Literacy fun on again

Bacchus Marsh will come alive


next week as popular story-book
characters take to the streets to
celebrate the regions tenth annual
Literacy Trail.
Moorabool Shire Council staff will be
dressed as their favourite characters
as they help to stimulate childrens
imaginations and encourage their
love of reading, writing, counting
and language.
The Moorabool Literacy Trail is an
award-winning event that attracts
hundreds of primary and preschool
children from across the shire,
together with parents, teachers, local
traders and community groups.
This year, the event will be
celebrating a decade of literacy fun
with stilt walkers, storytellers and
musicians.
Moorabool Shire Mayor, Allan
Comrie said he was looking forward
to the day and dressing up as his
favourite character, Bob the Builder.
The Moorabool Literacy Trail is
a great event. It gets the kids into
reading and motivates them to
concentrate on books, he said.
Its a great way of encouraging kids
to enjoy reading rather than sitting
in front of the TV or playing with
their iPad.
To be held on Thursday September 8,
the Literacy Trail will be held in the
main street of Bacchus Marsh from
10am to 1pm. Highlights of the day
will include dancing dogs, puppets,
jugglers and musicians.
The Moorabool Literacy Trail, which
alternates between the main streets
of Bacchus Marsh and Ballan each
year, is brought to Moorabool by
the state governments Best Start

organisations, including health,
welfare and education services.

The football clubs senior
ruckman was crowned the
Geoff Taylor medallist at the
Central Highland Football
Leagues senior vote count
on Monday (August 22),
taking out the Best and Fairest after pipping teammate
Chris OKeefe and Daylesfords Jordan Alexander by
just one vote.
It was a really exciting
night, he said.
Going into it, I really didnt
expect to win at all. Ive been
pretty happy with the season Ive had, but never in my
wildest dreams did I think
that Id vote that highly.
Benson said he was sitting
next to Chris OKeefe during the neck-and-neck round
votes, and couldnt believe
that he had taken his teammate out on the post.
I wasnt nervous at all in
the lead up to it as I didnt
think Id be a contender, but
as it got into those last few
rounds it was quite nerveracking. Chris and I just kept
polling neck and neck; it was
pretty crazy, especially to
win in that fashion, he said.
We both play centre together, so maybe he makes
me look good and I make
him look good.
Senior Coach Heath Pyke
said seeing two senior players take out the top spots
was a pleasing result.
It was really terrific for
both blokes to come out
on top and its a credit to
the effort they have put in
throughout the season, he
said.

bit unknown as a ruckman,

to the town with his partner and sent emails out to
prospective clubs to gauge
interest, and we were lucky
enough to reply and win his

Benson said when he initially moved to Ballarat he


had received a few calls
from other clubs, but Bungaree seemed like the right fit.

The Ballan RSL will now
have the chance to celebrate
its 100th anniversary thanks
to a membership drive that
doubled the amount of
members.
At the beginning of August,
RSL President Bob Nason
feared for the future of the
club due to the steady decline of existing members.
The Ballan branch, which in
its prime had around 30 supporters, had just eight active
members.
However, a call to action on
the front page of The Moorabool News and a membership drive held on Saturday
August 13 saw more than 20
local veterans sign on.
The drive went very well,
I am extremely happy with
the response from our community and the veterans. Its
been really good, Mr Nason
said.
At the moment we have
about 25 new members and
are expecting a few more
to sign on. This means we
should be able to continue
the branch. Some of the

Fight to
save RSL

The President of Ballan RSL is not giving up the fight to save


the club from closure.
Robert Bob Nason said memberships were steadily
declining, meaning the community could see the doors of
the club close forever.
The RSL sub-branch was formed in 1919 after the region saw
810 men and women serve in the Great War.
Age [of members] is a major factor, Mr Nason said.
Despite a short period over WWII, the club has been around
for close to 100 years.
The Ballan branch, which in its prime had around 30
members, has just eight current supporters.
Mr Nason said the youngest members were aged in their
60s.
Theres only a few of us left as we have lost a few members
over recent years.
We cant let [the club] close. Without it, the town would lose
that involvement with Anzac Day and Remembrance Day.
Recent memorial services have seen up to 300 community
members marching along the streets of Ballan, with more
showing their support from the side.
However, whilst the community support is still strong,
those leading the march are dwindling.
We have always received a lot of support from the
community, and comments from them have been that they
would be sad to see the club go, Mr Nason said.
Weve had younger veterans show interest in helping to
move the club forward. Younger members would save us
from closing and take us on the next journey.
The Ballan sub-branch will be holding a membership drive
on Saturday August 13.
Mr Nason said although the branch was small, it was an
open door for past and present Australian Defence Force
(ADF) members.
We support those in need. Last year, for example, we
helped a previous ADF member obtain a wheel chair. We
also helped out the family of an ex-member who was taken
into hospice.
The RSL also provides services to members who have
sustained injuries, both physically and mentally, by assisting
in the application of advocacy services.
Unfortunately those applying for advocacy services is a
growth area, but we can help, Mr Nason said.
The Ballan RSL membership drive will be held in conjunction
with the Ballan Farmers Market on August 13 from 12:30pm
2:30pm at the RSL Hall, 145 Inglis Street.

Dam failure risk increases

Landholders are encouraged to check their farm

failure has increased significantly, due to a rapid rise in
dam water levels following a
long period of drought.
Landholders need to ensure they inspect, check
and monitor their gully
dams over the next six to
12 months and keep a close

subsidence, cracking and/or
tunnelling, Mr Costin said.
Gully dams are of particular concern as much of
the water is stored above
ground level, held back by
an earthen bank.
In a good site, more than
60 per cent of the water can
be stored in this manner but
these earthen banks can fail
when there is a rapid rise in
water level following a period of drought. This failure
can range from a minor leak
to catastrophic failure of the
entire bank.

During a period of drought,


when dam water levels are
low, earthen banks slowly
dry out resulting in the formation of cracks.
Mr Costin said if the water
level rises too rapidly, it can
find its way into these cracks
causing the dam to leak.
Mr Costin said it was important to treat cracks and
other issues in farm dams
as quickly as possible. Treatment options may include
reducing the water level
(critical at most at-risk sites),
packing cracks with moist
clay, and rebuilding part of
the dam bank.

Collyer in 1872. In the 1880s
it was purchased by the
Church of England and used
as a Vicarage for 40-years.
The property was also used
as a boarding house for some
years until it was purchased
by Federick Slack for a private residence in 1922.
Moorabool Shire Council
CEO, Rob Croxford said the
house was covered by the
Heritage overlay Schedule
H017.
The intent of H017 is to
protect the dwelling. A permit would be required if any
development is proposed for
the site, he said.
Depending on the type of
proposed work, council officers may be able to approve

The Bacchus Marsh and
District Historical Society
have voiced their concerns
over the future of a local significant landmark.
Stone Villa is located at
4 Bennet Street and is the
sixth oldest house in Bacchus Marsh.
In 2004 it was sold to the
Village Shopping Group.
A BMDHS spokesperson
said members of the society
had attended an inspection
at the time of sale, however
could not afford to purchase
the house, which is more
than 150-years old.
Even if it were to have
been donated to the society,
we would not have had the
money to do it up as a historical society and museum,
the spokesperson said.
If the society had been
given enough time, perhaps
we could have rallied the
community to get together
to purchase the property
for the society to have a museum, but we were not given
the chance.
There have been so many
people asking the society
what is going to happen, all

A life of fire fighting

Pat Shanahan has seen it
all in his 60 years as a CFA
volunteer.
The Myrniong resident
attended the 1983 Ash
Wednesday Fires and the
Greendale flames that burnt
for six weeks. He remembers
when water was carted in
milk tankers and random
community members would
stop their vehicle to help put
out a blaze.
In May of this year, Mr
Shanahan was honoured for
his six decades of service.
Greendale Fire Brigade captain Damian Zabinskas said
Mr Shanahan had brought
a world of experience and
local knowledge to the team.
He knows the extensive
history of the Greendale
area and that can be quite
advantageous to a brigade,
he said.
Since Ive been here, Pat
has always been able to use
his point of view as a past active member to put forward
some really good advice.
If he sees something that
doesnt look right he is not
afraid to put his hand up and
say this is how we used to do
things, and this is why.
Mr Shanahan joined the
Greendale Fire Brigade in
1956 at the age of 18 - four
years after experiencing his
first fire.
I remember it well because
it was the same day King
George VI died: February 6,
1952, he said.
I had joined the Myrniong
Brigade as a young teen and
I remember it was also the
day that school had to go
back, but I was kept home
to yard the cattle. The fire

had started at East Trentham


about ten days earlier, and it
burnt all the way down towards Bacchus Marsh.
Mr Shanahan said he went
on to join the Greendale Brigade after purchasing land
in the area.
There was only a small
number of people back then,
all farmers, and the area was
very susceptible to fires. I
consider myself very fortunate now because the Greendale Brigade is regarded as
one of the oldest rural Brigades in Victoria.
We used to do a lot of
road side burning and burnt
firebreaks around farmers
houses. That is how young
farmers learnt what fires
could and couldnt do. Sadly,
roadside burning doesnt
happen much anymore, but
I think it really helped us
become familiar with fire.
Ill admit there were times
when I was a bit uncertain
as to what was going to happen, in particular the Ash
Wednesday night.
Over the years, Mr Shanahan has held the position
of Myrniong Fire Brigade
member and First Lieutenant, and Greendale Fire Brigade secretary. He was also a
delegate of the Ballan Group
of Fire Brigades and received
a Life Membership to Greendale in 2006.
Mr Shanahan said he had
seen tremendous changes
over the years, from the level
of equipment to the culture
and recognition of the Brigade and its members.
All the equipment has
gone through remarkable
changes, the trucks are carting much more water and
they have much more efficient pumps, he said.

But I think the biggest


change, is that for years,
women werent recognised
in the brigades. They often took refreshments, or
opened a gate for a fire truck,
but it was always argued
that they could be injured in
the process. Im so pleased
that women are now taking
on volunteer positions as
Lieutenants and being recognised for their incredible
services.
Mr Shanahan received his
60-year service certificate
from the Greendale Fire Brigade on May 27, however Mr
Zabinskas said the official
service medal and presentation was still to come.
Unfortunately we didnt
have the official Country Fire
Authority 60-year service
medal at the time of our May
presentation night because
there arent actually many
of those kicking around its
a pretty rare achievement.
We will officially present
Pat with his medal at either
our next presentation night
or the November crisis
meeting.
Mr Shanahan said he was
proud to have been involved
with a big family unit of
people.
Its just about helping
other people. In the country
you help one another, thats
that, he said.
I feel very honoured to
have received recognition
from the Greendale Rural
Fire Brigade and the CFA.
The CFA over the years has
made a very valuable contribution to the communities
of Victoria and I hope their
wonderful
organisation
continues for many years to
come.

Main street makeover

Ballan residents have been given the


opportunity to voice their opinion on the
improvement to the towns streetscape.
Around 40 residents attended a drop in
session at the Moorabool Shire Council
Chambers in Ballan on Tuesday (August 23).
Council CEO, Rob Croxford said funding
had this year been allocated to two projects
within the Inglis Street precinct, including
a footpath renewal and kerb and channel
replacement.
To help guide the footpath renewal works,
a masterplan is being prepared for the Inglis
Street precinct, between Cowie Street and
Stead Street. This master plan will address
footpath materials, street plantings, street
furniture, seating areas and other points of
focus, he said.

Visitors at the drop-in session were asked


to indicate their preferences on a number
of options such as asphalt and bluestone
verses exposed aggregate concrete, and mass
plantings of colour verses texture.
We received valuable feedback and this
will be used to inform the masterplan
development and help set the future
direction of capital upgrades that are
scheduled to occur within the Inglis Street
precinct, Mr Croxford said.
The masterplan development will continue
to occur throughout September, with kerb
and channel replacement works scheduled
to commence in early 2017. Footpath renewal
works will then follow in April-May.

VALE Joan Young

(nee Armytage)

The Ballan community
farewelled local identity
Marjorie Joan Young, who
died peacefully on July 19,
aged 93.
Joan was the beloved wife
of Robert (dec.), the caring
mother of Wendy (Young)
and Jenny (Jarmain) and
the adored grandmother of
Laura and Matthew.
Born June 14 1923 in New
South Wales, Joan grew up
in the country with a horse
named Belle and a dog
called Rover.
She attended boarding
school at Toorak College,
where she excelled both
academically and physically.
She received house and
school colours on a number of occasions and was a
member of the gardening
committee, games committee and senior basketball,
baseball and tennis teams.
Joan met the love of her life,
Robert, at a golf tournament
in Buninyong. The pair announced their engagement
and were married at Christ
Church in South Yarra.
They lived in Ballan together, where Joan threw herself
into the community whilst
helping her husband on the
farm.
At a service held at the
Ballan Mechanics Institute
on Wednesday (July 27),

daughter Wendy told of her


mothers love of roses, sherry and fried whiting, and
immersing herself into the
community.
Mum was always giving
her time to someone, whether it was the Ballan Primary
School, the Country Womens Association, the Golf
Club, or Pennyweight Park,
now Pinarc. Dad used to
come home and say, where
the hell is she today?
When dad passed away
on May 21 1985, mum was
devastated, but she dived
straight back into her farming, gardening, sport and
community work. Then, in
1991, her whole life changed
when her granddaughter

Laura came into the world.


Two years later, in 1993, the
apple of her eye was born
and that is Matt.
Matthew
and
Laura
also paid tribute to their
Gan, reminiscing about
fond memories of their
upbringing.
To summarise our life,
relationship and connection with Gan is the hardest thing weve ever done,
Laura said.
We were her only grandchildren and she was our
only grandparent, so we
shared an incredible bond.
Joan adored her nickname
Gan, which she received
due to Lauras inability to
say Gran from a young age.

She said she felt special


to be the only Gan in the
world, and when we asked
if she would like to be called
Gran, she said she wouldnt
change it for quids, Laura
said.
Matthew recalled living
next to his Gan and running
across the paddock to her
house when he was in trouble at home.
She used to ring up mum
and dad to tell them the
grandchildren were staying,
and mum and dad would
say, of course they are.
I am so grateful to have
had a person like Gan take
us through the foundation
years of our lives May
you rest easy knowing you
have two grandchildren that
think the absolute world of
you. We have memories we
will cherish forever and our
love for you is endless.
Joan was a loyal volunteer
to the Ballan Red Cross,
Ballan Hospital Womens
Auxiliary, Country Womens
Association (45 years), Ballan Primary School, Ballan
Golf Club, Pinarc Disability
Support and Riding for the
Disabled.
Joan was buried in the Ballan Cemetery, where she
arrived by a horse drawn
hearse.
Over 200 people attended
the service and celebrated
the life of Joan Young.

He may be but a one-term


councillor, but East Wards
John Spain is comfortable
giving up his post with the
hope of having a woman fill
the spot.
At 67, Spain decided that
four years on council was
enough and that hed like
to do some other things with
his time.
Im not quite retired
as one person put it, Im
working for no pay, Spain
explained.
Theres lots of stuff I want
to do, and I cant do it while
Im on council.
He doesnt have a bucket
list, as such, but he has a
list including wood craft,
learning how to weld, more
reading,
perhaps
some
gardening; its not that
Spain doesnt want to be a
councillor anymore - he did
enjoy his time working for
the people.
They were exciting times,
sometimes they were very
rewarding - sometimes
of course they were very
frustrating, but it was good
to work with a bunch of

people who, in all of our


separate ways, are trying to
make the place, Moorabool,
a better shire.
I got to meet a lot of
different people, at all levels
of government, so that was
part of the reward. The
other reward was being
able to help people in the
community sometimes in
very small ways.
And the big thing for me
is that we finally got the
Halletts Way roadworks
actually started; Ive been
waiting for 30 years to get
that kicked off and it was
good to finally get it kicked
off while I was on council.
Its just that nothing could
really lure Spain away from

his passion for his day-job,


which was originally in
computer systems, for very
long.
I dont think Ill ever fully
retire, Im interested in
systems, not just computer
systems but social systems
too, and that means working
with community groups and
also studying how things
get done in our particular
society.
There just isnt room for
another term as a councillor
along with Spains passions.
It can be very tiring there
is much paperwork, theres
many things youve got to
try and cover off, and its
very difficult these days in
such a complicated world
- councillors rely on their
family and friends to help
them sometimes.
But there is someone Spain
would like to see step into
his shoes come the council
elections in October
Im hoping more women
find themselves placed
in their life and careers
to be able to offer time as
a councillor - we always
need more diversity in all
different areas.

with an updated fleet of
motorbikes.

state
government
will provide $19,548 under
the Volunteer Emergency
Services
Equipment
Program, which matches
SES unit funds with $2 for
every $1.
Announcing the funding,
member for Melton Don
Nardella said it will be used
to buy motorbikes.
This grant will provide
a welcome boost to the
Bacchus Marsh volunteer
SES
unit
by
helping
purchase motorcycles and
vital equipment they need
to save peoples lives and

to continue to keep the


community
safe
when
emergencies strike, Mr
Nardella said.
Organisations
can
apply
for
government
contributions of up to
$100,000.

Lambrick said the Unit
currently has motorbikes,
and that the funding will be
used to update the current
bikes and to purchase an
additional bike, bringing the
fleet up to four.
We use them for searches,
theyre very good for going
up and down tracks and
that sort of thing some of
the cars you wont get on a
track, Mr Lambrick said.
He said that the bikes could
decrease search times and
increase efficiency and not
just in rough terrain such as
the Lerderderg Forest.
They can be used in urban
areas too, to cover a large
amount of space in a short
time. We make good use of
them in the community.

Perspective

Political correctness, or
being offended because you
can? The subject for this
weeks Perspective is about
the crazy world of political
correctness; it appears the
pendulum has stopped
swinging and we are destined to be checked and
cross-checked to the point of
legislative lunacy.
There was a time when
emulating someone you
admired was simply considered a term of endearment;
today, its the tight-rope we
precariously cross between
an intended compliment and
a complicated insult.
A case in point was the nine
year old boy that went to
school dressed as his idol,
West Coast Eagles footballer
Nic Naitanui; had the child
not had his skin painted
brown, it would have been
lucky to make the school
newsletter, let alone make
National News for three
days.
Even Naitanui himself
weighed into the debate,
all 201 centimetres of him,
playing arguably one of the
toughest games in the Coun-

Kinte. Yes, the actions of
the Mother of this young
boy may not fit into todays
sensitive world of political

correctness, but its hardly a


hanging offence worthy of a
public lynching.
In the same week a young
boy shaved his head and
dressed in Gary Ablett Juniors football kit to emulate
his football hero and was
considered adorable; the jury
is still out on whether the
follicle challenged across the
country will revolt against
the unnecessary misuse of
the Gillette.
The fact is that there is a
broad divide between a
deliberate insult and the
opportunism of dissecting meaning via language
or emulation; the term of
endearment will be lost to
the sensitivities of the politically correct and all of their
insecurities.
Even more alarming is the
use of the politically correct
to condemn the unsuspecting by cherry picking without context; thats just political point scoring. The real
question is when does fear
of being misunderstood by
way of context, or something
more sinister, become a case
of not saying what you mean
for fear of retribution.

difference
The National Disability Insurance
Scheme (NDIS) is the largest social
reform in Australia since the
introduction of Medicare - and we
need your help to make it happen.

The reality is that comments


considered innocent, or even
humorous in the past, have
now become linguistic fodder for the connoisseurs of
the conical verb; its no longer about the context in which
it was delivered, its about
which context does it fit into.
For example, what say I
walk into a coffee shop and
ask for a Sammy Davis Junior, or a short black; am I
insulting African American
entertainers, the vertically
challenged, or just ordering
coffee? Well, as someone
who had the privilege of
meeting Sammy Davis jnr,
and considered him to be the
most inspiring person I have
met, Sammy would have
considered it a gas that this
crazy Aussie named a coffee
after him.
Confusion reigns supreme
for those of us that have
lived through an era of iconic humour once considered
the norm, and the simple
acts that were once considered chivalrous now offend;
nothing has changed in the
delivery, its about how its
accepted, and what may be
acceptable to one is now not

acceptable to all.
I am even more confused
that in terms of gender, I
need to consider words that
are not gender specific when
addressing someone of the
opposite sex, for fear of being
considered against equality,
or even worse misogynistic.
The art of the simple compliment needs to be considered
carefully, and even more
precarious is the instant
quip that was once considered quick wit. There is no
room for a sense of humour
in the world of political correctness; to be misconstrued
can have you fall flatter than
a poor mans pancake on a
Tuesday.
I get the fact that what may
be considered humour to
some may not be to all, but
there is such a thing as humouring one-self, and not
all should be considered offensive in search of a context.
Common sense would suggest that most of us know
what a direct insult is, and
what a poor attempt at humour is; whether it gets a
giggle or not, shouldnt define whether its offensive

or not. Its like trying to be


funny when there are 10,000
comedians out of work due
to script editing.
Australians pride themselves on having a warped
sense of humour, personalised or not; its in our DNA to
substitute fear and nervous
tension with humour; the
fact that we do it in the most
unlikely of circumstances
has the rest of the world
scratching its head.
The paradox in this communication revolution is that
the vernacular of the wharfie
is now considered common
place in the social context,
yet the subject matter is
scrutinised within an inch
of the alphabet in search of
an insult.
When the context or intent
is excluded from the political
correctness debate, the art of
communication becomes either black or white, the very
bridge we are trying to cross;
its easy to find an insult
when youre looking for one.
Peoples values cant be legislated, they are what they
are; its about education not
condemnation.

A vacant piece of prime land was going to


be a Hungry Jacks fast food outlet, and now
the site on Main Street in Bacchus Marsh will
be a SuperCheap Auto.
The permit application, granted at
Moorabool Shire Councils Development
Assessment Committees August meeting, is
also for a two-storey self-storage facility to be
built on the site.
Earlier this year, Hungry Jacks received a
permit application to build on the land but
the permit required the proposed building
design to be flipped, and the land has since
been sold and the new plans developed.
The SuperCheap Auto store will be set back
more than 20 metres from the road, with the
permit allowing vehicle access from the road
to the site be altered.
There will be 14 carparks at the front of the
store, with an additional four at the back of

The self-storage facility will consist of
multiple units as a separate building, and a
loading bay as well as administrative offices
included on the rear of the site.
A report prepared by council officers
recommended that the permit be refused, as

it did not meet a number of different planning


and strategic guidelines especially given its
large setback from the street frontage.
However, applicant Peter Bicknell told the
meeting that the setback allowed carparking
to be put in at the front of the site.
Mr Bicknell also responded to a question
from East Ward Councillor Tonia Dudzik
about toning down the colour of the shop
as the proposed red was very bright, but he
explained that it is the corporate colour of the
Supercheap Auto brand.
A council officer explained at the meeting
that council would have preferred the
building to be closer to the street frontage
with the parking at the rear, as getting the
shops closer to the road creates a more active
street.
Central Ward Councillor Paul Tatchell
agreed, objecting to the motion as it does not
comply with the strategy that council put in
place however, he added that he did want
to see the development get over the line.
With conditions including plantings out the
front of the store, and changes to the rear
fence heights, the permit application was
granted.

Sacking of
councillors
dismissed

Current councillors who have not
signed mandatory codes of conduct
will not be sacked, thanks to a state
government backflip.
All Moorabool Shire Councillors
signed the code within the deadline
but West Ward Councillor Tom
Sullivan and East Ward Councillor
David Edwards both criticised the
requirement as a heavy-handed tactic.
It turned out, however, that a total of
107 councillors across the state did not
sign their codes within the deadline
including 13 entire councils, such as the
neighbouring City of Ballarat forcing
the state government to announce that
it would not be sacking them.
Councillors will still be required to
review their code of conduct within
four weeks of the October 22 council
elections and agree to abide by it,
read a statement released by the state
government.
However, the current group of
councillors will not be disqualified as
a result of their errors.

Re Wynne Loses; settles
out of court (MN 23/8/16).
Congratulations to Councillor Pat Toohey for highlighting the way WestWind
Energy is continuing to create uncertainty surrounding the development of Lal
Lal wind farm. Eight years
is a very long time for local
residents of both Lal Lal, Mt
Egerton, Mt Wallace and the
area just south of Ballan to
be held to ransom while the
State Government makes
up its mind about whether
it should amend the original permits. The Moorabool
and Moorabool South Wind
Farms, comprising 107 turbines, both approved one
year after Lal Lals, had very
similar amendments put forward by WestWind. These
were approved earlier this
year despite some objections
being lodged.
At the Directions Hearing
for Lal Lal recently, the Lal
Lal Environment Protection
Association, successful in its
quest to get another Panel
Hearing, the group was ably
assisted by the legal team
who successfully took on

Court. Also the Moorabool
Shire was represented by a
lawyer and a staff member
apparently speaking on behalf of the Shires residents.
I would like to know if the
Moorabool and Moorabool
South wind farms are the
poor cousins of Lal Lal or
is the Shire also going to
assist us in our battle with
WestWind for a fair go if and
when we need their support?
Compliance issues are the
responsibility of the Council who freely admit they
have neither the finance or
expertise to deal with any
problems or complaints in
relation to the disruption to
the lives and health of neighbours of the facility.
It is imperative that before
the next Council Elections,
we know the views of prospective candidates regarding the building of wind
farms as close as 3.5kms
from the main street of
Ballan and 150 metre high
turbines as close as 1.1kms
from peoples dwellings.
We are all owed a duty of
care and it is up to our Shire

Dear Editor,
The Governments handling
of the CFA crisis went from
bad to worse last Wednesday when an attempt to
gag opposition MPs at CFA
events went public.
A directive from the office
of Daniel Andrews handpicked CEO told CFA brigades that Opposition MPs
were not to speak at any CFA
events and ceremonies. Not
only does this directive fly
in the face of years of bipartisan support for CFA events,
it is yet another attempt by
the Government to silence
anyone who speaks out
against their plan to hand
CFA control to the United
Firefighters Union.
Many brigades have not
been contacted by any Government MPs since the CFA
crisis erupted, for others it
has been a lot longer.
CFA Volunteers deserve to
be represented by their local

Members of Parliament. My
Liberal colleagues and I have
been visiting CFA brigades
across the state and we will
continue to do so despite the
Governments attempts to
stop us.

Dear Editor,
Premier Daniel Andrews
was elected with a responsibility to protect the important role of CFA volunteer
firefighters in our state. Instead of finding a harmonious outcome, he continues to
side with United Firefighters
Union secretary Peter Marshall in an effort to remove
control from the CFAs chief
officer. All firefighters are
dedicated professionals who
do an extraordinary job time
and time again when we
need them most. No one
wants this dispute to continue, but we cannot support
an Enterprise Bargaining
Agreement that gives any of
the chief officers powers to
the UFU.
The CFA/UFU EBA has serious flaws that the Andrews

Government has failed to


address. Peter Marshall has
suggested politicians are
fearmongering and creating division among Victorian residents, but I am not
alone in expressing these
concerns. In fact, the former CFA board, the former
CFA CEO Lucinda Nolan,
the former Chief Officer
Joe Buffone, former Emergency Services Minister
Jane Garret, Government
Crown Counsel and various
Queens Counsels all shared
these concerns. The Premier
has done his best to silence
these critics of the EBA, in
many cases showing them
the door.
It is disgraceful that Daniel
Andrews has felt it necessary to sack or bully out all
those that oppose his views
and agenda. It is the Premier and his cabinet who
endorsed the EBA his former
Emergency Services minister described as unlawful.
He now has a hand-picked
board to push it through
and his new hand-picked
CEO Frances Diver has
stated it is time for volunteers to move on. Ms Diver

must have forgotten that


under the CFA Act, it is her
role to protect the Victorian
volunteers, rather than add
to the hype of the Andrews
Government.
Action from the Volunteer
Fire Brigades of Victoria
(VFBV) in the Supreme
Court is a positive development in protecting the CFAs
integrity, effective management and volunteerism. The
Liberal-National Coalition
has committed to enshrine
the rights of volunteers in
legislation, which will protect their right to be consulted on any negotiations that
could affect their workplace.
The CFA has a proud history of volunteerism for more
than 100 years and now
boasts more than 60,000 volunteers but those numbers
are in decline as this dispute
rolls on. To dismantle the
CFA and divide its supporters for the sake of a union
deal shows the true arrogance of our Premier Daniel
Andrews.

Regional rental returns

While rents remained relatively


stable across the state in the June
quarter, family sized properties
in a number of regional towns
experienced solid rental returns.
New REIV data shows threebedroom homes recorded some of
regional Victorias largest weekly
rental increases with a state-wide
median rent of $290 a week.
In the three months to June 30,
Warragul, southeast of Melbourne,
was one of the states strongest
performers for this property type.
The median rent for three-bedroom

homes there increased 3.6 per cent to


$290 a week, up from $280 a week in
the March quarter.
The June quarter also delivered
good news for investors in the coastal
town of Warrnambool in Victorias
south-west. Three-bedroom homes
in the town recorded a weekly
median rent of $340 an increase
of about three per cent or $10 on the
March quarter.
Other towns recording quarterly
rental growth for similar sized
homes included Bairnsdale in East
Gippsland, up 2.7 per cent to a
weekly median rent of $290 and

Torquay on the Great Ocean Road,


up 2.3 per cent to $440 a week.
Three-bedroom homes in Hamilton
and the Geelong suburb of Corio
both recorded rental increases of
two per cent, boosting the weekly
median rent to $250 and $260
respectively.
Slight rental growth for threebedroom
houses
was
also
experienced in Lara, north east of
Geelong, with the weekly median
rent up about one per cent to $338.
Meanwhile, four-bedroom homes
in Alfredton, on the outskirts of

Ballarat, also recorded solid rental


growth in the June quarter, up 2.7
per cent to a median of $375 a week.
Located west of Lake Wendouree,
Alfredton is central to the citys
growth corridor and has a growing
population with many new housing
estates.
Rental growth was also recorded
in Shepparton with the weekly
median rent for two-bedroom units
increasing 2.1 per cent over the
quarter to $243.

The Under 15 football squad ventured to


Daylesford last Sunday hoping for another
finals win. They took on Learmonth and
given they had beaten them in the home and
away round earlier in the season, they were
confident that they had a good chance. On
the big Daylesford ground the Blues kept
right up with their opponent and at the first
break they had a slender lead of two points.
Will Snaith booted the first two goals and
got the Blues rolling. The second quarter was
just as competitive and at the half time break
the scores were level at three goals three
points a piece.
Corey Pascoe was in everything and Jordan
Monaghan, along with Lachlan Trickey, did a

their State Title competition with 2nd for
Free Exercises and 3rd for both March and

quarter the Blues did regroup and kicked
three goals but Learmonth were able to stay
on plan and they managed to kick another

The Under 15s have had a turbulent year
and certainly showed glimpses of good
form throughout the year and have a sound
foundation for next year. They will all meet
up again on Sunday 11 September for the
Presentation day to reflect on the year that
was.

Districts Calisthenics Competition. They
performed as three individual teams for
Clubs, Free Exercises and Rods, two Teams
for Aesthetics and then performed as one
in the Revue. They were awarded Highly
Commended Aesthetics Team 1, Honourable Mention Clubs Team 1, Free Exercises
Team 1, Third Rods Team 1 & 2 (Equal),
1st Calisthenics Revue.
The Intermediates had the early start on
Sunday morning for their CVI State Titles
competition. Their competition is split into
two parts with March, Clubs, Free Exercises
and Rods performed in part one, with the
remaining routines to be performed in a few
weeks time. It is quite an even competition
and the girls were awarded a Special Mention for their Rods routines Coach Susy
