tabloid The Daily Mail for an article about
her past that she considers to be defamatory, her attorneys

notice of her legal claims against them, including Daily Mail
among others, for making false and defamatory statements
about her supposedly having been an escort in the 1990s
before she married the real estate magnate, attorney
Charles Harder said in an email sent to online daily Politico
on Monday.
All such statements are 100 per cent false, highly damag
ing to her reputation, and personally hurtful, Efe news
quoted Harder as saying.
According to Harder, Trumps wife understands that news

Submarine data leak: Navy says no need for alarm


New Delhi: The leak of data related
to India's Scorpene submarines cre
ated a stir, with Defense Minister
Manohar Parrikar seeking a report
from the Indian Navy on the docu
ments.
The navy, however, stressed that
the data in the leaked report is
hypothetical, pertaining to simula
tors, and the signature of a boat can
be known only when it hits the seas.
The navy also made it clear that
the leak did not take place in India.
The data, which comprises over
22,000 pages, was leaked, the
Australian media reported.
It contained documents on the
Scorpene submarines, designed by
French company DCNS and being
built in India by the Mazagaon Dock
Limited in Mumbai (Maharashtra) at
a cost of around $3.5 billion.
The news created ripples in India
soon after the report in the
Australian media came out.
According to sources, experts from
the navy started examining the doc
uments on Tuesday night.
Defense Minister Parrikar, who
sought a report in two days, said it
appeared to be a case of hacking.
"The first step is to identify if it

reporters here. "The navy chief
(Admiral Sunil Lanba) has been
asked to analyse what exactly has
been leaked," the minister said,

The navy, in a statement issued

Headquarters, Ministry of Defence
(Navy), and an analysis is being
done by the specialists concerned,"
the navy said. "It appears that the
leak's source is overseas and not in
India," the statement said. A com
plaint was also filed at the Prime

Minister's Office, though there was


no official statement from the PMO
on the issue.
The Defense Minister was briefed
by the navy chief. Later, he also
held a meeting with top naval offi
cials.
The opposition Congress alleged
that the government was trying to
cover up the issue. Former Defense
Minister A.K. Antony demanded a
probe.
"Despite this blunder, which has
hurt our defense preparedness,

leak is possibly from a source out

regarding the Scorpene submarine
are not valid because the signature

goes out to the seas," a navy source
said, adding the specifications men
tioned in the document are hypo
thetical.
"How can we know the signature
of the boat which is still not done
with the trials. The technical and
operational details will be written
by how we exploit the submarine.
So far, even the weapon systems
and torpedo are not there." The
navy, nonetheless, held the leak is
an issue of concern. "The docu
ments should not have been leaked,
but there is nothing to be alarmed
about," said the source.
DCNS, twothirds owned by the
French government, said a probe
will be carried out to determine the
exact nature of the leaked papers,
potential damage to the company
and customers and responsibilities
for this leak.
The Australian media reports,
quoting DCNS, said that the leak of
such technical data could not hap
pen with its submarine proposed
for Australia. The French company
also alluded that the leak may have
occurred at India, rather than
from France.

Pakistan pushes

According to estimates, currently
more than 2,000 surrogacy clinics
are operating across the country.
As per the Bill, a surrogacy clinic
must register itself with the gov
ernment, else it would be deemed
illegal. T he Bill is likely to be
brought up in the next session of
Parliament. The Minister also took
a dig at Bollywood celebrities for
using surrogacy despite having
kids.
"I am pained to say that the pro
cedure that started as a necessity,
has become a hobby of sorts. This
is not a thing for pleasure...it has
become a fashion these days," she

Why India wins only a few Olympic medals

he joy felt by Indians over


the successes of P.V.
Sind hu in badminton,
Sakshi Malik in wrestling
and Dipa Karmakar in gymnastics
is understandable.
At the same time, the question
needs to be asked, as has been
done earlier, as to why India, a
nation of 1.2 billion people, sec
ond only to China in population,
could win only two medals, which
is one of its worst performances
in recent years? India won six
medals at the 2012 Olympics and
three in 2008.
The usual explanation for such
a dismal record is known poor
infrastructure, poor physique,
poor diet and the lack of the so
called killer instinct.
Our sportsmen and women are
rarely up to the mark, therefore,
compared to their betterpre
pared opponents who have had
the advantages of stateoftheart
training facilities and dedicated
coaches, along with a balanced
diet regimen. Some of them are
also selected at an early age by

talentspotters who instill in them
a desire to win at major events.
Where Indians are concerned,
cricket is the only game where
they routinely do well, as in hock
ey earlier. But cricket does not
require as intense a schedule of
training as do disciplines like ath
letics or swimming and does not
have the kind of global competi
tion that others sports have as its

playing is limited to a handful of


largely Commonwealth countries.
One possible reason why India
lags behind is that it has always
relied more on individual talent
as in the cases of Sindhu, Sakshi
Malik and Dipa Karmakar than
on organisations devoted to nur
turing potential winners.
This is true of cricket as well
where the team is heavily

dependent on a single player for


success whether it is Virat Kohli
today or Sachin Tendulkar yester
day. Diet is another factor why
India's deficiencies show up. As
Kapil Dev once said, Indians can
not be topgrade pace bowlers
because they eat too much fried
food.
Besides, it is undeniable that
virtually all the winners from
European, American, African and
even Asian countries like China
are meateaters, including beef.
Vegetarianism, which often leads
to protein deficiency, is not exact
ly the road to sporting success.
The inadequacy of food habits
is compounded by the generally
slight build of the Indians as well
as the lack of stamina which is
why they are nowhere near the
top in, say, football, let alone
rugby.
As the Chinese media has patro
nisingly pointed out, the insis
tence of Indian parents on mak
ing their children doctors and
engineers is one of the reasons
why India does not pro duce
world class sportspersons.
Among other reasons men

tioned by the media are poverty


and girls not being allowed into
sports. For instance, Sakshi
Malik's parents were ridiculed in
Rohtak for allowing their girl to
become a wrestler, supposedly a
men's sport.
More than any other sporting
occasion, the Olympics denote a
country's progress or the lack of
it. It isn't only the swanky stadia
or the crystalclear, blue water
bodies designated for boating,
water polo and other g ames
which show the level of economic
advancement but also the upscale
cities where major events like
cycling take place.
Unless a country can hold the
Olympics, it will be seen as lag
ging behind. Like the bullet train,
the hosting of more than 200
countries in a sporting extrava
ganza has become a symbol of
development.

Key elections are near: Kashmir, Pakistan can wait

the communal cauldron is on a slow
simmer. T he gas can always be
turned on for it to bubble over. All of this is
not without purpose.
Elections to the Uttar Pradesh, Punjab and
Goa assemblies are due in February 2017, six
months from now. The Narendra Modi gov
ernment will have completed half its term.
If hard saffron is to be the chosen line in
these elections, softness with Pakistan hardly
serves a purpose. "Development" as a plat
form will be required in 2019 General
Elections. What shade of saf fron is to be
mixed with development, will be improvised
in the light of experience after the February
state elections.
The Atal Behari Vajpayeeled government
faced similar choices in July 2001. Uttar
Pradesh elections then, as now, were due in
February, six months away.
Today, of course, the ModiAmit Shah duet
will settle on a hard line for the coming state
elections. But in July 2001, there were two
views in the BJP on the platform for the UP
elections. Vajpayee and then External Affairs
Minister Jaswant Singh were on the same
page a softer line, approximating to the
middle ground which would open the door to
a wider electorate. This was one of the rea
sons they were so enthusiastic about the Agra
Summit with President Pervez Musharraf in
July 2001.

A hard line for the UP elections became a

Luck favored the hardliners. Within six

2001, President George Bush had embarked

live TV air strikes on Afghanistan. The glob
al war on terror metastasized into global war
on Muslim terror. AntiMuslim rhetoric
soared. Journalist Geraldo Rivera whipped
out a revolver live on Fox News. He would
shoot Osama bin Laden if he ever saw him.

New standards in journalism were being set.


An irony confronted New Delhi. Since 1989,
successive Indian Prime Ministers had com
plained of "cross border terrorism from
Pakistan". Suddenly Islamabad was
Washington's key partner in the war on glob
al terror. Bush's Ambassador in New Delhi,
Robert Blackwill, explained the incongruity in
simple words: "Pakistan is helping the US
fight the global war on terror; the crossbor
der terrorism New Delhi complains of is part
of an old regional quarrel."

mobilization of the armies on both sides of


the border, did the Indian plaint register with
the international community. Nevertheless, it
remained a piquant situation. America's front
line partner in the War on Terror was also
New Delhi's principal tormentor with its
relentless crossborder terrorism. Not for the
first time, the US was sailing on two boats at
the same time.
BJP hardliners, in search for electoral gain,
ended up with something of a mixed bag.
Shrill antiPak rhetoric and antiMuslim
atmospherics worldwide because of the glob
al war on terror did not work in UP. Election
results came out on February 2425, 2002.
Rajnath Singh, as Chief Minister, had brought
down the BJP's tally from 174 to 88 seats in a
House of 403. But Modi's hard saffron cam
paign in Gujarat in July 2001, boosted by the
postGodhra pogrom, succeeded. He won 127
seats in a House of 182. Clearly, compared to
UP, Gujarat is more communalism prone.
Witness the 1969 Gujarat riots in which,
according to a commission of inquiry, 527
Muslims perished. Hitendra Desai of the
Congress was the Chief Minister.
Amit Shah raised the communal pitch in UP
to the levels of post Godhra Gujarat. The
Muzaf farnagar riots of AugustSeptember
2013 served this purpose. Amit Shah came up
trumps. BJP won 73 of the 80 seats in UP.
It is only reasonable to assume that the
party will maintain communal temperatures
from tepid to torrid until the elections in
February. Steps towards harmony in the
Kashmir valley or on the IndiaPakistan track
will unsettle the political thermostat pro
grammed towards these electoral ends.

Independence Day here on August 21 at
arguably the largest parade outside the
country with the iconic Empire State
Building lighting up in Indian tricolor.
The 36th India Day Parade by the
Federation of Indian Associations (FIA
NYNJCT) marched down 13 streets
along Madison avenue in Manhattan and
featured tableaux by various Indian
American groups, marching bands,
police contingents and cultural perform
ances by young IndianAmericans.
The Grand Marshal was Bollywood
star Abhishek Bachchan. Chief Guests
were yoga guru Baba Ramdev, Jain
Acharya Dr. Lokesh Muni, and South
Indian superstar Chiyaan Vikram. It was
graced by dignitaries from India and the
US.
Baba Ramdev said, "India has made its
mark through its strength, culture, her
itage and honesty," expressing hope that
the Indian tricolor continues to fly high
around the world.
Amid applause, Ramdev, speaking in
Hindi, said the world today recognizes
India's strength and its tremendous con
tribution to health, education, political
and spiritual system.
"Combining its spirituality and mod
ernism, the country is moving forward,"
he said and called on NRIs to work
together to take the nation, its cultural
heritage and "Indianness" to greater
glory.
"Ayurveda, nonviolence, truth, harmo
ny, coexistence and brotherhood are
India's culture and heritage," Ramdev
said, adding that the people of India
need to promote these.
Dr. Lokesh Muni, founder of Ahimsa

and US are two largest democracies of
the world that share common values of
plurality, secularism, and justice to all.

Islamic State (IS) militant group, the media

19, and their brother Ali, 21, were on board
EasyJet flight EZY3249 from London's Stansted
Airport to the Italian city of Naples on August

As the plane was about to take of f, a crew
member ordered the siblings of f the aircraft
and escorted them down the staircase to the
tarmac, where they were met by armed police
and an MI5 agent who questioned them for one
hour, Sakina was quoted as saying.
Two passengers told authorities that the sib
lings had been looking at a mobile phone screen
that showed either Arabic text or the words
"praise be to Allah", Sakina said.
"A passenger on your flight has claimed that
you three are members of ISIS," the MI5 agent

said to the siblings, according to Sakina.


"The minute that I saw police standing there, I
was extremely emotional. We had nothing at all
[on our phones]. We don't even speak Arabic,
we're [of] Indian [origin]," she said.
During their onehour interrogation on the
tarmac, Sakina said she was asked to explain
page by page the details of various entry
stamps on her passport. She also showed the
MI5 agent recent WhatsApp messages.
The siblings provided answers relating to
their personal lives and were questioned on
their home addresses, workplaces, social media
history and parents' professions.
The siblings, from northwest London were
then allowed back on the plane, which had been
delayed. Sakina said she and her siblings were
victims of "racial profiling".
The airline has now apologised after the inci
dent at Stansted last week as the three were
heading to Naples for a weekend getaway.

Indian doctors in UK seek

London: The UK's largest representative body for
Indianorigin doctors today said English language
tests must be designed dif ferently for Indian
medicos, focusing mainly on communication skills
and practical use which relate to patient's safety.
The call follows a recent report which revealed
that doctors from outside the European Union (EU),
including India, are less likely to face disciplinary
action for poor English. "Indian doctors use English
medium all through their curriculum and therefore
the test should be tailored dif ferently for them,"
said Dr Ramesh Mehta, president of the British
Association of Physicians of Indian Origin (BAPIO),
UK's largest representative body for Indian origin
doctors.
"We will be raising the issue with the GMC
[General Medical Council] to modify the test for
Indian doctors so that the focus is on the practical
use of the language which relates to patient safety,"
Dr Mehta said.
BAPIO fears that some Indian doctors may be get
ting put of f by a detailed written aspect of the
English tests when applying to the UK, while the
focus should be mainly on communication skills.
"With around 30 per cent of the NHS [National
Health Service] medical workforce being made up
of Indians, it is a fact that Indians are the best doc
tors available to the NHS from overseas. .

The epicenter of the quake was
in Norcia in Umbria, about 105
miles northeast of Rome, while

were Amatrice, Accumoli and
Pescara del Tronto.

Parrikar seeks report on Scorpene submarine leak


New Delhi: With sensitive infor

Scorpene submarines being
allegedly leaked, De fense
Minister Manohar Parrikar
sought a report from the navy,
adding that it appeared to be a
case of hacking.
The Indian Navy, in a state
ment, meanwhile said it is ana
lyzing the information. The navy
also made clear that the source
of the leak was not in India.
T he Scorpene submarines,
designed by French shipbuilder
DCNS and being manufactured at
the Mazg aon Do ckyard in
Mumbai at a cost of around $3.5
billion, are conventional diesel
vessels that boast of advanced
stealth capabilities.

have been leaked from DCNS
contain information on different
aspects of the boat, including its

While the leaked information is
still being analysed to gauge the

extent of damage, there is fear


that it may compromise the sub

considered the most important
attribute of a submarine.
Parrikar, at the sidelines of an
event on Wednesday morning,

said he got information about the


alleged leak around midnight.
"The first step is to identify if it
re lates to us," Parrikar told
reporters here.
"The Navy Chief (Admiral Sunil
Lanba) has been asked to analyse
what exactly has been leaked,"
the Minister said, adding his first
assessment was that it was an act
of hacking and not a 100 per
cent leak.
"We do have our final integra
tion and all that," he said.
"W hat I can understand
because it came to my knowl
edge around 12 a.m. there is a
hacking. So we will find out all
these aspects," he said. "I've told
the navy chief to find out all the
details. Maybe, in a couple of
days I'll be able share with you."
The Indian Navy, in a statement
issued shortly after the minister
spoke, stressed the leak did not
happen in India.

according to a report by New World Wealth.
The United States topped the chart.
With a total individual wealth of $5,600 bil
lion, India stood at No. 7 in the list, ahead of
Canada ($4,700 billion), Australia ($4,500
billion) and Italy ($4,400 billion), which came
in at 8th, 9th and 10th slots, respectively.

($48,900 billion) while China ($17,400 bil
lion) stood second and Japan third with
$15,100 billion.
Others in the top 10 club were the United
Kingdom at No. 4 with a total individual
wealth of $9,200 billion, followed by

(6th, $6,600 billion). Wealth refers to net
assets of a person. It includes all their assets
property, cash, equities, business interests
less any liabilities, the report said, adding that
it excludes government funds from its gures.
The ranking of India as one of the top 10
wealthiest countries in the world is largely
because of its large population. Australias
ranking is impressive, considering it only has
22 million people living there, the report

My writing will never be the same, says


author Perumal Murugan
New Delhi: "My writings will be
never the same. A censor is seated
inside me and he is testing every
word that is born within me. His
constant caution that a word may
be misunderstood and I'm unable
to shake him of f," said acclaimed
Tamil author Perumal Murugan
here on Monday.
This was Murugan's first public
speech after announcing his
"death" over social media after a
controversy broke out in 2015
over his book "Madhorubagan"
(One part woman). T he book
earned the wrath of some Hindu
groups and castes and copies of
his books were burned at the town
of Tiruchengode, where the novel
is set.
However, in July 2016 the
Madras High Court quashed all
criminal cases filed against the
author.In a moving statement read
out after the release of his new
book, a collection of 200 poems
titled "Kozhayin Paadalkal" (Songs
of a Coward), at the Nehru
Memorial Museum And Library,
Murugan said that it was the court
verdict that prope lled him to
resume writing.

Perumal Murugan had announced over a year ago that he was giving
up writing after he came under attack from Hindutva supporters who
claimed that his novel Madhurobhagan, published in 2010, is
blasphemous. The novel explores the problems of caste divisions.
"The question of whether a word
or a sentence in a judicial verdict
should determine if I write or not
remains in my mind. If a faceless
force can put a full stop to writing,
can't a line in a judicial verdict bol
ster writing? Moreover, the imper
ative 'write' suits my present state
of mind and is a cause for happi
ness," he said, adding that thus he
resolved to resume writing and

start publishing.
"The publication of this book
marks this beginning," he said.
Talking about the selfimposed
exile, the author said that it was
poetry that saved him from
despair.
"Between December 2014 and
June 2016, I couldn't so much as
scratch a line in the first three
months. As though the fingers of

my heart had become numb. I


couldn't read a thing. Even when I
turned the newspaper my eyes
would scan the print but my mind
would not absorb a word," he remi
nisced.
"I wallowed in a dark hole with
out the urge to see or talk to any
body. But as I ruminated over my
existence, there came a certain
instant when the sluice gates were
breached. I began to write. I chron
icled the moment when I felt like a
rat, dazzled by the light, burrowing
itself into its hole," he added.

Thiruvalluvar, Murugan said that
though the court asked him not to
live in fear, he finds it tough. "The
learned judges have said that 'I
should not live under fear'. But my
old
teacher,

heart; To fear where cause of fear
exists is wisdom's part',"
Murugan, who prefers to stay
away from sensationalism, also
said that he accepted the invitation
of the publishers to express his
gratitude to those who lent sup
port to him.

from other parts of India and from
across the world stood by me,
extending their support in various
ways. Across the country voices
were raised in support of freedom
of expression and against intoler
ance...I accepted this invitation to
speak here only to express my
gratitude to those voices," he said.
Stressing that his written words
will speak more now, Murugan
also requested the media to allow
him privacy.
"It is silence that g ives me
strength now. I'll write to gain fur
ther strength. My request there
fore to the media and organisers of
lit fests is this: Please do not ask
me to speak. Let me be quiet. And
write. I shall speak to you through
my written words," he added.
Later, in a discussion with author
Nilanjana Roy, Murugan noted that
his writings have always dealt with
the issue of castes. "In my writings,
I have dealt with re lationship
between castes and conflicts
between various castes. I believe
no writer can write a single word
in defense of castes," he said.

more types of cancer: Study

cancer, including stomach, liver,
gall bladder, pancreas, ovary,

says a review.
The findings showed that for
most of the cancers on the newly
expanded list, the higher the
bodymass index, or BMI, the
greater was the risk of develop
ing cancers.
"The burden of cancer due to
being overweight or obese is
more extensive than what has
been assumed," said Graham
Colditz, cancer prevention expert
at Washington University.
"Many of the newlyidentified
cancers linked to excess weight
haven't been on people's radar
screens as having a weight com
ponent," Colditz added.
In addition, the cancer risks
associated with excess weight
were similar for men and women
and were also consistent across
geog raphic reg ions North
America, Europe, Asia and the

Middle East.
Excess fat leads to an overpro
duction of estrogen, testosterone
and insulin, and promotes
inflammation, all of which can
drive cancer growth.
The study could have a signifi
cant bearing on the global popu
lation out of which an estimated
640 million adults and 110 mil
lion children are obese, said the
paper published in T he New
England Journal of Medicine.
Limiting weight gain over the
decades could help to reduce the
risk of these cancers.
Moreover, lifestyle factors such
as eating a healthy diet, main
taining a healthy weight and

exercising, in addition to not


smoking, can have a significant
impact on reducing cancer risk,
the researchers said.
"Rather than getting discour
aged and giving up, those strug
gling to take of f weight could
instead focus on avoiding more
weig ht g ain," Colditz noted,
warning "this is another wakeup
call. It's time to take our health
and our diets seriously."

Childhood head injury may up mental illness, mortality risk


London: Brain injuries, including concussions in childhood, can increase the risk of mental ill
ness, poor school attainment as well as premature death, finds a study.
The findings showed that people who had experienced a single mild, moderate or severe
brain injury during childhood were at twice the risk of being admitted to hospital as a mental
health inpatient (an increase in absolute risk from 5 per cent to 10 per cent).
They were 50 per cent more likely to use a mental health service (increase from 14 per cent
to 20 per cent) than unaffected people in the same age group.
The risk of outcomes, including the likelihood of developing a psychiatric illness, became
higher if the injury was more severe, or if there were multiple injuries.
"The study found that a childhood brain injury increased the chances of all these things.
More serious brain injuries and repeated brain injuries made them even more likely," said lead
author Seena Fazel, professor at Oxford University.

Dealing with stress and anger

people face situations that
can make one feel stress and
anger. Modern science has proven
the af fects stress and anger have
on the health and wellness of our
body and mind. Is there any way
that we can deal with stress and
anger so that it does not create
stressrelated illness of our body
and mind? Is there a way that we
can face the tension of life in a way
that we maintain calm and equa
nimity physically, mentally, emo
tionally, and spiritually?
The combined wisdom of the
saints and mystics from ancient
India and the current research by
scientists, medical doctors, and
researchers point to the same
answer: we can reduce stress and
anger and maintain optimum
health and wellness through the
practice of meditation.
As life has become more com
plex, we interact with many people
in the course of the day. Any one of
these can result in stress.
Whenever there are disagreements
between two or more people, or
things do not go the way we
expect, this can lead to anger. In
the past, when people lived and
worked on a farm or from their
homes, there were fewer interac
tions with others. However, today,
we have many opportunities
throughout the day in which we
meet and interact with others.

When we are raising a family,

schooling, their financial dif ficul
ties, or living in a household with
multiple people. With the economic
difficulties of modern life, we have
financial stress. As students, either
in a school or college, or in training
for our career, we have to worry
about our grades in school and our
test scores. We worry about
whether we will be accepted into a
school or training facility, and once
there, whether we will pass so we
can get a job in our chosen career.
Once we have a job, there is stress
about keeping it with the stiff com
petition workers face, or we worry
what will happen if we lose the

The good news is that there is a
solution to dealing with stress and
anger. From ancient times, saints
and mystics have taught medita
tion as a way to remain calm and
peaceful. In the past few decades,
the practice of meditation has
gained popularity in countries all
over the world. While people have
been practicing meditation
because they recognize how good
it makes them feel, there is the
added bonus contributed by med
ical researchers and doctors that
prove why we feel so good when
we meditate. These medical studies

meditation contributes to our
health and wellness.
Two meditation techniques we

with love and tolerance for all,
making our own lives and that of
others more peaceful.
Here are some easy tips to help
us when we feel anger arise in our

daily lives:
Tip 1: We can remove ourselves
from the situation and go some
where to quietly meditate. This
gives us a break from the situation
so we can calm down, slow down
our heart rate and brain waves to a
calmer state, and then return with
the equipoise to deal more peace
fully with the situation.
Tip 2: When we return to the
stressful situation after meditating,
try to talk things over. Listen calm
ly to what the other person has to
say and see if there is any truth to
it. If so, we can apologize if we
have done or said something to
hurt them, and resolve to refrain
from repeating that action or those
words. After the other person has
felt heard and that we truly lis
tened, they may be more open to
hear things from our point of view.
We can then share our side of the
incident, so they can understand us
as we have tried to understand
them. We can then discuss a way to
have a winwin solution or compro
mise. In this way, we can use con
flict resolution to work out a prob
lem without resorting to anger and
violence.
Tip 3: We can look at the source
of our anger, which is often ego.
We get angry when things are not
going our way. It could be that we
want to control others, have power
over others, or make others do
what we want. If we can step back
and find ways to make things work
out in a way that is mutually bene
ficial for all parties, we are happy,
others are happy, and we have
made the environment peaceful.
Through daily meditation, lead
ing a calm, peaceful life becomes a
habit. Over time, a habit turns into
our nature. Day by day, we trans
form ourselves into peaceful, non
violent, and calm people and radi
ate that to others. The ripple effect
of our calmness and equipoise
spreads and it will not be long
before we have a peaceful family,
community, and world. Peace
begins with each of us.

SECRET TO ENLIGHTENED LIVING

here is a quotation by the great Greek philosopher, Socrates. Once he said, Our prayers
should be for blessings in general, for God knows best what is good for us. This quote
coincides with the prayer to God to give us whatever is good for us.
Time and again, whenever we demand something from God that is continually denied to us,
it is usually because we are asking for something that is not good for us ultimately.
There have been many instances in which people prayed to God for something, and God did
not grant their wish. Later they came to learn that receiving the wish would not have been a
good thing after all. Will a mother allow the child to have poison? The child may cry for it and
throw a tantrum, but if it is poison, the mother will not grant it. Instead the mother will give
the child what is best for him or her. The child may not realize it at the time, but as the child
grows and learns, the child is grateful for all the things the mother denied him or her that
were ultimately not good. Many people are anxious about making choices. The way to be
sure we make the right choices about what to pray for is to pray that God gives us what is
best for us. God makes no mistake. Rather than pray for something that may or may not be
the best for us, let us pray for Gods will for us.

let go of all clutching and praying for this

Gods will. It is a chance to let go of all our
wants and desires. We merely sit in a
receptive mood and ask God to grant
what is best for us. We will find that God
will give us much more than we had
expected.

That is the secret to enlightened living.
