UNIVERSITY OF THE PHILIPPINES OPEN UNIVERSITY BAC Resolution Declaring Failure of Bidding RESOLUTION NO. 16.051 WHEREAS, the UP Open University Bids and Awards Committee (UPOU BAC) posted the invitation to Bid for “Construction of Elevator Shaft at the Administration Building” inthe Philippine Government Electronic Procurement System (PhiIGEPS) for seven days, and continuously at the UP Open University (UPOU) website ‘and on bulletin boards at the premises of the UP Open University, WHEREAS, in response to the said postings, only one bidder, Golden Deer Enterprises, purchased bid documents and submitted a bid proposal on 28 June 2016; WHEREAS, upon careful examination, verfcation, and ascertainment ofthe documents they submitted, the UPOU BAC found Golden Deer Enterprises ineligible to bid due to non-submission of @ duly signed ‘onstruction schedule and S-curve and a duly notarized UP System questionnaire; WHEREAS, under Section 30.1 ofthe Revised Implementing Rules and Regulation of Republic Act (9184, the bid of Golden Deer Enterprises is considered “failed, WHEREAS, the UPOU BAC declared Golden Deer Enterprises disqualified to bic, NOW, THEREFORE, we the members ofthe Bids and Awards Committee, hereby RESOLVE as itis hereby RESOLVED to recommend the SECOND FAILURE OF BIDDING for "Construction of Elevator Sha at PATRICIA B.
