Background
TCIL intends to engage a qualified technical agency, experienced in mobile LiDAR
mapping survey (hereinafter termed Survey Agency) having relevant technical
equipments and resources to execute large volume projects. The eligibility
requirements are prescribed in this document.

Objective
The main objective of the project is to carry out extensive route survey and
reconnaissance for designing and laying of OSP (Outside Plant) network for FTTx
connectivity, comprising of OFC (Optical Fibre Cable), Branch/ Midesection Joint
Manholes, Cabinets/ housings for housing optical splitters on end to end basis
between OLT (Optical Line Termination) and end-customer network interface point
(NIP). The NIP is the point from where only Drop Fibre (t< 50 m., typically much less)
is to be provisioned for commercial service provisioning. NIP location will be indicated
by TCIL field engineer. The OLT node location will also be indicated by TCIL field
engineer.

Scope of Work
The broad scope of work includes capturing/surveying the reality data for FTTx routes
and planning the OLT (Optical Line Terminal) ring to give the last mile connectivity to
end users. Following is the broad scope of work.
i.

Survey of OLT area and indicated preliminary OFC route corridor using mobile
LiDAR technology and 360 degree panoramic imagery. During survey both
indicated and side roads to include all BOI should be surveyed, so that survey is
complete for OLT area as a whole and repeat survey is not to be done. If any
features/BOI/potential routes are missed out, Survey Agency will re-survey at no
extra cost.

Preparation of Detailed Route Survey (DRS) drawings for the OFC routes

Validation and updation of Building of Interest (BOI) Data and its integration with
DRS data

Supporting TCIL in detailed planning of feeder and distribution routes by way of


data gathering.

v.

Preparation of Issue for scaled (as per project requirement) Construction (IFC)
drawings with precise location of all OSP physical elements including the cable
route/ route markers/ manholes/ poles/ BOIs, fiber details, Splitter location and
corresponding BOM based on guidelines provided by TCIL.

vi.

AsBuilt Updation and documentation

vii.

Supply of desktop based Viewer for viewing LiDAR data integrated with 360
degree panoramic imagery

viii.

Mapping of survey data and results accurately and completely in soft on RJIL
GIS/CAD database/ system to their full satisfaction, after permission of TCIL.

Technical Specification
Bidders need to adopt following proposed technical methodology for fulfilling the
requirement and deliverables.
4.1 Detailed Route Survey (DRS)

4.1.1 The survey agency should employ laser based state-of-the-art technology
to conduct the survey and collect data using point cloud data integrated with
panoramic imagery.
4.1.2 The survey should cover 100 m corridor, i.e. 50 m on either side from the
road centerline.
4.1.3 Vertically the data should be captured up to at least 60 metre height from
ground
4.1.4 Map features derived from the point cloud should have positional accuracy
of better than 40 cm.
4.1.5 The laser equipment mounted vehicle should be DGPS enabled.
4.1.6 The QA/ QC of the data will be done by client on sampling basis (20%).

4.1.7 Expected accuracy is 98% on QA/QC.


4.1.8 Detailed route survey drawings should be delivered as .dwg and .shp files.
4.1.9 Proper codification and nomenclature should be followed while extracting
and preparing the data for delivery.
4.1.10 Being a time critical project, the survey agency should have a capacity to
deliver a minimum of 50 km per day on a rolling basis. Additional fully
equipped survey vehicles with other manpower and equipment resources will
be provided at no increase of rates to meet higher rate of survey work up to
100 km. per day (per project requirements).
4.1.11 The field survey team should collect the information about all the
Buildings of Interest (BOI) in an Area of Interest (AOI) and should also
suggest about any modification in the existing map provided. TCIL will
provide information of BOIs on map/ List (as pre-surveyed and/or available
from Main Client (Reliance Jio Infocomm Limited RJIL) to the survey
agency. The survey agency will validate and update for the following features
i. Building Name
ii. Building Address
iii. Building Type (Residential, Commercial, Bungalow, Slum)
iv. Type of Construction (Concrete, Kacha, Brick, Under Construction)
v. Number of Floors
vi. Number of Flats
vii. Number of Shops
viii. Distance of Building from Gate
ix. Distance of Building from Road Centre
x. Distance of Compound from Road Center
The above data will be integrated with the DRS map
4.1.12 The team members should have prior experience of doing this type of
survey.
4.1.13 The data thus collected should be checked for accuracy and integrated
with the existing DRS map which will then be used as a basis for planning the
OLT ring on FTTx route. The delivery of the data should be in the same
format as that of DRS drawing.

4.1.14 Internal validation of collected data to be done by the survey agency


before it is handed over on a sample basis to achieve the following
parameters:
i. Correctness of collected data
1. Building captured per OLT > 95% accurate
2. Type of feeder route construction proposal > 95% accurate
3. Route information (surface type, route offset) > 95% accurate
ii. Correct update of data per OLT in AutoCAD > 98% accurate
4.1.15 The expected accuracy of data is above 95% and sample check of the
data will be done by the client and any change has to be reworked and
submitted again

4.2 FTTx detailed route survey and planning:

4.2.1 Survey agency will be provided rules and guidelines, besides TCIL field
engineer will participate with each LiDAR survey team on 100% basis.
4.2.2 The FTTx feeder route for the OLT should be planned based on the
specifications provided from FTTx and DRS data
4.2.3 The Survey Agency under supervision of TCIL field engineer should plan
the OLT feeder path based on the GIS data also Incorporating available
ROW permissions data/information while laying out the cable The team
should provide the location of all the OFC features including the MH location,
Splitter location, Fiber Distribution, Buildings connected, customer connected,
Execution Methodology, Equipment details, Bill of Material, etc. for which
TCIL will provide rules/guidelines. The detailing should be such that the same
can be put to execution team for validation on site.
4.2.4 The changes suggested by the field team of TCIL should be incorporated
by the Survey Agency and checked against the parameters
4.2.5 Where mobile vehicle survey cannot be done because of logistical
difficulties, the data will be manually collected by foot survey and
incorporated in the
4.2.6 The acceptance of design has to be taken from TCIL The survey agency
teams should work with the first time correct objective.

4.3 Issue for Construction (IFC) drawings:

4.3.1 The IFC drawings will be created from the finalized FTTx route planning
drawing. Standard template for IFC creation will be provided by the TCIL and
the same should be followed for the creating IFC.
4.3.2 Proper care should be taken in depicting the details of OFC features in
the drawing.
4.3.3 Adequate details like the projection of OFC features, drawing number,
indexing of OFC feature and Bill of Quantity should be provided for each
drawing
4.3.4 IFC drawings will represent the details of the existing route and additional
quantity consumed in drawing and BOQ will be tabulated for each drawing
sheet. Rule base for IFC preparation and BOIs will be provided by TCIL.
4.3.5 BOM for the IFC will include the following details

4.4 As-Built Documentation:

4.4.1 TCIL will capture the details of deviation from the IFC and mark it on the
construction drawing with proper measurements.
4.4.2 Once the field has completed the construction, the details of the final
output will be incorporated in the IFC drawing by Survey Agency in as As
Built Drawing.
4.4.3 The As Built drawing should be in GIS ready format which can be
incorporated directly in Network Engineer.

4.5 Imagery and Point Cloud Data:

4.5.1 The point cloud as .LAS file and panoramic imagery as .jpg should be
delivered as a part of standard deliverable
4.5.2 The LiDAR data should cover features up to a minimum height of 50
meters.
4.5.3 The LIDAR data and corresponding panoramic imagery should be
positionally aligned so as to produce an accurate overlay of both the dataset
4.5.4 The 360 degree panoramic imagery should provide a seamless
walkthrough in an immersive environment.

4.6 Viewer:

Survey agency should provide a desktop based viewer to view the point
cloud data overlaid on the panoramic imagery data with measurement
capabilities. Viewer should also have capability to tag, import and export
vector data in GIS compatible format.

TCIL Responsibilities
TCIL will coordinate with main client to ensure timely availability of all required
statutory permissions for data collection

Deliverables
The following are the proposed deliverables in softcopy format, that may be seen/
stored/ edited on a desktop/laptop, and any custom software required to be loaded
will be provided through a licensed software copy which shall be installed by Survey
Agency:
i.

Licensed copy of Panoramic imagery (.jpg) and Point Cloud data (.LAS)

ii.

Detailed Route Survey (DRS) drawings in digital format

iii.

Building of Interest (BOI) Data integrated with DRS

iv.

Feeder and Distribution route plans

v.

IFC drawings (200 m route segments)

AsBuilt drawings

Viewer License Copy

Note It may be assumed that each OLT area is comprising of 2 nos. feeder rings of 2 km to 3km each and distribution

cable routes as required for connecting maximum 3000 nos. homepass (1500 + 1500). There can be change in the
stated lengths as per design requirement and variation of upper limit of +10% should be covered in the bid. Mobile
vehicle survey will be done on distribution routes as feasible, and if vehicle cannot approach foot survey will be done
by TCIL engineer and data so collected will be seamlessly become part of data collected through LiDAR vehicle. The
agency will be guided by the accompanying TCIL survey engineer

1. Rates are applicable in any city in India (specify exclusions if any)
2. All of work not explicitly mentioned in item description but required as per Tender are deemed to be included
